Removal of Beant case judge’s Z-security under HC scanner
Tribune News Service

Chandigarh, June 22
The Chandigarh Administration’s action of withdrawing “Z” security cover from Beant Singh case judge RS Sondhi has come under the Punjab and Haryana High Court’s scanner.

Acting on his representation forwarded to the high court on the administrative side, the vacation Bench of Justice Hemant Gupta today issued notice to the UT Administration, along with the states of Punjab and Haryana.

Posted earlier at Chandigarh as Additional District and Sessions Judge, Sondhi had handed down death sentence to Jagtar Singh Hawara and Balwant Singh in Beant Singh assassination case.

Other accused, including Lakhwinder Singh, Gurmeet Singh and Shamsher Singh, were sentenced to life imprisonment. One of the accused Navjot Singh was acquitted. The high court is currently hearing appeals against the death sentence and conviction.

Sondhi was provided with “Z” security on the high court directions in July 2008. The high court at that time had made it clear the security cover would not be withdrawn, and no changes would be made in it, without the court’s prior permission.

He was recently transferred from Chandigarh to Karnal. But, his family is staying back in the official accommodation at Chandigarh after being granted permission to do so by the high court.

In his representation, Sondhi alleged the escort vehicles and the commandos, who come along with “Z” security, had been withdrawn. He had now been provided with static security and a PCR vehicle.

Acting on his representation, the high court registry had initially recommended that it may be treated as a contempt petition, after holding the matter was urgent in nature. In alternative, the registry had recommended the forwarding of the representation to the UT Administration for consideration. The representation was eventually placed before Justice Hemant Gupta on the judicial side. It will now come up for hearing June 28.

The high court had earlier also deprecated the conduct of the authorities concerned on the issue of security cover. Justice Ranjit Singh in 2008 had held Punjab state’s conduct in the matter was unfair and improper.
