Railway parcel booking service in a mess

Railways parcel booking services at Ambala Cantonment railway station have been reportedly deteriorating each day causing inconvenience to a large number of customers.

Sources alleged that the mismanagement and irregularities on the part of railway officers were causing inconvenience as well as financial loss to costumers.

There are about 1,200 industrial units, besides having the wholesale cloth market, that usually express resentment over the lack of parcel booking services by the railway and loss due to staff’s neglect, while dispatching goods at wrong destinations.

Some irritated customers, including traders and manufacturers, who suffered a lot while booking their consignments through railways, alleged poor management by senior officials and shortage of porters to be the main reason causing delayed services, insecurity to parcels and increasing cases of thefts.

According to the rules prescribed by the Railways, the booked packages are to be stored in the parcel godown and ought to be brought out on the respective platforms a few hours before the scheduled departure of the train on which these are to be loaded.

In order to ensure compliance, the railway authorities have put down yellow markings on the platforms for such parcels, so that passengers don’t face any inconvenience.

One of the senior officers in the department said the Railways couldn’t hold responsibility of large number of parcels received or booked at the Ambala railway station each day.

A few members deployed at the booking office can’t keep a track of large number of consignments received or dispatched to various railway stations.

Sources in the department said some porters had been reportedly providing services to the consumers at the parcel office, but their services are utilised at other different jobs in the office.

Most porters are not working on the post for which they were appointed, but have been promoted through back door entry, he alleged.

The sources said Railways was not isolated from the society and couldn’t stop damages due to poor handling and loss due to thefts at the platforms or in trains.

He held unauthorised vendors on the railway platforms responsible for damaged, loss and thefts to the parcels for which Railway Protection Force should take an action.

Kalka hospital to have casualty dept

The Community Health Centre-cum-Civil Hospital, Kalka, which was upgraded to IPHC Hospital, will now have its own casualty department soon. The construction work of the building is in full swing. Vikas Chauhan, officiating SMO of the hospital, said under the project, a mini operation theater (OT) was also being constructed.

He said a waiting hall, doctor’s room, six-bed casualty, registration room and nursing room was being constructed on the ground floor and on the first floor there would be provision of four private rooms.

He said the health department had already sanctioned casualty department in the hospital and four doctors, one nursing sister, four staff nurses, four Class IV employees and four sweepers had already been deputed in the hospital, but project of construction of casualty building was hanging fire since past few years.

It is pertinent to mention that the hospital administration had sent proposals in the past few years to the higher authorities for the construction of separate casualty building. In 2002, the then SMO of the Kalka Civil Hospital had revealed that a proposal was sent to the finance department, Haryana, seeking a separate casualty department at Kalka hospital, which was to be completed in 2003.

The proposal also sought deploying of four doctors at the casualty department. Subsequently, the health department had sanctioned casualty department in the hospital, but construction of the casualty department was lying pending due to the apathy of the health department.

According to sources, a proposal was sent by the hospital administration in 2006 to the director of health services, but was rejected. Recently, the hospital administration through the department of PWD had again sent a proposal to the higher authorities, following which the work on the project had been started.

The project would cost Rs 40 lakh and the construction is expected to be completed by December.

Referral Transport Scheme
3 more ambulances added to fleet

In order to provide efficient ambulance service to people here, the government has introduced another three ambulances in its existing fleet of 20. Now, the number in referral transport has increased to 23.

Earlier, Ambala had got the top position in the implementation of the Referral Transport Scheme introduced by the state government on November 14, 2009, to ensure ambulance services to all people in the state.

Now, the government has launched the new scheme for the residents of Ambala, including Annpurna, to provide nutritious and clean food to the patients in the civil hospital at Ambala City.

Deputy Commissioner Sameer Pal Srow, who is also chairman of the Red Cross Society, said the ambulance services had been provided to 9,331 cases up to August 2010 and out of these, 6,724 cases were provided free facilities and 2,607 cases on paid bases at a nominal rate of Rs 7 per km.

