Road rage leaves driver injured

Zirakpur, November 30
A minor collision between two cars near the railway crossing on the Zirakpur-Kalka highway here last night led to a road rage, which resulted in a driver of a Skoda car being seriously injured. The injured driver has been identified as Devinder (27), a resident of Chandigarh. He was admitted to GMCH-32, Chandigarh, for the treatment of head injury.

According to Devinder, a car driver of Panchkula-based businessman, he said the incident took place around 11.30 pm. He alleged that he was moving to Panchkula to drop the relatives of a Panchkula-based businessman from the wedding venue. When he reached near the railway crossing, unidentified youths in another car tried to overtake the car. But they failed to overtake safely and their car’s side touched the rear part of the Skoda, he said.

Devinder alleged that as a result, the youths stopped the car in front of his car and started assaulting him with sharp-edged weapons.

Later, a group of labourers helped the relatives and informed the police. Baltana Police Chowki In charge ASI Anup Singh said they had received a complaint and a case would be registered after proper investigation. — TNS

UP lift Nehru memorial cricket cup

Patiala, November 30
Uttar Pradesh beat Punjab to win the two-day first All-India Nehru Memorial Cricket Cup Tournament. The tournament was organised by the Blind Welfare Society, Punjab, at Punjabi University. Teams from northern region, including Himachal Pradesh, Chandigarh, Punjab and Uttar Pradesh, participated in the tournament.

In the final match, Uttar Pradesh defeated Punjab by three wickets. Electing to bat first, Punjab set a target of 164 runs in stipulated 20 overs. Scintillating performance by UP players helped their team achieve the target in just 15 overs at the loss of seven wickets. UP team all-rounder Sayed Gazi, who scored 66 runs and took three wickets, was declared man of the match and man of the series.

Chairman Punjab State Youth Development Board Gurpreet Singh Raju Khanna gave away prizes and medals to the winning team. He lauded the efforts of the Blind Welfare Society for organising the tournament for visually impaired.

Workshop on sanitation

A two-day workshop on training and coordination for implementation of sanitation programme was organized by the District Programme Management Cell, Patiala and Fatehgarh Sahib wings of Punjab Rural Water Supply and Sanitation Department. The workshop concluded today.

The officials visited the water works sites of Manhera Jattan village in Khera Block during the workshop.

Gurpreet Singh, executive engineer of Fatehgarh Sahib, enlightened the participants about the technical aspect of operation and maintenance of water works.

Body of youth found in pond

Lalru, November 30
A body of 20-year-old youth was found in a pond near Khelan village yesterday. The youth was identified as Jaswant Singh, son of Raj Kumar of Khelan village. After conducting a post-mortem examination the body was handed over to the relatives of the deceased.

The police said there were injuries on the right eye of the deceased and the inquiry was on.

The police has taken action under Section 174 of the IPC. The youth had gone out of village for some work on Sunday but did not return home.

CJ’s elevation list raises eyebrows
Despite being at the fag end of his tenure, the Chief Justice has cleared names of six advocates and a sessions judge for elevation

Chandigarh, November 30
Less than a month after the Punjab and Haryana High Court collegium met practically after a gap of nearly three years to clear for elevation the names of six advocates and a sessions judge, the list has been forwarded to the two states for its nod.

Available information suggests the list has been sent to the Governors, even as the Chief Justice, heading the collegium, is at the fag end of the tenure. In fact, the Chief Justice is scheduled to retire upon attaining the age of superannuation early next year. Rather, the Chief Justice will move out of the High Court immediately after it reopens at the end of the winter break in January next.

This is not the first time an outgoing Chief Justice has recommended names for elevation. Earlier also, the then Chief Justice of the Punjab and Haryana High Court, Justice Vijender Kumar Jain, had at the fag end of his tenure recommended for elevation the names of six district and sessions judges. But, the move was strongly opposed by the then Punjab Governor Gen SF Rodrigues (retd).

At that time, the Governor was reportedly of the opinion that Chief Justice Jain was on his way out and Justice Tirath Singh Thakur was set to take over as the new Chief Justice. As such, the recommendations should come from him.

