Srinagar, September 6 The police initially used batons to chase away a group of youths who had blocked the Srinagar-Baramulla National Highway at Palhalan in the Pattan area, 30 kms from here, the police said. The protesters started throwing stones, leading to clashes between the two sides. Sahai, who took over as IG last week, was targeted by stone throwers, prompting the security forces to open fire, they said. At least 16 persons were injured in the firing. One of the injured, Feroze Ahmad Malik, died while being shifted to a hospital, Mohammad Ramzan Mir, Showkat Ahmed Mir, and Noor-ud-Din Tantray succumbed to injuries in different hospitals, they said. The condition of at least two of the injured is stated to be very critical. A police spokesman said an inquiry had been ordered to fix responsibility. “Senior police officers have taken a serious view of the firing and an enquiry has been initiated. The ammunition of the policemen is being checked to fix responsibility,” the spokesman said, and added those found involved shall face action as per the law. There were also incidents of stone throwing in Pampore in the Awantipore area of Pulawama district where the police lobbed tear-gas shells to disperse protesters and in two localities in Srinagar. All shops and business establishments reopened here in the afternoon while private and public transport also plied. Banks and government offices also functioned normally. However, educational institutions were closed. Meanwhile, the relatives of a youth, Umar Qayoom, who died in a hospital here on August 25 held a demonstration today, alleging he was severely beaten up in police custody in the Soura locality before his death. Holding placards, the relatives alleged that Qayoom was arrested and tortured by the police following clashes on August 20. He was released along with two others on August 21. His condition deteriorated after his release and he was admitted to the nearby Sher-e-Kashmir Institute of Medical Sciences (SKIMS) on August 23. Two days later, the youth succumbed to his injuries, they alleged. The agitating relatives who came to Press Enclave to register their protest alleged that he was mercilessly beaten by the police and the CRPF in custody which resulted in his
death. They also demanded the lodging of an FIR in this regard, which was not being done by the
authorities, they added. Meanwhile, a police spokesman said here that Qayoom, Aamir Bashir Sheikh and Irshad Ahmad Bhat were arrested following demonstrations and clashes in the Soura locality on August 20. They were bailed out on August 21.On August 25, Qayoom died in hospital, he added. |
Give Centre time to examine Geelani’s suggestions: CM
Bhalwal, September 6 Interacting with mediapersons after inaugurating a power grid station here, Omar said: “The Centre should be given time to examine the points suggested by Geelani thoroughly,” . “Instead of reacting in haste, we should give time to the Centre to respond to such suggestions,” he said, and hoped that the Centre would respond positively to restore peace in the Valley. He further said the Union Government had given a positive response to the other suggestions given by the state government for bringing normalcy. Although Omar refused to comment on a statement of the GOC-in-C of the Northern Command,Lt- Gen B S Jamwal, that the Armed Forces Special Powers Act (AFSPA) should be continued, he said there was need to withdraw AFSPA in a phased manner. “What is wrong in withdrawing AFSPA from places where the situation has improved considerably”, he said. Earlier, addressing the rally, Omar assured that aspirations of all regions and sub-regions would be accommodated while finding a solution of the Kashmir problem. In an obvious reference to the campaign launched by the BJP against the grant of autonomy to the state, Omar sought to clarify that solutions mooted by different groups were neither steps towards “azadi” nor steps for restoring the old-permit system in the state. He, however, reiterated that a political solution was must for solving the Kashmir problem. Taking a dig at the BJP for opposing a dialogue with Pakistan, Omar reminded that it was during the regime of Atal Behari Vajpayee that the Lahore bus service was started and Vajpayee as Prime Minister had visited Pakistan. He observed that since the formation of the Congress-NC regime, some forces had been working overtime to create disturbances. “After spoiling the atmosphere in Valley, some vested interests have been desperately trying to creating a similar situation in Jammu”, he cautioned, and asked the people to frustrate the designs of such forces. |
BJP asks Omar to quit
Jammu, September 6 “It is a high time that the Chief Minister should resign on moral and constitutional grounds for failure to govern the state where separatists are issuing diktats” Manhas said, addressing a press conference here. The coalition government, headed by the National Conference, has miserably failed to address the basic problems of the people in three regions of the state. Thus it had no right to continue, he said, adding that Omar should pave the way for new arrangement which could take care of needs and aspirations of the people of the state. The BJP will hold a dharna in all assembly constituencies of Jammu and two each assembly constituencies of Kashmir and Ladakh regions on Wednesday to register protest against the proposal of autonomy. Later, such protest demonstrations will be held at district headquarters in all parts of the state. Manhas said be it Sheikh Abdullah, his son Dr Farooq Abdullah or grandson Omar Abdullah, each one of them had been raising the issue from time to time in order to induce a sense of separation among the people of the Valley for petty vote bank politics. Manhas reminded NC leaders, Dr Farooq Abdullah in particular, that the only problem was taking back the illegally occupied areas of PoK from Pakistan. In this regard, Parliament has adopted a unanimous resolution in 1994, he said. |

