Dharmheri (Patiala), August 31 Tempers are running high among the villagers, who fear that the wall may obstruct the natural flow of the Ghaggar water, leading to floods in case of heavy rainfall.Flood-prone villages on the Patiala-Kaithal state highway are gearing themselves up for a do-or-die battle. Accusing leaders of both the Congress and the SAD, Bhupinder Singh of Dharmheri village said all the parties were indulging in vote bank politics and had little concern about the plight of the villagers who suffered devastation on account of floods every year. “Ahead of the assembly elections, the leaders are trying to gain political mileage by exploiting the Hansi- Butana dispute. So far, nothing has been done by the state and central government. We will now resort to violent protests to get the matter sorted out”, announced Satnam Singh. Joginder Singh and Sanjeev, both residents of Ramnagar village, said the panchayats of about 24 villages had decided unanimously that in case the construction work on the wall was not stopped, they would resort to some drastic step. Suggesting that instead of constructing a wall, Haryana should make siphons for the smooth flow of water, Bhupinder Singh of Batoi village, said: “If a proper cross-drainage system is set up, the controversy over the matter will be over.” Gajjan Singh of Nizamniwala said to save the villages from the fury of the floods, the only option left with them was to demolish the wall being built by Haryana. Haryana cops in mufti are manning a temporary police post near the canal toe wall. Most of them are from the nearby Gulha Cheeka police station in Haryana. When approached, they warned : “It is better that you do not make an attempt to visit the construction site.” They also instructed The Tribune lensman not to click a photograph. “We do not want any scuffle. It is better that you leave immediately”, said one of them. |
PSEB Textbook Scam
Mohali, August 31 Pavitar Pal Kaur, at present Deputy Director (Field Programme), was Secretary of the board when the Rs 65-lakh textbook scam was detected in 2009.
The then Vice-Chairman of the board in his report sent to the police had mentioned that officials of the board had released payment of lakhs to two publishers, Bharat Offset Printers, Noida, and SB Printers, Noida, without getting the required number of textbooks of different classes. PSEB Chairman Dr Dalbir Singh Dhillon was not available for comments. The payment was released on the basis of tampered documents submitted by the printers in connivance with certain board officials. The case pertains to printing order of textbooks pertaining to academic year 2008-09, wherein two Noida-based printing firms were given the order to publish the same. One of the firms supplied 40,000 less textbooks of maths (Punjabi medium) for Class VI. In one of the cases, the board has already released payments for the books that were never supplied, resulting in loss of lakhs of rupees. Though the firm did not supply the entire lot of textbooks, it fudged the bills and sent to the board officials, who released the payment. Similarly, lesser number of text books of social education were supplied against an order of around 3,45,000 textbooks. For the Jalandhar depot, one of the firm tampered with the figure of 2,815 textbooks and changed to 12,815 books. In another case of Jalandhar depot, against a supply of 6,930 books, a tampered figure of 16,930 textbooks was shown in the bills. Such cases from Ludhiana and Bathinda depot and some centres had also come to the light. Following the scam, the Chairman of the board had suspended a number of officials. The case was referred to the police on the basis of an inquiry which was conducted by a retired Additional Sessions Judge OP Garg. Apart from the two printers, the police is now probing the role of Pavitarpal Kaur, publication officer Jaswinder Singh; assistant publication officer Gurdeep Singh Syal; retired deputy director Joginder Singh Rahi; Des Raj, assistant publication officer of PSEB. Both Joginder Singh Rahi and Des Raj have been arrested and sent to judicial custody. A senior police official said investigations were on to probe the role of all the officials, including the audit officials. But he was non-committal about the role of Pavitar Pal Kaur in the scam. |

