Youth jumps before train, dies

Ambala, September 23
A youth identified as Rajesh Kumar (20), a resident of Mohalla Ravidas Majri, committed suicide by jumping before the running Pathankot Express train, 20 km from Ambala Cantt.

The GRP, Ambala, reached the spot and sent the body to civil hospital for a post-mortem examination. The cause of death is still not known.

Four held for flesh trade

The local police today arrested four persons, including two women, from a house in Inderpuri allegedly involved in flesh trade.

On a complaint lodged by residents of the area, The district police chief deployed a police team to conduct a surprise raid at the house of a woman identified as Dhania late last night and arrested a woman and Ram Chander, a permanent resident of Firozabad in a compromising position. The police also arrested Dhania and her son Rakesh allegedly running the fresh trade in the house.

Anti-encroachment drive launched in Zirakpur

An anti-encroachment drive was launched by GMR Ambala-Chandigarh Expressways Pvt Ltd, the company holding the contract for maintaining the Ambala-Chandigarh National Highway, in association with the Zirakpur municipal Council and the police staff here on Friday.

Giving the information, Vaibhav Sharma, an official of GMR, said the anti-encroachment wing led by MC sanitary inspector Santosh Sharma removed illegal encroachments from beneath of the flyover. He said the wing also released air pressure from the tyres of vehicles, being parked in the no-parking zone in Zirakpur.

He said in order to make the area encroachment free, the drive would continue in coming days too.

Engineering student ends life
 Was living in rented accommodation

A 20-year-old student of Universal Engineering College, Lalru, committed suicide by consuming poison in Dera Bassi last night. The deceased was identified as Rakesh Sharma, son of late Desh Raj Sharma, resident of Damelbadarwa, Doda district, Jammu Kashmir.

He was a student of diploma and was living in a rented accommodation in Dera Bassi.

The police said that he had been missing for a day and at last his body was found from the floor of his house where he was living.

A case has been registered.

The body was sent to the Civil Hospital, Dera Bassi, for post-mortem examination and would be handed over to the relatives when they reach Dera Bassi, the police added.

Rs 1 lakh fine slapped on hospital for deficiency in service

The District Consumer Disputes Redressal Forum has directed the Grecian Super Speciality Hospital to pay a compensation of Rs 1 lakh to a Chandigarh resident for alleged deficiency in service.

BS Mehandiratta, president of the forum, ordered that the Grecian Hospital and Dr Vinod Nimbran, oncologist, should pay to the complainant a compensation of Rs1 lakh within one month from the date of receipt of a certified copy of this order. If this compensation was not paid within the aforesaid period, it would carry interest thereon at the rate of 9 per cent per annum from the date of institution of the complaint till the date of actual payment. The opposite parties were also asked to pay litigation costs of Rs 5,000. Satwant Kaur, resident of Sector 10, Chandigarh, told the forum that she was diagnosed as a case of breast cancer by the Command Hospital, Chandigarh, and advised mastectomy procedure to be performed at the earliest. She was referred to Grecian Hospital, one of the empanelled hospitals under the Ex-Servicemen Contributory Health Scheme (ECHS).

She was advised certain tests but during the process she got the impression that the hospital was allegedly prolonging the time line in order to justify the additional charges. Finally, the surgery was done on September 12, 2009. The complainant , however, got restless and frustrated due to the casual and indecisive behaviour of the doctors and other paramedical staff. A programme for administering her chemotherapy was planned after her discharge.

The complainant further alleged that her first chemotherapy was administered by a nurse without the personal supervision of any doctor amounting to negligence on the part of the hospital. The second cycle was also not carried out in a satisfactory manner.

The complainant alleged that the aforesaid acts of commission and omission on the part of the hospital amounted to deficiency of service. The hospital delayed the action and procedure at every stage, which was sure to have reduced the life span of the complainant and also caused her to bear pain and trauma for removal of her breast.

The opposite parties in their joint written statement have denied the allegations of the complainant. They have stated that in case the complainant was not satisfied with the treatment given by them or with the first cycle of chemotherapy, she could not have visited them again. The fact that she came to them for chemotherapy repeatedly showed that she was satisfied with their treatment. They have denied that at the time of administration of chemotherapy to the complainant, no doctor was present and have stated that Dr Ashutosh Mukharjee, who is MD, radiation oncologist, and was a consultant, had planned and administered the drug in his presence. The husband of the complainant at the time of every discharge filled feed back and satisfactory treatment/investigation certificate form.

