State depts fare poorly on budget spending
Dehradun, October 11 For this financial year against the total sanctioned budget of Rs 2,35,620 lakh, the total spending by the 65 departments has been Rs 1,01,596 lakh. Year after year the Uttarakhand Government has been increasing its budget outlay and has even been rewarded in the form of generous assistance by the Central Government but the budget continues to remain underutilised year after year. “Most of the road-building and other construction works come to a halt during the rainy season and winter. The work calendar of the state is cut short due to these reasons. But to increase efficiency of the departments regular monitoring is on so that targets are met,” said Prakash Pant, Planning Minister. Surprisingly the Panchayat Raj Department and Civil Aviation Department have not presented the details of the budget spent so far to the Planning Department. While the Information Technology Department is still awaiting the release of the budget. “In Uttarakhand the government has failed to come up with realistic targets. Year after year the budget keeps increasing but we fail to come up with schemes to absorb the allocations,” said a top official on the condition of anonymity. |

Dehradun, October 11 However, they were stopped by a strong police force on the way. The agitating lecturers squatted on the road and raised slogans to drum beats in support of their demands. Later, they dispersed. The contractual degree college teachers asserted that 530 contractual teachers were all set to lose their jobs due to the move of state government to fill vacancies through the State Public Service Commission. Senior Contractual Degree College Teacher Bhagwati Prasad Ghildiyal accused the state government of ignoring the educated youth of the state. Another protester, Dr Harsh Negi, said the contractual degree college teachers would intensify their agitation if their concerns were not addressed by the state government. |
Anganwari staff burn effigy of govt
Dehradun, October 11 “On October 12, 13 and 14, we will boycott our duties and also hold a hunger strike at the ICDS Directorate,” said Seema Singh, city president of the Anganwari, Workers/ Sevika Karamchari Union. General secretary of CITU Virender Bhandari said the government’s policy to slash honorarium for Anganwari staff would backfire in the elections. Similar programmes were also held at the different blocks in the district. |
Company takes initiative to encourage safe driving
Dehradun, October 11 Through the initiative, Yamaha endeavours to encourage safe riding by educating the youth about traffic safety and proper riding techniques. Attended by 100 students of Graphic Era University, the day-long program was divided into two sessions, first was a theoretical session and second was a practical session, wherein the participants were taught the basics of road safety, importance of riding gear and also how to ride a bike more safely. The participants learned the techniques from Yamaha licensed trainers. The initiative focused on inculcating safe riding habits that would contribute to raising traffic safety awareness among local communities. The initiative has been developed by the company in accordance with its basic philosophy of "Safety riding being achieved by intelligent activity, not by operation or movement". Commenting on the occasion, Jun Nakata, Director of Sales and Marketing, India Yamaha Motor, said: “The YSRS initiative was started by Yamaha in order to educate youth about proper riding techniques in the increasing traffic condition and promote safe riding in the country. Our focus is to not just familiarise youth about safe riding methods, but also to enable them to enjoy the thrill of riding in a more responsible manner. This initiative has received an overwhelming response from the very start and each session has been a step closer towards our endeavour to make Indian roads an accident-free zone.” |

Painuli duo brings laurels to Uttarakhand
Dehradun, October 11 Shrey, a 12th standard student of Welham Boys’ School, won silver medal in the boys’ (junior main) category and couple skating while Nishtha, a 10th standard student of St Joseph’s Academy, claimed the second position in the girls’ couple skating and got fourth place in the women’s category. A total of 94 players from 12 Asian countries took part in the three-day event. Last year also the two got the third and fifth positions in the boys’ and the girls’ categories, respectively, in the same competition held at Imperial World Skating Centre, Bangkok, Thailand, from October 22 to 24. The two were felicitated by Ice-Skating Association of Uttarakhand here today. Pankaj Bhardwaj, secretary of the Ice-Skating Association, said a total of four players from the country took part in the international competition. The two other players hailed from Ladakh. Bhardwaj, however, lamented the ice skaters of the region were not getting a chance to practice at the newly built ice-skating rink at Raipur which is often found closed. He said after the SAF Winter Games in January, the rink had been opened just once and amateurs were given a chance to practise there, not players. Owing to the mismanagement of the rink, the actual purpose for which the rink has been built has been defeated. |