Otherwise also, the convention has been that the Chief Justice should send the list for elevation, if he knows he will still be in the office to see the list through to end.

The list, no wonder, has become the topic of animated discussion at the Bar, with speculation rife whether it will receive the Governors’ consent.

The collegium had earlier met in February 2008. After that it met once in between to discuss and reconsider now Justice Ritu Bahri’s name for elevation. Sources close to the Chief Justice say the names have been recommended, as Constitution bestows upon the Chief Justice the responsibility to recommend the names for elevation. The Punjab and Haryana High Court is, otherwise also, facing shortage of judges. As of now, the High Court has just 43 judges against the sanctioned strength of 68.

It is believed that the lawyers whose names have been forwarded for elevation are RN Raina, NK Sanghi, Rameshwar Malik, TS Dhindsa, PS Dhaliwal and Gurmeet Singh Sandhawalia. In the category of sessions judges, the name of High Court registrar-general VS Malik has been forwarded.

HC stays promotion of inspectors

The Punjab and Haryana High Court today stayed the proceedings of the departmental promotion committee (DPC) for promotions of inspectors to the rank of DSPs. The order would remain in force till the outcome of the petition pending before the court.

The Division Bench comprising Justice MM Kumar and Justice Ritu Bahri issued the directions during the resumed hearing of an ongoing case.

The petition had challenged the action of the Chandigarh administration in granting promotions up to the rank of inspectors in excess of 14 per cent quota prescribed for scheduled caste category.

Inspector Yash Pal, one of the 11 petitioners, had filed an affidavit stating that the illegal benefit of reservation given to the SC officers had resulted in the accelerated promotion of SC officers, thereby usurping the quota of general category officers.

It was further added that now SC inspectors were being considered for promotion to the rank of DSP.

The petitioner also informed the Bench that the Chandigarh administration was going to hold DPC for the promotion of DSP rank soon, as a result of which the present petitioners would further suffer irreparable loss.

Spate of thefts in city
Thieves strike at six shops in grain market, attempt to burgle bank in Dhanas

Some unidentified miscreants made an attempt to commit burglary at Chandigarh State Cooperative Bank in Dhanas here last night. Besides, six incidents of thefts have been reported form different parts of the city.

In charge of the Dhanas police post sub-inspector Kirpal Singh Kooner said Balbir Singh, the manager of the bank, reported that an attempt was made to burgle the bank. The police inspected the spot and found that the thieves gained access from a vacant house at the rear side of the bank. They broke the common wall of the bank with the house and pulled out bricks from it. However, they could not execute their plan and went away.

Kooner said the bank manager said nothing was stolen from the bank. A case under Sections 380, 457, and 511 of the IPC has been registered.

In another incident, Rajan Singla, a resident of Sector 36-A, reported that someone had stolen Rs 32,000, a digital camera, two wristwatches and a mobile phone from his house during the intervening night of November 13 and 14.

Similarly, Ramesh Khandelwal, a resident of Sector 31-D, lodged a complaint with the police alleging that someone tried to commit theft by breaking open the locks of his shop on November 28. Meanwhile, thieves struck at four shops in the Sector 26 Grain Market and decamped with cash and documents. The shops targeted, included SCOs 94 to 98 and decamped with Rs 2,000 and some documents form SCO 94 and then struck at other shops and decamped with approximately Rs 6,000 from all these shops. The police got the spot examined by the forensic experts and dog squad to pick up clues.

Gang of robbers busted

Mohali, November 30
The Mohali police today arrested three members of a gang of robbers. The suspects were active in Mohali and Chandigarh. The three suspects, Parmod, Ashok and Manoj, aged about 20 years have confessed to have snatched five mobile handsets and stolen a motorcycle.

Yesterday, the police had arrested Umesh and Tony. Several cases of snatchings, robberies and thefts are likely to be solved with the arrest of the suspects.

Phase 8 police station SHO Sanjeev Bhatt said so far a stolen motorcycle, two mobile handsets and a country made pistol had been recovered.

