Amritsar, May 19 However, the police reached the spot after a lapse of over an hour despite the fact that the place of incident is just 100 m away from the Lawrence Road Police Post and Police Lines, which gave enough time to the attacker to flee. The deceased has been identified as constable Balwinder Singh, who was attached with Tarn Taran SP Malwinder Singh. The injured assailant has been identified as Manwinder Singh of Amritsar, who was shifted to Guru Nanak Dev Hospital. His accomplice Viday Kumar, alias Topi, managed to escape. Police Commissioner Varinder Kumar said the assailants had a criminal background and their car was a stolen one. A huge quantity of gold had also been seized from them, he added. He said: “The search is on to nab the absconding assailant. The car, which bore fake number, was stolen by them from the Nakodar road a few weeks ago. The actual owner of the car is Rajesh Kumar of Kapurthala. Besides gold, a fake number plate of Jammu and Kashmir has also been recovered from the car.” The incident occurred at 4 pm today, when the SP along with his wife and two children was sitting at Pizza Hut joint on the Lawrence Road and an altercation arose between the assailants and him over eve-teasing. “I found that these two persons were teasing girls sitting besides us. When I objected to their conduct, they became rowdy,” said the SP. One of them, in an attempt to point a pistol at the SP, got dwindled and his weapon (.9 mm pistol) fell down. In the meantime, the SP’s gunman, who was standing outside the restaurant, got alerted. The attackers tried to flee from the spot in a white Swift car bearing fake number PB-02- 5906, but were resisted by the SP’s gunmen. They opened fire on the car, leaving its windshields broken and tyres deflated. The assailants also retaliated and shot dead one of the gunmen Balwinder Singh. In the melee, one of the assailants received bullet injuries, but his accomplice managed to flee. It has been learnt that both attackers were under the influence of intoxicants. Anti-Terrorist Front chairman Maninderjit Singh Bitta and MLA Anil Joshi also reached the spot. |

Amritsar, May 19 Incidentally, the whole abduction conspiracy was allegedly hatched by Jaskaran Singh, a cousin of Gurinderbir, who had recently returned from Italy and needed money for setting up a milk plant. The boy returned to his family at his Guru Teg Bahadur Nagar house at about 8.30 am. Varinder Kumar, Police Commissioner, said Jaskaran called Gurinderbir on the pretext of purchasing a keyboard. He along with his three friends picked him from the Queens road. He said Jaskaran drove the car till Gurdwara Shaheed Baba Deep Singh where he left the car, handing over the boy to the other accused at pistol-point. They took Gurinderbir to Bathinda at gun-point. Jaskaran and one of his accomplices, Gurpreet Singh Kala, has been arrested in this regard, the Police Commissioner added. The accused had also given a supari to kill Gurinderbir. However, later they changed their plans and asked for ransom. “The signals from where the calls were made were located in Bathinda district. The police teams traced the black Scorpio (HR-99-AJ-8770) used for crime and arrested Gurpreet Singh, alias Kala, a resident of Bhagi Bandar from the Maur Mandi area,” said the Police Commissioner. The Police Commissioner said after the arrest of Gurpreet Singh, the remaining accused got panicky and abandoned Gurinderbir at Barnala bus stand. It has been learnt that the student preferred to ring up the police instead of any of his relatives to come to his rescue. He contacted the police who got in touch with the Amritsar police which immediately dispatched teams to bring him back. During interrogation, Gurpreet revealed the name of Jaskaran who had hatched the entire conspiracy. The remaining accused were identified as Baljit Singh, alias Kala, a resident of Bhagi Bandar, Gagan, a resident of Sardulgarh district, Mansa, and Kaka Singh, a resident of Sandhu Khurd in Bathinda district. They were still at large. |

