Patiala stadium fighting for survival

While the sports department of Punjab is planning construction of new stadiums in various districts, the one in Patiala, Raja Bhalendra Singh Sports Complex, is fighting for its survival.

The confusion regarding “girdavari” of the stadium has halted all development works.

While on one hand, the government is planning to develop sports infrastructure at various cities, which do not have big sports centres in order to encourage players to take up sports as their career, on the other hand, the city like Patiala, which has produced numerous international players lacks latest facilities, courtesy the Punjab government and sports department.

It is pertinent to mention here that director sports, Punjab government, Pargat Singh, had earlier informed that new stadiums would be constructed at Faridkot, Bathinda and Sangrur districts. Also four stadiums of the state, including Guru Nanak Stadium of Ludhiana, Hoshiarpur, Amritsar and Gurdaspur, would soon be renovated. The designing for these were complete and the work would begin from the next month. While all this work was on, the district sports department had not even framed a proposal for any development work in the stadium.

The department authorities feel that they are helpless in this regard as the “girdavari” of the stadium is not in the name of the sports department.

Giving information in this regard, district sports officer Jasbirpal Kaur Brar informed that the proposal for the renovation of the stadium was not sent because the “girdavari” was in the name of the government.

“We have talked to the district authorities in this matter and conveyed our sentiments. I am sure they will soon take a decision in this matter. Once we solve this matter, I assure that Patiala stadium will be laced with top facilities making it the best one in the state,” she added.

Rain disrupts traffic for 6 hours
...Hits normalcy again

Traffic on the Kharar-Banur road was disrupted here today for over six hours due to incessant rains and accumulation of water near the under construction Dairi Bridge.

Traffic flow got disrupted around 12 noon and continued till 6 pm.

Commuters were a harried lot and failed to cross the bridge due to flow of water under the bridge.

While heavy vehicles, including trucks and buses managed to cross over, however cars, two-wheelers and other small vehicles got stranded near the bridge.

While local commuters managed to reach their desired destinations taking alternative routes. Outsiders, however, were seen asking strangers for way.

Earlier also, the commuters got stranded over this stretch due to the construction work.

Mohali: Heavy rain brought life to a halt here today, as roads in various parts of the town were flooded and water also entered into a number of houses.

According to sources, offices-goers had a tough time, as traffic jams were witnessed in various low-lying areas. The problem was more acute in Phase I, III B 2, IV, VII, Sector 71, and near YPS Chowk. It took more than half-an-hour for the water to get drained.

Due to heavy rain, mud and slush on the roads spelt doom for commuters and those on two-wheelers.

Residents going to markets also had to face difficulties, as water got accumulated in potholes in the parking areas.

Residents of Phase III B 2 complained that water had entered into a number of houses. They had been facing this problem for the past several years, but nothing was done by the authorities concerned to solve the problem.

Water had also entered into a house in Phase VII and the fire brigade was also called for help.

3 injured in separate accidents

Rajpura, August 23
Three persons got seriously injured in separate accidents at Rajpura here today. Two persons met with an accident on Gagan Chowk, while the third biker collided with a bus on the Rajpura-Patiala road.

Vidya Rani, a resident of Ghanaur, was coming towards Rajpura on a bike with her husband and a speeding bus hit them. Vidya received serious injuries and was taken to Chandigarh for further treatment.

Similarly, Varinder Verma an ayurvedic doctor, residing in Guru Nanak Colony, Rajpura, was hit by an unidentified vehicle when he was driving towards Rajpura on his scooter. He, too, was seriously injured.

Joginder Singh, resident of Jandoli village, also met with an accident on the Rajpura-Patiala road after a speeding unidentified vehicle hit his bike. Joginder was taken to a civil hospital from where here was referred to a hospital in Chandigarh.

‘Flood victims cry for funds, not visits’

Bharatiya Janata Party MLA from Ambala, Anil Vij, said here today that recent flood-like situation in Ambala district, in which properties and crops worth crores of rupees got destroyed, was not due to natural calamity, but was a human error and state government was responsible for it.