The miraculous recovery of the complainant was possible only because of good treatment by the hospital and their doctors. Denying any deficiency of service on their part, the opposite parties have sought dismissal of the complaint.

HC issues notice of motion over booths on school land

Acting on a petition filed in public interest for a CBI probe into the construction of booths on primary school land at Mohali, the Punjab and Haryana High Court yesterday issued a notice of motion.

In his petition placed before the Bench of acting Chief Justice MM Kumar and Justice Gurdev Singh, petitioner Gurpal Singh sought directions to restrain Punjab and other respondents from allotting booths constructed on land earmarked for a primary school at Phase 3B1. Directions were also sought to the respondents to frame a policy to deal with such violators.

He added that any construction raised over land other than primary school purposes may be ordered to be demolished, declaring it illegal and violative of the site, master, development and zoning plans. — TNS

Shubham Hospital owner declared PO
 ‘Fake’ doctor involved in multi-crore bank scam

CBI’s special judge Ritu Tagore today declared “fake” doctor Sandeep Sharma, owner of Panchkula-based Shubham Hospital, a proclaimed offender in connection with a multi-crore bank scam involving him and several bank officials.

Sharma had recently got an interim bail from the Punjab and Haryana High Court but failed to join the investigation. Thereafter, the CBI initiated proceedings against him and filed an application in the court.

In January, 2008, the Panchkula police had booked Sharma, a “fake” doctor, in a cheating case. Initially, Sharma was accused of illegally operating upon patients by holding free eye check-up camps.

As the investigations proceeded, frauds committed by him while availing of loans were exposed and amid high drama, the investigations were shifted to the state crime bureau. This finally led to Sharma’s arrest. The CBI also registered two cases against Sharma in July, 2008.

Following a complaint by Panchkula Civil Surgeon, the Panchkula police had sealed Shubham Hospital in Sector 20 on January 30, 2008.

In her complaint, the civil surgeon had alleged that Sharma had been running the hospital posing as an ophthalmologist, while he had no such degree with him.

Sources said using fake documents, Sharma took loans of Rs 2 crore from Punjab National Bank, Sector 16, Chandigarh; Rs 1 crore from the Bank of India, Sector 16, Chandigarh; Rs 1 crore from the Punjab & Sind Bank; Rs 40 lakh from Oriental Bank, Mani Majra; and Rs 1 crore from Corporation Bank, Chandigarh. The loans were allegedly taken using fake certificates and documents.

In February 2009, the CBI had filed a charge-sheet against Sharma and some bank officials.

In December 2009, a special CBI court had framed charges against Sharma and bank officials.

19-year-old gets 7-yr jail for rape

District and Sessions Judge SK Goel awarded seven-year imprisonment to a 19-year-old accused, convicted of rape, abduction and intimidation of a minor girl, here today.

The court also slapped a fine of Rs 4,000 on the accused, identified as Salman Ali, a resident of Dadu Majra village. The victim also belonged to Dadu Majra.

According to the police, Ali was known to the victim, who was studying in class V at the time of the incident i.e. February, 2009.

According to the prosecution, Salman abducted the girl from her school on February 19, 2009.

The victim had alleged that Salman had enticed her into accompanying him on the pretext of dropping her to her house.

He allegedly took her to his friend’s house and raped her. He even threatened to kill her, if she brought the matter to the notice of her parents or
the police.

Admn told to identify crèche for victim’s baby

The Punjab and Haryana High Court today gave the UT administration three weeks’ time to identify a suitable crèche or play school near Ashreya for the Nari Niketan rape victim’s daughter.

The Division Bench of Justice Surya Kant and Justice Augustine George Masih also asked the administration to shortlist five to 10 crèches or play schools available with it and inform the Bench accordingly so that the minor could be admitted there.

The UT counsel also informed the Bench that it would send a lawyer to Ashreya to verify the requirements of both the mother and the baby and would inform the court about it.

The 19-year-old victim was raped when she was staying at Nari Niketan. She was later shifted to the Sector-47 based ‘Ashreya’. The Asherya authorities had found her pregnant on May 16 last year.

The administration had then moved the High Court for the termination of her pregnancy on medical grounds.