Bhalwal, September 6 Bharat Bhushan, BJP MLA from Raipur-Domana, addressed a rally along with Chief Minister Omar Abdullah which was organised by the local unit of the National Conference (NC) to highlight the achievements of the Congress-NC coalition regime. Even in his presence, some leaders of the coalition attacked the BJP and cautioned the people against designs of such divisive forces which were hell bent to create division in the society. Delegation of Mirwaiz faction calls on Geelani
Srinagar, September 6 The Mirwaiz, while addressing a congregation at Jamia Masjid on the occasion of Jumat-ul-Vida (last Friday of Ramzan) had appealed to all separatist leaders outside the Hurriyat Conference to unite in view of the prevailing situation. He had also urged the two senior leaders - Geelani and JKLF chairman Mohammad Yasin Malik - to join him and offer namaz at Eidgah later this week. Two senior representatives of the Mirwaiz faction, Nazir Ahmad Ronga and Habibullah Jeelani, according to sources, called on Geelani at his Hyderpora residence here. The two sides discussed the situation in the Valley and unity efforts for over one hour, though there was no indication of any progress so far. Geelani, according to the sources, informed the representatives of the rival faction that he would take up the issue with his senior party colleagues before taking any decision. The Mirwaiz, Geelani and Yasin Malik, had last converged on one platform at Eidgah in August 2008 during the Amarnath land agitation. The hardline faction led by Geelani has been spearheading the agitation in the Valley since June 11. |
Outbreak of Diarrhoea
Udhampur, September 6 The camp, which concluded yesterday, was set up at Kaskoot, the worst affected village of Banihal tehsil, Ramban. In fact, the epidemic reportedly started from this village on August 28, 2010, and spread due to the contamination of water in a natural spring, which is the only source of water supply to the village. “We felt that the police should volunteer help to the health authorities in tackling the crisis and decided to set up a medical camp at this village next day after the outbreak of the epidemic. Paramedical staff, medicines, ambulances and other police vehicles were arranged to ensure that the public got immediate medicare facilities,” said Superintendent of Police, Ramban, Mubassir Latifi. Appreciating the initiative, DGP Kuldeep Khoda provided sufficient funds for the procurement of medicines. In the makeshift camp, 10 beds were arranged for the treatment of serious patients, which included 362 males, 196 females and 111 children. Besides, they were also educated about the precautionary measures to be adopted to prevent the disease. Latifi informed that of the total patients, as many as 213 were provided treatment at the camp. A female patient, Atiqa Begum, was referred to Emergency Hospital, Banihal, as her condition was critical. The police immediately dispatched teams to different villages of Banihal and public announcements were made to educate the villagers to take precaution by drinking only boiled water. Around 3,000 chlorine tablets were also distributed. All watchmen and in charge of the Village Defence Committees (VDCs) have been told to create further awareness among the public regarding the preventive measures. Health Minister Sham Lal Sharma visited the camp and lauded the efforts of the police in curbing the epidemic. The functioning of the camp was personally monitored on a daily basis by IGP, Jammu, Ashok Gupta and DIG, Doda-Kishtwar-Ramban Range, MK Sinha. The camp concluded only after the epidemic was fully brought under control. Meanwhile, the district health authorities on their part treated 799 patients, out of which 113 were admitted and rest were discharged after providing medicines. |