Vij held that state government was responsible for not taking timely measures for repairing the damaged banks of canals and cleaning drains in the town prior to monsoon. Despite a massive tragedy, no cleanliness drive had been started. He said a few days ago a contract had been signed with Sulabh International for cleanliness, but no workers were seen anywhere while heaps of garbage was seen all over the town.

He further said six months had passed since the formation of seven municipal bodies, but appointments were still pending. All civic amenities in the district had collapsed as drains were chocked. Senior bureaucrats from the Union government as well as from the state government visited the flood affected areas and assured to compensate the flood victims, but one-and-a-half month past no one has come.

Vij said district administration on August 20, served demolition notices upon 1,400 house owners near Tangri, who have registry in their name, have power connections and voters for several years. A seven-member committee had been constituted to check the lapses of the government and a report was ready to be presented in the Assembly session.

He said if the situation does not improve, the party would launch an agitation.

Electricity dept told to pay ` 1.45 lakh

Taking note of arrears imposed by the UT Electricity Department, the Lok Adalat has directed the department to refund the sundry charges of Rs 1,44,268 and Rs 1,47,070 from the bills of an applicant.

The applicant, Gurunanak Ice and Cold Storage, had sought relief from the Lok Adalat regarding revised monthly charges being levied by the Electricity Department from November 1, 1998.

He stated in the application that the revised charges as applicable to cold storage were computed later only in December 2002 and shown as sundry charges of Rs 1,44,28 to Rs 1,47,070 in the bills of the consumer for the billing cycle of December 7, 2002, to January 7, 2003. The consumer has two industrial connections with account numbers 1.2.0042 and 1.2.0096 in the name of Gurunank Ice and Cold Storage.

The applicant protested against the arrears on the grounds that he had discontinued the cold storage business in 1992 and never applied for the renewal of licence to Medical Officer of Health of the MC.

The factory caught fire on the night of June 4 in 1998. Thereafter, he started the business of manufacturing furniture as Sohal Industries.

The arrears debited through sundry charges due to revision in the MMC pertain to the periods from April 1997 to August 2002.

The complainant approached the Disputes Redressal Committee of the Electricity Department. The committee rejected its contention on the grounds that the consumer did not inform the department regarding the change of trade.

The department has stated that the Electricity Act, 2003, came into existence later and that the applicant had never changed his trade.

Pronouncing the orders, the Lok Adalat said, “The applicant didn’t inform the department regarding the change of trade, although the changed trade was the same as original trade against which a licence was initially issued to the applicant. The mere fact that the department was not informed does not qualify the imposition of tariff applicable to the cold storage even when no such like activity was being carried out.”

Construction Co. penalised ` 9 lakh

Holding the construction company, Omaxe Limited, guilty of deficiency in services, the District Consumer Disputes Redressal Forum has directed the company to refund Rs 9,38,942 along with an interest of 9 per cent per annum.

The complainant, Gurdeep Saxena, a resident of Panchkula, stated in the complaint that he had booked residential flat being built by the company in Baddi after depositing an amount of Rs 94,000 and Rs 11,000 on September 23, 2006 and November 2, 2006 respectively.

Thereafter, the complainant had also taken a loan of Rs 8,33,000 from BHW Birla Home Finance Ltd for the purchase of the said flat and the same was deposited to the company. He said as per the terms and condition of the sale agreement, the opposite party was supposed to hand over the flat within 18 months from the date of signing the agreement.

The complainant stated that he had visited the construction site much after the lapse of 18 months; however, no work had started.

In its reply, the opposite party argued that there was a provision in the agreement for granting extension of 6 months as per the clause 28 (b) of the agreement.

Pronouncing the orders, the forum said, “It is quiet clear that the construction company has not been able to fulfil its commitment of offering possession of the flat in Baddi. Since the flat in question could not be given to the complainant, he asked for cancellation of the booking and refund of the amount.