The court had ordered to terminate the pregnancy, but the ruling was overturned by the Supreme Court.

Later, she delivered a baby girl. Both mother and daughter are currently living in Ashreya, a UT-run shelter.

Rape-on-wheels case victim turns hostile

In a major setback to the local police, the victim in the ‘rape-on-wheels’ case turned hostile in the district courts here today.

So far, six witnesses, including the victim, have turned hostile in the case. The case had been filed against former UT Home Secretary and Haryana-cadre IAS officer NK Jain and others.

In her statement, the victim informed the court that her first statement to the police on August 15, 2002, wherein she had levelled rape allegations against businessman MK Jain, was true. However, her subsequent statement, in which she had named former Home Secretary NK Jain and others, was made under pressure by the UT Police, she added.

In August, 2002, the police had filed a case against NK Jain and four others for hatching a conspiracy to frame a Sector 8-based businessman, MK Jain, in the alleged rape case.

In her complaint, the victim had alleged that MK Jain had picked her up from a computer centre in Sector 20 on the pretext of providing her a job.

She had claimed that the suspect had given her a cold drink laced with an intoxicant on the way to Panchkula and later raped and dumped her near a petrol station in Sector 33.

The Chandigarh police’s investigation had found that the victim had been raped by NK Jain, and not by MK Jain. NK Jain along with others had allegedly hatched a conspiracy to implicate MK Jain in 
the case.

A district court later framed charges of gang-rape and criminal conspiracy against NK Jain, Ram Lal, Narvir Singh, Surinder Sharma and Baldev Kumar in the case.

WWICS chief, son booked for trespass

The Chief Managing Director (CMD) of the WWICS, Col BS Sandhu, his son Devinder Sandhu and estate manager of WWICS Ranjit Bajaj have been booked by the police for tresspassing, causing hurt, and intimidating Drashan Singh Kaler, owner of a piece of land in Karoran village.

The complainant alleged that on September 20, Devinder Sandhu along with Ranjit Bajaj and others entered his Sidhu Farm and injured his men there. They are under treatment at the Phase-VI Civil Hospital. The complaint had moved the Punjab Human Rights Commission against the Mohali Police for not registering a case against those who had trespassed into his land. Following this, the police has booked the above-mentioned persons.aOn the basis of the complaint, the commission had directed the SSP, Mohali, to reply on the matter by September 23. The SP City, Harpreet Singh, is conducting inquiry into the matter. On the other hand, Col Sandhu said that he ownd the land and was falsely implicated. It is learnt that senior Punjab Police officials are also probing the matter.

Men injured at farmhouse

The complainant alleged that on September 20, Devinder Sandhu, son of Col BS Sandhu, along with WWICS estate manager Ranjit Bajaj and others entered his Sidhu Farm and injured his men present there. They are under treatment at the 
Phase-VI Civil Hospital.

Motorcyclist killed in road mishap near Madrani village

Mohali, September 23
A motorcyclist died after being hit by an unidentified vehicle near Madrani village on Wednesday. The deceased was identified as Ashwani Kumar, a resident Guru Teg Bhadur Nagar, Kharar.

The police said the incident took place when the deceased was returning from a mela after selling toys. When he reached near Madrani village, an unidentified vehicle hit him from the rear. He sustained head injury and died on the spot, the police added.

The body of the deceased was handed over to the family after conducting the post-mortem examination and a case had been registered.

In another incident, Gyan Singh, a resident of Sohana, was killed in a road accident that took place near Radha Swami Satsang Bhawan recently.

The police said that in his statement Randhir Singh, the son of the deceased, said that his father was hit by a car while crossing the road.

They immediately took the injured to the PGI, Chandigarh, where he died during treatment. A case has been registered.

Five booked for extortion, cheating

Acting on the directions of a court, a case of extortion and cheating has been registered against five persons at the Sector-17 police station.

Manjit Singh Arora, a resident of Industrial Area, Phase II, Ram Darbar, had lodged a complaint against Shalini, Kalawati, Sunny Kaushal, Ram Lal Chaudhery and Shiva, accusing them of extortion.

The complainant alleged that one of the accused had registered a false case of rape against him last year to extract money from him.

On August 16, four of the accused — Kalawati, Sunny Kaushal, Ram Lal and Shiva — contacted Ankur, known to Arora, at booth No. 7-B, Sector 23, to settle the matter and demanded Rs 15 lakh in this regard.