Fazilka, August 31 “There has been no loss of human life or cattle. The flood-hit population had earlier migrated to safer places on the appeal of the administration,” said Garg. “The quantum of water being released from the Hussainiwala head works has been decreased. About 48,000 cusecs of water has been released today as compared to around 70,000 cusecs being released earlier. The water level in inundated areas has receded by about six inches,” said Garg. The impact of the receding water would be visible by Friday, added the DC. According to the DC, the administration has provided 29,000 sand bags for strengthening the bundhs, 1,000 quintal of green fodder and 232 quintal of wheat straw, 40 quintal of Markfed cattle feed in the flood-hit areas to save the livestock. About 3,000 tripolins, six medical teams have been deployed for over 3,000 villagers. About nine teams of veterinary staff have so far examined about 8,000 cattle heads. The population of 13,426 villagers was adversely affected in 20 villages due to flash floods in Fazilka subdivision. He claimed that due to adequate preventive measures there was no epidemic outbreak. The jawans of 18 Garhwal Rifles headed by Colonel Rajesh Shah are also working in close cooperation with the administration to strengthen the sensitive bundh points, evacuation of the marooned people and carrying out relief and rescue operations. The jawans have been deployed round the clock to prevent any untoward incident. |

Link bridge to several villages washed away
Fazilka, August 31 As a result of it, the Ladhuka and several adjoining villages across the bridge remain disconnected through road link. Ladhuka is a satellite developing trade centre dotted with rice mills having a population of about 12,000 residents with substantial feeding area of surrounding villages. The concrete bridge on the Ladhuka seepage drain had been dismantled due to wear and tear, as it has outlived its tenure. A make-shift temporary passage of mud laid over the pipes had been constructed for vehicular traffic. This temporary passage has been washed away due to incessant rain in the upstream areas. “Hundreds of residents visiting Fazilka for different purposes have to cover diversion route and an additional distance of 10 to 12 km,” said shopkeeper Rakesh Chhabra of the Chhabra Machinery Store, Ladhuka. The temporary passage gets washed away often. The villagers commuting to Mandi Ladhuka told that earlier, too, it had been washed away creating difficulties for them. They rued that the pakka bridge was being constructed at a considerably slow pace. They have demanded that the concrete mettled bridge be constructed on a war footing. Fazilka Deputy Commissioner Dr Basant Garg said the temporary passage shall be re-laid within a day or two. |

Chief Minister blames UPA Govt for floods
Ferozepur, August 31 The CM was talking to mediapersons during his visit to the flood relief camps set up by the administration at Nihala Lavela, Baggewala and Muthianwali villages along the Indo-Pakistan Border. “Even at the time of the allocation of natural calamity funds in the state, the Union Government always adopted partisan stance towards Punjab, adding that only a meagre amount of Rs 1,500 per acre was given against the damage incurred to the crops. He further said the state government was pooling additional Rs 3,500 per acre on its own to make it Rs 5,000 per acre,” said Badal. Badal said he had recently met the Union Home Minister and other central ministers in Delhi to exhort them to enhance the compensation amount to at least Rs 15,000 per acre. “However, no action has been taken so far. Notwithstanding the availability of natural calamity funds, the state government was not able to give additional compensation to the affected persons due to stringent regulations issued by the Centre. On the demands raised by the farmers belonging to flood-affected villages, Badal said the same shall be considered when the code of conduct was lifted after the SGPC polls. Badal also blamed the Central Water Commission (CWC) of siding with Haryana on the issue of the Hansi Butana canal. During his visit, the villagers demanded that they should be given tube well connections on priority basis, besides they also asked for 24-hour uninterrupted power supply to the villages situated across the bandh. Farmers demanded construction of advance protection bandh in this area, besides the state government should find out a permanent solution for floods that caused colossal damage to their crops every year. Punjab is rudderless, says PPP chief Manpreet