Converted Hindu ultra is Hizbul commander
Jammu, September 6 After Firdous Ahmed Mattoo, alias Prince, was nabbed by the Anantnag police in Kashmir on September 3, Hindu militant Subhash Kumar alias Wafif alias Qamran has become the divisional commander of the banned outfit in Kishtwar, intelligence sources told The Tribune. After Mattoo, who had been active since 1998, Subhash was the seniormost militant and hence he had been given the charge of the HM in the Jammu region, they said. From 2003 to 2010, Subhash had been involved in serious offences like killings of two civilians, two Army jawans and a police constable. In the backdrop of new development, he would now try to revive the HM in the Jammu region, said the sources. But on the other hand, security forces have intensified their operations to eliminate him. “Last week, we had launched an operation in the Dacchan area where we had a brief encounter with Subhash and his group. Though they managed to escape, our troops seized one SLR and one AK-47 rifle from the site of encounter,” said Kishtwar SP Hasib Mughal. “Subhash has been operating with a group of three to four of his close aides in the Dachhan-Lidri-Pinjrari area but we are trying our best to eliminate this entire group”, he added. “His family had already disowned him while our efforts to bring him back into the mainstream via village elders proved futile and considering the nature of serious offences committed by him, he and his group will meet their fate”, said Mughal. A class 10 dropout, the 25-year-old ultra belongs to Razna in the Palmar area of Kishtwar and is eldest among four siblings. |

Panel to verify development by civic bodies
Udhampur, September 6 The instructions were issued during a meeting held here under the chairmanship of the DDC to review the achievements of all municipalities of the Udhampur district. Additional Deputy Commissioner Rajinder Singh, Chief Planning Officer H. H. Dutt, Assistant Commissioner, Revenue, Gurvinder Jeet Singh, District Officer, Urban Development, Zaffar Azad and executive officers as well as tehsildars of the municipal committees of Udhampur, Ramnagar and Chenani were present. Reviewing the progress of works under the Integrated Development of Medium Town (IDMT) scheme, the DDC said a committee, headed by Additional Deputy Commissioner, Udhampur, would verify ground existence of 20 completed works with special reference to quality parameters and public satisfaction. He also instructed that a detailed report should be submitted to him within 10 days. The DDC instructed the tehsildar of Ramnagar to verify the works under the Integrated Housing and Slum Development Programme (IHSDP) and submit a report to him. He also instructed Executive Officer, Ramnagar municipality, to complete the remaining three works within three months. Discussion were held on different issues related to progress of works under the IDMT, the ISHDP, and the status of newly constructed shops at new bus stand and Shaheed Bhagat Singh Park, Udhampur. To install sodium lights at different locations in Udhampur town, the Executive Officer, Municipal Council, was directed to identify the locations so that these could be set up. |

Fresh notices worry occupants of Nazool land
Jammu, September 6 A meeting of the occupants was held yesterday under the chairmanship of Inderjeet Khajuria to discuss the situation after the serving of notices on some lease holders. Khajuria warned that if the government failed to appoint a rate revision committee within a fortnight, they would be forced to revive the agitation. Khajuria said the agitation launched by occupants a few years ago was suspended on an assurance of the government that the rates fixed earlier were arbitrary and beyond the reach of most of the occupants of such land. The government had assured that the rates would be revised and a fresh rate fixation committee would be appointed soon. |

Srinagar, September 6 The Minister was addressing representatives of various villages of Udhampur district after inaugurating a gram sabha organised by the Department of Rural Development at Udhampur yesterday. The function was also attended by local legislators, the District Development Commissioner, Udhampur, besides the Director, Rural Development, Jammu, and other senior officers of the district administration. Calling upon the separatists to respond positively to the talks offer extended by the Centre, Sagar said it was an established fact that various vexed issues had been resolved through a dialogue and history stood testimony to this. He said instead of rejecting the offer, they should come to the table and also bring forth their ideas and demands, so that they could be discussed and a way found for the solution of all the issues confronting the state. “The government has already said on various occasions that it will facilitate the talks so that the stalemate can be broken and a lasting solution which ushers peace and prosperity in the state can be worked out. The present situation by which the people have been held hostage has disastrous consequences for the economy and other related sectors, especially the education of our younger generation”, Sagar said. |

