Exposing inefficiency of the police, particularly the investigating officials, who displayed lack of integrity and credibility in handling three cases of heinous crimes, the district and sessions court of Moga has on Wednesday acquitted 12 persons, who were ‘unnecessarily’ facing trial for the past over many years in separate cases of murder, rape and smuggling of drugs.

Exposing inefficiency of the police, particularly the investigating officials, who displayed lack of integrity and credibility in handling three cases of heinous crimes, the district and sessions court of Moga has on Wednesday acquitted 12 persons, who were ‘unnecessarily’ facing trial for the past over many years in separate cases of murder, rape and smuggling of drugs.

After going through the facts and circumstances in the murder case, the additional sessions judge, SK Aggarwal, has acquitted a 40-year-old woman Harpal Kaur, her husband Baldev Singh, their son Bhupinder Singh, Harbhagwan Singh, Sukhjinder Singh, another man Baldev Singh, his wife Amarjit Kaur and Jagtar Singh (all relatives) from the charges of murdering Jagroop Singh, a resident of Patto Hira Singh village (Moga) on October 12, 2006. Sarabhjit Kaur, wife of the deceased, had lodged an FIR against them alleging that they had murdered her husband over a dispute of payment in purchase of the property.

The judge in his order has pointed out ‘material alterations, improvements have been found in the statements of the complainant, witnesses and no direct evidence have come on record in the allegations’. Further, the judge has written, ‘on the strength of oral as well as documentary evidences the prosecution has not been able to connect the accused with the commission of the offence.’

In the rape case, Aggarwal has acquitted three alleged accused persons Jagdeep Singh, Nachattar Singh and Khushpal Singh from the charges of kidnapping and sexually abusing an 18-year-old girl of a nearby village after having found on record that she was in love with one of these persons and had developed sexual relations with mutual consent.

It was alleged that Jagdeep kidnapped the girl from her residence on April 17, last year and raped her while the other persons helped him. It came on the record that the girl went along with Jagdeep for many days at different places and there appeared to be no possibility of forcibly keeping her with him all these days.

Some love letters of the girl, one of which was written with her blood, went a long way in proving that she was madly in love with him and nowhere, it came on record that Jagdeep promised to marry him. After going through all these facts and circumstances, the judge acquitted all of them.

In the third case of the NDPS Act, SK Aggarwal acquitted Sukhdeep Singh Soni, a resident of Rama (Bathinda), who was arrested on April 17, 2008 from the bus stand of Chuhar Chak village in the Moga district possessing 300 gm of poppy husk.

The judge in his order has written that numerous chances were given to the prosecution to provide evidence but the prosecution/police failed to do so.

While acquitting him, the judge wrote in his judgement, “court cannot become party to harass the accused person to face trial for a long period.”

Kitchen in-charge taken into custody

The cops have reportedly taken into custody the in-charge of the kitchen following complaints that sub-standard, stinking food was served to the students under the mid-day meal scheme at the government school at village Khatwan today.

As per details, Improvement Trust chairman, Prahlad Khatwan along with the sarpanch Jagdish Neol reached the school as some parents informed them that sub-standard food was being served to their wards during the recess in the school by the contractors.

The visiting dignitaries and parents tested the meal and confirmed that it was unhygienic and could also result in food poisoning. Police officials and SMO of the Community Health Center (Seetogunno) were informed immediately.

The teams rushed to the village immediately. In-charge of the kitchen, run by a private contractors, was summoned and samples were taken in his presence by the health department.

He was later taken into custody by the Bahavwala police for investigation, sources said.

Notably, ants were found in the rice, served to the students, at the Government Senior Secondary School at village Choohriwala Dhanna, last month. The district officials had promised to order an inquiry but nothing came up later.

Pak spy sent to joint interrogation centre

A Pakistan spy, Raja Ullah, who was arrested from the cantonment area of this border town on August 2, was on Wednesday sent to the joint interrogation centre (JIC), Amritsar, for his interrogation after he did not reveal much during the investigation by the local police.

Though two associates of Raja Ullah, who was living in the cantonment area under the name of Rakesh Kumar and has been running business of herbal medicines under the name of Asian Herbals for the past more than two years, were questioned by the local police, they failed to reveal much about the modus operandi of the Pak spy.

Information collected by the local police from Raja Ullah, a 23-year-old spy, during the preliminary investigation revealed that he had been employing boys and girls by inserting advertisements in different dailies for his company Asian Herbals.

He had not disclosed his identity to any of his employees including his girl friend.

Harjit Singh Pannu, SP (D), when contacted, said Raja Ullah was brought to Nepal from Pakistan by his handlers and he was pushed into the Indian territory in an illegal way.

