Anti-encroachment drive launched in Zirakpur
Zirakpur, September 23 Giving the information, Vaibhav Sharma, an official of GMR, said the anti-encroachment wing led by MC sanitary inspector Santosh Sharma removed illegal encroachments from beneath of the flyover. He said the wing also released air pressure from the tyres of vehicles, being parked in the no-parking zone in Zirakpur. Engineering student ends life
Dera Bassi, September 23 He was a student of diploma and was living in a rented accommodation in Dera Bassi. The police said that he had been missing for a day and at last his body was found from the floor of his house where he was living. A case has been registered.
The body was sent to the Civil Hospital, Dera Bassi, for post-mortem examination and would be handed over to the relatives when they reach Dera Bassi, the police added. |
Rs 1 lakh fine slapped on hospital for deficiency in service
Mohali, September 23 BS Mehandiratta, president of the forum, ordered that the Grecian Hospital and Dr Vinod Nimbran, oncologist, should pay to the complainant a compensation of Rs1 lakh within one month from the date of receipt of a certified copy of this order. If this compensation was not paid within the aforesaid period, it would carry interest thereon at the rate of 9 per cent per annum from the date of institution of the complaint till the date of actual payment. The opposite parties were also asked to pay litigation costs of Rs 5,000. Satwant Kaur, resident of Sector 10, Chandigarh, told the forum that she was diagnosed as a case of breast cancer by the Command Hospital, Chandigarh, and advised mastectomy procedure to be performed at the earliest. She was referred to Grecian Hospital, one of the empanelled hospitals under the Ex-Servicemen Contributory Health Scheme (ECHS). She was advised certain tests but during the process she got the impression that the hospital was allegedly prolonging the time line in order to justify the additional charges. Finally, the surgery was done on September 12, 2009. The complainant , however, got restless and frustrated due to the casual and indecisive behaviour of the doctors and other paramedical staff. A programme for administering her chemotherapy was planned after her discharge. The complainant further alleged that her first chemotherapy was administered by a nurse without the personal supervision of any doctor amounting to negligence on the part of the hospital. The second cycle was also not carried out in a satisfactory manner. The complainant alleged that the aforesaid acts of commission and omission on the part of the hospital amounted to deficiency of service. The hospital delayed the action and procedure at every stage, which was sure to have reduced the life span of the complainant and also caused her to bear pain and trauma for removal of her breast. The opposite parties in their joint written statement have denied the allegations of the complainant. They have stated that in case the complainant was not satisfied with the treatment given by them or with the first cycle of chemotherapy, she could not have visited them again. The fact that she came to them for chemotherapy repeatedly showed that she was satisfied with their treatment. They have denied that at the time of administration of chemotherapy to the complainant, no doctor was present and have stated that Dr Ashutosh Mukharjee, who is MD, radiation oncologist, and was a consultant, had planned and administered the drug in his presence. The husband of the complainant at the time of every discharge filled feed back and satisfactory treatment/investigation certificate form. The miraculous recovery of the complainant was possible only because of good treatment by the hospital and their doctors. Denying any deficiency of service on their part, the opposite parties have sought dismissal of the complaint. |

HC issues notice of motion

Chandigarh, September 23 In his petition placed before the Bench of acting Chief Justice MM Kumar and Justice Gurdev Singh, petitioner Gurpal Singh sought directions to restrain Punjab and other respondents from allotting booths constructed on land earmarked for a primary school at Phase 3B1. Directions were also sought to the respondents to frame a policy to deal with such violators. He added that any construction raised over land other than primary school purposes may be ordered to be demolished, declaring it illegal and violative of the site, master, development and zoning plans. — TNS |

Chandigarh, September 23 Sharma had recently got an interim bail from the Punjab and Haryana High Court but failed to join the investigation. Thereafter, the CBI initiated proceedings against him and filed an application in the court. In January, 2008, the Panchkula police had booked Sharma, a “fake” doctor, in a cheating case. Initially, Sharma was accused of illegally operating upon patients by
holding free eye check-up camps. As the investigations proceeded, frauds committed by him while availing of loans were exposed and amid high drama, the investigations were shifted to the state crime bureau. This finally led to Sharma’s arrest. The CBI also registered two cases against Sharma in July, 2008. Following a complaint by Panchkula Civil Surgeon, the Panchkula police had sealed Shubham Hospital in Sector 20 on January
30, 2008. In her complaint, the civil surgeon had alleged that Sharma had been running the hospital posing as an ophthalmologist, while he had no such degree
with him. Sources said using fake documents, Sharma took loans of Rs 2 crore from Punjab National Bank, Sector 16, Chandigarh; Rs 1 crore from the Bank of India, Sector 16, Chandigarh; Rs 1 crore from the Punjab & Sind Bank; Rs 40 lakh from Oriental Bank, Mani Majra; and Rs 1 crore from Corporation Bank, Chandigarh. The loans were allegedly taken using fake certificates and documents. In February 2009, the CBI had filed a charge-sheet against Sharma and some bank officials. In December 2009, a special CBI court had framed charges against Sharma and bank officials. |

