As speculation mounts on the equation between Finance Minister Pranab Mukherjee and Home Minister P. Chidambaram, who has been named in the 2G scam, Congress chief Sonia Gandhi has directed top leaders to put up a joint defence, party insiders said.

Sonia Gandhi, who has recently returned after a surgery abroad, is learnt to have stepped in to resolve the crisis involving one of the government’s most high-profile ministers.

The BJP, on the other hand, asked Prime Minister Manmohan Singh to clarify his stand on the alleged involvement of Chidambaram in the 2G case and wondered if the latter is not being sacked as the PMO fears the “embers of the fire” may reach it.

The controversy surfaced after a RTI answer revealed that the Finance Ministry - headed by Mukherjee - had sent a note to the PMO in March 2011 that 2G Spectrum licences would have been auctioned in 2008 if the then Finance Minister (Chidambaram) had acted.

This has led to the Opposition asking for Chidambaram’s resignation and speculation that things are not as they should be between the two ministers. “Sonia Gandhi has asked all top leaders - from Prime Minister to party spokespersons - to defend Chidambaram and the government,” a senior Congress said.

“She knows that this is an explosive issue. Yesterday it was A. Raja and Dayanidhi Maran (ministers who had to quit over the 2G row), today it is Chidambaram and tomorrow it can be Manmohan Singh. She wants to stop the slide,” he added.

Though Congress leaders deny talk of a Mukherjee-Chidambaram rift being the root cause behind the controversial note, political analysts and party insiders say there is a "recurring cold war" between the two.

Reiterating its demand for the resignation of Chidambaram, the BJP on Friday wanted to know at whose behest was the much-publicised note by the Finance Ministry prepared? “At whose instance did the Finance Ministry prepare the note for the PMO?... The country is certainly entitled to know if the PMO had asked for the note. If yes, why was there no follow-up action?” BJP chief spokesperson Ravi Shankar Prasad said.

The BJP alleged that even in the case of former Telecom Minister A Raja, who is now in jail in connection with 2G case, the Prime Minister had initially said twice that he is not guilty. “Is the same story going to repeat itself in the case of P Chidambaram?” Prasad said. — Agencies

Mumbai: In the midst of fresh controversy in the 2G case, anti-graft crusader Anna Hazare on Friday said Home Minister P Chidambaram would have been behind bars had the Jan Lokpal legislation been in existence. "Had there been a Jan Lokpal now, Chidambaram would have been in jail," Hazare, who earlier branded the Union Home Minister as a "mischievous person", said. — PTI

The Mayawati-led government in Uttar Pradesh has been sitting on the fact-finding report on alleged police violence in Bhatta-Parsaul. The report was submitted by the National Human Rights Commission-appointed inquiry committee to the state government way back in June.

The report, interim in nature, was finalised after a high- level investigative team conducted spot visits to the above mentioned villages which witnessed police atrocities in the wake of anti-land acquisition demonstrations in late June.

Reliable sources in the NHRC today admitted that they had asked for the state’s comments within four weeks but the same had not yet been received.

“We have to give reasonable time to the state to present their point of view on the interim report. It is only after receiving the comments that we will be able to take a final view on the report and make our recommendations in the matter,” top NHRC sources said.

The police is accused of molesting and raping women in the affected villages apart from resorting to excessive use of force against demonstrating farmers whose land was being forcibly acquired for use by private builders.

Earlier this week, the National Commission for Women, which also inquired into the matter, said seven women had been raped in the said villages. The commission has recommended a CBI inquiry into the issue.

Sources in the commission said they had issued reminders in the matter and would take strict action if the comments don’t arrive soon.

Interestingly, the entire issue got politicised after Congress general secretary Rahul Gandhi’s visit to these villages. Questions were also raised on the flip-flop by the Women and Child Development Ministry, which, on August 11, told Parliament in reply to a question that no specific instance of rape had come to light in the two villages. Subsequently, the minister concerned, Krishna Tirath, went on to say that women were “more than molested” in the affected areas.

The “correction” was soon followed by an NCW report that cited seven cases of rapes on the basis of affidavits filed by women in the two villages of UP.

