Mishap victim dead

One person who was injured in a road accident near Handesra on August 7 died at Civil Hospital Ambala city.

Surjeet Singh, a resident of Ambala City, was injured in an accident when an Indica car had hit the motorcycle of the victim.

Woman succumbs to burn injuries

A 20-year-old woman of Jarout village near Lalru succumbed to her burn injuries at the PGI in Chandigarh last evening. Sonia had got burn injuries after the bursting of a stove at her house on August 3 when she was making food.

The police had initiated action under Section 174.

Raids on two medical practitioners

The district health authorities have taken action against certain medical practitioners who have been selling allopathic medicines and operating without a valid licence.

According to official sources, a drug control office team, led by Sunil Dahiya, conducted raids at Shiva Dawakhana at Jandli in Ambala City.

They found that Raj Kumar of Model Town had been doing medical practice without licence for medical practice and sale and purchase of medicines from the state drug control office.

The sources said a 28-day show-cause notice was served on him. The raiding team seized a large stock of 22 types of allopathic medicines, which had been kept at the shop without a storage licence. Dahiya said a case would be registered after 28 days, on the expiry of the notice period. He said a copy of the medical certificate furnished by Raj Kumar would be forwarded to the Jaipur University to check and verify its genuineness.

In another case, acting on a complaint, the drug control officer, along with a police party, raided the shop of Raj Pal, alias Raju, on DC road in Ambala Cantonment.

They seized some allopathic medicines. A case was registered for stocking allopathic medicines without licence. Sat Narain, police investigation officer, said Raj Pal failed to produce a licence for practice.

Acquittal rate on the rise
36 set free by district court this year so far

The Panchkula police has failed miserably in solving major cases of crime, but the worrying factor for the force is the rising rate of acquittal of criminals from the Panchkula court.

This year, a total of 36 criminals have been acquitted from the Panchkula district court so far, which has raised a question mark on the efficiency of law-enforcement agencies.

Cases like those of the kidnapping of Jiya and Arnav, the murder of a car showroom guard, the kidnapping and murder of realtor Deepak Rai Sagar and the murder of an Australia-based NRI remain unsolved.

Cases in which the accused have been acquitted include those of murder, planning dacoity, rape and abetment to suicide. The acquittals have resulted either from the failure of the prosecution to furnish substantial evidence in court or from witnesses turning hostile during trial.

In a recent case of murder of a woman at Kalka, the court acquitted four members of the family as there was not any strong evidences against them.

The police maintained that her husband had killed her with the help of his family, but failed to substantiate the criminal conspiracy theory during trial in court.

A priest was acquitted of charges of rape inside the ‘dharamshala’ at the Mata Mansa Devi temple. The complainant had changed her statement on three occasions. The prosecution had failed to produce any medical evidence against the accused, which ultimately led to the acquittal.

In May, the court acquitted four persons accused of planning dacoity. They were acquitted as there were contradictions in the prosecution story. There was no independent witness and all prosecution witnesses were police personnel.

On April 4, the Panchkula court acquitted Darshan Lal of Raipur Rani in connection with a case of murder registered the previous year as 13 witnesses turned hostile.

Panchkula SP Maneesh Chaudhary said he had now directed investigating officers to update him about the status of cases being tried in various courts on a fortnightly basis.

He added that they were now holding meetings with the prosecution department regularly as well, which would help improve the conviction rate.

On the issue of rising acquittal rate, the Haryana DGP held a meeting with SPs of all districts in Haryana. They discussed ways to improve the prosecution ratio. Officials attached with courts were recently given training so that the acquittal rate could be minimised.

Astrologer gets one-year RI

A local court today awarded a one-year rigorous imprisonment (RI) to a Panchkula-based astrologer in connection with an eight-year-old molestation case.

Additional Chief Judicial Magistrate (ACJM) Rakesh Singh awarded punishment to Ravi Dutt Shandilya, an astrologer and a resident of Sector 11.

The court also slapped a fine of Rs 3,000 on the guilty. The court awarded punishment to the accused under Sections 354 (molestation) and 506 (criminal intimidation) of the IPC.

