Govt teacher assaulted

Sarabjit Kaur, a government teacher posted at Government Elementary School, New Model Town, Khandwala, was seriously injured allegedly by one Manjit Singh, a resident of Islamabad area who forcibly entered the house and attacked her with a sharp-edged weapon today afternoon.

She was alone with her seven-year-old son when the incident took place. Her husband, Harpreet Singh, who is also a government teacher posted at Government High School at village Boparai Kalan, had gone to school at that time.

According to information, the accused, who was known to the family, first locked the child in a room and then attacked Sarabjit. Harpreet said the accused asked for the keys of the almirah from Sarabjit who refused to oblige him and asked him to leave the house.

Infuriated over this, Manjit allegedly attacked her with a sharp-edged weapon and inflicted grievous injuries on her. She bravely resisted the attack, but not before she was seriously injured by the accused. She sustained injuries at the back of her head, neck and hands. Her fingers were almost chopped as she caught the knife in order to save herself, informed the police authorities. Blood was splashed all over the floor of the house. The police authorities said that she had tried to escape the attack. Harpreet said after hearing Sarabjit’s shouts, the tenants living on the first floor of the house immediately informed him and other family members. Meanwhile, the accused fled the scene. She was immediately rushed to a private hospital where her condition is stated to be stable.

Dinesh Singh, SHO of Cantonment police station, said that a case was being registered while the raid was conducted at the house of Manjit Singh who was absconding after the incident.

The accused, identified as Manjit Singh from Islamabad locality, was known to the family. Sarabjit Kaur bravely resisted the attack, but she sustained injuries at the back of her head, neck and hands.

A shortage of staff and lack of infrastructure has hit the functioning of the city police hard. With the new police stations and chowkis carved out after the implementation of the commissionerate system in the city, the situation has worsened. Some police chowkis and stations don’t have their own buildings, what to talk about the availability of necessary furniture, vehicles etc. Several of these have been established on public land, parks or even on footpaths, Computerization of these branches even in this hi-tech age is still a far cry. A number of police stations, including Maqboolpura, Islamabad, Gate Hakima, Bus stand police chowki are all running in unauthorisedly occupied buildings.

Situated just opposite to the Guru Nanak Dev University, Kabir Park police chowki, being run in a tent house is a perfect example of this. The rainy season and severe hot and humid conditions during summers bring miseries for the staff sitting in the chowki. During rains, the tent starts leaking and present staff has to battle to saving the records and belongings in their chowki.

The basic requirement of urinals is missing in a majority of these chowkis and the staff deputed to these chowkis has to urinate in the open. They are opened with just four walls and cement tin roofs. Officials on night-duty face more problems.

“The conditions worsen during the extreme weather conditions. In summers, the tin roofs become very hot and the temperature becomes unbearable under these roofs. We have to sit in the open or under a tree shed to save ourselves from unbearable room temperatures under the cement tins. If we have to take the criminals who have been arrested to the court, we have no vehicles for the purpose. We have to arrange vehicles on our own or borrow the same from other police stations for this,” said a police official preferring anonymity.

“In some of the police stations we don’t even have proper infrastructure. The police officers in charge arrange for the furniture, the stationery and even the coolers or air-conditioners through their own resources. When they are transferred to other stations, they take the whole supporting infrastructure along with them. This happens because there is no uniform policy regarding this,” said another police official.

According to sources, there are about 6,000 cops, including senior police officials, to provide security to a population of approximately 25 lakh of the district, comprising Amritsar city and Amritsar rural police district.

Being a major tourist destination and mini parliament of Sikhs, the VVIP and VIP visits are an order the day and the Police Department has to cope with them. A large number of policemen are also deputed as security personnel with VIP persons of the city. Police commissioner, R P Mittal, however denied any shortage of staff. He said they have the sanctioned strength with them. As far as buildings or infrastructure is concerned, we are taking it up with appropriate authorities and suitable remedial measures are being taken in this regard.

