Diarrhoea rears its head in Nainital
Tribune News Service

Nainital, July 3
Reports of diarrhoea cases from different parts of Nainital district have started pouring in even as the Health Department has started its preparations to deal with the outbreak of water-borne diseases in the days to come.

While one person has reportedly died from diarrhoea in the Maulekhal area of the district, a large number of cases have been reported from parts of Bhimtal block. The deceased has been identified as 55-year-old Raje Singh of Chamad village. The villages from which cases have been reported include Chamad, Udava and Haidakhan.

It is not only the rural areas, but also the tourist town of Nainital that turns into a hotbed of water-borne diseases during monsoon. The intake of unhygienic water causes severe health hazards, while stagnant water provides a habitat for mosquitoes and other insects which become vectors or carriers for a variety of diseases.

The Chief Medical Officer (CMO) at the local BD Pande Hospital Dr NS Bhat claims that the district hospital in Nainital meets the

parameters set by the Indian Public Health Standards (IPHS) and is well-equipped to cure water-borne and vector-borne diseases.

Water-borne diseases, which escalate during the monsoon include diarrhoea, typhoid, dysentry and colitis.

“Cases of such diseases keep coming to us, especially typhoid patients. We have the required resources for their treatment. Only in complicated cases of these afflictions do we feel the need to refer the patients to doctors in Haldwani and Rudrapur,” he said in an interaction with The Tribune.

While this may be the case for the district hospital, the conditions in the remote rural areas are far from satisfactory and people are left with no option but to take the patients to the hopitals in Haldwani for treatment.

Talking about Nainital town, a senior doctor at the district hospital said the dirty water used in most restaurants and hotels in Nainital resulted in a lot of diarrhoea cases.

He vehemently condemned the administration for not taking immediate action against the improper sanitation that was rampant in the area.

“The poor administration is to blame. Regular checks should be conducted in the food and milk being sold in the market to check its hygiene. Poor sanitation is another major cause for water-borne maladies,” he said.

The district hospital, however, has no provisions for sophisticated medical procedures like dialysis, the nearest place for the availability of this facility being Haldwani. Dr Bhat blames it on the lack of human resources and funds and believes that the popularity of Public Private Partnership (PPP) ventures whereby a Memorandum of Understanding (MoU) is signed between the government and private companies, can be instrumental in improving the medical facilities of the district.

The condition in government hospitals in the state remains pathetic despite the tall claims of the government. An absolute failure in coming up with a transparent transfer policy for doctors and failure to ensure deputation of health specialists in rural areas is responsible for the dismal picture.

SP to hold awareness drive on corruption
Tribune News Service

Dehradun, July 3
The Samajwadi Party (SP) is going to hold a public awareness campaign on cycles from the second week of July from Harbartpur to different parts of the state on issues of corruption and inflation at the state and national level.

State president Vinod Barthwal made the announcement after holding a district-level meeting in the city on today. Barthwal also pulled up the Congress and BJP government for covering themselves behind the campaigns.

He said, “The Congress on the one hand holds ‘Satyagraha Yatra’, but its Prime Minister continues to hike the petrol, diesel and LPG prices. Similarly, the state Chief Minister takes to bare foot campaign against price hike, but does nothing for development in the state, except big announcements. All these cheap tactics are nothing but mere cover-up exercises to deviate public from their shortcomings.”

Barthwal demanded an appropriate place for political parties to hold protests or demonstrations. He said, “All permitted places for public demonstrations are closing down in the city one after another, like Patel Park, Clock Tower and now Gandhi Park. Therefore, the state government must locate a suitable place for it.”

The news of damage triggered by rain throughout the state has begun trickling in. He said this time around, the administrative machinery must take the help of the other NGOs/social groups in the relief work to provide help to the needy in the shorter duration.

The SP leader found traffic problem in the entire state quite alarming and recommended to raise the traffic police at bigger level. “In Uttarakhand, law and order is not a big problem as is the traffic. We all keep hearing of the news regarding people/tourists stranded for days together on roads in different parts of the state. In a way, traffic is also affecting the tourism in the state. In Dehradun too, the jam-like situation can be seen all around throughout the day. Police personnel, who are deputed to see traffic, get busy when it comes to court hearing or routine work, so we cannot afford to take the alarming situation of traffic so lightly. There is need to create a big separate traffic department headed by officer at DG/IG level,” he said.

Cong leader accused of land grab
Tribune News Service

Dehradun, July 3
Uttarakhand senior BJP minority leader Shadab Sams has accused the Congress of harassing minorities in the state. Setting ablaze the effigy of Uttarakhand leader of the Opposition Harak Singh Rawat at Clock Tower, Dehradun, Sams said the Congress leader had taken forcible occupation of a land belonging to a Muslim at Shankarpur village in Vikasnagar tehsil of Dehradun.

He said 106 bighas of land that originally belonged to a Muslim had been fraudulently transferred in the name of Dipti Rawat, wife of Harak Singh Rawat and Lakshmi, a known person of the leader of the Opposition.

Sams said the Muslims of Uttarakhand would not tolerate any injustice and put a united stand against the Congress. He said the Congress also needed to do a re-think as a person who had forcibly taken over a Muslim’s land had been made the leader of the Opposition in the state.