In view of the foregoing, in our concerned opinion, there is gross deficiency on part of the construction company.”

Rape case against ex-Home Secy adjourned

Additional District and Sessions Judge RN Bharti today adjourned the rape case against former UT home secretary NK Jain, who is presently posted as Commissioner, Haryana Fisheries Department, and four others to November 10.

The case dates back to August 14, 2002, when a Shimla-based girl was raped and thrown out of the car near a petrol station in Sector 33 here. The court framed charges against NK Jain, Ram Lal, Surinder Sharma, Baldev Kumar and Head Constable Narvir Singh under Sections 376-G, 389, 328, 506 and 120-B of the IPC.

However, during the investigation, it was revealed that MK Jain was framed up in the case by the former Home Secretary and four others. — TNS

75 kg of polythene bags seized

The enforcement staff comprising sanitary inspectors of the health department conducted a drive to enforce ban on polythene bags in the south sub-division. During the course of checking, the polythene bags weighing around 75 kgs were seized from Sector 46 market and vendors of fruits and vegetables in Apni Mandi, Sector 45.

A complete ban on the use and sale of polythene bags was imposed by the Chandigarh Administration in the city with effect from October 2, 2008.

The notification in this regard was issued under Section 5 of the Environment (Protection) Act, 1986 for banning the use, storage, import, selling, transportation and disposal of polythene and plastic carry bags by any person in the city.

DSP rubbishes narco test report
Claims to have found strong clues

Setting aside all speculative reports in Neha murder case, investigators claim to have found some strong clues and are very close to crack the blind murder case.

Rubbishing the reports regarding subjecting some of the suspects in the murder to narco tests, DSP (South) Vijay Kumar said it was not a part of their ongoing investigation. “Though it’s a blind murder case, still we are working on a theory from day one and are getting positive response,” he said while refusing to share further details about the probe.

The DSP said several rumours had been spread regarding the case, as no police team had been sent to Delhi to nab any suspect.

The Chandigarh police had already drawn flak for not being able to crack the sensational murder case of the 23-year-old Neha Ahlawat, who was bludgeoned to death near her residence on July 30.

Four injured in road mishaps

Chandigarh, August 23
Four persons were injured in two separate road accidents in the city on Sunday.

The police said a cyclist, Vijay Kant, resident of Milk Colony, Dhanas, was injured after being hit by a Jeep (CH 04 L 8118) near Dhanas Bridge. He was admitted to the Sector 16 Government Multi Specialty Hospital. The police has arrested the Jeep driver, Dimpal Sharma, resident of Dadu Majra village, and registered a case of causing injuries due to rash and negligent driving.

In another mishap, Ram Vilas, a resident of Mauli Complex in Manimajra, filed a complaint with the police alleging that a driver of a bus (HP 63 1116) sped away after hitting his auto-rickshaw at the Housing Board traffic light point. Three passengers, Deepak, Varinder and Vikas, who were sitting in his vehicle, were injured in the accident. The bus driver sped away from the spot. The police later arrested the bus driver identified as Suresh Kumar, a resident of Shimla, on charges of causing injuries due to rash and negligent driving.

Arrested

Ali Ansari, a resident of Deep Complex in Hallo Majra was arrested from TPT light point on Sunday. A stolen Bajaj Pulsar motorcycle (PB 65 F 3840) was recovered from him. A case has been registered against the accused.

Car stolen

Devinder Kumar, a resident of Mauli Complex, reported to the police alleging that someone had stolen his Tata Indica car (CH 03 Z 1404) from Phase 1, Industrial Area, on August 20. A case of theft has been registered.

Assault

Om Parkash, a resident of Milk Colony, Dhanas, filed a complaint with the police alleging that Ramesh Kumar and Rajesh Kumar, both residents of Milk Colony, Dhanas, Belli Ram and Bansi, both residents of Mauli Jagran, had beaten and threatened him and his brother Prem at his house on Sunday. Both the brothers were injured and admitted to the Sector 16 Government Multi Specialty Hospital. A case has been registered.