From Nepal border, Raja Ullah managed to reach Punjab and after staying at Ludhiana for a few months, Raja Ullah made this border town his permanent abode.

Raja Ullah tried to make his access into the cantonment area easy by using his business ventures including the mobile recharging business but he failed in his efforts. He had been keeping his activities secret and was not using his mobile phone for making calls to Pakistan, police sources said.

The accused had been sending information regarding vital installations of this area including railway overbridges in this city, bridge on Hari Ke Pattan, the confluence of rivers Ravi and Sutlej, military installations, the Border Security Force (BSF) installations and various important rail tracks and road routes to his handles sitting in neighbouring Pakistan through e-mails.

Function reveals BMC councillors a house divided

The inauguration of the much hyped single window system of the Bathinda Municipal Corporation (BMC) today again exposed the tug-of-war among the SAD-BJP councillors.

It came as a surprise for Mayor Baljeet Singh Birbehman as none of the BJP councillors were present on the occasion. Despite his name engraved on the stone, senior deputy Mayor Tarsem Goyal, who is the leader of BJP councillors, skipped the event.

Seeking anonymity, a number of BJP councillors said they had deliberately skipped the event to protest against the “high-handedness” of a particular faction of SAD councillors. They said the decision was unanimous and was taken at a meeting held on Tuesday. Giving reasons, they said they were hurt when the faction, in the presence of the Mayor, misbehaved with them during the last BMC general house meeting.

The occasion also revealed the factionalism among SAD councillors as one of the two groups of SAD councillors avoided attending the event.

The differences between the two SAD groups came to the fore when Sarup Chand Singla along with some councillors believed to be close to him came to attend the event as the guest of honour. But councillors of the other SAD group failed to reach the venue.

Some officials of the BMC also expressed their displeasure at the way the situation had unfolded.

The councillors belonging to the Congress also remained absent.

The Mayor said, “We had invited all the councillors. I don’t know why some of them did not turn up.”

About the reports of differences between the SAD-BJP councillors, the Mayor said, “We are like a family and everything will be settled amicably.”

BMC launches single-window service

Setting an example for all Municipal Corporations of the state, the Bathinda Municipal Corporation (BMC) today launched a single window system titled “Nigam Soochna Atte Seva Kendra” (Corporation information and service centre), a gesture to facilitate the common man.

Giving details, BMC commissioner Ravi Bhagat said it was the first centre of its type in all five Municipal Corporations of the state. It would deal with various cases like applications for approval of building maps, applications for new connections for water and sewerage and payment of water sewerage bills, receiving the applications under the RTI Act etc. “The procedure for applying and receiving copies of the house tax as well as the death and birth certificates would become much easier as it would save time that people used to spend in visiting one office or the other,” he added. — TNS

Officials discuss land acquisition rates for rly line, canal to Banawali thermal plant

A high-level meeting was held here today in connection with acquisition of land for the purpose of laying a railway line and construction of canal to the under-construction thermal plant at Banawali village in Mansa district.

Commissioner, Faridkot and Ferozepur Divisions, Raminder Singh, presided over the meeting, in which besides the DCs of Bathinda and Mansa districts and MLAs of Mansa and Sardoolgarh Assembly constituencies, Sarpanches of 11 villages (nine of Mansa district and two of Bathinda district) and others took part.

Giving details of the meeting, Additional Deputy Commissioner, Mansa, Tanu Kashyap, said over 190 acres of 11 villages of Bathinda and Mansa districts were to be acquired for the railway line and construction of canal.

She said at the meeting, the land owners and the Sarpanches demanded market rate of the land and compensation. In the light of this, the rate fixation committee would take a decision on rates for the lands. After that, the report would be sent to the state government for approval, she added.

A high-level meeting to discuss law and order situation in the six districts of this region, Bathinda, Mansa, Moga, Faridkot, Muktsar and Ferozepur, was held at the Circuit House here today.

In the meeting, besides Commissioner, Faridkot and Ferozepur Divisions, Raminder Singh, and the Inspector General (IG) of Police, Bathinda Zone, Rohit Choudhary, the deputy commissioners (DCs) and the senior superintendents of police (SSPs) of the six districts took part.

At the meeting, the Commissioner and the IG asked the DCs and the SSPs about the major law and order problems, they were facing, and how they were tackling the same in their respective districts. On this, the DCs and the SSPs told them about the law and order situation in their respective districts. They also talked about various agitations, including agitations by the Bharatiya Kisan Union and the ETT Union, in their districts.

