Militant killed, 3 jawans hurt in Handwara gunfight
Srinagar, September 2 One militant was killed and three Army jawans were injured in an encounter in the Zachaldara forest area of Handwara in Kupwara district today, a defence spokesman told The Tribune. The encounter took place in Wudar Watsar in Zachaldara, Handwara, early today after the Army launched a search operation in the area.He said search operations were in progress till reports last came in. The defence spokesman said there had been several ceasefire violations by the Pakistan army in the Machhil and Keran sectors of Kupwara district since Tuesday. “The areas have been calm since morning and there were no other reports of ceasefire violation after the early morning incident,” the defence spokesman said. The ceasefire violations had taken place in the high mountain areas, and according to the sources, such incidents take place to provide cover to the infiltrators. While there were two ceasefire violations between Tuesday and Thursday in the Keran sector, four other violations had taken place in the Keran and Machhil sectors since yesterday. Meanwhile, the Army increased vigil along the LoC as intelligence reports suggested that a large number of militants were waiting to infiltrate into the Kashmir Valley ahead of winter, official sources said. An Indian JCO and three Pakistani soldiers were killed in the first major violation of ceasefire in the Valley this year when troops from the two sides traded heavy gunfire. The violation took place in the key Keran sector in north Kashmir, which is the major ingress route of militants from across the border and took place on the heels of a big infiltration bid from adjacent Gurez sector. Several top commanders of LeT and JeM have been eliminated during encounters with security forces this year. |

BJP to launch stir over CM’s remarks on Afzal Guru
Jammu, September 2 Manhas said a four-member committee comprising Jitendra Singh, Suresh Jamwal, Sat Sharma and Onkar Seth, who would coordinate with the party’s national leadership and the follow- up action on the sensitive issue. He called upon the nationalist people of the state to be prepared for a prolonged struggle. He said Jammu had always been the epicentre of historic agitations, which had inspired the nation. Accusing Omar of communal tendencies, the BJP chief said the party would organise protests in all the districts. The party would soon get in touch Manhas said the MLAs would take up the issue in the Legislative Assembly and expose the double standards of the NC, the PDP and the Congress. Jitendra Singh said the struggle had to be launched at different levels. He added that the Chief Minister had questioned the supremacy of the Constitution. He said the party would also take the matter to court as the Chief Minister had questioned the wisdom of a Supreme Court judgement. |

Excavation underway on Chenani-Nashri project
Jammu, September 2 The Chenani-Nashri tunnel project involves the construction of 9 km of a two-lane main tunnel, along with a parallel escape tunnel, and will be constructed using the NATM technique of sequential excavation and support. The completion of the first section of the tunnel composing the all-important portal section represents a key milestone for the project. The tunnel team will now continue to cut through the mountain to develop an all-weather road connecting Chenani to Nashri and thereby, reducing the current distance of 30 km to 10 km and reducing the travel time by up to an hour. Russell Waugh, Managing Director, Leighton Welspun Contractors Private Limited, said, “We are pleased to see this nationally important project underway. It is not only a landmark project in the history of the country’s transportation network, but will also bring increased safety and employment to the local community. Our focus is to complete the project on time and be an integral part of Jammu’s progress and development”. Leighton Welspun runs its own training school for skilled workers and has helped train many people from the local community to work on the project. The company also runs a graduate employment programme and has engaged a large number of engineering graduates from Jammu to join its project team. |

Health Dept directs chemists to install ACs
Jammu, September 2 Gupta said though this was not specified in the Drugs and Cosmetics Act, they had taken the step to maintain the quality of drugs. “The Act has so far made a refrigerator mandatory for getting a new licence or for the renewal of the old one. But keeping in mind the frequent climate changes and long summers, we are asking the chemists to follow the advice,” said Gupta. He added the Punjab government had issued an order making a provision of an AC mandatory for the chemists. “But I am not aware about the response there,” he said. Asked about the department’s failure to keep a check on the absence of licence holders from drug stores, Gupta said, “A person can hire a technician to open a chemist shop or get a licence, but the technician or the pharmacist should always be present at the shop. Otherwise, it is an illegal act. Our officials are aware of the issue and they regularly conduct surprise visits to chemist shops.” |

Educate pilgrims, Shrine Board asks 3 states
Srinagar, September 2 An official spokesman here today said the Chief Executive Officer (CEO) of the Shri Amarnath Shrine Board (SASB), RK Goyal, had written to the Chief Secretaries of the three states and solicited their help in the dissemination of a yatra-related advisory issued by the board in the interest of pilgrims hailing from the states. Goyal urged them to consider an appropriate approach for the advisory’s dissemination and give suggestions. Governor NN Vohra, who is also the Chairman of the SASB, had asked the CEO to address the three states in particular to seek their help and cooperation in sensitising the intending pilgrims to undergo strict medical examination before embarking on the yatra. In the communication, Goyal stated that the Shrine Board had been endeavouring to sensitise the yatris every year to come fully prepared, particularly in regard to their physical fitness, for undertaking the arduous pilgrimage, passing through high-mountain ranges and experiencing unpredictable weather conditions. The pilgrims, who had one or the other medical problem,particularly cardiac ailments, ran the risk of losing their lives,he said. The CEO observed that a majority of the 107 deaths were due to cardiac failure. He added that every year the Shrine Board issued regular advisories through the media to sensitise the intending pilgrims about the need to be sure of their physical fitness and prepare themselves suitably before embarking on this arduous pilgrimage, emphasising that the individuals, who suffered from any coronary artery disease, bronchial asthma, hypertension or diabetes might collapse under such conditions and, therefore, must not undertake the
yatra. |

