Docs strike work
Ambala, November 8 Patients visiting the outpatient departments (OPDs) of government hospitals and health centres had to face a lot of inconvenience. The doctors have announced to go on a two-day mass leave on Tuesday and Wednesday. Dr Vinod Saini, secretary of the association, said they were agitating in support of their demands today. A couple of doctors were seen attending to patients. Vinod Saini said as their final round of talks with the Haryana government had failed to reach any conclusion, they had to resort to agitation. Sources said several patients visited the hospitals, but as the doctors were not available there, they had to go to private hospitals for treatment. |

Protest by farmers
Ambala, November 8 Sukhvinder Singh Jalbehra, leader of the farmers’ union, said the management of GAIL was exploiting them by paying only Rs 98.65 as compensation. The villagers were paid a paltry some, whereas the authority had paid more to the farmers of Uttar Pradesh. The farmers are demanding higher compensation for the land acquired by Gas Authority of India Ltd for laying pipelines. They added that the acquired land was fertile and cultivation was the only source of livelihood. |
HC comes to rescue of Chandigarh Admn
Chandigarh, November 8 Issuing a notice of motion for January 3 next on a petition filed by the UT Administration, the Home Secretary and the Inspector-General of Police, a Division Bench also made the Union Public Service Commission (UPSC) a party in the case. The case pertained to the promotion of inspectors to Deputy Superintendents of Police. They had an order of the Central Administrative Tribunal in their favour. The Administration had been claiming that the order was bad in the law as the UPSC had not been heard before the issuance of directions. Taking up the petition against UT inspectors Kehar Singh and Sukhwinder Singh, the Division Bench of Justice Permod Kohli and Justice TS Dhindsa made the UPSC a party on the Administration’s request. At the onset, UT senior standing counsel Sanjay Kaushal, in fact, requested the court to implead the UPSC as a respondent. “We are of the considered view that the UPSC is a necessary and proper party to the present proceedings. We, accordingly, implead the UPSC, through its secretary, as a party. In the meantime, contempt proceedings against any of the officials of the petitioner shall remain in abeyance,” the Bench said. In the petition, the Administration and other petitioners were seeking directions for quashing the order passed by CAT on August 19. The tribunal, vide the order, had directed the Administration and other petitioners to consider the promotion of the applicants to posts of DSP on the basis of recommendations made by the DPC in February. The Administration had been claiming that the direction was contrary to rules, which made it mandatory to hold consultations with the UPSC for the preparation of the relevant list. The petition said the Administration had, in fact, been corresponding with the UPSC, “seeking clarification with regard to the issue of consultation for appointments by way of promotions”. The petitioners added that the tribunal, vide another impugned order dated October 4, further directed the implementation of the August 19 order within a fortnight. Acting on a contempt petition, the tribunal, vide an order dated October 25, observed that in case the relevant orders were complied with by the next date of hearing, the Advisor to the Administrator and the Home Secretary should appear in person with a clarifying response. |

3 held guilty of culpable homicide
Panchkula, November 8 The crime dates back to April 17 last year, when Ashok one of the guilty, went to the house of Saleem and asked him to accompany him on the pretext that some people wanted to meet him. Razia, sister of Salim, was at home at that time. Saleem had divorced his wife Parveena in January, as he used to suspect her character. When Saleem did not return, Razia started searching for him, and found that Ashok, Parveena and another Saleem “welding wala”, accompanied by two other unidentified persons, were beating her brother at a nearby area. On April 19, Saleem died of injuries at the PGI, Chandigarh. Advocate KK Saini said the court held the three guilty of culpable homicide not amounting to murder. Body found
Panchkula: A decomposed body of a 50-year-old man was found in a nullah near Yadavindra Garden here today. The deceased was identified as Dharmavir, a resident of Rattpur colony. He was employed with the HMT, Pinjore. He had been missing since October 6.
Girl receives 75 pc burns
Ambala: A girl sustained severe burn injuries after an LPG cylinder burst at her residence in Army area, Ambala Cantt. The victim, Neha, sustained 75 per cent burns. On hearing her cries, family members reached and managed to douse the flames. She was rushed to the Civil Hospital, where doctors referred her to the PGI, Chandigarh.-TNS

Workshop on visa fraud
Chandigarh, November 8 There was a discussion was on the current scenario in general visa rules and regulations, crime and cheating by means of illegal emigration and migration and the role of invigilating bodies set up in countries like the UK and Canada to keep a check on such frauds. The role of intermediaries should be discouraged and direct applications preferred, it was suggested. The session highlighted the fact that half the immigrants from India to Canada were from the region. It was stated that major frauds involved regular visas, student visas, bank statements and English tests. The Chandigarh Police had started registering cases against illegal consultancy agencies for issuing fake advertisements with false promises in newspapers. It had registered 90 cases in the past 10 years under the Immigration Act. During the current year, 32 cases had been registered, of which 11 were against Healthyway Immigration. Chandigarh SSP Naunihal Singh called for more effective imposition of prohibitory orders under Section 144 of the CrPC to make it mandatory for all immigration consultancy agencies to furnish complete information to the local police at the start of business. “In compliance with this order, 134 immigration companies have furnished information,” he added. |

5 booked in murder case
Mohali, November 8 In his complaint, deceased’s father Bikram Singh, a resident of Sector 44, said his daughter tied the knot with Gurmeet Singh around 11 years ago. She is survived by two children. Bikram alleged that the accused used to beat up his daughter for not bringing sufficient dowry. He claimed that his daughter’s husband had not informed him about the death of Parminder Kaur.