CBI probe into illegal mining

The apex court order today asking for a CBI probe into illegal mining in Karnataka has dealt a blow to the state’s BJP government which has been opposing that the investigation be entrusted to the CBI saying it will be against the party’s stance against the central investigating agency.

The SC’s Central Empowered Committee on environment had recommended the probe by the CBI into mining activities of two companies, including Janardhan Reddy’s Associated Mining Company (AMC), in Karnataka’s iron ore rich Bellary district.

Reddy, a BJP leader who was a member of the last Karnataka council of ministers headed by BS Yeddyurappa, is already in CBI custody in Hyderabad in connection with alleged illegal mining by his Obulapuram Mining Company in Andhra Pradesh.

Sensing the inevitable, Karnataka Chief Minister Sadananda Gowda earlier today told reporters at Bellary that the government would abide by the SC’s decision on the recommendation of the committee to extend the CBI probe into illegal mining in Karnataka.

“I will abide by the Supreme Court decision,” he told reporters when asked about committee’s recommendation to the court yesterday for a CBI probe into illegal mining in Karnataka.

Gowda had earlier rejected demands for a CBI probe citing the Lokayukta probe into the illegal mining in the state. Gowda’s predecessor BS Yeddyurappa also steadfastly opposed ordering a CBI probe into illegal mining.

The SC-appointed committee has extensively inspected mining areas in parts of Karnataka and has opined that there are irregularities - including illegal renewal of AMC’s licence to conduct mining operations - pertaining to the company owned by Janardhan Reddy and his wife Aruna Lakshmi.

In 2009-2010, over 1 million tonnes of iron ore was mined from the 10.12 hectares officially allotted to the OMC. According to the committee, it was impossible to mine such a huge amount of iron ore from such a small area.

Nitish may flag off Advani’s rath yatra

BJP stalwart L.K. Advani may have forced his proposed latest rath yatra down the throats of his party men and even RSS leaders but there are also indications that this yatra is being discreetly pushed by the BJP/RSS into NDA partner and Bihar Chief Minister Nitish Kumar’s court.

Therefore, the flagging off ceremony of the yatra for “Good governance and clean politics” from Sitab Diara in Saran district of Bihar is likely to be performed by Nitish Kumar on Lok Nayak Jai Prakash Narain’s birth anniversary October 11, according to clear indications from the BJP.

BJP spokesman Ravi Shankar Prasad today said, “It will start from Sitab Diara on October 11 and Nitish Kumar will be there.” According to Prasad, Advani will cover different parts of the country in a span of about 35-40 days.

He, however, remained non-committal about the presence of BJP chief ministers during the flagging off saying “He (Advani) will anyway be going to the BJP-ruled states.” The BJP spokesman said while stating that the details will be announced soon.

But it was evident that the BJP is not certain whether its chief ministers will be present for flagging off Advani. In any case political observers felt that Nitish Kumar might have volunteered to flag off Advani’s Yatra only after doubly ensuring that he would not be photographed sharing the dais with Gujarat Chief Minister Narendra Modi.

Sources said since this could lead to political speculation in the media, other BJP chief ministers may also give it a miss. That probably may suit Nitish Kumar eminently and he may only be too pleased to appropriate Advani. Already all JD-U leaders, including Nitish Kumar, Sharad Yadav and Shivanand Tiwari, have shown preference for Advani as against Modi as the future prime minister of the country.

Modi, too, is showing signs of Advani fatigue and dismissed Advani’s original desire to start his yatra from Somnath or Sardar Patel’s village. And though BJP insiders are trying to play it down the fact is Advani has shelved his annual ritual of visiting Somnath temple on September 25, the day he started his historical Ram Rath Yatra to Ayodhya. Instead, this year Modi is organising a big public meeting on the same day, ostensibly appropriating Advani’s mantle. Political observers say all this points to a certain exhaustion and fatigue in the BJP.

India, UK sign pact on defence research

Under a new agreement, Indian and British scientists will work together to develop cutting-edge technologies for defence and security.

A letter of arrangement was signed by DRDO Director General V K Saraswat and Sir Mark Welland, Chief Scientific Adviser of Britain’s Ministry of Defence, in London.

The two countries will pool their world-class science and engineering expertise to work on projects such as unmanned aerial vehicles, advanced explosives, and factors affecting human performance on the battlefield.