Fleet Manager, Kiran Sabharwal, incharge of the referral transport at the civil hospital, said under the National Rural Health Mission scheme, out of 9,331 cases, 1,983 cases were of emergency nature, 3,543 cases were of pregnant women, 664 cases were roadside accidents and 3,141 cases had been referred from one hospital to another hospital, she added.

Sabharwal further said in case of any accident or any other situation anyone could call at 102. After the phone call, the ambulance would take only 15 to 20 minutes to reach the spot. Under the scheme, 23 ambulances had been provided and all were distributed to different areas, he added. The state government also provided a free facility of ambulance to transport people back home immediately after the delivery under the Referral Transport Scheme. Earlier, this facility was available to the women for 48 hours after the normal delivery.

Riders Vijay Kumar and Tinku Singh won individual gold medals, while

Rohit Kumar from the corps won the bronze medal.

The six-day horse riding meet would conclude tomorrow.

Man dies performing stunt on bike

Kurali, September 19
Satnam Singh (25), a resident of Jhallian Khurd village from Ropar, died this morning while performing a stunt on his motorcycle. Satnam was known for performing stunts such as standing on moving bike. Today in the morning, he was going back to his village after paying obeisance at Daun Gurdwara village.

Eyewitnesses told the police that when he reached near HDFC Bank at Kurali, he was trying to stand on his bike. The moment he tried to sit on the moving bike, he lost his balance and fell off the vehicle, resulting in his death on the spot.

He was not wearing a helmet.

The police has initiated inquest proceedings under Section 174 of the CrPc.

Speeding car mows down cyclist

A cyclist, on his way to Wazidpur village, was killed on-the-spot when a speeding car hit him from behind on the Bassi Pathana-Morinda road last night and the driver of the car fled. According to the police, Amar Singh, resident of Bhawani village in Ropar, was working at Wazidpur village with a farmer.

While on his way back, a speeding bus hit the car from behind and the car driver lost control and further hit the cyclist. The cyclist died on-the-spot. A passerby informed the police about the body lying on the road side. The police took the body to a civil hospital and after the post-mortem was conducted, the body was handed over to the relatives. The police has registered a case under Section 174 of the CrPC.

2 hurt in mishaps

Chandigarh, September 19
Two persons were injured in separate road accidents in the city. A pedestrian, identified as Pawan Kumar, a resident of Patiala, was injured after being hit by a motorcycle near the post office at the Punjab and Haryana High Court on September 6. He was admitted to a hospital. A case of causing injuries due to rash and negligent driving has been registered against the motorcyclist.

In another incident, a scooterist, Naib Singh, a resident of Sector 28-B, was hit by a Maruti car (CH-03-X-7707) driven by Bir Singh, a resident of Sector 27, at traffic lights point near Hotel Taj in Sector 17 on September 17. He was admitted to the Sector 16 Government Multi-Specialty Hospital. The police has arrested the accused and registered a case against him.

Motorcycle stolen

Dr Parsa Suri, a resident of Sector 12, Panchkula, filed a complaint with the police alleging that someone had stolen his motorcycle (HR-03-H-1591) from the PGI parking lot on September 3. A case of theft has been registered. — TNS

Dhanveer pockets best boxer title

Dhanveer of Government Model School, Sector 36, won the best boxer title in the 25th Chandigarh State Sub-Junior Men Boxing Championship, which concluded at PML SD Public School, Sector 32, here today.

On the other hand, the host PML SD Public School was declared the overall champion with 36 points, while Guru Nanak Khalsa School, Sector 30, earned only seven points to remain at the second spot.

Chief guest Jagit Singh, a Municipal Corporation councillor, distributed prizes to the winners.

‘Kangaroos’ to reach city today

“Kangaroos” will be landing in the city tomorrow afternoon. The Australian team, being led by Ricky Ponting, is scheduled to play the first test of the Indo-Aussie series at the Punjab Cricket Association Stadium on October 1.