LPG-cylinder booking just an SMS away

There is good news for LPG-gas consumers. Soon, booking a refill would just be a text message away from your mobile phone. This would be a relief for the consumers because they would not be required to visit cooking gas agencies/dealers for booking or have to endlessly try the dealer’s always-busy phone.

The Punjab Food and Civil Supplies wing has issued instructions to all its district wings to introduce the LPG-gas cylinder booking through SMS (short message service). The consumer would have to just send an SMS to a particular mobile number, to be provided by the dealer.

Confirming the development, the District Food and Civil Supplies Controller (DFSC) Rajesh Singla said that it has been conveyed to all the agencies in the district to spare a mobile number for the purpose. These numbers would be displayed on the main notice board of the Food and Civil Supplies Office and each dealer would have to display this number prominently on the notice board of their agencies. There are 34 dealers (22 Indian Oil Corporation; 7 Bharat Petroleum and 5 Hindustan Petroleum) who serve over 5.6 lakh consumers in the district.

“The process is on to introduce this service at the earliest, probably by coming Monday. This decision has been taken against the backdrop of numerous complaints received from consumers. The latter often complain that they do not receive a refill despite getting it booked on the phone. Since, they make a call on the landline numbers, we, too, didn’t have any proof and therefore no follow-up was possible to know who was at fault- whether the consumer or the employee of our dealer. Now, with the introduction of the SMS booking facility, there would be record on both the sides and therefore no hassles in the whole process”, he said.

How to make a booking?

The consumer would have to type the text in the message box depicting ‘booking due’ followed by his ‘consumer number’ before sending it to the particular number provided by the agency it has been registered with. Thereafter, the consumer will also receive an SMS back, giving the confirmation of the booking, the order number, date and time. Apart from this, once the refill is dispatched, another SMS will follow informing the consumer that the cylinder has been dispatched. This will help the consumers to promptly find out in case the refill has been diverted by an unscrupulous dealer or delivery boy.

A word of caution!

The DFSC Rajesh Singla said that the consumers who presently are booking their cylinders on the agency’s landline number should always ask for the ‘booking order’ number and the name of the person they have been talking to. This would enable us to follow up on the matter if there is any deficiency in providing service on the part of the agency. Secondly, the consumers should refrain from arranging the cylinder in an abrupt manner i.e. through without booking or an agent in the black market because then there are chances of compromising on the safety aspect.

PUDA denies allotment of plot to ‘terrorism victim’

Alleging harassment at the hands of the Punjab Urban Development Authority (PUDA), Dr B R Hastir, president of the All-India Terrorist Victim association in a press conference here today said that he was deliberately being denied the allotment of a flat in his name even after the recommendation of the authorities concerned.

While alleging this, he said in 2001, the PUDA authorities had fraudulently auctioned his flat, in which he had been living for the last 14 years as per the instructions of Chief Minister Parkash Singh Badal under the policy of rehabilitation of terrorist victims.

Besides, the Chief Minister, he also urged the Chief Administrator, PUDA (Chandigarh) and Police Commissioner to hold a thorough probe in this connection.

A few days back, a team of PUDA officials along with a police party went to his house to take the possession of the flat. However, they could not do so due to the intervention of the Deputy Commissioner, Rajat Agarwal.

Showing the documents to the mediapersons he alleged that the PUDA officials were misleading the DC. He added that he had submitted all the documents related to his claims over the flat to the Tehsildar-I as per the instructions of the DC.

“For the last 14 years, I have been fighting for the allotment of the flat while the local PUDA authorities had turned a blind eye to this. Even the higher authorities at PUDA had strongly recommended my case. A list issued by the PUDA authorities in January 2001 had issued the name of 335 beneficiaries who were given flats under the rehabilitation policy which clearly bore by my name at serial number 43. It also mentioned in the list that the possession was already given,” said Dr Hastir.