Caught stealing

Munish, a resident of Amritsar, alleged that Shish Pal, a resident of Bapu Dham Colony in Sector-26, was caught red handed while stealing a mobile phone from his truck (PB 04 K 9672) from near Timber Market in Sector 26 today. A case has been registered. — TNS

25-year-old hangs himself to death

Zirakpur, August 23
A 25-year-old Vikas Gill was found hanging under mysterious circumstances from a ceiling hook at his office near Noor Dhaba on Sunday late evening.

Zirakpur, SHO, Yogi Raj said no suicide note was found from the spot. The police, however, has started investigating the case. The exact cause of death would be confirmed after the post-mortem report, he added.

However, the family members suspected foul play in his death.

The investigating officer said the incident came light when Vikas was found hanging from a ceiling hook by his colleague at his office.

His colleague Deepak told the police that he was calling Vikas for some work, but he didn’t respond to his call. He immediately reached the office and found Vikas hanging.

The officer said the body has been handed over to the family after conducting the post-mortem and inquest proceedings have been initiated.

Gang of vehicle thieves busted

The police busted a notorious gang of vehicle thieves, who had been active in the Pinjore area since past few months and recovered 12 vehicles from them.

The thieves have been identified as Baljinder Singh, resident of Subash Nagar, Rakesh Kumar, resident of Bhawana village, Rajesh Kumar, resident of Toran village and Balkar Singh, resident of Mohra village, Ambala.

The accused were produced in the court today which remanded Balkar Singh in police custody for two days, while other three were sent to judicial custody till September 9.

With this arrest, police claims to have cracked four cases of vehicle thefts in the region.

The police also recovered 11 motorcycles and one Maruti car worth Rs 7 lakh, which were stolen by them from Pinjore, Panchkula, Mani Majra and Chandigarh.

Further investigations were on.

Meanwhile, Pinjore police have busted a gang of vehicle thieves in Kalka. The police said 11 motorcycles and a car has been recovered.

Balwinder Singh Jassi, resident of Subhash Nagar, Surajpur, Rakesh Kumar, resident of Bhawana village, Rajesh of Toran village and Soni, resident of Ambala, who were arrested by the police were produced in the court. The accused had confessed the crime during the investigations.

Thieves decamp with gas cylinders

Keeping the police on its toes, thieves once again are back in action and took away more than six cooking gas cylinders from over six houses in Sector 10 here this morning.

A case has been registered at the Sector 10 police station against unidentified persons.

Thieves had reportedly entered into house numbers 475, 476, 795, 802, 803, 804, and 815 by scaling the wall of the backyard, as these houses were located near the roads separating Sectors 9-10 and 10-15.

The local distributors of Bharat Petroleum and Indian Oil Company had recently supplied the refilled cylinders to the residents.

One of the residents, ML Kakkar said he had seen the cylinder in the backyard around 11.30 am. He said when he woke up in the morning around 6 am, he found the cylinder missing.

According to the police, it may be the work of some old gang which has become active after coming out from the jail. The gang members are reported to be from the slum areas of the city, who took the cylinders using a tempo around 4 am, the police added.

Meanwhile, a delegation of the residents led by BB Singal and ML Gupta, former BJP councillor and president, RWA, Sector 10, respectively, and submitted a memorandum to the Chief Minister Bhupinder Singh Hooda through Deputy Commissioner demanding additional police force for the city.

The delegation stated that these thefts had exposed the hollow claims of the administration of increased patrolling and extra vigilance in the area.

They also stated that the crime graph was on the rise. Last month on the intervening night of July 15 and 16, a daring robbery took place at house no 104 in the same sector where thieves decamped with cash and jewellery worth Rs 15 lakh from the house after making 13 members of the family hostages. Almost 40 days have passed, but the police is yet to make any headway in the case, the delegation claimed.