Public prosecutor Govinder said in case of default in the payment of fine, the accused would further serve three more months in imprisonment.

According to the prosecution, the victim, working as a computer clerk in the office of Shandilya, had alleged that the accused was involved in obscene acts with her. She had further alleged that the accused had touched her body parts as well.

On the complaint of the victim, an FIR was registered against the accused on February 8, 2003 in the Sector 5 police station.

The victim and her father had also deposed before the court. The victim in her statement before the court had stated that the accused had also threatened her that he would kill her if she would disclose this act to her family members.

‘Produce important witnesses only’

In order to speed up the rape-on-wheels case, which has been pending for nine years, a Chandigarh district court issued directions to the Chandigarh Police today, asking it to produce only those witnesses who, according to the prosecution, were important for recording of statements.

There were more than 20 prosecution witnesses who were yet to depose in court in the high-profile case, registered against former UT Home Secretary and top Haryana-cadre IAS officer NK Jain and others.

The court gave the directions to the police to issue summons to the witnesses only through the investigating officer. Four witnesses had already turned hostile.

The police had failed miserably in tracing the address of the victim as summons issued to her had returned as not served on a number of occasions.

Priest found dead in room

Panchkula, August 9
A priest of a Shiv temple in Bhareli village, Barwala, was found dead in his room this morning. The priest, identified as 90-year-old Sheetal Giri, was doing “Khari Tapsaya” (performing religious acts by standing) from the past one month, along with another priest.

The police said Giri, along with other priest, Jagmohan Giri was performing “Khari Tapsaya” from the last month. But today, villagers found Giri dead in his room.

Chandi Mandir police station SHO Jangsher Singh said they had registered a case of murder against unknown persons, as injury marks were found on Giri’s head. Sources said the police had rounded up Jagmohan Giri and questioning him about the case. — TNS

2 ITBP constables held for assault

The police today arrested two ITBP constables, a driver and a conductor of a school bus for wards of ITBP personnel, for allegedly thrashing a youth, identified as Jaswinder, who entered the bus in Sector 32.

The police booked two ITBP constables, identified as bus driver Sandeep Yadav and conductor Surjit Singh.

A verbal scuffle between them turned violent and the two bashed up Jaswinder. The police was called and the youth was taken for medical examination. He suffered minor injuries in the assault. The police said the ITBP constables had strict instructions that no outsider should enter the bus and thus they assaulted the youth.

The accused were booked under Sections 323 (causing hurt), 506 (criminal intimidation) and 34 of the IPC.

A case has been registered in the Sector 34 police station.

Special moments for special kids

“It’s like a dream come true. What can be more joyful than my son coming to me with medals and prizes.” These lines are said by Anil John, who is a proud father of Ashish John, a “special child” who won laurels in the recently held World Summer Olympic Games for special children in Athens.

Ashish John, Harbinder Kumar, Gurcharan Singh and Ramandeep Kaur, all differently abled children, brought laurels after winning a total of seven medals at the recently held competition. Notably, all four are from Ambuja Manovikas Kendra, Ropar.

They were felicitated by the Ambuja Group of Companies in a function held here today for their excellent performance in the recently held world games.

Ramandeep Kaur, the only girl in the group, has won a bronze medal in shot put, while she also made her contribution by winning a gold medal in the 4X100m relay race.

“I am happy after winning the medals. My coach and principal helped me, now I will go back to school and practice at the stadium to win more medals,” said Ramandeep while showing her medals. Harbinder Singh (Ricky), who participated in the badminton event, bagged silver medal in singles and mixed doubles categories, while won a bronze medal in the badminton doubles event.

He also told he could write a leave application and school address now. Not only the “special athletes” but their parents also attended the function and were seen in a blissful mood after watching their children being felicitated for their contribution in the field of sports.

The third player, Gurcharan Singh won a bronze medal in the 15 km cycle race, while Ashish John was the fourth player who was a part of the basketball team, which won a gold medal.

“We are happy by our achievements; we undergo practice on daily basis. We will work hard to win more medals,” said the duo, which were amongst the senior category player. “I am now running a juice shop and whenever I have to attend the practice session, my father sits over the shop,” said the basketball player.