Dehradun, October 11 Quarterfinals and semifinals were played today. In the age group of 25-28 years, Arvinder of Army School, Birpur, beat Sudarshan of the same school. In the age group of 28-32 years, Kuldeep of Army School defeated Pawan of the same school. Over 12 teams to participate in hockey tournament
Mussoorie, October 11 More than 12 teams from across the country will participate. Anurag Tripathi, Principal of the school, Richard John Carr was better known as Dickie Carr by his teammates. He passed out of the school in 1928. Tripathi further said the 1932 Olympics witnessed world records. The Indian team had defeated the USA 24-1 in the league match played on August 11, 1932. — OC |
Local football coach gets confederation D licence
Dehradun, October 11 Director of Coaching, All-India Football Federation, Gabriel Joseph conducted the five-day course in which 22 coaches from different parts of India participated. The Dehradun-based coach was one among them. Now, it is mandatory for every professional club to hire an AFC licensed coach in their club. Kulbhushan is at present coaching the Indira Club. A physical education graduate from Jiwaji University (Gwalior), Kulbhashan has also done a certificate course in football coaching from the National Institute of Sports, Kolkata. He represented the state team in the Santosh Trophy championship in 2006. Kulbhushan now aims at doing the AFC C licence coaching course. Devendra Bisht, Secretary of the Dehradun Football Association, said: “More local coaches will be sent for the AFC coaching course. The association will be preparing a database of coaches who are interested in doing this course”. |

Dehradun, October 11 Talented Anjali topscored with 12 points for the winning team while Aastha chipped in with six points for NSM. In the boys’ section, ITBP Club beat Race Course Boys 36-22. ITBP won 8-4, 7-8, 8-0, 13-10 in the quarters. Atul (12 points), Mohan (10 points) and Aman (10 points) were the scorers in the win while Pushpender (eight points) topscored for Race Course. Bulls Club also defeated SGRR Nehru Gram 22-15. The quarters’ score remained as 4-4, 9-2, 7-5, 2-4 in Bulls Club favour. Programme on utilisation of bamboo begins
Dehradun, October 11 He said through this awareness programme, farmers, self-help groups, villagers, daily-wage workers and other stake holders would be able to learn about proper utilisation of bamboo. He also spoke about the generation of livelihood opportunities through bamboos for different end-user groups. About 40 participants from various sections from Kullu Pani, Nanda Ki Chowki, Dehradun and nearby areas are participating in the programme. The training is to create awareness for value addition and appropriate utilisation
of bamboo. This training is inclined more towards practical demonstrations for skill development. Dr Sadhna Tripathi and Ajmal Samani, scientists, disclosed that the trainees would learn about preservative treatments of bamboo, hut making, thatch treatment with preservative and fire retardant during the programme. The trainees would also be informed about the preparation of bamboo boards, seasoning of bamboo, bamboo finishing and preparation of various articles. Dr Kishan Kumar, Nirmal Upreti and DP Khali were present in the inaugural function. |
Police, traders hold meeting on traffic problems
Mussoorie, October 11 The traders were critical of the one-way policy being adopted by the police as it was creating a nuisance and hindering business. The president, Traders Association, also highlighted the fact that the delay in the construction of the south road had increased problems as the main bazar road remained congested due to lack of traffic policing. He appealed to the traders to make suggestions so that vehicular movement could continue freely as the Diwali festival season was round the corner. The traders also said students returning from school were facing difficulty in walking on the road due to traffic jams. Kumar said the traffic problem would persist till the completion of the construction work of the south road. The traders had to find an amicable solution so that the bazar was bereft of any traffic congestion. He further said as the road was congested, emergency service vehicles got stuck in traffic jams for hours and it should be avoided. Later after consultation with the traders, it was decided that traffic movement on the road would be allowed till 10 am so that supply vehicles after delivering their goods could return to their destination.Thereafter, no vehicle would be allowed inside the bazar and drivers would have to take the Batta Gad route to enter the town. Kumar also said people should not park their vehicles on the side of the road and if any vehicle was found flouting the rules, it would be impounded. |

Dehradun, October 11 Dr Bhasin, who is a senior teacher of the college, was recently selected for the post. He said he had submitted his resignation to Chief Ministe BC Khanduri and requested him to accept it. The CM after deliberations accepted his resignation.