A case under Sections 379 (theft), 382 (snatching), 392 (robbery), 394 (dacoity) of the IPC and 25 Arms Act has been registered at the Phase 8 Police Station.

20-yr-old held for rape

Chandigarh, November 30
The police today arrested a 20-year-old youth on the charges of raping a 15-year-old girl of Sector 49. The police said Vicky, a resident of Sector 48, was working with a local advertisement company. It said the victim’s parents lodged a missing person’s report when she failed to return home after school on November 23.

It was alleged that Vicky took the victim to Chintpurni in Himachal Pradesh where he repeatedly raped her. He returned on Tuesday and was arrested from Sector 49. Medical examination of the girl has confirmed that she was raped. The police produced the accused before a local court, which remanded him to judicial custody. — TNS

Purse snatched

Chandigarh, November 30
An unidentified pedestrian snatched a purse from a woman in Sector 44 here on Monday. Sunita Sethi, a resident of Sector 44-C, reported to the police alleging that an unidentified pedestrian snatched her purse containing two ATM cards and other documents.

Caught stealing

The Police Control Room personnel on Monday arrested Amarjit and Manoj, both residents of Hallo Majra, while allegedly stealing grills installed on the road divider near Transit Camp in Ram Darbar.

Car stolen

Gurmeet Singh, a resident of Phase VII, Mohali, reported to the police alleging that someone had stolen his Maruti car (HR-51-C-8172) from Sector 22 on Monday. — TNS

Punjab U-19 team dominate

Punjab U-19 team scored three points after registering win over Madhya Pradesh Cricket Association on the basis of first innings lead in Cooch Behar Trophy at Rewa (Madhya Pradesh) here today. Punjab team took a one-run lead in the first innings of the four-day match.

Earlier, MPCA, while batting first, declared their first innings at 363 for 6. Their innings revolved around an unbeaten brilliant century (176) by Vikrant Singh. He was ably supported by Avinash Dhaliwal who missed out on his ton by just six runs.

For Punjab, U-19 medium pacer Kamal Passi claimed three wickets for 110, followed by Sandeep, who took two for 106.

In reply, Punjab’s Pargat Singh hit a brilliant century (147), studded with 19 hits and two towering sixes. Pargat and Manan Vohra (46) were involved in 85 runs partnership.

Punjab innings witnessed another good partnership of 94 runs between Pargat Singh and Mohit Handa (36).

Last man Sandeep Sharma (4 off 60), along with Gurinder, scored 43 runs for the last wicket and took the team’s total to 364.

For MPCA, Ayaan Khan finished as the highest wicket taker with six for 103, while Maheer Hirwani and Tanmay Patwardhan snapped two wickets each for 68 and 47 runs, respectively.

Punjab got three points for first innings lead, while MPCA got one point. Punjab has so far logged nine points from their two outings. They will now take on Tamil Nadu from December 4 to 7, 2010, at PCA Stadium, Mohali.

Nehru Yuva Sports Tournament
St John’s lads set to prove mettle

Motivated by city’s U-14 and U-16 soccer teams who lifted two national trophies in a row, young players of Chandigarh are all set to establish their dominance in the fifth Nehru Yuva Sports Tournament to be held in Bhopal.

St John’s High School lads (U-16) have qualified to participate in the forthcoming event after winning the top honours in football meet held last month in Chandigarh.

“In the event, around 15 teams from various schools had participated. We won the top spot and made it to the national-level tournament,” said Sunny Sharma, coach of St John’s football team.

Before leaving for Bhopal, Sharma said his boys were determined to win the trophy at the tournament. “Two national trophies have motivated us and we all are prepared to make our city proud again,” said Sharma. Aameen Goyal is skipper of the team.

The Chandigarh sports department is conducting trials to select probables for the All-India Civil Services Lawn Tennis Tournament on December 3 at Tennis Courts, Sports Complex, Sector 42, at 3 pm.All UT departments are eligible to take part in the trials. Interested participants must carry individual identity cards at the time of trials.