Welland thanked Saraswat for his efforts in “reaching this milestone in our relationship with India”.

CBI raids premises of ex-chief of Dental Council

The CBI has registered a case of disproportionate assets against former president of the Dental Council of India Anil Kohli and said it had recovered Rs 1 crore in cash during searches carried out at six places in this connection.

According to the CBI spokesperson, a case against Kohli was registered for allegedly amassing assets disproportionate to his known sources of income from April 1, 2005, to March 31, 2009.

During the searches, it was found that Kohli had made huge investments in properties which include a palatial house at Gulmohar Park; four shops at Lajpat Nagar and a farmhouse at Chawla (near Najafgarh) in New Delhi. — PTI

Last Sunday’s earthquake in Sikkim has severely hampered the Army’s movement and temporarily cast a shadow on its rapid counter strike ability in the strategically crucial mountainous state. The Army’s in-house assessment is that it would take more than two months to restore the road network, vital for movement in northern Sikkim that abuts China.

The infantry units under the 112 Brigade - some 5,500 men and officers - that is responsible for northern Sikkim are well stocked on all accounts - food, equipment like 105 MM artillery guns, vehicles and fuel.

The road blockade will also not affect the movement of the infantry as the troops anyway walk over obstacles. Besides, officials said that the quake would not have any impact on preparedness.

But, with the roads blocked, the movement of stocks, equipment, ammunition and weapons will be hit. The roads are needed to move heavy things that require wheeling in.

Fields reports from the Army reaching the headquarters here have led to the assessment that it could take two months to restore two key road arteries that take off from Chungthang (some 70 km north of Gangtok). One leads west to the Lachen valley and other leads east into the Lachung valley. Both the roads are vital for maintaining supplies to northern Sikkim.

In case of an exigency, there will be no way to replenish troops and equipment once the stocks stored at the forward bases finish.

Meanwhile, the Army has physically covered 94 villages in their search-and-rescue operations.

Toll mounts to 118

Fearing fresh tremors and landslides, hundreds of people in quake-hit remote areas of Sikkim started moving out of their villages as rescue teams airlifted 22 stranded engineers with the death toll in Sunday's 6.8 devastating temblor rising to 118.

Over 10,000 food packets have been airdropped in the quake-hit areas of north Sikkim.

With another body recovered in North Sikkim, the overall death toll has risen to 118 including 75 in the Himalayan state while West Bengal has reported 15 deaths, nine in Bihar, 11 in Nepal, seven in Tibet and one in Bhutan.

The number of dead in Sikkim has climbed to 57 in North District, East (13), West (4) and South (1). — PTI

Fresh flood submerges 600 villages in Orissa

The flood condition worsened in Orissa today with four major rivers submerging around 600 villages in the state.

Fresh flood in Brahmani, Baitarani, Budhabalang and Subarnarekha rivers following a heavy downpour wrecked havoc in Jajpur, Keonjhar, Bhadrak, Kendrapara, Balasore and Mayurbjanj districts, officials said.

“Jajpur was cut off from rest of the state as a portion of 120-year-old bridge on Baitarani river at Sathipur caved in," District Collector Anil Samal said.

"Vast stretches of national highways connecting Panikoili to Keonjhar, Keonjhar-Jashipur and Kamakhyanagar-Bhubana were inundated in flood waters, paralysing vehicular movement," Works Secretary SK Ray said.

Also several state highways in Bhadrak, Keonjhar, Jajpur, Dhenkanal, Kendrapara and Mayurbhanj were submerged in many places, throwing traffic out of gear.

The Baitarani river is flowing at 20.80m against the danger level of 17.83m in Akhuapada. The water level in Budhabalang and Subarnarekha was also rising, officials said. — PTI

An already volatile situation in the Telangana region of Andhra Pradesh is set to turn worse with the statehood supporters calling for a two-day rail blockade, starting midnight today, while an indefinite general strike by government employees and workers has crippled the administration.

The rail blockade is expected to snap the link between Hyderabad and other destinations in south and north India. The South Central Railway (SCR) has announced cancellation of 55 express and 176 passenger trains over the next two days.

