Residents without water for one month
Bassi Pathana, September 18 The tullu pumps installed illegally by the influential people have further added to the woes of people. Now, residents are yearning even for drinking water, let alone for sanitation purposes. Residents have threatened to launch an agitation if the administration did not take any step to restore the water supply immediately. Manoj Banda, general secretary, Hindu Organisation, said the residents were facing shortage of drinking water as the water supplied by the lone tubewell is non-potable as per report of the government. He said the water tank constructed in the town was lying unused from the last two years as it was leaking and the council said it did not have money to repair it. Another tubewell installed in the town at the cost of Rs 25 lakh is lying unused from the past many years as the council apparently does not have funds to get the electricity connection for it. Banda said the town had become forlorn and neglected as there was nobody to hear the problems being faced by the people. It is worth mentioning that the population of the town was decreasing every year as people are deserting their native town due to lack of basic civic amenities. The municipal council is without any source of income and does not has any funds to pay even the salaries to its employees. It is totally dependent on the government for grants, but the latter hardly pays any attention. |

Flouting of octroi rules
Dera Bassi, September 18 Executive officer Sarbjeet Singh said though the nagar panchyat had come into existence on March 19, oil consumers, particularly some industries, were not paying octroi honestly. He said some industries falling under the area of nagar panchyat had been getting oil directly from other cities. The executive officer had written letters to the general managers of Indian Oil Corporation and Bharat Petroleum to collect information that in what quantity factories falling in the area of Lalru nagar panchyat had received oil directly from oil companies from March 19 till date. The executive officer said the octroi evaded till now could be in lakhs of rupees. He added that according to rule it was compulsory for all consumers to pay octroi to nagar panchyat. He further said that strict action would be taken against defaulters. |

ASI dismissed for producing fake certificate
Ambala, September 18 Around 25 years back Ranjit Singh was recruited as a constable in the Haryana police. Later, he was promoted as the ASI. A few years back a resident of Jind had informed the SP, Ambala, that Ranjit Singh had forged his matric certificate. The then SP entrusted a probe into the allegation to an ASI who did not reportedly probe the matter in a fair way. The departmental probe was again handed over to the DSP (headquarters) who submitted the report to the SP a few days back. The DSP in his report established that the matric certificate, which was produced at the time of recruitment by Ranjit Singh, was a fake one. During investigations it was found that the roll number mentioned in the certificate belonged to another student, Dinesh Kumar. On the basis of the report SP Shashank Anand ordered the dismissal of Ranjit Singh. |

258 cops get possession of plots
Kharar, September 18 Allottes included 54 IPS officers, 32 PPS, 98 other ranks staff, 12 ministerial staff, 56 non-gazetted officers and six others. Punjab DGP PS Gill and chairman APIL Sushil Kumar Ansal handed over the allotment letters to police personnel for their respective plots. Punjab DGP PS Gill said the department would welcome initiative of rank and file of police department to form more such co-operative ventures. The plots are spread over villages of Chappar Chiri and Kailon. Plots of sizes 150 square yards to 800 square yards have been made available for police personnel of different ranks. ADGP Rajinder Singh said the Punjab police started a co-operative effort under Punjab Police Co-operative House Building Society (PPPCHBS), Mohali, and was registered with the co-operative department, Punjab government. He said the society organised a housing scheme over the pat five years, which culminated into allotment of developed plots to its 258 members. |
Rape accused acquitted as victim turns hostile
Panchkula, September 18 District and Sessions Judge PL Ahuja acquitted the accused, Lovekesh Sharma, a resident of Bhaisa Tibba, Mansa Devi Complex. The police, on the complaint of the victim, had registered a case under Section 376 (rape) of the IPC against the accused in the Sector 5 police station. The victim had stated that Lovekesh, who was a friend of her brother, used to visit their house regularly. The victim had further stated that thereafter he became friendly with her and told her that he was interested in her and wanted to marry her. The victim had told the police that on May 10 the accused asked her to reach his office at Sector 9 as he wanted to discuss with her the marriage issue. The police said the victim had stated that when she reached his office and under the pretext of marriage he allegedly raped her. She had also told the police that as it was a holiday in his office no other employee was present there. After this the victim informed her parents about the incident who later approached the police on May 14 for registering a case against Lovekesh. |

Lok Adalat
Chandigarh, September 18 Twenty benches took up cases pertaining to Motor Accident Claims, Hindu Marriage Act cases, civil cases, civil appeals, compoundable criminal cases, rent cases, cheque-bounce cases, labour and consumer cases, traffic challans and pre-litigation cases. An amount of Rs 8,68,250 by way of traffic challans was collected. Also, around 3,000 cases were settled under Section 138 of the Negotiable Instruments Act. A compensation of Rs 37,96,00 was awarded in 23 MACT cases. An amount of Rs 3 crore was disbursed to petitioners in execution petitions. Around 5,650 traffic violation cases, in which offenders were let off after paying penalty much lower than the challan amount fixed under the Motor Vehicle Act, were disposed of. District Sessions Judge SK Goel said, “Orders pronounced by the lok adalat is binding on both parties and no appeal can be filed against the order.” The lok adalat was held under the chairmanship of Chief Justice Punjab and Haryana High Court Mukul Mudgal and the Executive Chairman, State Legal Service Authority, Justice Ashutosh Mohanta. The Chief Justice assured advocates that he would try to resolve the issue of chambers. |

