The alleged hijacking of official functions by the ruling National Conference (NC) has snowballed into a big political controversy. The leaders of the Congress, which is a partner in the coalition government headed by Omar Abdullah, have informed the party high command about the style of functioning of the Chief Minister and other ministers.

The Congress has also taken a serious note of the attempt of the ministers belonging to the NC to marginalise its workers at the grass-roots level. The PDP on the other hand has already announced to oppose any effort of taking a political mileage out of the official functions.

A senior Congress leader told The Tribune that Pradesh Congress Committee (PCC) chief Saifuddin Soz had informed the party leadership about the style of working of the NC ministers.

“Besides other political developments in the state, the PCC chief has also discussed this important issue with AICC chief Sonia Gandhi during his meeting with her in New Delhi on Friday,” he said. Soz added that resentment was brewing among Congress workers as ministers of the NC were not involving them in any of their official functions.

Sources in the Congress stated that not only workers were being ignored in the official functions by the NC ministers, but also a few of the party MLAs had complained against the discriminatory attitude of the government. “NC ministers have been projecting their workers in the constituencies represented by the Congress MLAs,” a senior leader said, adding that instead of strengthening the coalition at the grass-roots level the ministers belonging to the NC were strengthening their party only.

However, Congress workers have specific complaints against three Cabinet ministers belonging to the NC, who according to them, have been discriminating against them.

“The UPA government headed by the Congress has been pumping huge funds for the development of the state, but the NC has been trying to take a political mileage by ignoring its coalition partner, which is against the spirit of the coalition,” a Congress leader said. Meanwhile, the PDP has warned the government against politicising official functions. PDP leader Sayed Asgar Ali alleged that the government was trying to take a political mileage out of the recruitment drive.

He added that any such attempt on the part of the government would have grave consequences, as deserving youths were being ignored in the recruitment drive.

Interlocutors in Kashmir, say ready to talk to anyone

Srinagar, October 23
The three-member team of interlocutors on Kashmir, led by senior journalist Dileep Padgaonkar, arrived here today to hold talks with a cross-section of people in the state. “We will stay here for four days and will talk to anyone who is willing to talk to us,” said Padgaonkar on arrival. He said many appointments had been fixed and many more were being finalised today as the team would remain here for four days before leaving for Jammu. Other members of the team are Prof Radha Kumar and Information Commissioner MM Ansari.

Padgaonkar said the team would listen to all with different shades of opinion. “Many slogans have been raised so far,” he said in reply to a question and added that the team would try to move forward beyond the slogans towards finding a political settlement to the Kashmir problem. The team is scheduled to meet students on Monday, as its focus would be on the youth in view of the recent unrest that disrupted the normal life in the Valley for the past about four months.

The separatist leaders in Kashmir, including hardline APHC chairman Syed Ali Geelani, moderate APHC chairman Mirwaiz Umar Farooq and JKLF chairman Yasin Malik, had earlier described the constitution of the team as a futile exercise. Geelani, who had already put forth five-point conditions before entering into any dialogue to resolve the Kashmir issue, had decided not to meet the interlocutors.

In his fresh boycott appeal today, Geelani, who is in New Delhi, asked all sections of society to boycott meeting the visiting team of interlocutors on Kashmir. According to an APHC spokesman, Geelani said there was no positive response to the five-point programme put forth earlier and it would be a futile exercise to hold meeting with the interlocutors. He added, in accordance with the five point programme, Pakistan be also made a party in the dialogue process in resolving the Kashmir issue.

The team of interlocutors was constituted following the meeting of the Cabinet Committee on Security (CCS) headed by Prime Minister Manmohan Singh in New Delhi on September 25. The meeting was held after the two-day visit of an all-party Parliamentary delegation to the state on September 20 and 21.

Before their visit the interlocutors had a meeting with the Prime Minister in New Delhi and discussed the issue. They would be visiting the state once every month and were supposed to submit their report within one year.