Phagwara, May 19 All deceased belonged to UP and Delhi, who were identified as Sunil Sharma (45), his wife, Manisha (40), Gulabo Devi, all residents of Shahdara, Delhi, and advocate Sat Narayan (55) of Agra. The injured driver, Manoj Kumar, was admitted to Phagwara Civil Hospital, while his uncle, Om Vir Dubey, and two sons, Shivam and Ashutosh, were discharged from hospital after giving them first aid. Two injured women, Uma Dubey, wife of Om Vir Dubey, and Girija Sharma, wife of the deceased, Sat Narayan, were admitted to Apex Hospital, Jalandhar, due to their critical condition. It is learnt that the driver of the vehicle fell asleep and lost control of the vehicle, which turned turtle after hitting a truck. |
PTU question paper leaked
Ludhiana, May 19 The examination, which was scheduled to start at 9. 30 am, commenced at 10 am, as the changed set of papers were first forwarded to centres in Punjab on an email followed by the distribution of printouts to students. The matter was reported to PTU Vice-Chancellor Dr Rajneesh Arora by The Tribune at 8.15 am and a copy of the question paper was also forwarded on the VC’s email. The question paper of mathematics III with subject code CS-204 and paper ID (A0495) was available with a group of students in Ludhiana at 7 am today, whereas the scheduled time for the examination was 9.30 am. Interestingly, the question paper in the possession of The Tribune has answers written in front of the questions. The student, who had forwarded the question paper, said, “It was available yesterday also and was sold to students at a high price. This has been done by a racket that has some PTU staff’s involvement as well,” revealed the student. The VC thanked The Tribune for having saved time, efforts and finances of the university adding that, “It has also saved uncalled for harassment to hundreds of students who come from far off places to take their examination. This incident will not be let off without investigation as we will register an FIR with the Ludhiana police, as it is the place of occurrence,” the VC said. Speaking on the “malpractice” of leaking of papers, Arora said they would soon do away with the system of printed papers. The Union HRD Ministry has made a Rs 2-crore project under the National Mission of Education, wherein all centres would be connected through Intranet. The question papers will be on net (locked with codes) and printouts would be given just before the examination. PTU will bear 20 per cent of the total expenditure followed by BSNL’s share of 10 per cent and the HRD Ministry would contribute the major share of 70 per cent, Arora added. |
RTI federation flays ‘false’ case against Kittna
Chandigarh, May 19 Kittna
has earned a nationwide fame by his disclosures regarding the
concealment of assets by MPs and MLAs in their affidavits filed before
the Election Commission. Recently, Kittna had filed applications under
the RTI Act with the DCs of Jalandhar, Hoshiarpur and Nawanshahr,
seeking information about dharamshalas, janj ghars and community centres
for religious functions, by converting those places into gurdwaras and
temples. Kittna had also sought information from the BDPO, Garh Shankar,
about the salary/ honorarium being paid to sweepers in the villages, as
some persons were being paid honorarium while some other person was
shown to be appointed as a sweeper in his village; and the gram
panchayat and the BDPO joined hands against Kittna and the gram
panchayat passed a resolution on March 27 to file a criminal case
against Kittna for allegedly cutting two trees from the shamlat land of
the village, and sent the resolution to BDPO for filing a criminal case
against him. Kittna had to get anticipatory bail on account of this
false case. State president of the federation HC Arora has called upon
the director (panchayats) to annul the resolution of the panchayat. |

Bathinda, May 19 The state BJP chief said the party had suspended Jagdish Sahni from its primary membership with a heavy heart. He was of the view that Sahni should not have gone to the press as the BJP was a disciplined party. Indiscipline would not be tolerated in the party at any level. With regard to a reshuffle in the Council of Ministers of the
SAD-BJP government, Sharma said he would not say anything about it at this stage. He claimed that the state unit of the party had collected 20 lakh signatures against price rise. It would collect 50 lakh signatures by June 12. He said these signatures would be presented at the national executive meeting of the party on June 15. He held the Centre responsible for price rise. In reply to a question, Sharma asked district leaders to send the names of party workers for nominating them as members of the Improvement Trust,