Kalawati told him that Ram Lal had offered her a sum of Rs 10 lakh to continue to prosecute the case against him. She added that Ram Lal was behind the conspiracy.

She sought a sum of Rs 15 lakh from Arora if he wanted to settle the matter or else she would depose in court against him.

Shalini, Kalawati and Sunny Kaushal had proclaimed that if the complainant did not agree to pay them Rs 15 lakh, they would depose against him in court as well.

Arora alleged that a false case was registered against him in 2010 owing to a business rivalry with Ram Lal Chaudhery.

While the case was sub judice, Kalawati had turned hostile in court.

She was trying to blackmail Arora by threatening to get the earlier statement made under oath, in which she had turned hostile, changed if she was not paid the money.

The complainant told the court that Ram Lal Chaudhery was known for implicating innocent persons in false cases.

Arora said the accused had demanded Rs 15 lakh from him and threatened him with dire consequences.

A case under Sections 190, 193, 194, 384, 386, 388, 420, 506 and 120-B of the IPC has been registered against the five.

2 arrested with stolen cable

The Sector-31 police arrested two persons for stealing underground cable in Industrial Area, Phase II, here today. The police arrested Ajay and Vicky, both residents of Colony No. 4, on charges of theft of cable.

Police station-31 SHO Jaspal Singh said the two were arrested with 700-metre-long stolen cable.

A case of theft has been registered against the two arrestees.

No luck as police scans Dappar toll CCTV footage

A day after thieves targeted a businessman’s house in Sector 7 and drove away in a Porsche Cayenne car, the Panchkula police is still groping in the dark.

Their only hope of getting a lead into the whereabouts of the thieves — CCTV footage of the Dappar toll plaza — was dashed after the police failed to find any Porsche car pass the toll plaza on Thursday.

Sources said the police checked the CCTV footage of the entire day but could not find the car in it.

Interestingly, his daughter’s mobile phone, which she had accidentally left in the car, was switched off by the thieves. The last tower location of the mobile phone suggested that the car was in Sector 14 of Panchkula on Thursday morning. Thereafter, the phone was switched off by the thieves. The businessman, Chander Verma, said the police had not been able to get any clue to the whereabout of the thieves.

PSEB defeated Indian Railways and CRPF got the better of Ropar Hawks on the opening day of the 41st SN Vohra All-India Gurmit Memorial Hockey Tournament being held at the Sports Complex, Sector 42, here today.

In the first match of the day, CRPF drubbed Ropar Hawks by 4-2. Ropar Hawks took the lead through Navjot Singh in the 12th minute, while for CRPF, Simon Tirky scored two goals in the 25th and 29th minutes of the game to give lead. In the second half, Ramesh scored two goals in the 57th and 59th minutes to ensure the team’s victory. For Ropar team, Hanjot reduced the margin. In the second match, PSEB beat Indian Railways 5-4.

Udayan defeated Sachin 6-1, 6-2, while Ranjeet Singh thrashed Dheeranush Singh Bhatti 3-6, 6-3, 6-4 to win the boys’ U-16 final match.

In the girls’ U-14 group, Pranjala Yadlapalli pipped Vanshika Sawhney 6-1, 6-3 and Vanshika Sawhneyb defeated Pranjala Yadlapalli by 6-4, 6-2 to win the final of girls’ U-16.

Selection panel formed

The Chandigarh Wrestling Association has formed a selection committee to select teams from the city for the forthcoming national and other tournaments.

According to CWA general secretary Darshan Lal, the formation of selection committee was decided at the executive committee meeting. CFA senior vice-president Rajesh Sharma will head the committee, while Dr Safri Lal is appointed as the convener. — TNS

Modern School, Delhi, will face The Daly College, Indore, in the basketball final of the girls’ U-19 category of the ongoing Indian Public School Conference Sports Meet at Yadavindra Public School, Mohali.

During the semifinals, Modern School defeated hosts Yadavindra Public School, Mohali, by 40-12, while The Daly College beat Motilal Nehru School of Sports, Rai, by 51-42.

In the quarterfinal match of the boys (U-19) category, Modern School defeated Pinegrove School, Subathu, by 50-23, while Punjab Public School, Nabha, got the better of The Scindia School, Gwalior, by 34-27.