Before it, the cricket buffs can have a chance to witness the international stars in action at the Sector-16 Cricket Stadium, when the Australian team will meet Indian Board President XI in a three-day practice match, starting from September 25.

The visiting team will land here tomorrow around 2 pm. “Tight security arrangements have been made at Hotel Taj, where the team would be staying for around 16 days,” claimed the Chandigarh Police.

On the other hand, officials of the PCA, organisers of both matches, said various working sub-committees had been constituted to review various arrangements in connection with the match.

“The organisers had tied up all technical arrangements like preparation of pitch, outfield and arrangements of media box and entries to various spectators’ blocks. Along with the police force, we have also hired services of a private security agency to do the gate management and other duties inside the stadiums during the matches,” claimed Sushil Kapoor, who has been appointed as local manager of the visiting team.

The BCCI Board President XI will be in the city on September 23, while members of the Indian team are expected to come here two days before the test.

The tickets for the practice match have already been put on sale at the branches of the Central Bank of India at Sectors 15, 17 and 22 and Sector 70 of Mohali.

At the age of 18, Manmeet Raj Singh has all that is required to make it big in the hockey. After getting inspired from hockey stars like Jugraj Singh and Prabhjot Singh, the journey of this boy from Chhapianwali village in Amritsar started around eight years ago.

Today, Manmeet, who is also known as Manu among his friends, has ventured into Asia Cup and Murugappa Gold Cup.Besides, his selection for India camp is a big boost for his coach Gurminder Singh and the state-run Chandigarh Hockey Academy in Sector 42.

“I am thankful to my coach and the academy for all the help. Without them I couldn’t have imagined to be a part of the Indian team and represent the country at international-level,” said Manu, who hails from a very humble family. Manu was part of India’s U-18 team for Asia Cup, held in Myanmar in 2009. In 2007, Manu was also a member of the Chandigarh team that won gold medal in nationals (U-17) at Chandigarh in 2008. Coach Gurminder Singh is sure that his trainee would surely make it to the biggest level in the game.

“Manu is agile, skilful and understands the nuances of the game. His strength lies in slab passing. Besides, he is a good feeder and strong defender,” said the coach.

Junior golf championship

More than 100 junior golfers of the region, including Delhi, are expected to participate in the Hero Honda Junior and Sub-junior Golf Championship to be held on the par-72 greens of the Chandigarh Golf Club on September 27.

Capt GS Ghuman, chairman of the Tournaments and Finance Committee, Chandigarh Golf Club, said: “The tournament was earlier scheduled for July 5. But due to heavy rain, the event was postponed and rescheduled for September 27.”

Open to golfers in the age group of 6 to 18, the competition will be held in four categories-below 10 years (D Category), 11-12 years (C), 13-15 years (C) and 16-18 years (A). The handicap for different categories will be 30 for D, 24 for C, 15 for B and nine handicap for A Categories.

There will be two prizes for the longest drive, two for the nearest to the pin, four for winners and four for runners-up in each category.

The golfer scoring the overall best gross score will lift the championship trophy.

CGC president Birinder Singh Gill said: “Golf Crystal trophies will be given away as prizes. But children who do not win any prize need not be disheartened for every participant will receive a participation certificate.”

The last date for entries is September 24 at the Chandigarh Golf Club.

Badminton meet from Sept 23

The 44th Haryana State Open Senior Badminton Championship will be organised by the District Badminton Association (DBA) at Tau Devi Lal Stadium, Sector 3, from September 23.

Stating this in a press release yesterday, Jatinder Mahajan, general secretary, said the four-day championship would be held at Badminton Hall of the stadium. More than 250 participants from all over Haryana are expected to participate in the championship.

Mahajan said RP Chander, Financial Commissioner, and principal secretary to Government of Haryana Sports and Youth Affairs, would be the chief guest on the opening day.

Devender Singh, joint secretary, Government of India, would grace the occasion on the final day, he added.