Dressing up properly is very essential to command respect in society. This is what Minister for Medical Education RS Chib told the doctors of the Government Medical College and Hospital (GMCH) here today.

Besides being prim and proper, punctuality, too, was an add-on feature for efficient dctors, he added.

Not pleased with the dressing sense of the doctors on duty, the minister categorically told them to wear aprons and sport nameplates while on duty to ensure discipline.

The minister had a meeting with the supervisory and senior doctors of the hospital, besides interns, resident doctors and postgraduate students, following a surge in the cases of scuffle between attendants of patients and the hospital staff over the past 
one month.

“You should be dressed up properly, only then you will command respect in society,” the minister told the doctors, besides recommending punctuality. He also asked them to be polite, especially with the aged people.

The minister admitted there was a staff shortage and a space crunch but claimed that various long-term measures were afoot to improve the functioning of the hospital.

He said as part of streamlining the functioning of the hospital, entry passes would be issued to the attendants of patients. “Only two attendants would be allowed inside to be with the patient. The same kind of procedure would be adopted for the rest of the wards in a phased manner,” he said, adding that the new system would be put in place shortly.

“Those not carrying the entry passes in the emergency ward would be sent out. The emergency ward is the face of any hospital, so it must be impressive,” the minister said.

“The security apparatus at the hospital is not effective, so we have sought help from the police. Controlling the number of attendants visiting the hospital is a major challenge, which is affecting the work,” he said. He added that besides managing the crowd, focus would be laid on the supervisory mechanism.

“Erring doctors are likely to face disciplinary action. Doctors cannot leave the emergency ward during duty hours,” he said.

However, doctors complained of overburden because of the staff crunch. “Due to the shortage of doctors, we have to be on duty for more than 24 hours at a single stretch. It leaves us fatigued,” said junior resident doctors. They demanded that the duty hours should be reduced so that they could deliver their duty efficiently, besides dealing with attendants with restraint and humility.

They said the stipend was not being given to them regularly and they had been waiting for it for the past two months.

“We have got Rs 50 lakh and need another Rs 20 lakh to pay stipend,” Principal of the GMCH Prof Rajinder Singh said and asked the minister to take up the matter with the Finance Department.

BJP demands holiday on Accession Day

The state unit of the BJP today asked the government to declare a state holiday on the Accession Day on October 26. It demanded that the day should be celebrated like any other national festival i.e., Independence Day and Republic Day.

The party said it had become necessary due to doubts and controversies being created by secessionists and others to distance the state from the rest of the country. A demand to this effect was made in a meeting of the BJP state office-bearers and other leaders held under the leadership of its state president Shamsher Singh Manhas.

Manhas said on October 26, 1947, Maharaja Hari Singh took the decision to accede the state to the Indian Union by signing the Instrument of Accession by using his authority under the Independence Act of India.

Hence, for the people of the country, Jammu and Kashmir in particular, this day was equally important as any other national festival and it should be declared a state holiday, he added.

Manhas also objected to the statement of the interlocutors raising doubts about the finality of the accession of Jammu and Kashmir to India. “These interlocutors should know that they are the representatives of the Union government. Their uncalled for comments would create misunderstandings and encourage the anti-national elements, who were already out to disturb the law and order situation in the state,” he added.

Manhas said Chief Minister Omar Abdullah, who had been cheating the people of the state by claiming that his government was not discriminating on the basis of region, had no respect for the Constitution. — TNS

Presentation Convent school celebrates annual day

The Presentation Convent Senior Secondary School, Gandhi Nagar, today celebrated its annual day “Green Fest”. Varun Sahni, Vice-Chancellor of University of Jammu, was the chief guest on this occasion.

The ceremonial lighting of the lamp set afoot a vibrant and spectacular show, which was held on the school ground. The function was attended by parents of the participating students and social and educational luminaries.