Ludhiana, August 31 He was talking to mediapersons on the sidelines of an interactive session with party activists from urban constituencies at Guru Nanak Dev Bhawan. Manpreet said the state economy was in a shambles and populist policies being pursued by the ruling alliance were adding to the crisis. "Where chemo-therapy is called for to treat cancer, efforts are being made to provide relief through over-the-counter medication," he said. Claiming that his party had become a force to reckon with in the state, Manpreet said had it not been the case, the SAD leaders would not have made efforts to woo back his close supporters while he was on an overseas tour. "The desperation of the ruling party to win over PPP functionaries is proof enough that we have made our presence felt in the political arena." On the coming assembly elections, the PPP chief said his party would contest all the 117 seats either on its own or in alliance with like-minded parties. "While negotiations are on with the Left parties, we are keeping all options open." Manpreet said an elaborate exercise was underway to get a feedback from the grassroots level before finalising the party’s state body which was expected to be announced in next 15 days or so. |
Influential Mansa transporters dodge tax arrears
Mansa, August 31 Although the administration collected 44 per cent more tax under the motor vehicle tax as compared to last year, a former District Transport Officer, pleading anonymity, revealed that crores of rupees are yet to be recovered from transporters in almost all districts of Punjab. There are in all 59 private transporters in Mansa district and 27 of them are defaulters. They owe money running into several lakhs to the Transport Department. At least seven of them are major transporters with a fleet of more than 20 buses. They enjoy patronage of one political party or the other. Though there is a provision of imposing fine, impounding buses and even auctioning defunct buses, the Transport Department has initiated no such punitive measures so far. Other transporters who pay their taxes regularly are not pleased. They complain of unfair competition.They say these influential transporters had been allotted prime routes and prime time. “Some DTOs had even excused them from paying the dues but this was objected to by the audit department. As per the Motor Vehicle Act, the DTOs have no authority to exempt charges”, he said. Additional State Transport Commissioner Harmel Singh said efforts were afoot to recover the pending dues. “There are a few districts where transporters have suffered losses due to rising rising diesel/petrol prices. But many transporters continue to pay the tax well in time”, he said. |

Amritsar, August 31 Akal Takht Jathedar Giani Gurbachan Singh said: “We will evolve our future course of action after a thorough discussion” . He declined to give details of their possible strategy. Sources said the Sikh high priests may pass a resolution condemning the UPA government’s move to drop the proposal, besides issuing directions to the SGPC to seek legal opinion on the matter. SGPC chief Avtar Singh Makkar said they would follow the directions of the Sikh high priests. Ashok Singh Bagaria from the Institute of Sikh Studies, Chandigarh, said: “The Centre’s move is an attack on the Sikhs' independent identity. The Sikh high priests should direct the SAD to call a special session of the assembly to pass a resolution, condemning the Centre’s move and pleading that the matter be reconsidered.” Gursharanjeet Singh from Guru Nanak Dev University said the SGPC should consult legal experts. “The ruling SAD should put pressure on its ally BJP to stand by it in Parliament on the issue and if the latter refuses, the SAD should reconsider the alliance,”he said. Chief Khalsa Diwan president Charanjeet Singh Chadha termed the Centre’s move as another “injustice perpetrated on the Sikhs.” He appealed to all Sikh outfits to come out in support of the Act. |

Living with pain since 16 years
Chandigarh, August 31 It weighs heavily on your chest to strike a conversation with someone who lost her 32-year-old husband, Dr Anil Kumar Duggal, in the explosion that killed the then Punjab Chief Minister Beant Singh. The detonation on August 31, 1995, ripped apart her life. Dr Anil Duggal was the Chief Minister’s personal physician. As Dr Pratima Duggal articulates her pent-up feelings, you realise that Dr Duggal does not know who the culprits are, nor does she even want to know anything about their identity. “I do not know who triggered the blast. Maybe others behind the explosion will never be tracked down. It really does not matter... All I know is that the explosion blew into bits and pieces our happiness and I am still trying to gather the shreds”. Dr Duggal’s daughter