19-year-old gets 7-yr jail for rape

Chandigarh, September 23 The Division Bench of Justice Surya Kant and Justice Augustine George Masih also asked the administration to shortlist five to 10 crèches or play schools available with it and inform the Bench accordingly so that the minor could be admitted there. The UT counsel also informed the Bench that it would send a lawyer to Ashreya to verify the requirements of both the mother and the baby and would inform the court about it. The 19-year-old victim was raped when she was staying at Nari Niketan. She was later shifted to the Sector-47 based ‘Ashreya’. The Asherya authorities had found her pregnant on May 16 last year. The administration had then moved the High Court for the termination of her pregnancy on medical grounds. The court had ordered to terminate the pregnancy, but the ruling was overturned by the Supreme Court. Later, she delivered a baby girl. Both mother and daughter are currently living in Ashreya, a UT-run shelter. |

Rape-on-wheels case victim turns hostile
Chandigarh, September 23 So far, six witnesses, including the victim, have turned hostile in the case. The case had been filed against former UT Home Secretary and Haryana-cadre IAS officer NK Jain and others. In her statement, the victim informed the court that her first statement to the police on August 15, 2002, wherein she had levelled rape allegations against businessman MK Jain, was true. However, her subsequent statement, in which she had named former Home Secretary NK Jain and others, was made under pressure by the UT Police, she added. In August, 2002, the police had filed a case against NK Jain and four others for hatching a conspiracy to frame a Sector 8-based businessman, MK Jain, in the alleged rape case. In her complaint, the victim had alleged that MK Jain had picked her up from a computer centre in Sector 20 on the pretext of providing her a job. She had claimed that the suspect had given her a cold drink laced with an intoxicant on the way to Panchkula and later raped and dumped her near a petrol station in Sector 33. Mohali, September 23 The complainant alleged that on September 20, Devinder Sandhu along with Ranjit Bajaj and others entered his Sidhu Farm and injured his men there. They are under treatment at the Phase-VI Civil Hospital. The complaint had moved the Punjab Human Rights Commission against the Mohali Police for not registering a case against those who had trespassed into his land. Motorcyclist killed in road mishap near Madrani village
Mohali, September 23 The police said the incident took place when the deceased was returning from a mela after selling toys. When he reached near Madrani village, an unidentified vehicle hit him from the rear. He sustained head injury and died on the spot, the police added. The body of the deceased was handed over to the family after conducting the post-mortem examination and a case had been registered. In another incident, Gyan Singh, a resident of Sohana, was killed in a road accident that took place near Radha Swami Satsang Bhawan recently. The police said that in his statement Randhir Singh, the son of the deceased, said that his father was hit by a car while crossing the road. They immediately took the injured to the PGI, Chandigarh, where he died during treatment. A case has been registered. |

Five booked for extortion, cheating
Chandigarh, September 23 Manjit Singh Arora, a resident of Industrial Area, Phase II, Ram Darbar, had lodged a complaint against Shalini, Kalawati, Sunny Kaushal, Ram Lal Chaudhery and Shiva, accusing them of extortion. The complainant alleged that one of the accused had registered a false case of rape against him last year to extract money from him. On August 16, four of the accused — Kalawati, Sunny Kaushal, Ram Lal and Shiva — contacted Ankur, known to Arora, at booth No. 7-B, Sector 23, to settle the matter and demanded Rs 15 lakh in this regard. Kalawati told him that Ram Lal had offered her a sum of Rs 10 lakh to continue to prosecute the case against him. She added that Ram Lal was behind the conspiracy. She sought a sum of Rs 15 lakh from Arora if he wanted to settle the matter or else she would depose in court against him. Shalini, Kalawati and Sunny Kaushal had proclaimed that if the complainant did not agree to pay them Rs 15 lakh, they would depose against him in court as well. Arora alleged that a false case was registered against him in 2010 owing to a business rivalry with Ram Lal Chaudhery. While the case was sub judice, Kalawati had turned hostile in court. She was trying to blackmail Arora by threatening to get the earlier statement made under oath, in which she had turned hostile, changed if she was not paid the money. The complainant told the court that Ram Lal Chaudhery was known for implicating innocent persons in false cases. Arora said the accused had demanded Rs 15 lakh from him and threatened him with dire consequences. A case under Sections 190, 193, 194, 384, 386, 388, 420, 506 and 120-B of the IPC has been registered against the five. Panchkula, September 23 Their only hope of getting a lead into the whereabouts of the thieves — CCTV footage of the Dappar toll plaza — was dashed after the police failed to find any Porsche car pass the toll plaza on Thursday. Sources said the police checked the CCTV footage of the entire day but could not find the car in it. Interestingly, his daughter’s mobile phone, which she had accidentally left in the car, was switched off by the thieves. The last tower location of the mobile phone suggested that the car was in Sector 14 of Panchkula on Thursday morning. Thereafter, the phone was switched off by the thieves. The businessman, Chander Verma, said the police had not been able to get any clue to the whereabout of the thieves. |