Seven militants shot dead
Srinagar, September 6 The operation was continuing till reports last came in. The Army also gunned down four militants in the Gurez sector along the Line of Control in north Kashmir. “The Army gunned down four militants in the Gurez sector this evening and the operation is still on. Earlier, we also eliminated three militants in Kupwara district and the operation there is also still on,” said Srinagar -based PRO of the Army, Lt -Col JS Brar. He said that any further details would be divulged only after the operation was over. The militant, identified as Mohd Yasin, is accused of killing many persons, especially those who helped security forces in counterinsurgency operations. On August 31, he had allegedly killed a special police officer (SPO), Masood Ahmed, in Kursa village. Yasin along with others barged into the SPO’s house and killed him brutally. Sources said he was trapped on a specific information and was being questioned. His arrest is being termed as a big catch as he had been active in the area for the past four years. |

Pak woman crosses LoC, repatriated
Jammu, September 6 The mother of three, she was immediately arrested. She told security forces that her husband Mohd Nadeem of Tetrinote village was beating her up and had picked up an axe to kill her. She said she ran away from her house and did not know which way to go till she found herself in Indian territory. The woman belonged to a middle-class family. She alleged she was being ill-treated by her husband for a long time, but today when he was about to kill her, she crossed over to India. Sources said Army officers later established contact with their counterparts in Pakistan and the woman was handed over to them in the evening at the Chakan Da Bagh post. An Army officer said they did not suspect any ulterior motive behind the crossing over by the
woman. He said the woman insisted she wanted to go to Polas village in Rawalakote district of
Pakistan. The woman was treated well and provided food and shelter before she was handed over to the Pakistan Army. |

Woman who consumed poison identified
Jammu, September 6 It was unclear if she consumed poison willingly or someone forced her to take it. The man who fled from the hospital after bringing her there has also been identified. He is the fiancé of her younger sister. The woman died late in the night on Saturday, leaving hospital authorities and the police in a fix as her name and address provided by the man to the authorities proved to be fake. The police got a major breakthrough during the investigation today when it identified Gurmeet from the list of missing persons and contacted her family members. She was married to Parveen Gupta of Mendhar, who works in the education department. Sources said the deceased had been living at her maternal home for quite some time. She had come to Jammu along with the fiancé of her younger sister. The police is now on the look out of her husband and in-laws. |

35 booked for selling unsafe eatables
Jammu, September 6 The health wing has intensified the anti-adulteration drive during the holy month of Ramzan and coming Eid-ul-Fitr festival. A fine of Rs 10,600 was charged from the defaulters on the spot. Besides this, the team also destroyed 50 kgs of substandard milk, about 20 kg of stale cooked food and 30 kgs of rotten fruits. The team inspected sweet shops, milk products shops, dhabas, fruit juice corners, meat shops and tea stalls in Indira Chowk, Gujjar Nagar, Below Gumat, Bikram Chowk, BC Road, Rehari Colony.

Separatists’ movement has nothing to do with freedom: Panun
Jammu, September 6 While appealing to the people that they should not be misled, Dr Chrungoo said:”This so- called freedom movement for Kashmir has no link with the people as all human rights like the right to liberty, the right to equality, the right to protection and the right to live are absent in it”. Dr Chrungoo said that the separatists of all hues in the state were essentially seeking disempowerment of the people and their movement had nothing to do with the empowerment of the people. He said the photo exhibition,”Shakshatkar”,was a testimony that genocide of Kashmiri Hindus was the cardinal expression of the movement which separatists in state called the as freedom movement. Dr Chrungo urged the entire nation to understand what separatism represented and not how many it represented. |

Jammu, September 6 The delegation, led by president of the college unit Bhima, met assistant registrar and apprised her about the problems being faced by students due to power cuts. Bhima said around 600 students were studying in the college. Due to power cuts, practical work of the students was being affected, he said, while demanding a genset for the
college. Another student Chanchal Kaur maintained that they had already conducted a signature campaign and also apprised the college administration about the problems but nothing had been done. “The assistant registrar has positively responded to our demand and assured us for taking proper action within five days”, the delegates maintained. |

Jammu, September 6 It irked a group of five boys in the car, who overtook the bike and parked it in front of the bike. They brutally beat up Mayank despite several apologies by him. Mayank, who sustained injuries on his face and nose and was admitted to hospital. The police registered a case and today arrested Abhi and his friend Rajiv in this regard. |