is now married and well-settled. Her son after bagging the ninth position in the entrance examinations, is pursuing a medical degree. But the pain of the loss continues to outweigh the happiness of achievements time has brought her way. “People say no one is indispensable. They cannot be more wrong. The dear ones in your life are not only indispensable, but also irreplaceable,” she says, nearly breaking down. “Life would have been so different had Dr Duggal been here with us. I would have been on a different pedestal with his prop. But….” Dr Duggal says her life not only went off track, the children too lost their ability to feel joy. “Anyone who knows my son can say for certain that something is missing in his life,” she adds. As Dr Duggal keeps down the phone, a disturbing realisation haunts you. While everyone talks about memorials for popular figures, no one cares to find out how the others are coping up with their lives. It also brings to mind TS Eliot’s lines: “We, who were living, are now dying with little patience”. Chandigarh: Glowing tributes were paid to former Chief Minister Beant Singh on his 17th martyrdom here today. A function was organised at his samadhi, where the party leaders recalled his sacrifice. Senior party leaders and MPs Mohinder Singh Kaypee, SS Libra, Ravneet Singh Bittu, Shamsher Singh Dullo, legislators Avtar Singh Brar, Tej Parkash Singh, Ajit Inder Singh Mofar, Kaka Randeep Singh Nabha, Ajaib Singh Bhatti and Makhan Singh were present on the occasion. “Shaheed Beant Singh’s contribution was unparalleled and it would not have been possible to restore peace and normalcy in Punjab without his visionary leadership,” said the party leaders. Budhlada MLA: No role in fixing acquisition rates
Chandigarh, August 31 Budhlada MLA Mangat Rai Bansal, talking to The Tribune, said though he had attended two meetings of the district-level committee formed to decide the issue, he did not participate in the process to fix the rates. He alleged that the district administration had played a fraud by showing him part of the negotiations process. “I told the Deputy Commissioner that nothing less than Rs 50 lakhs (the amount paid to farmers for the Rajpura thermal plant) would be acceptable ”, he claimed. According to the minutes of a meeting held on October 28, 2010, under the chairmanship of Mansa DC Kumar Rahul (for deciding land rates), among those present were Bansal, Sukhdev Singh, Chairman, Block Samiti, Budhlada, and sarpanches of Gobindpura and Phullowala. Bansal, however, said he had attended only two meetings, but the issue of price was never discussed. He said all negotiations took place between January 13 and 15 in a hurry to help India Bulls take possession of the land. “The government deployed 4,000 police personnel in Gobindpura and raised a barbed wire on the land acquired forcibly. Accused police officer yet to join probe
Patiala, August 31 According to police, Inspector Ashok Kumar Sharma, posted as in charge of the Patiala Range Control Room, was found prima facie involved in a kidnapping case involving his relatives. On Monday, the Khanna Police had claimed to have solved a case involving the kidnapping of Varinder Kumar and his wife Parminder Kaur, allegedly by his younger brother. The younger brother, Dharminder Sharma, who reportedly lives in the USA, allegedly got his elder brother kidnapped along with his wife, with the motive of getting him tagged as a drug addict and later grab his property share. Patiala range DIG Parmod Ban said the role of the accused officer is under investigation by the Khanna Police and action would follow on the outcome of that investigation. “His car has been recovered last evening after Ashok Kumar personally called our police team that he was sending the car and later it was found at a location told by him in Khanna,” claimed DSP (Khanna) Devinder Dhuri. |

Pollution board to outsource inspection of all industries