Mehuwala Pradhan Irshad said the Congress had a history of deceit. He said the Ramleela ground lathicharge has amply revealed the inhuman face of the Congress.

Abdul Quadir, Farooq Khan, Akram Shah, Shajad, Tahir Hasan and Rabiya were prominent among the protesters.

CM: Need for large-scale flower cultivation
Sandeep Rawat
Tribune News Service

Haridwar, July 3
With Uttarakhand giving the highest price of sugarcane to the state farmers besides other subsidies, Chief Minister Ramesh Pokhriyal Nishank has stated that the need of the hour is to go in for the traditional form of agriculture as well as opt for a large-scale fruit and flower cultivation in the hilly areas.

Speaking at the concluding session of the National Convention of Farmers Cells of the BJP here today, Nishank listed the priorities of his government in the agriculture sector.

Citing the presence of various varieties of herbs in the state, Nishank said the medicinal-aromatic herbs could be a boon for the state economy as well as for the youth of the state. The demand for herbs has assumed increased not only in India but also abroad.

“We have many herbs some of which have market price as high as Rs 6 lakh per kg. By cultivating herbs at a large scale in the state, the exodus of the youth to plain areas in search of jobs can be checked. It will also benefit the state economy,” observed Nishank while addressing the convention, which saw participation of farmer leaders from various states at Nishkam Sewa Trust here.

He also termed the marketing of agricultural products, sufficient procurement rates for various crops, subsidised loans to farmers for purchasing agricultural equipment and instant payments to farmers as his government’s major steps in the agriculture sector.

Lashing out at the Congress-led UPA Union Government for its anti-farmer policy, Nishank, who has served as a Cabinet Minister in the Uttar Pradesh government, said the farmers’ condition in other states was horrible with hundreds of them either quitting farming or committing suicide. “The Congress has always been pro-capitalist. It only thinks of how to bail out major oil companies incurring losses not the effects of the hike in fuel prices on the millions of poor people,” said Nishank.

Nishank said small nurseries (Nav Graha Vatika) were being set up in the state where medicinal plants will be grown.

Admn issues directions to deal with waterlogging problem
Tribune News Service

Nainital, July 3
The administration has issued directions to deal with the problem of waterlogging that is plaguing Haldwani. A meeting in this regard was called by District Magistrate Shailesh Bagauli at his office in Haldwani last Saturday evening, where the causes for the problem of waterlogging were identified.

The primary issue that came up for discussion was regarding the menace that the people have been facing for close to one year in the name of the covering of a canal. The pace of work is slow and despite repeated inspections and directions of top-level officials, those executing the project have not expedited the work. Only one portion of the canal has been covered so far.

It was ordered last evening that traffic flow be allowed in the areas where the canal has been covered and the debris lying adjacent to the canal be removed immediately.

Bagauli has also ordered hiring of machines for the removal of filth that has piled up in the Indranagar area and is leading to waterlogging during rains. A budget has also been provided for coming up with a long-term solution to the problem. Officials of the PWD have been ordered to clear the drains in the Mukhani area and present a proposal for a long-term project to do away with waterlogging in the area.

Orders were also given to the PWD to get the Rakasiya nullah and other seasonal nullahs in the Damuadhunga area cleaned. Rakasiya Nullah is one drain that overflows every year, thus wreaking havoc on the colonies located adjacent to it. It is not only a source of devastation but also that of water-borne diseases.

Bagauli has also asked the officials from the administration, the PWD, the Irrigation and Forest Departments to carry out a joint survey to the problem related to the outlet of water in the Surya nullah. On the issue of water scarcity in the Hydel Colony area, instructions were given for the laying of a new pipelines and linking the area to a tubewell for water supply.

The issue of heavy silting of Gaula and the problems in water treatment were also discussed during the meeting.

Khanduri’s meeting with Panwar sparks speculation

Dehradun, July 3
Speculation is rife that former Chief Minister BC Khanduri may ditch the BJP to head a third front in Uttarakhand assembly elections due early next year after the leader met the Uttarakhand Kranti Dal chief.

"I am still in the BJP but what happens in future, no one knows," Khanduri said when asked whether he sees any possibility of the formation of third front.

Khanduri met UKD president Trivendra Singh Panwar this week. When asked whether he held any talks related to the formation of the front, the BJP leader said, "Such meetings are routine. There was no desicive talk".

According to UKD sources, Panwar had requested Khanduri to head the third front to take on both ruling BJP and Congress in the coming assembly elections which are due in Febraury next year.

Last month, BJP president Nitin Gadkari had said the next assembly elections would be fought under the collective leadership of Khanduri, Chief Minister Ramesh Pokhriyal Nishank and former Chief Minister B S Koshiyari in his attempt to end political rumbling in the party. Since then, Khanduri was keeping a low profile.

On the other hand, a BJP spokesman denied any rift in the state BJP and said all top leaders were united to take on the Congress in the next assembly elections.

"What you are hearing is a conspiracy hatched by the Congress to harm the morale of the BJP," he said. Meanwhile, Panwar described his meeting with Khanduri as a "courtsey call".

"Such meetings are routine and don't draw too much inference. There is still a lot of time left for our future strategy," Panwar said. — PTI
