Fatehgarh Sahib, July 10
Parents of a newlywed woman, allegedly killed for not bringing enough dowry, today protested against the casual approach of the Zirakpur police in not arresting the family members involved in the harassment of their daughter.

Family members of 26-year-old Gagandeep threatened to launch an agitation against the police for not arresting any family member except Gagandeep’s husband. She was found dead at her in-laws’ house in Himmatpur Dhakaula village, near Zirakpur.

It was alleged that she was strangulated by her in-laws for not bringing enough dowry. Gagandeep was married to Kulwant Singh, a property dealer at the village.

Though the Zirakpur police had booked her mother-in-law, brother-in-law, sister-in-law and husband under various sections of the IPC, only her husband had been arrested while the others were still at large.

The family members were accompanied by a large number of villagers, who blocked the Sirhind-Chunni road after the ‘bhog’ ceremony.

The father of the deceased, Sukhdev Singh, said they would launch an agitation if the Zirakpur police failed to arrest other members of Kulwant’s family soon.

He said he had spent enough money to arrange the best marriage palace. He added that he had organised delicious food, served in centrally air-conditioned halls to guests, during the marriage function. He alleged that they had demanded more money after solemnising the marriage.

On June 30, they received a phone call from Kulwant’s family, claiming that their daughter fell on the ground while preparing tea, but they need not worry.

“Many people had gathered in front of Kulwant’s house when we reached there. Our daughter was dead and scars of injury were visible on her body. It seemed that she was strangulated with a piece of cloth,” said the wailing father.

Punjab’s education policy draft ready
Committees on syllabus, library Act also set up, says Sekhwan

Surinder Bhardwaj

Bassi Pathana, July 10
There is no policy with the education department and its affairs are being run in an arbitrary manner. This was stated by Education Minister Sewa Singh Sekhwan while addressing a seminar organised by the local education department here yesterday.

Soon after taking over as Education Minister, he had asked the Education Secretary to bring him the education policy. The Education Secretary had replied that there was no education policy and no predecessor of his had ever asked for it.

A surprised Sekhwan had then directed the Education Secretary to form a committee immediately to prepare the education policy of the state. The seminar was attended by school committee chairpersons, sarpanches, teachers, students and political leaders.

Sekhwan said the draft of the education policy, applying to elementary as well as higher education, had been prepared. He said efforts were being made to get it implemented before the model code of conduct came into force.

He claimed that the state would become the leader in education after implementing the policy. He said Punjab was the only state which had no library Act, adding that he had formed a committee to draft an Act, after the implementation of which every village would have a library.

He said another committee had been formed to change the syllabus as the syllabus at present was outdated. He said the syllabus would be made in a manner that students could compete at the world level.

He said 90 per cent of students at the NDA and the IMA were earlier from Punjab, but the figure had now come down to a mere 1.5 per cent. He said the present education system had failed in terms of moral values. He urged the teaching community to help the government eradicate copying.

Highlighting the achievements affecting the department, Sekhwan said the state government had recruited 54,000 teachers, restored the pension of teachers at aided schools and settled issues concerning 68 teaching and non-teaching unions.

He further stated that 1,500 principals and 450 head teachers would be promoted shortly. The minister honoured a number of students who had excelled in academics, sports and cultural activities.