Patiala, August 31 Confirming this, PPCB chairman K.S.Pannu said they would outsource the above-mentioned procedures to the chartered engineers. “We have already initiated the process for the enlistment of the chartered engineers,” he said. Notably, as per the norms, for obtaining “Consent to Establish” and “Consent to Operate” an industry/organisation, under the various pollution control laws, the applicants have to seek the approval of the Board. The approval is granted after the inspection, verification and certification of the data of the applicant industry/organisation. Pannu told The Tribune, “We have decided that qualified chartered engineers with five years of experience in the field of environmental pollution control would be enlisted by the Board. The initial validity of each chartered engineer will be for a period of two years and after assessing their performance, it will be extended from time to time.” He further said the enlisted chartered engineers would be authorised to certify the adequacy of the proposed pollution control devices of the project, visit the site to check and certify that project fulfil all the conditions imposed by the Board in the No-Objection Certificate (NOC). “The chartered engineer will be a competent authority to certify the contents of the application submitted by the project proponent to the Board and submit a copy of inspection/visit report along with photograph of the pollution control devices to the concerned regional officer of the Board,” he added. Terming the move as a good initiative to facilitate the Punjab industry in a better way, Pannu said this step would enable the applicants to submit the requisite documents without waiting for the visit by the Board officials and would subsequently avoid any delay in the commissioning of the projects. Ghee prices stain kitchen budget
Chandigarh, August 31 Be it the home-grown Verka and Vita, or the branded Nestle, Milkfood, Shaktibhog and Brittania, the price of ghee has seen a quantum jump in the past one week, varying between Rs 280 and Rs 310 per kg. In the past one year itself, the price of ghee has gone up by Rs 30- 35 per kg. Sources say the main reason for this hike is a severe shortage of milk. With milk production being low in Punjab this year, most of the milk being procured by commercial dairy units is being pasteurised and sold as milk. Hence, little of it is left to be processed into butter and ghee. Also, with a number of commercial dairy units, including those located in the neighbouring states of Haryana and Rajasthan, now starting to procure milk from Punjab on a higher procurement price, the cost of ghee production, too, has increased proportionately. It is learnt that the procurement price of milk in Punjab has gone up by Rs 10- Rs 20 per kg fat in the past one month. JS Kahlon, managing director, Milkfed, Punjab, said Milkfed was procuring an average of 7.5 lakh litres of milk daily. “The milk procurement has been low because of heat stress in dairy animals during July. With many private players now procuring milk from dairy farmers in Punjab, each commercial dairy establishment is increasing the rate of procurement in order to get the maximum milk. We are now paying Rs 380 per kg fat to our dairy farmers,” he explained. Chandigarh, August 31 In a representation to the Financial Commissioner (Development), they have demanded that the post of the Joint Director should be filled by promotion of the Deputy Directors promoted from the District Development and Panchayat Officers (DDPOs). SSF pleads clemency for Rajiv killers
Patiala: The Sikh Students’ Federation (SSF) representatives have expressed concern over the matter pertaining to the execution of three convicts sentenced to death for conspiring to assassinate former PM Rajiv Gandhi.
SSF president Paramjit Singh Gazi has stated that since the trio — Murugan, Santhan and Arivu, alias Perarivalan, had already served more than 20 years in prison they should be given clemency on humanitarian grounds. —

Govt forcing market committees to take loans, says Capt Chandigarh, August 31 Capt Amarinder said that having been refused loan from financial institutions, the state government had now asked about 145-odd market committees to take loans between Rs 5 and Rs 10 crore from the banks repayable in five years. While the smaller market committees had been asked to borrow Rs 5 crore each, the bigger ones had been told to borrow Rs10 crore each. “The market committees will not be allowed to retain the money for their own use and will instead need to put the money at the disposal of the state government which needs it desperately,” the PCC president remarked. “The intentions of this government are obvious- to keep on borrowing and put the burden on the next government”, he said. The former Chief Minister said the total amount roughly worked out at bout Rs 750 crore which the government wanted to use during the Sangat Ddarshan functions on the eve of the assembly elections. He said he had written to heads of various nationalised banks not to provide any loan to the government since it was not in a capacity to repay the same. “But now the government seems to be using the market committee route burdening them with liabiliries, which is unprecedented, unfair and illegal”, he added. |