The students presented colourful items based on the biodiversity of the Earth, highlighting human apathy, negligence and contempt towards environmental issues that ultimately led to the ultimate catastrophe.

The students presented a dance drama woven around the theme of environmental degradation and the need to rectify the damage.

The tragic eventuality of finding water as an exotic and costly drink, 50 years hence, was the most poignant enactment of the day.

Addressing the students, the chief guest appreciated the performance of the students and acknowledged the special efforts put in by them.

Sister Rosamma, principal, said, “Our children are the biggest stakeholders of the drastic consequences of our irresponsible actions today.”

The principal exhorted the audience to take a pledge together to walk upon the earth with gentleness and contribute their mite to build up a sustainable future.

In the end of the function, certificates and cash prizes were awarded by the chief guest to meritorious students.

Army raises memorial to martyr

It was a heartening moment for Jasbir Kaur, who lost her husband, rifleman Anter Singh, about 11 years ago, when the Army inaugurated a memorial to him to commemorate his sacrifice today. The memorial is located in his native village Mehra near Narian in Nowshera tehsil of Rajouri district. Jasbir Kaur has two children.

Anter Singh attained martyrdom while fighting six militants during a search operation. He was shot at in Seloniyan village and the bullet hit him in the chest. However, putting his life to risk, he pounced upon the terrorists and killed them before succumbing to his injuries. He also received the Sena Medal for Gallantry posthumously.

Not only Anter, who belonged to 8 Jammu and Kashmir Light Infantry, but also his brother Havildar Nirmal Singh, at present serving in the 20 Sikh Infantry, received the same medal in 1999 for serving the nation. Nirmal was hit by six bullets in a similar incident.

Anter’s family is a family of martyrs. Their father Mangat Singh and uncle Bhagat Singh, too, had proved their mettle as both were part of 10 J&K Militia and fought World War-II.

Inspired by their sacrifice and patriotism, many people from this small village, having a total population of 1,100, had joined the Army.

Major Ashok of the Tithwal Brigade told The Tribune over the phone from Rajouri that at least one member of each family in this village had joined the Army, as they had made Anter their role model.

MC officer embarrassed in Dy CM’s presence

A city resident yesterday put the Jammu Municipal Corporation (MC) in an embarrassing position when he levelled serious allegations of corruption against its Enforcement Officer in the presence of Deputy Chief Minister Tara Chand.

The dramatic scene took place in the MC when Rajinder Singh, a resident of the Bohri area, alleged that Satish Khajuria, an Enforcement Officer of the MC, had demanded a bribe of Rs 30,000 for allowing him to carry out a construction work.

However, SC Sawhney, MC Commissioner, defended Khajuria saying he was a bright officer of the corporation. “I will order an inquiry into the case. I will personally intervene in the case,” said Sawhney while talking to The Tribune.

Rajinder alleged that despite the clearance of the building permission map for business purpose in August, the Enforcement Officer today got the construction work stopped. “The Enforcement Officer demanded a bribe of Rs 30,000 from me over phone,” he said. “This morning the officer sent his workers, who removed the shuttering from the slab and stopped the ongoing construction work,” he said.

“I went to the MC office in the morning and brought the matter to the notice of the Deputy Chief Minister, who was there at that time,” said Rajinder.

He added, “The Deputy Chief Minister demanded a written complaint against the Enforcement Officer and I immediately submitted one.” Khajuria, however, denied the allegation. He said the construction work was being carried out by Rajinder in violation of the Building Permission Act of the MC. “I have never talked to Rajinder. I saw him today only when he levelled charges against me,” said Khajuria.

Workshop on disaster management concludes

The five-day training-cum-workshop organised by the NSS unit of Government Gandhi Memorial (GGM) Science College in collaboration with the Civil Defence Department concluded here today.

The programme started with an impressive lecture by Deputy Divisional Warden Alok Nanda on the subject ‘first aid’. He dwelt at length on the topic. The event was made impressive by the active participation of NSS volunteers.

