Dera Bassi, September 18
Nearly 60 per cent polling was recorded in the Dera Bassi constituency for SGPC elections. The polling went off peacefully. The constituency had 50,759 voters.

The counting of votes began in the evening, but the result would be officially declared on September 22. A tough contest was witnessed in some villages.

Expecting victory, supporters of SAD candidate Nirmail Singh Joula started celebrating and distributed sweets.

Addressing his supporters, Joula said he would continue to serve the interests of the people and Sikh religion and traditions.

Clashes, dharna in Bassi Pathana

Bassi Pathana, September 18
A total of 72.4 per cent polling was recorded Bassi Pathana. The district administration claimed that the polling concluded peacefully and no untoward incident was reported.

On the contrary, clashes and dharnas were reported at various booths. Clashes took place at the Saheedgarh and Fatehpur Jattan polling booths.

Supporters of the Shiromani Akali Dal, the Panthic Morcha and the Akali Dal (Amritsar) clashed over bogus voting.

Supporters of Panthic Morcha candidate Harpal Singh Cheema alleged that supporters of the ruling party were engaged in bogus voting and their supporters were beaten up when they objected to it.

Agitated supporters of the Panthic Morcha and the Akali Dal (Amritsar) staged a dharna on the Bassi Pathana-Chandigarh road and blocked traffic, alleging that ruling party workers were indulging in malpractices and the polling staff was helping them.

They raised slogans against the government and the Badals. Police and civic officials reached the spot, pacified the agitators and removed the blockade. The protesters submitted a memorandum to the SDM.

Cheema stated that he had written to the Election Commission, apprehending booth capturing and bogus voting and demanding the deployment of paramilitary forces as the Punjab Police was helping ruling party candidates.

When contacted SDM Navjot Kaur she said she had received the memorandum and the DSP had been deputed to conduct an inquiry.

She added that the statements of voters and supervisory staff at the booths were being recorded and action would be initiated as per the report.

She claimed that the polling remained peaceful, barring minor incidents. She stated that counting was going on peacefully.

A few liquor vend owners in the area kept their vends open, with shutters half shut, despite orders of the District Magistrate to keep these closed.

A huge quantity of liquor was sold the previous night, violating the code of conduct. The sale of countrymade liquor and IMFL almost doubled in the district.

According to the police, seven cases were registered and six persons arrested at different places in the district the previous night.

Two cases each were registered at the Ambala City and Mullana police stations and one each at the Ambala Cantonment, Panjokhra and Baldev Nagar police stations.

The police seized 121 bottles of countrymade liquor and 275 bottles of IMFL from the six persons arrested.

HC allows plea against land acquisition notification

The Punjab and Haryana High Court has allowed a petition challenging a notification for acquiring a chunk of land “for establishment of modern computerised inter-state check post at Dhakoli village” in Mohali district.

The petition, placed before the Division Bench of Justice Jasbir Singh and Justice Ritu Bahri, was filed against the State of Punjab and other respondents by Parsinderjit Kaur.

She had challenged to the notification issued under Section 4 of the Land Acquisition Act on April 16, 2010, and also the draft notification prepared under Section 6 of the Act on May 26, 2010.

The Bench observed: “In this writ petition, dispute is with regard to the land owned by the petitioner, which was proposed for acquisition for a public purpose, namely for establishment of modern computerised inter-state check post at Dhakoli village in Dera Bassi tehsil.”

The Bench also took note of the argument raised by the counsel for the petitioner that the respondents had ordered acquisition of land without issuing a notification under Section 6 of the Act.

The Bench added: “On August 12, the state counsel informed the court that the state government is thinking of shifting the check post. The proceedings of the committee, constituted for the purpose, have been put on record, which indicates that it has been decided to shift the construction of check post to some another place.”

The Bench concluded: “Be that as it may, on the last date of hearing, record was shown to us. Only draft notification under Section 6 of the Act was available. However, there was nothing on record to show as to whether it was published as per the mandatory provisions of Section 6 of the Act or not.

“Even today, the state counsel has failed to show any publication of the notification under Section 6 of the Act. Notification under Section 4 of the Act was issued on April 16, 2010, and as per provisions of the Act, notification under Section 6 of the Act is supposed to be issued within one year.