The SCR altered or cut short the routes of another 63 trains, including 33 express trains, besides diverting 55 other trains. The cancelled express trains include all trains running between Hyderabad and Delhi, Mumbai, Chennai, Bangalore, Guwahati, Patna, Rajkot and Balharshah.

Several trains have been diverted and rescheduled. Already, the bus services in the region remained paralysed for the fifth day today with workers of the state road transport corporation joining the indefinite strike. This is the third rail blockade called by Telangana groups this year and second in less than three months, resulting in Telangana being virtually cut off from the rest of the country.

Adding to the woes of the common public, the auto-rickshaws will also go off the roads from tomorrow. With schools and colleges being shut down for the last one week, there are growing worries about the academic schedule going haywire.

The city commuters are the worst hit with the Railways also cancelling all 222 MMTS (Multi-Modal Transport System) services in the capital and 102 DHMU (Diesel Hydraulic Multiple Unit) trains in other parts of the region.

The situation in the region continues to be grim with 70,000 coal miners of Singareni Collieries, four lakh government employees, 55,000 RTC employees, including drivers and conductors, teachers, lawyers and a section of doctors in government hospitals joining the indefinite strike.

Meanwhile, the Telangana Joint Action Committee (TJAC) has raised its pitch and warned of a “militant agitation” to achieve the statehood goal. “The government remains callous and indifferent to the aspirations of Telangana people. Now, the time has come to take the struggle to its next level and make it a militant movement,” the TJAC chairman, Professor Kodandaram, said while addressing Telangana martyrs’ memorial meeting here today.

Meanwhile, the ruling Congress leaders from Telangana set September 30 as the fresh deadline for their party high command to take a favourable decision on the statehood demand.

BJP to release booklet on scams facing UPA, BSP govts

With senior BJP leader LK Advani all set to embark on his "anti-corruption yatra", the party would be releasing a 'ghotala chalisa' to equip partymen with a list of alleged scams plaguing the UPA and BSP governments.

The party has already released separate booklets on the scams, both at the Centre and the state. However, the 'ghotala chalisa', a booklet of 48 pages, would give a summary of all the alleged scams and would come in handy for the party workers and leaders criss-crossing the state in the coming days, party spokesman Vijay Pathak said here.

The party central unit had earlier released a booklet on various scams like the Commonwealth Games and 2G Spectrum which were used in the Assam Assembly elections, he said.

Similarly, the state unit had released a list of 100 alleged scams of the Mayawati government worth over Rs 2.74 lakh crores and they would be incorporated in this booklet, he said, adding that they included scams in land acquisition and allotment in Greater Noida and Noida, sale of sugar mills and irregularities in construction of parks and memorials.

The 'ghotala chalisa' is scheduled to be released a day after the birth anniversary of party ideologue Pt Deen Dayal Upadhaya on September 25 by national vice president Mukhtar Abbas Naqvi and national secretary Kirit Somaiya in Lucknow.

Somaiya said the booklet would be distributed among one lakh active workers in the first phase. "Through them, we would be apprising the public about the irregularities committed by over two dozen central ministers and officials,” he said.

Somaiya said the party was also working on unearthing scams at the district level, for which 18 districts of the state have already been covered. "By November end, we would cover about 50 districts and they would also be highlighted among the public later,” he said. — PTI

The CBI is likely to oppose any division in the organisation and demand complete functional autonomy and superintendence by the proposed Lokpal when its Chief AP Singh appears before the Parliamentary Standing Committee looking into the issue on Saturday.

Singh, whose previous appearance before the committee was deferred, is likely to give a detailed presentation about the views of the agency on the relationship with the proposed anti-corruption body, sources said.

He is likely to convey to the Parliamentary panel the agency's view that it should be retained in its present form as "the only premier investigating agency for corruption cases" while the Lokpal can be given all such powers because of which "interference is said to be caused" in its functioning, official sources said.

"The underlying theme in both the draft Lokpal Bills is to confer more autonomy on the investigation agency so as to insulate it from interference. This kind of autonomy and independence can be given to the CBI by conferring Lokpal with all such powers because of which interference is said to be caused in functioning of CBI," a senior official said.