Move to check malpractices at ultrasound centres

The district Health Department plans to restrict radio sonologist to work with not more than three ultrasound centres to keep a check on the activities of these centres.

The decision, which is likely to be passed in the forthcoming meeting of the PNDT Committee, would affect all 118 ultrasound centres in the district. The committee is also contemplating to give permission to work in such capacity to qualified sonologists and not doctors in any case. A few centres have also appointed doctors as radio sonologists.

In the present scenario, radio sonologists are free to work with any number of ultrasound centres. Cashing in on the leniency, there are a number of sonologists who have tied ups with more than five centres. Sources in the department disclosed that one of them is working with as many as nine centres in the city.

As per the procedure, any person wishing to set up an ultrasound centre needs to employ a radio sonologist. The centre has an obligation to file such application before the district or block-level appropriate authority constituted under the PNDT Act.

The appropriate authority thus keeps a tab on the appointment of radio sonologists, who is a key functionary in all the ultrasound centres. As per the information available, as radio sonologists working with a number of centres are unable to devote time each of these centres, even unqualified persons are trying their hands at diagnosing patients at centres in the absence of the appointed sonologist.

Talking to The Tribune, Civil Surgeon Dr Avtar Singh Jarewal, who is also the District Appropriate Authority said, “It has been noticed that only a few radio sonologists are working with a number of ultrasound centres. To make them more responsible and efficient, the number would be restricted to only three.” He added that the department is keeping a close watch over the activities of all the centres to curb their indulgence in malpractices. The decision would be implemented strictly to improve the services at the centres, he said, adding that only trained radio sonologists would be allowed for the recruitment.

Navjit Kaur gets warm welcome

Navjit Kaur, who bagged a bronze medal in the discus throw at the Youth Commonwealth Games 2011, held at England recently, received a warm welcome from her school Sri Guru Harkrishan Senior Secondary Public School, on Thursday.

Kaur, a student of class+1, has set a new attempt of 45.57 meters in the discus throw. She has earlier won many national and international events.

The members of Amritsar Athletics Association Rankirat Singh and Baldev Singh were also present on the occasion.

Principal Dharamveer Singh told that she was received from the railway station by the school staffs and a variety of programmes were organised in her honour.

“On behalf of the school, I awarded her a cash prize of Rs 11,000 and a sports kit”, he said.

Hindi Divas celebrations

Hindi Divas’ was celebrated in DAV International Public School to mark the importance of national language.

To celebrate this auspicious day, a special morning assembly was conducted during which students recited poetry on the importance of Hindi Language and also talked about amazing facts related to the language.

On this occasion a Hindi magazine titled ‘Srijan’ was released by the principal Anjana Gupta.

This magazine included self-composed handwritten articles, poems and quotes by the children. Competitions were conducted on poetry writing, recitation, declamation and essay writing and the winners were honoured by the Principal.

Visit to Dubai

A group of teachers and 25 students of The Senior Study School have returned after an enjoyable five-day visit to Dubai.

The trip was organised to give the students a glimpse into the Arab world - a world of sand dunes and artificially greenery. It is a land that shows how money, if properly spent, can create a paradise of opulence in the midst of a desert.

The students were ecstatic about the desert safari which was truly a great experience. They visited Burj Khalifa, the tallest building of the world, and watched the city from the 124th floor.

The group also visited Burj -Al- Arab, the only 7-star hotel in the world to look at the coastline. They also went to the underwater aquarium, saw fountain show and went for a city tour. They enjoyed at the Wild Wadi water park, Palm Jumeirah Drive and Jumeirah Mosque.

Dr. Shravan Mehra who accompanied the group said that the trip was both educational and enjoyable. It was a well planned by Ranveer Tours and Travels.

Principal Neera Sharma told that about 50 students participated in the rally holding placards and voicing slogans like ‘Save Earth - Save life’, ‘Realise your Duty towards Earth’ and ‘Wake up to Nature’s Call’.