Amritsar, August 31 Pronouncing the verdict, the court sentenced Jasbir Singh, Inderjit Singh, Bikram Singh and Davinder Singh to 20-year rigorous imprisonment, while Dalbir Singh and Major Singh have been acquitted by the court of Additional Sessions Judge Nirmal Singh. Bakhshish Singh, another accused, had died during the trial of the case. One more accused, Surjit Singh, is still absconding. |

Abolish post of Lambardar, says HC
Chandigarh, August 31 “It has come to the notice of this court that nowadays lambardars are involved in different criminal cases for identifying imposters for the dead or the real landowners to grab their valuable land. Remuneration paid to the lambardars from the state exchequer seems to be unnecessary financial burden on the state, while the lambardars have no active duties/functions to perform,” the court held. This is high time when the government should consider the desirability to abolish the posts of lambardars within the states of Punjab and Haryana, Justice Singh observed. |
Major lottery racket busted
Mohali, August 31 The suspects, Ibne Hasan, a resident of Muzzaffarnagar (Uttar Pradesh) and Nauman Ali of Roorkee, a resident of Uttarakhand, had sent an SMS to the victim, Abhishek, stating that he had won a lottery of Rs 25 lakh and that he had to deposit Rs 1.25 lakh as the clearance amount to get the prize amount. The suspects, who are on a two-day police remand after being produced in a local court, are believed to have duped a number of persons from different states in the northern region, especially Punjab. The duped amount of Rs 1.25 lakh has been recovered from the suspects. Victim Abhishek got suspicious soon after depositing the amount with a local bank and approached the crime branch. In his complaint, he said that he received an SMS that he had won a lottery of Rs 25 lakh and after that he received phone calls to deposit Rs 1.25 lakh as a clearance amount. The phone calls originated from Dubai and Pakistan. Interestingly, Abhishek deposited the amount in the bank account indicated by the callers. The investigation carried out by a team of officials headed by Inspector Charanjeev Lamba of Cyber Crime wing revealed the racket was being operated from Dubai and Pakistan and the local contacts of the operators used to collect money from the victims. Kunwar Vijay Pratap Singh, SSP of State Crime Branch, said in investigation it was found that the bank accounts were opened in Roorkee. The racket operators have links in Kerala
also. Further investigations are going on and efforts are being made to ascertain the identity of the accused persons based in Dubai and Pakistan. The gang used to send SMS and e-mail to ignorant citizens that they have won a lottery and they are asked to deposit certain amount as a clearance charge. People, out of ignorance, are being duped by such gangs. At present, 10 such complaints are pending with the crime branch. The SSP advised the general public to ignore and delete such SMSes and e-mails. |

Army Captain booked for job fraud on Bathinda resident
Bathinda, August 31 In his complaint to the police, sewadar of gurdwara Haji Rattan Lakha Singh alleged that the Captain took money in lieu of giving job to his son in the Military Engineering Services (MES), for which the posts were advertised in 2010. In his complaint to the police, Lakha alleged that the Captain visited gurdwara Talwandi Sabo in 2009 where he was deployed as sewadar. “After making a round of gurdwara enquiring its history, the Captain offered to help me in any of the works related with the Army or the Bathinda cantonment. He offered the official and residential address and told to meet sometime,” said Lakha. He alleged that the Captain came to his house after few months of his first meeting and took Rs 80,000 in lieu of helping his son to get job of a clerk in the MES. Lakha claimed that the Captain had assured to return the money if his son failed to get the job. However, the money was not repaid and the Captain got transferred to the 31 RR battalion, Udhampur a few months back. Patiala, August 31 The police said they had identified three of the accused Mahinder Singh, Surinder Singh and Goldy, of Samana while some more accused who were involved in the crime were yet to be identified. The accused had attacked Ranjit Singh near Tolewal Road late on Monday evening. A case under Sections 382, 323, 324, 341, 506, 148, 149 under the Arms Act has been registered. — TNS |