Omar trying to befool people, says PDP
Jammu, September 2 At a meeting of the party here today, all senior leaders of the PDP exhorted the workers to educate the masses about the “misdeeds” of the Chief Minister who was trying to befool the people. Party leaders ridiculed the recent announcement of the Chief Minister to give powers to the panchayats and termed the announcement as eyewash. MLA moves resolution in state Assembly
Srinagar, September 2 Shiekh Abdul Rasheed, MLA from the Langate constituency in Kupwara district, said he had sought clemency for Guru on humanitarian grounds. “Let
the House resolve that Guru be granted clemency on humanitarian grounds
against the death sentence given to him by the Supreme Court for his
alleged involvement in the December 13, 2001, attack on Parliament,”
the resolution submitted by Rasheed read. The MLA said executing Guru
could have “serious consequences” on the situation in Kashmir,
adding that he expected the resolution to be taken up in the
Assembly during its forthcoming session scheduled to begin

Health Minister reviews development projects in Akhnoor
Jammu, September 2 Addressing a series of meetings during a visit to the Akhnoor block today to inspect the progress of various development projects, the minister said the state government had accelerated development activities. Director, Horticulture, Jiya Lal Sharma, Director, Floriculture, KK Sharma, Chief Medical Officer (CMO) Baldev Raj Sharma and officers of the PWD, Health and other departments accompanied him. The minister inspected the construction work at the Government Ayurvedic Medical College-cum-Hospital, Akhnoor, which was being constructed by the Jammu and Kashmir Housing Board at an estimated cost of Rs 23 crore. Expressing satisfaction over the progress of the work on the hospital, the minister asked the executing agency to use quality material and complete the project within stipulated time. He also inspected the progress of the work on General Nursing and Midwifery School coming up at a cost of Rs 5 crore. Speaking on the occasion, the minister said the state government was working hard to provide all the basic amenities to the people of the state on their doorsteps. He added that the Central government was providing liberal funds to the state so that its development profile could be transformed. At Bharda Kalan, Bhalwal Brahmana and Nud, the minister visited public parks and asked the Floriculture Department authorities to plant more medicinal saplings in parks. The minister also visited Government Degree College, Akhnoor, and reviewed the progress of the construction of four lecture halls and a canteen on its premises at an estimated cost of Rs 85 lakh under the Special Plan Assistant (SPA). He directed the executing agencies to complete the project in time. College Principal Prof Kaushal Samotra informed the minister about the activities and requirements of the college. |

Jammu, September 2 The members of the forum strongly condemned the state government for its attitude towards the working class in the state. “It has forced us to stop work in the state,” said Qureshi. Students block Jammu-Poonch highway
Jammu, September 2 He said the protesting students relented after the local SHO and officials of the Transport Department assured them that they would take up their demand with the higher authorities. Later, the students lifted the blockade. A police official from Poonch said the students were facing difficulties as overloading on buses plying on the route was banned after 21 persons were killed in an accident recently. —

Government committee doesn’t represent Kashmiri Pandits, says Agnishekhar
Jammu, September 2 Addressing mediapersons here today, the convener of the Panun Kashmir, Dr Agnishekhar, said the apex committee had neither a representative character nor a mandate to speak on behalf of the Kashmiri Pandits. He said the committee was not formed to facilitate the Kashmiri Pandits, as was evident from its meek acceptance of the state government move to attach harsh conditions with the Prime Minister’s employment package for the unemployed youth of the community. The Kashmiri Pandits would not accept any undesirable agreement between the committee and the government, Agnishekhar said, adding that the community would frustrate the designs of the vested interests. He said the state and Central governments were treating the core issue of the exodus and genocide The exodus and genocide of the Kashmiri Pandits had happened due to the failure of the state and Central governments to safeguard their interests, he added. The trend continued till date as the Chief Minister was advocating clemency for Parliament attack convict Afzal Guru, he rued. 6 youths on way to PoK nabbed
Jammu, September 2 During preliminary questioning, the youths admitted that they were going to PoK for arms training. “We are now trying to identify their contact, who misguided them to undergo arms training in a terror camp on the other side,” said the sources. Clashes in Srinagar, Baramulla after Friday prayers
Srinagar, September 2 A group of youths held a protest and started throwing stones on the security forces in Baramulla town after hardline Hurriyat Conference leader Syed Ali Shah Geelani addressed a Friday gathering there, they said. The police fired tear-gas shells to chase away the protesters after the lathi-charge failed to disperse them. Geelani, in his address, called for a shutdown in Kashmir on September 6 and 7 against, what he termed, “the unabated spate of arrests by the police”.Violent protests involving the youths broke out in the Nowhatta area also after the Friday prayers, the sources said.The police, however, chased away the protesters. — PTI |