Singh may seek a working relationship with Lokpal on the lines of the CVC and the CBI like "superintendence at an arm's length" with the proposed anti-corruption watchdog being vested "with all powers to meet the financial, administrative and legal requirements of CBI," he said.

The Director has consulted senior officials of the agency and come to the conclusion that "the Director, CBI should continue to exercise the final police powers to decide a case.

“The Lokpal could instead have an enquiry wing under it for conducting fact-finding enquiries in matters that it may deem fit and entrust investigation to CBI, if it so warrants,” the official said. — PTI

DMK’s Baalu calls on Sonia, enquires about her health

DMK parliamentary party leader TR Baalu has been among the visitors who called on Congress president Sonia Gandhi who is gradually getting back to her old work schedule after her return from the USA earlier this month where she spent nearly six weeks after undergoing a surgery for an undisclosed ailment.

Senior Congress leader Mohsina Kidwai and Kerala Chief Minister Oomen Chandy also had separate meetings with Sonia Gandhi.

Baalu’s meeting assumes significance as it comes at a time when relations between the Congress and the DMK are under severe strain after the 2G Spectrum controversy surfaced and resulted in the arrest of former Telecom Minister A Raja for his role in the scam, and DMK chief M Karunanidhi’s daughter Kanimozhi.

Baalu, however, maintained that no politics was discussed as it was a “courtesy meeting” to enquire about the Congress president’s health, adding that he had also conveyed his party leader Karunanidhi’s good wishes to Sonia Gandhi who asked him to convey her thanks to the DMK patriarch. “It is a great opportunity to receive the blessings of a senior leader like Karunanidhi,” she is said to have told Baalu.

Although the Congress and the DMK insist that their alliance is intact, tension is building up as Karunanidhi is upset with the Centre for not doing enough for Kanimozhi’s release on bail. Karunanidhi got an opportunity to hit out at Home Minister P Chidambaram yesterday following the latest revelations in the 2G Spectrum case. A note sent by the Finance Ministry to the PMO has questioned Chidambaram’s role as the Finance Minister in 2008 in the pricing of Spectrum, stating that he could have been more proactive in persuading Raja to adopt the auction route.

A miffed DMK has already said that it would contest the forthcoming civic poll in Tamil Nadu on its own. However, political compulsions have forced the Congress and the DMK to work together at the Centre. While the DMK needs the Centre for its fight against its political adversary in the state, the AIADMK, the UPA government is critically dependent on the support provided by the 16 DMK Lok Sabha MPs.

House panel on Lokpal meets

The Parliamentary Committee scrutinising the Lokpal Bill on Friday began the difficult task of resolving conflicting demands from various social and government organisations to formulate the best law to check corruption in the country, but the first day saw a crucial Central Vigilance Commission deposition being postponed, apparently due to the lengthy submission made by others called to give their views.

Sources said Central Vigilance Commissioner Pradeep Kumar would be given another date to appear before the Standing Committee on Personnel, Public Grievances and Law and Justice.

While Aruna Roy of the NCPRI and Lok Satta Party President Jayaprakash Narayan presented before the committee what has been their “stated” position, the probity watchdog will follow the government’s line, recommending vigilance framework under Lokpal for corporates among others, when it appears before the committee to give its views on the proposed anti-corruption Bill.

The group headed by Anna Hazare wants the Lokpal to be armed with strong investigative powers and CVC officials fear that there may be a conflict of interest in case the Lokpal comes into force in the form being envisaged by civil society.

Sources said Kumar could suggest incorporating either the CVC or one of the two Vigilance Commissioners into the Lokpal for smooth its functioning.

IITian commits suicide

Another brilliant life came to a tragic end when the body of 18-year-old Mehtab Ahmad, a first year B Tech student of the Indian Institute of Technology-Kanpur (IIT-K) was found hanging from a hook on the ceiling in his hostel room last evening.

With the names of three persons - all students at IIT-K - scribbled across the wall of his room number D-307 of hall number 9, prima facie the police believes it to be a case of suicide, probably due to ragging. It is the 10th case of suicide in IIT-K in the last seven years.

The writing on the wall of Mehtab’s room speaks volumes. “I’m tired of IIT. Why so sad when this is part of life? Be courageous… What is the meaning of happiness, yet trying to get answer.” On another wall was scribbled the names of three people who, the police claims, were his friends in IIT.