Minor held for rape
Chandigarh, September 18 The police said the 16-and-half-year-old victim was nine months pregnant and the matter was report after the boy’s mother refused to solemnise their marriage until it was medically confirmed that the girl had conceived from him. Both families are literate and belong to the poor strata of society. “As DNA profiling involves huge amount of money, no one is willing to bear the cost. After they failed to reach a compromise, the victim lodged a complaint with the police. A case was registered after the girl recorded her statement today,” said a police officer. The victim told the police that the accused lured her on the pretext of marrying her and took her to his residence. He detained her there and raped her. He also threatened her with dire consequences if she reported the matter to anyone. He raped the girl repeatedly thereafter. Around five months ago, the girl came to know about the pregnancy. While the girl’s mother had gone to her sister’s place in Uttar Pradesh, her father, a rickshaw-puller, on learning about the incident took up the matter with the boy’s family. The father of the accused had died two years ago. The victim’s father insisted on getting the two married but the boy’s mother refused. Finally, the victim’s family lodged a complaint a few days ago. The police inquired into the matter and recorded the victim’s statement today. A case of rape, illegal detention and criminal intimidation under Sections 376, 341 and 506 of the Indian Penal Code has been registered. The police said the victim was taken to the Government Multi-Speciality Hospital, Sector 16, where tests were being conducted on her. Meanwhile, the accused has been sent to the juvenile home. |

4 held for drinking publically
Chandigarh, September 18 Shambhu, a resident of Bhabhat, was arrested while allegedly consuming liquor at a public place in Daria village. Similarly, Rajinder Kumar, Manjit Singh and Parvesh, all residents of Dadu Majra Colony, were allegedly caught drinking in a car parked in Sector 22 market in the wee hours today. Railway employee found dead
Zirakpur, September 18 According to railway police, the incident came to light around 6.30 am when some passers-by noticed Nar Singh lying unconscious outside the railway quarters and informed the police. He was rushed to the GMCH-32 where doctors declared him dead on arrival. The police said the body of the deceased had been handed over to his family after conducting the postmortem and inquest proceedings have been initiated. |

Woman accuses daughter of grabbing house
Panchkula, September 18 The police said NRI Usha Sandhu had alleged in her complaint that she was residing in Canada for the past 15 years with her younger son Surender Sandhu. She said her elder son Rajender Sandhu, who was residing in the house, shifted to Canada to live with them about one
year ago. She said Rajender handed over the keys of the house to her daughter Neelam Singh, presently living in Chandigarh. Usha further said that when she returned from Canada she contacted her daughter for handing over the keys, which she refused. She claimed that her daughter was trying to grab the property while the legal documents of the same were in her favour. The police has registered the case on the complaint of Usha and was investigating the case on the basis of documents provided by her. The NRI was allowed to enter the house after breaking open the locks of the house. |

Five booked for rioting
Chandigarh, September 18 They alleged that as per norms, they had to pay Rs 1.69 per unit, while the contractors were charging Rs 3 per unit from them. Whenever they objected to this illegal practice, the latter attacked them. On the other hand, the contractors alleged that the colony residents attacked them, their men and employees. The police said they had initiated action against the contractors under preventive measures and booked five colony residents for rioting and voluntarily causing hurt. |

UT postal department to have sports club soon
Chandigarh, September 18 “Besides keeping employees physically active, sports also prove to be a great tool to improve communication and co-ordination among employees. We want to make sports a more integral part of our office and thus are working on various plans. The department organises intra- zonal tournaments regularly, but now we want to make them more frequent and also go in for more city-based tournaments for employees and their children,” said Nirmal Jeet Singh, director of postal services, Punjab. Nirmal Jeet shared his plans while awarding the winners of the Postal Department Basketball tournament where Gujarat stood first, Tamil Nadu bagged second position and Punjab was third. “I have been a national-level basketball player. Unfortunately the game is yet to get its due in the country. We will be making it one of the key games to be professed by the department. We will also try to get a special preference ensured for sports persons in our recruitments,” added Amitabh Singh, director, Postal Officer Training Centre. |
Badminton meet from Sept 23
Panchkula, September 18 Stating this in a press release today, Jatinder Mahajan, general secretary, said the four-day championship would be held at Badminton Hall of the stadium. More than 250 participants from all over Haryana are expected to participate in the championship. Mahajan said RP Chander, Financial Commissioner, and principal secretary to Government of Haryana Sports and Youth Affairs, would be the chief guest on the opening day. Devender Singh, joint secretary, Government of India, would grace the occasion on the final day, he added. |