Later, a lecture was delivered by Dr MA Malik, Head of Department of Geology, Jammu University. He spoke on the topic ‘Living with Earthquakes’ and mentioned various precautions to be taken before, during and after an earthquake

This was followed by a demonstration by the civil defence personnel on disaster management. Various demonstration like ‘first aid’ and a fire fighting rescue operation were performed by the civil defence personnel.

The principal of the college and chairperson of the NSS unit, Dr MS Baloria, appreciated the role of the civil defence. Over 50 NSS volunteers from the morning shift and 50 from the evening shift of the college participated in the programme.

‘Teach oncology at undergraduate level’

The delay in detection of cancer, which is a major life-threatening disease in the country after diabetes and heart-related ailments, is due to the delay on part of doctors and not patients.

This was stated by Dr AK Anand, senior oncologist, Max Hospital, Delhi, at the 16th Annual North Zone Conference of Radiation Oncology at Government Medical College and Hospital here today.

He stated that oncology should be made a part of curriculum at the undergraduate level so that more awareness could be created about the disease.

He said on an average 1.5 million cases of cancer were reported every year, adding that out of the total reported cases, nearly 60 per cent patients died as the control rate was just 30 per cent.

“The treatment should not become more toxic than the disease itself and doctors should adopt a multi-disciplinary and coordinated approach to better the quality of life in case of cancer patients,” he added.

Medical Education Minister RS Chib was the chief guest on the occasion whereas principal of the GMC, Prof Rajinder Singh, was the guest of honour.

Dr Ashutosh Gupta, head, Regional Cancer Centre, Jammu, carried out the proceedings of the function.

Sehgal is new Rector of Bhaderwah campus

Prof BP Singh Sehgal has taken over as the new Rector of the Bhadarwah campus of Jammu University. According to a statement issued here, Prof Sehgal, a leading personality in international law, Chief Coordinator Campuses and former Dean Academic Affairs of the university, has been appointed as Rector of the Bhaderwah campus of the university.

Prof Sehgal replaced Prof IA Hamal, who has been appointed the Vice-Chancellor of Baba Ghulam Shah Badshah University, Rajouri.

Prof Sehgal has served Jammu University in various capacities, including as the coordinator of the postgraduate programmes, Director Distance Education, Director (Administration), Law School, Dean Faculty of Law, Provost of the university and Head of the Law Department.

A formal welcome ceremony was held on the Bhaderwah campus to welcome Prof Sehgal. Prof Sehgal, in his address, appreciated the work of Prof Hamal. He assured the students and the teachers of his full cooperation to raise the standards of academics and take the campus to new heights.

Apoorva Jamwal from Government Women College, Parade, secured the first individual prize in the debate while Rakshit Sharma from Government Gandhi Memorial (GGM) Science College and Raj Kumar Thakur from the Law School, University of Jammu, clinched the second and third individual prizes, respectively.

The Certificates of Merit for individual performance were awarded to Anshul Gupta from Government MAM College and Pryati Sharma from Government Women College, Gandhi Nagar.

The topic of the debate was, “The Reservation for Women in Parliament can bring in the Women Empowerment in real sense”. Eminent educationist Jagdish Chander, Associate Professor in English Dr Anupama Vohra, and noted Journalist Priya Chakarborty Giri were among the adjudicators at the debate. — TNS

Army constructs bridge in Kishtwar

Udhampur, October 23
Thanks to the Army, the newly constructed bridge on the Marwan river at Inshan in Kishtwar district, that was inaugurated by Chief Minister Omar Abdullah on Thursday, has given a new lease of life to the people living in remote areas of this mountainous area.

This 140-feet bridge, connecting Anantnag and Kishtwar districts, is sure to prove beneficial to a population of about 25,000 across 43 villages of the Warwan valley. The area was earlier not connected by road, thus making the daily life of the people arduous and hazardous. But now the people of both districts will have a better connectivity and access to hospitals, schools and markets.