According to principal of his former college Rajendra Dwivedi, the deceased often spoke to him about feeling humiliated due to ragging. Dwivedi had reportedly informed his father about Mehtab’s state of mind.

However, after the post-mortem report, the family took to the body for burial in their ancestral Hamirpur district. No FIR was registered nor any arrests made in the case. The local police completely ruled out the ragging angle and claimed the suicide to be due to a failed love affair as they had also found a two-page love poem in Hindi from his room.

The son of a Sub Inspector posted in Kannauj, Mehtab had joined IIT-K in July this year. He had six siblings, including three brothers and three sisters. IIT-K Registrar Sanjeev Kashalkar said the suicide was detected in the evening when Mehtab did not respond to the repeated knocks by his friends.

Parents bring more boys than girls for cardiac surgeries: AIIMS

Sex determination is not the only form of gender disparity to which Indian couples are subjecting the girl child. There are other cruder forms, like the one bared yesterday by a significant new study by cardiac experts at AIIMS, which has shown that more male children than girls are being brought to the hospital’s paediatric facility for surgery in cases of congenital heart disease.

Led by Dr S Ramakrishnan, a leading cardiac expert from the institute, the study published in the latest edition of “Heart”, an online British journal, reveals that for every 100 boys and girls aged up to 12 years and detected with congenital heart disease, parents bring 70 boys for surgeries as against just 22 girls.

This is the first such study in India which proves the existence of gender inequality in the access to healthcare services.

In the study titled “Gender differences in the utilisation of surgery for congenital heart disease in India”, parents or guardians of 405 children aged up to 12 years, who had been advised to undergo elective paediatric cardiac surgery at AIIMS, were interviewed. They were asked to seek surgery for their wards considering denial of paediatric cardiac surgery leads to worse outcomes as the child ages.

The status of patients was then reviewed after a year to see if their parents heeded to experts advice. It was found that significant gender bias existed in the acceptance of heart surgery among children. Of the 405 patients who were studied, 44 per cent (59/134) of girls had undergone surgery in one year as compared to 70 per cent (189/271) boys.

“Gender bias in the access of healthcare services is very strong. For every two boys suffering heart ailments who come to us, only one girl comes. The ratio should be equal considering cardiac heart disease among boys and girls is equally common,” Dr Ramakrishnan said. He said gender disparity in acceptance of heart surgeries among children was observed despite the fact that the procedure was heavily subsidised at AIIMS and cost between Rs 6,000 and Rs 55, 000 depending on the severity of the problem.

The study recommends urgent measures to correct the disparity considering approximately 1, 80,000 children are born with congenital heart disease (CHD) annually in India, out of which 60,000 to 90,000 require early intervention so as to lead a healthy life later.

“The findings are worrisome to the extent that girls are significantly less likely to undergo recommended cardiac surgery than boys. We also found that not only the acceptance of surgical paediatric cardiac care is lower among girls, even the access is lower,” Ramakrishnan says. The number of boys and girls who sought cardiac care at the AIIMS paediatric centre in 2009 was 3,187 and 1,400, respectively.

Accordingly, the research recommends a nationwide programme to address the issue and calls for financial incentives for poorer families of children needing cardiac surgery.

Suspecting infanticide, panel orders probe into 3 girls’ death

Days after it came to light that three girl infants had died in Jaisalmer soon after they were out of the local government health facility, the National Commission for Protection of Child Rights (NCPCR) yesterday ordered a second probe to determine if the girls were victims of infanticide.

Rejecting the preliminary investigation by the Jaisalmer district administration, which attributed all three deaths to natural causes, a child rights panel team that visited the affected areas said upon return yesterday that there were several discrepancies in the conclusions the district authorities have drawn and in the statements of local auxiliary nurses and midwives (ANMs) who were supposed to track the pregnancies of mothers of the girls. NCPCR has asked the local administration to re-investigate the matter and submit a report in 10 days. The girls had died last month.

