Jet fuel prices go up
New Delhi, July 31
State-owned oil firms today raised jet fuel, or ATF, prices by 2.7 per cent after lowering the rates at the last fortnightly revision on July 16. Aviation Turbine Fuel (ATF) rates in Delhi will go up by Rs 1,078 per kl, or 2.7 per cent, to Rs 41,177 per kl from midnight tonight, an official of the Indian Oil Corporation said.

CJI attacks government on appointment of public prosecutors

Chief Justice of Indian SH Kapadia today virtually attacked the government for withdrawing the consultation process in the appointment of public prosecutors who play a key role in the criminal justice delivery system.

Justice Kapadia who shared concern on the issue of administration of criminal justice system said judicial reforms could take place only if it is coupled with reforms in the legislations and Bar.

Quoting Section 24 of the CrPC, the CJI said the provision mandated the government to consult the High Court and the Sessions Court for appointment of public prosecutors, but over the years the process has been given a go bye."We should make use of modern technology. We need to amend the rules and bring about these changes, because I personally believe please do not rely or attack only us for judicial reforms. We need the Bar reforms. We equally need legislative reforms.

"Of course, I would like to ask one question why under Section 24 of CrPC that earlier public prosecutors were appointed in consultation with High Courts? Why all public prosecutors were very good? Why we do not have those type of public prosecutors today? Why is the power taken away?" he posed. Announcing a new method for categorisation of cases and a three-track approach for speeding up justice delivery, the CJI said the judiciary was in fact faced with arrears of only one crore cases and not three crore as has been calculated so far.

Of the three crore cases pending with various courts, only one crore cases were more than one-year old and as such only this could be categorised as arrears. The remaining two crore cases at the best could be called as pending cases and definitely not as arrears, the CJI contended in his Presidential address at an all-India seminar on judicial reforms. T“If I admit a matter today, does it immediately become an arrear? Nobody till today has gone into this statistical aspect,” CJI Kapadia said, pointing out that most of the nations had a distinction between arrears and pending cases.

In the high courts, 60 per cent of the pending cases were filed in the past one year, while 62 per cent of the cases in the subordinate courts were less than one-year old. About 35 per cent of the cases filed under Indian Penal Code (IPC) were being disposed of in one year and 66 per cent of the remaining cases in three years.

“We have not gone into this aspect so far” which had resulted in denial of due credit to judges and lawyers for “such a good balance sheet,” he said. A team of statistical experts had begun working on the subject, he disclosed.

Another crucial problem was the lack of “settlement culture” among litigants and dearth of specialists in convergence, telecom, and other technology areas, said the CJI.

Sohrabuddin Case
Now, Rajasthan on CBI radar

With the CBI seeking another three months to interrogate a few more people after submitting its status report on Sohrabuddin Sheikh fake encounter case in the Supreme Court, the interrogation of two Rajasthan BJP leaders - former Home Minister Gulab Chand Kataria and former state party chief Om Mathur - now appears imminent.

Kataria has been in the eye of storm in view of serious allegations levelled against him by Udaipur historysheeter Azam Khan in an interview with a TV news channel. Khan has accused the former Rajasthan Home Minister of being involved in Sohrabuddin fake encounter case.

He has also pointed finger towards Kataria in fake encounter of Tulsi Prajapati, a key witness in Sohrabuddin case. Azam had invited Sohrabuddin and Prajapati to Udaipur, after which the trio had formed a gang and started extorting money from the marble traders in Rajasthan. He shared prison cell with Prajapati at the Udaipur Central Jail prior to the latter’s killing in a fake encounter on the Gujarat-Rajasthan border in 2006.

The CBI is also likely to question the owners of RK Marbles and Sangram Textiles, who had reportedly received extortion calls from Sohrabuddin. The traders then got in touch with senior politicians and police officials of Rajasthan, who in turn connived with their Gujarat counterparts and planned the killing, claims CBI.

According to sources in the CBI, former Gujarat minister Amit Shah was in constant touch with Rajasthan leaders and officials before and after the fake encounter of Sohrabuddin Sheikh. Kataria had flown down to Gujarat to meet Dinesh NM, a Rajasthan-cadre IPS officer who is one of the main accused in the case, when he was arrested in the case, raising several eyebrows. However, Kataria has often denied his role in the case and said that he had gone to Ahmedabad only after name of a few Rajasthan cops figured in the alleged encounter of Sohrabuddin.

The CBI has already interrogated a few marble traders from Kishangarh and now there are indications that the two BJP leaders could be served summons anytime, as their questioning will throw more light on the entire case.

Modi blasts Centre

Ahmedabad, July 31
In a scathing attack on the Centre following CBI’s plea to shift the Sohrabuddin fake encounter case outside Gujarat, Chief Minister Narendra Modi today asked whether the state was part of an “enemy” country.