“Once, notification under Section 6 of the Act is not issued within the stipulated period, the notification issued under Section 4 of the Act stand lapsed. Same is the situation in this case.

“In view of above, this writ petition is allowed by noting that the proceedings qua acquisition regarding the land in dispute have lapsed. However, liberty shall remain with the state government to acquire the land,” if need be, as per law.”

Panchkula, September 18
Two young persons ended their lives by jumping in front of the Sadbhavna Express here the previous evening. One of the deceased was identified as Sanjay of Abheypur village, the other being a minor girl from Sector 2 here.

Before leaving her house in the afternoon, the girl left a suicide note, motioning that nobody should be harassed for her death.

While the father of the girl was a waiter at a local hotel, the boy was dealing in spare parts of computers.

It was learnt that their families were aware of their affair and had agreed to their marriage, but did not allow them to marry yet as the girl was a minor.

They left their houses around 3 pm yesterday. They went to the house of Sanjay in the evening, but his family asked them to leave. Following this, they took the extreme step, said the police.

Bag stolen, found; Rs 94,000 missing

Zirakpur, September 18
Unidentified thieves decamped with a bag containing a laptop, Rs 94,000 and important documents after breaking a windowpane of an SUV parked near realtor NK Sharma’s office on the Ambala-Chandigarh highway here the previous afternoon.

The owner of the car, Sanjeev Bindal, managing director of the Unicity Building Group, immediately called the police and reported the incident.

In his complaint to the police, he stated that he was on his way to work when he stopped his car near the office and went to a shop.

He added that when he returned, he found the front windowpane on the right side broken and the bag containing a laptop, 12 cheque books, four blank cheques, Rs 94,000 and property documents missing.

Zirakpur SHO Yogi Raj stated that they received information about a bag lying near the petrol station at Sector 33 in Chandigarh.

He said a police team was sent to Chandigarh, which found the bag. He added that the thieves took away the cash and left other things in it.

3 booked for fraud

The Zirakpur police today booked three persons for fraud on the complaint of Surjan Singh of Lohgarh. The accused were identified as Satpal, Sanjiv and Sudhir from Chhatisgarh.

Surjan stated that he had given Rs 60 lakh to the accused as token money for purchase of land at Dera Bassi, but they neither neither got the registry done, nor returned his money.

Top seed and current national champion Meenal Thakur of Maharashtra defeated local contender Sounaya during the ongoing Six-Red-National Snooker Championship, being held at the Chandigarh Club, here today.

In the women’s category, Meenal defeated Sounaya by 3-0 (52-11, 46-1 and 41-0). In another match Chitra of Karnatak overcame local girl Sania Arif by 3-0(31-9, 45-11 and 42-23) and Ashwini Purnik of Madhya Pradesh defeated Shurti Arora by 3-0(40-1, 45-17and 44-9) in a one sided affair.

In an exciting match of the same category, Suniti Damani of West Bengal registered triumph on the last black ball against Neha Arora of Delhi. Suniti defeated Neha 3-2 (31-34, 39-08, 24-27, 27-12 and 39-27) while Arantxa Sanchaz of Maharastra upset Amee Kamani of Madhya Pradesh by 3-2(23-37, 38-23, 35-38, 37-18 and 38-37).

India Cements drub LIC by 100 runs

India Cements defeated LIC by 100 runs during the ongoing 18th J.P. Atray Memorial Cricket Tournament for Pearls Trophy held at Government Model School, LIC Grounds, Sector 26, here today.

Former international batsman Hemang Badani guided the team to victory after scoring 78 off 81.

Earlier, batting first, India Cements scored a total of 254 runs before getting all out in 48.5 overs.

Wicket keeper and test cricketer Dinesh Kartik contributed 14-run in the team’s total while R Parsanna (60) and Hemang Badani (78) made a 126-run partnership for the third wicket.

LIC left-arm medium pacer Ajay Dalal took 4 for 51 while Maninder Singh took 3 for 33.

In reply, LIC batsmen failed to face the bowling attack of Amarnath (3 for 19 ) and international bowler Sudeep Tyagi (3 for 23) and were bundled out on the total of 154-runs. Rajesh Patha (31) was the main contributor in the team’s total.