The panel, that includes Dinesh Laroia, Yogesh Dube and Vinod Tikoo along with Yogesh, representative of Vikalp, a Jodhpur-based NGO, visited Jaisalmer and Jodhpur from September 15 to 17 to look into the matter. The team found discrepancies in the statements of ANMs when they visited Chor, Sitadoi and Devra villages and Devikot primary health centre, where the three infants had been delivered.

Official records pertaining to ante natal care services (ANC) for pregnant mothers and childbirth had not been maintained, it was found.

3 states want common medical entrance test in local language

The proposed common medical entrance test is set to see yet another patch of rough weather with certain states now playing the regional card.

Gujarat, West Bengal and Karnataka are learnt to have written to the Medical Council of India Board of Governors, demanding question papers for the common entrance test to be also made available in vernacular languages to “address the issue of equity” in these states.

The MCI today held a meeting with the CBSE and state representatives to discuss the modalities of the exam, proposed to be held from 2012. Medical Council of India sources confirmed to TNS that certain states had sought that question papers be set in regional languages.

The CBSE for its part has expertise only in conducting national-level entrance tests -- like the AIEEE for engineering -- in English and Hindi. “The MCI will have to decide what it would ultimately do in this respect,” CBSE officials said.

Anna for stronger Lokayukta

After undertaking a fast to bring about the Lokpal Bill at the Central level, social activist Anna Hazare has again turned his attention to Maharashtra.In a letter to Chief Minister Prithviraj Chavan, Hazare warned of another agitation if the Congress-Nationalist Congress Party government did not enact a comprehensive law to empower the institution of Lokayukta in Maharashtra in the forthcoming winter session of the legislature.

In his letter, Hazare referred to an earlier letter sent to the Chief Minister where he had enclosed a copy of the draft Bill which he had wanted the state legislature to enact. — TNS

SC refuses to hear Bhanot’s bail plea

New Delhi, September 23
The Supreme Court today refused to entertain the bail plea of former Secretary General of CWG Organising Committee Lalit Bhanot, arrested for his role in awarding a Games-related contract at inflated rates.

A Bench of justices J M Panchal and H L Gokhale, however, allowed Bhanot to approach the appropriate court for relief and clarified the court would not get influenced by observations made by the Delhi High Court which had earlier rejected his bail plea.

The Bench allowed Bhanot to withdraw his petition.

Bhanot was arrested on February 23 this year along with former Director General of CWG OC V K Verma for awarding the contract for installing Timing, Scoring and Result systems for the Games to a Swiss firm, Swiss Timing, causing a loss of over Rs 90 crore to the public exchequer. — PTI

SC dismisses bail plea of Sadhvi Pragya

New Delhi, September 23
The Supreme Court today refused to grant bail to Sadhvi Pragya Singh Thaku, who is facing charges under the stringent MCOCA for her alleged involvement in the 2008 Malegaon bomb blast case.

“The plea that Article 22(2) of the Constitution was violated is based on the averment by the appellant that she was arrested on October 10, 2008. Factually, this plea has not been found to be correct. The appellant was in fact arrested only on October 23, 2008. The affidavit filed by the appellant on November 17, 2008, on a careful perusal shows that the appellant was not arrested on October 10, 2008,” the court said. Pragya cannot claim any indefeasible right to bail merely because the charge sheet was not filed within the statutory period of 90 days. — PTI

"There is yet another aspect of the matter. The right under Section 167(2)of CrPC to be released on bail if the charge sheet is not filed within 90 days from the date of first remand is not an absolute or indefeasible right," the bench said.

The bench passed the order on a petition filed by Thakur contending Maharashtra's Anti-Terrorist Squad (ATS) had failed to file the charge sheet against her within the mandatory 90 days of her arrest on October 23, 2008.

Seven people were killed in a bomb blast on September 29, 2008, in Malegaon, a communally-sensitive textile town in Nasik district of Maharashtra. The probe into the blast had brought into focus the alleged involvement of some right-wing Hindu groups.

Yeddyurappa’s bail plea adjourned

The Lokayukta Court today adjourned to tomorrow arguments on the bail application filed by former Chief Minister B S Yeddyurappa in one of the complaints alleging irregularities in denotification of government land by him.

Lokayukta Special Court judge Justice N K Sudhindra Rao adjourned hearing on the application filed by Yeddyurappa in the private complaint in which nine others are the accused. — PTI