“Do you not consider Gujarat as a part of India? Why is Gujarat being treated as if it was part of an enemy state?.Are judges of Gujarat useless. Other courts of the country are good, but courts in Gujarat are bad?” he asked.

Modi’s remarks came a day after the CBI urged the apex court to shift the Sohrabuddin case outside Gujarat for a “fair trial”.

Sikh militants pose threat to Dera chief

Security agencies have warned that the Pakistan’s Inter services Intelligence (ISI), in a fresh bid to foment unrest in Punjab, is now encouraging Sikh-militants to attack the chief of the Sirsa-based Dera Sacha Sauda.

If the ISI plan succeeds, fears are it could result in bloody clashes between the followers of the Dera and the Sikhs. Since February 2007, the two sides have clashed a few times resulting in a few deaths, raising concerns over revival of militancy.

The followers of the Dera are spread across the region from southern Punjab (Patiala, Sangrur, Mansa, Bathinda, Faridkot), the northern districts of Haryana(Sirsa, Fatehabad, Kaithal Kurukshetra and Ambala) to north-western districts of Rajasthan (Ganga Nagar, Hanumangarh and Suratgarh).

Sources say the inputs received after interrogation of arrested BKI modules, have been shared with the authorities of Punjab, Haryana and Rajasthan.

Earlier, Sikh Organisations had taken umbrage at the act of the Dera chief Gurmeet Ram Raheem Singh for dressing up as Guru Gobind Singh.

The Punjab police had, previously, managed to foil an attempt by the Babbar Khalsa International (BKI) terrorists to assassinate the Dera chief.

Ansari disapproves of disruptions in Parliament

Prolonged disruptions in monsoon session of Parliament apparently playing on his mind, Vice-President Hamid Ansari today disapproved of such conduct by parliamentarians, telling them that when protest becomes habitual it loses its novelty and effect.

“Protest in registering a point is well-made. Protest, when it becomes habitual, loses its novelty, and, therefore, its effect,” Ansari, who has often expressed his concern on frequent stalling of proceedings in Parliament, told the newly-elected members of the Upper House while inaugurating an orientation programme
for them.

He recognised members’ right to protest as an essential ingredient of democratic functioning but cautioned them not to allow “the protest” to become an impediment to their parliamentary work. Ansari also lamented over the declining trend of enlightened parliamentary debates and discussions in the recent times and urged members to meaningfully participate in debates on issues of public importance and make their points instead of disrupting the proceedings of the House.

Sharing experiences during his conduct of the Rajya Sabha as its Chairman, Ansari made it clear that the views were not being said from the chair. “Or, you may just decide to use the Rajya Sabha as another club card whose membership is much sought after.”Praising the effective functioning 
of the committees vis-à-vis the House, he brought out a paradox that the people know more about House proceedings and very little about committee proceedings which are not exposed to the public.

Minister of State for Parliamentary Affairs Prithviraj Chavan also called upon the members to contribute significantly to enhance the image of the Rajya Sabha.

IBM staffer found murdered

Pune, July 31
A 21-year-old woman, working with a software company here, was found murdered near her residence at Bavdhan, the police said today.

Darshana Tongare, an employee with IBM, was murdered last night by unknown assailants when she was returning home from office at Yeravada, it said.

The motive behind the murder was being investigated, the police said, adding no arrest has been made till now. — PTI

Senior BJP MLA’s wife killed in UP

Revati Singh, wife of MLA Hukum Singh, a senior BJP leader and former minister, was found murdered at her Muzaffarnagar’s posh Gandhi Nagar colony residence this morning. She was 75.

The incident comes less than a month after the bomb attack on Mayawati’s Cabinet Minister Nand Gopal Nandi in front of his house in Allahabad killing a BSP worker and an Indian Express correspondent and critically injuring the minister, his gunman and two others.

The body of Revati Singh, wife of the senior BJP MLA from Kairana, was found in her house early this morning by her grand nephew and the two servants who lived in the adjoining rooms of the house. The MLA was in Lucknow on work and rushed back to Muzaffarnagar on hearing the news. Brij Lal, ADG, Law and Order, said there was a swelling between the deceased’s lips and nose .“It is clear that theft was not the intention behind the crime as a gold chain, diamond ear studs and two gold bangles on each wrist was found on the body,” he added.

Jet fuel prices go up

State-owned oil firms today raised jet fuel, or ATF, prices by 2.7 per cent after lowering the rates at the last fortnightly revision on July 16. Aviation Turbine Fuel (ATF) rates in Delhi will go up by Rs 1,078 per kl, or 2.7 per cent, to Rs 41,177 per kl from midnight tonight, an official of the Indian Oil Corporation said.

 The increase follows a 3.3 per cent, or Rs 1,390 per kl, hike in prices that oil firms had announced on July 16. Including today’s hike, ATF rates that make up for roughly 40 per cent of the operating cost of an airline, have been cranked up on nine occasions since March.