The Commissioner and the IG asked the officers to attend to the complaints of general public and resolve the same immediately so that they could not take a serious turn. The issue relating to coordination between the police and the civil administration was also discussed.

The Commissioner also asked the DCs and the SSPs to hold meetings regularly to discuss the law and order situation and other issues in their areas. The IG is also learnt to have endorsed Commissioner’s views.

Function marks Breast Feeding Week

In connection with the Breast Feeding Week (August 1 to August 7), a function was held at the Women and Children’s Hospital here today. SMO of the hospital Dr BS Gill, who presided over the event, educated the gathering on the benefits of breast feeding.

He said the mother should feed the newly-born within an hour of delivery to reduce the incidences of diseases like pneumonia and diarrhoea, in the baby. Exclusive breast feeding also decreased incidence of diabetes, heart disease, eczema and asthma, he said. Dr Satish Jindal, a child specialist and the president of Indian Academy of Paediatrics, Bathinda, said the mother should feed the newly-born exclusively, at least, till six months. He said breast-feeding also decreased incidence of breast cancer among women. — TNS

The Indira Gandhi National Open University has extended the last date for receiving the applications for the B.Ed correspondence course to August 24, Dr Surinder Kumar Saharan, principal of the Sangria-based Gramothan Vidyapeeth College of Education said on Wednesday.

Quoting the message received from Dr R. Sudarsan, Deputy Director, Convergence Unit of the IGNOU, he said the eligibility criteria for the aspirants has also been revised.

The aspirants should have 50 per cent marks in any higher education degree. The date for the entrance exam has now been rescheduled to September 26, Saharan said.

Death of 8-year-old

While solving the mystery shrouding the killing of a minor boy, Parwinder Singh (8), in the border area of Hindumalkot on July 26, the district police have revealed that a cousin of the victim has been arrested under section 302 of the IPC.

The district police said during its morning briefing today that Bittu Singh of Dhaani Chak 6G, near village Dullapur Keri, had lodged an FIR with the Hindumalkot police station, located in the border belt, that his only son Parwinder Singh had been killed.

The body had been spotted in a tubewell in the fields of Mahabir Nehra in the border village Fatuhi. The killer had strangulated Parwinder before throwing him in the tubewell. The investigation team finally cracked down on Balwant Singh alias Babbu (18), a cousin of the victim, who belonged to village 9PSD (Rawla).

Intriguingly, the accused was brought up by his maternal uncle Bittu Singh, who also ensured his education up to class IX. Prima facie, it appeared that the killer conspired to grab the land owned by his maternal uncle after killing the only son of the latter.

While leading the march party workers from the Nehru Park, the district YC president, Sandeep Jakhar said, AICC, general secretary, Rahul Gandhi and other senior office-bearers of the organisation had during a recent meeting in New Delhi expressed concerned over the increasing impact of drugs on youths.

The Punjab unit was advised to launch an awareness campaign. Ruing that the border district of Ferozepur besides Amritsar had recorded the maximum bids of narcotics smuggling, he said Abohar regretfully had emerged in the top three sub-divisions in Punjab in drug peddling.

Bharat Nirman campaign begins

A three-day Bharat Nirman Public Information Campaign was launched by the district magistrate Satwant Singh Johal here, today. While addressing the gathering, the DM stressed upon the need for creating awareness among the people about the union government sponsored schemes to avail benefits.

Dr Arvinder Pal Singh Gill, District TB Official said 19 children of the district were operated for various chronic diseases. He said 36 children were chosen for operation under the Central sponsored scheme of the National Rural Health Mission, out of which, 19 had been already been operated upon by the surgeons.

Deputy director of dairy development department, Dilbag Singh said there were many schemes of subsidy to develop dairy sector for the rural folk. The government provides loans for constructing cattle sheds and purchasing cattle heads.

Many officials of other government departments visited the campaign organised by the officials of the Press Information Bureau of the union government.

Public info officer of MC penalised

The state Information Commission has penalised Executive Officer-cum-Public Information Officer of the Municipal Council Tilak Raj Verma for not providing requisite information to a resident of the Khatikan locality here.

The commission has directed the Deputy Director of the Local Bodies Department, Ferozepur, to deduct Rs 25,000 in two installments from his salary of August and September.

Intriguingly, the commission had imposed a fine of Rs 25,000 on Verma last month also for not providing information to the same applicant, Amar Nath of Khatikan Mohalla locality, in another case.

On February 20, Amar Nath had sought information regarding the passing of a resolution of development works by the Municipal Council in his locality. But the then Executive Officer-cum-PIO (at present posted at Jalalabad) neither provided the information to the applicant nor appeared before the commission in person on any hearing.