Davinder of Government Senior Secondary School, Sector 10, created ripples by winning three gold medals in three different apparatus events of the under-17 category during the Chandigarh Inter-School Gymnastics Competition at the Gymnastic Hall, Sector 7, here today.

Davinder won top honours in roman rings, table vaults and horizontal bars.

In roman rings, Davinder garnered maximum 6.1 points.

Sandeep of SGHM School, Sector 38, closely followed him with six points for the second spot, while Gaurav (GHS-11) and Sidhant (Saupins School-32) remained third in the event.

4 teams to vie for Umesh Trophy

A total of four teams consisting budding players of the Punjab Cricket Association (PCA) would participate in the Emerging Players Tournament for Umesh Kumar Trophy, starting from September 5 here.

The selection committee (senior) of PCA met today to select the teams for the tournament. The teams have been named as IS Bindra-XI, MP Pandove-XI, Chaman Lal Malhotra-XI and Navjot Singh Sidhu-XI.

All matches will be of four days duration, including the final.

GCW Ludhiana lift title

Government College 
for Women (GCW), Ludhiana, emerged overall champions by gaining 16 points in the Panjab University Inter-College Weightlifting (women) Competition, held at the Sports Complex, Sector 42, here today.

The second spot was grabbed by the team of Postgraduate Government College for Girls, Sector 42, whereas GGS College, Sector 26, and PU Campus teams finished as third and fourth, respectively.

In individual category, Renu of PU Campus bagged gold medal in the 45 kg weight category, while the silver and bronze medal went to the student of GCW, Ludhiana, Mandeep Kaur and PU Campus weightlifter Preeti, respectively.

Delhi Public School (DPS), Sector 40, crushed Bhavan Vidyalaya, Sector 27, by 2-0 in the boys’ under-14 category in the Chandigarh Inter-School Badminton Tournament being held at Government Senior Secondary School, Sector 23, here today.

In the same section, Ajit Karam Singh International School, Sector 41, got the better of St John’s School, Sector 26, by 2-1.

In the under-19 section, the teams, which emerged winners included Bal Niketan School, Sector 37; DPS, Sector 40; Government Senior Secondary School, Sector 23, GMSSS, Sector 37; and Moti Ram Arya High School, Sector 27.

Outstanding cricketers awarded

Mohinder Singh, secretary, Chandigarh Cricket Association, and RP Pandove, secretary, Patiala Cricket Association, have received cash prizes worth Rs 2.5 lakh and Rs 1.5 lakh, respectively.

President PCA IS Bindra gave away the prizes to sports officials during the 61st annual general meeting of the Punjab Cricket Association held at the PCA Stadium. Special awards were given to outstanding cricketers for individual brilliance.

Uday Kaul, who scored 582 runs in 14 innings with an average of 44.76 in Ranji Trophy and Love Ablish, who took 36 wickets in eight matches, along with a five-wicket haul, were given Rs 50,000 each. Baltej Singh and Rajwinder Singh Golu bagged the junior cricketer award and were given a cash prize of Rs 25,000 each. The woman cricketer of the year award went to Reva Arora of Jalandhar who got Rs 25,000.

Earlier, the proceedings started with members paying homage to SN Sharma and Satish Gupta. Members approved the annual report and highlighted the achievements of the association for the period 2009-2010. Audited Balance Sheet of the association was also approved.

Swimming champ Sahiljit brings laurels

Chandigarh, August 23
Budding swimmer Sahiljit Butalia of DAV Model School, Sector 15, brought laurels to his school by winning three gold medals in the recently concluded Chandigarh Inter-School Swimming Tournament here.

Butalia won the top honours in the Breast-Stroke (200m, 100m and 50m events) in the tournament, organised by the UT education department, Chandigarh.

Sahiljit, a Class XI student, had also represented the city in the Junior Under-19 National Swimming Tournament held last month in Bangalore, where he finished at the 10th position.