As per an Army spokesperson, the bridge was constructed at the request of the civil administration. Despite an inclement weather and restrictions, working tirelessly, the Army engineers, under the aegis of the Headquarters Counter Insurgency Victor Force, completed the bridge in two days and dedicated it to the masses of the Valley. Significantly, the bridge would now facilitate the movement of vehicles from within the districts, which would go a long way in alleviating the problems of the locals. — TNS

Elders return from ‘Bharat Bhraman’

The Commander of the Krishna Ghati Brigade yesterday flagged in ‘Bharat Bhraman’, a motivational tour for the elders from the border areas of Jhallas and Salotri, on their return from Ahmedabad, Jamnagar and Bhuj.

The first halt of the tour was at Ahmedabad where the elders visited Akshardham Temple, Siddi Saiyad’s Mosque, Tomb of Ahmed Shah and the Sabarmati Ashram.

With good memories of Ahmedabad, the group moved to Bhuj, where it visited Aina Mahal, Parag Mahal, Kera and Kucch Museum.

Thereafter, they visited Shantinath and Adinath temples, Sarbargadh, Lokhota Fort Museum and the Marine National Park at Jamnagar.

The Commander in his interaction with the participants urged them to draw inspiration from the visit and contribute towards nation building. He also emphasised the need to share their experiences with their families and friends alike. Mementos were also presented to them.

PDP demands relief for crops damaged in hailstorm

Former Rajya Sabha member and vice-president of the PDP Trilok Singh Bajwa has demanded compensation for the farmers in the border areas of RS Pura whose crops have been damaged due to hailstorm.

Bajwa, who conducted an extensive tour of hailstorm-affected areas of RS Pura yesterday, regretted that the crops in many parts of the Suchetgarh Assembly segment were completely damaged in the downpour and hailstorm that lashed Jammu on Thursday night and last morning.

He asked the administration to immediately depute teams to assess the total loss so that the compensation could be released as early as possible.

In a statement issued here yesterday, Bajwa said the paddy crop had suffered extensive damage due to the hailstorm.

Jammu receives season’s first snowfall

Jammu, October 23
The upper reaches of Jammu region, including Poonch and Kishtwar districts, have experienced the season’s first snowfall, official sources said here today.

It started snowing last evening in the upper reaches of Sabzian, Loran, Chikriban, Bafliaz Kali Morh and Thanpir in Poonch district, they said, adding, about two to three feet of snow had accumulated till midnight at these places.

The higher areas of Marwah, Dachchan, Warwan and Paddar in Kishtwar district also received snowfall yesterday, the sources added.

Higher areas of Kashmir, including Gulmarg, Pahalgam, Anantnag, Shopian and Qazigund, too, experienced the season’s first snowfall yesterday. — PTI

Rusted bombshell recovered

Jammu: A rusted bombshell was recovered from a graveyard in the Sarwal area here on Saturday when some rag-pickers were collecting scrap around, sources said. They said the rag-pickers called the police, which took the bombshell and handed it over to the bomb disposal squad. The bomb was completely rusted and there was nothing to worry about it, the sources added. — TNS

Compensation sought for farmers

Jammu, October 23
Former minister and Congress leader Gulchain Singh today sought compensation for farmers whose crops were damaged by rain and hailstorm yesterday.

In a statement, the former minister said he conducted an extensive tour of the affected areas and found that the hailstorm had damaged the entire crop.

He sought free ration for the affected farmers, besides financial assistance to them in the next season. He also urged the authorities concerned that a team of experts be constituted to assess the losses. — TNS

MC demolishes 4 shops

Jammu: The Jammu Municipal Corporation demolished four unauthorised shops in the Lower Roop Nagar area here yesterday.

According to a statement issued here, the shops were raised in violation of the building plan. The demolition operation was carried out with the help of the police. The corporation urged people to seek proper building permission before starting any construction work to avoid any action. — TNS