Sports certificates of CISCE schools not graded
Jalandhar, May 19 Though the government has a policy for the gradation of sports certificates of all other schools, it has not included students of schools affiliate to the
CISCE, including Punjab Public School, Nabha, YPS School at Patiala and Mohali and some in
Jalandhar. In case, students of these schools take part in any national and other tournaments or sports events such as shooting championship, their sports certificates are not graded by the state Sports Department as these schools have not been included in the policy framework set up by the state government. Though seats are reserved for sportspersons in professional courses such as
MBBS, B.Tech, admission against such seats is made only on basis of the gradation of sports certificates made by the state sports
deparment. “For us, it’s shocking that there is no policy for the gradation of sports certificate of students of ISCE schools in Punjab,” said Alamdeep Singh, father of Harjeevandeep Singh, a student of Nabha school. “As my son had took part in the 52nd national school games representing Indian Public Schools and also in Nehru Cup Tournament, I had approached the department to get done the gradation of my son’s sports certificate. But I was told that ICSE school students are not covered under the gradation policy,” he said. Though the department had moved a file to include such schools in the policy, there had been no response from the state government yet, he added. “Achievements of a student in sports should form the basis for the gradation of certificates and not the school in which one studies”, said
Alamdeep. “ Even if a student is pursuing his studies privately and has been doing well in sports, his or her certificates should be graded”, he added. |
State to import paddy transplanters
Chandigarh, May 19 According to reports being received from the field, farmers who had reacted enthusiastically to mechanised transplantation last year due to increasing labour shortage do not want to take the risk again due to indifferent results. The Agriculture Department, however, feels that mechanised transplantation is still the best solution to offset labour shortage. When questioned on this, director of the department Dr B S Sidhu said restrictions put on the transplantation programme due to the imposition of the code of conduct before the parliamentary elections last year had hampered the drive. He said special nursery, which has to be grown on plastic sheets, could not be done properly in many areas due to which the results of transplantation were also not up to the mark. As many as 449 small machines with a capacity to transplant three acres of paddy per day were imported last year and a few hundred similar machines costing around Rs 2.25 lakh per machine have been imported by private players this year. However, to widen the scope of the mechanised transplantation drive, the Agriculture Minister is keen to import heavy-duty machines to make the programme a bigger success this year. The department has moved to import around 30 machines from a reputed Japanese firm that will cost around Rs 10 to 12 lakh each. These machines are self-driven and can transplant eight acres of paddy per day, according to Financial Commissioner Development NS Kang. Meanwhile, the agriculture director admitted that the Sstate had suffered because the new technology had not become successful in its first year of inception. He said the department was, however, moving to make amends to make the drive successful this year. The Agriculture Department has announced an assistance of Rs 5,000 per acre to those growing paddy nursery for mechanised transplantation this year. The department has also decided to grow the nursery at its own farms and distribute it to farmers at nominal cost to ensure mechanised transplantation works out cheaper than manual transplantation this season. The earlier proposal to encourage the local agriculture implements industry in the Jalandhar-Goraya belt and at Nabha and Amritsar to duplicate the mechanised transplanters has not achieved the desired results. This is mainly because cheap Chinese parts are being used to duplicate the machines. The department is not unduly worried on this issue with the director saying duplication would happen in due course. “Right now, we want perfect machines which not only appeal to the state farmers but also do the perfect job”, he added. Paddy nursery is still being sowed across the state with paddy transplantation to begin from June 10 onwards. |
Recovery of Bad Loans
Chandigarh, May 19 This means that other than the amount that went bad, the banks are being asked to shell out an additional 2 per cent of the bad loans, without any great hope of recovery. This move has now stalled the recently launched Bank Recovery Incentive Scheme, with banks refusing to pay any advance for effecting recovery. Banks say that they are willing to pay a 5 per cent (of the amount recovered) commission to the state government after the recovery was effected, as was agreed on earlier when BRIS was launched. The issue came up for discussion during the State-Level Bankers Committee Meeting (SLBC) for Punjab held here today. The bankers outrightly rejected the demand made by the government, saying that “it was unjustified to fill in the state’s coffers by seeking advance”. Though the state government officials, including Principal Secretary, Finance, KBS Sidhu, and NS Kang, financial commissioner, development, and JS Sandhu, financial commissioner, rural development, chose to maintain silence on this issue, the chairman of SLBC and chairman and managing director of Punjab National Bank KR Kamath came down on the state government for raising this demand. “Believe us, sir. We are honest bankers and will honour our commitment to pay you the full commission, but only when the job is done,” he said. It may be noted that the scheme was introduced to recover the non-performing assets, especially for agriculture loans and loans given under various government-sponsored schemes. In cases where property was mortagaged, the recovery has to be affected by the SDMs, while in cases where no land was mortagaged for the loan, the recovery has to be effected by the Tehsildar. Because of this stand-off between the state government and banks, most of the recovery certificates filed by the banks before the district recovery officers are pending. It is learnt that 1,834 cases filed by the banks before the recovery officers, involving Rs 19. 23 crore as loan, are still pending for action. |
CM gives nod to designs of 3 memorials
Chandigarh May 19 A decision to this effect was taken by Badal at a high-level meeting here at the Chief Minister’s Office this morning. The Chief Minister directed the Principal Secretary, Tourism, Geetika Kalha to ensure the completion of these memorials within a year. Later, the Chief Minister also approved the site plan and design of the heritage village ‘Sada Pind Sadi Virast’ to be set up on the campus of Guru Nanak Dev University, Amritsar, over an area of 11.5 acre with an objective to showcase the rural life through this novel concept. |

Ropar, May 19 These surprise checks have come after The Tribune report highlighted hard liquor being served at different joints in the district without having permission from the department to do the same. AETC Harinder Kaur Brar formed teams headed by excise and taxation officer. She said over the past one-and-a-half months, 58 one-day permit were issued to various parties allowing serving of hard liquor. Last year, the department earned Rs 18 lakh from these permits alone. She added that the marriage palaces and banquet halls within municipal limits pay Rs 20,000 per year as permission to serve hard liquor and rural banquet halls and marriage palaces pay Rs 5,000 per year as permission. Brar added that the Shiwalik Club had been directed to apply for licence. “The application (of Shiwalik Club) is presently undergoing the period of 15 days inviting objections, if any,” she said. Meanwhile, in a press statement issued today, Sanjeev Budhiraja, the Shiwalik Club manager claimed that for the last two weeks there has been complete ban on serving hard liquor. He added that the contractor of club’s canteen had even approached club member and president Deputy Commissioner Arunjit Singh Miglani saying that he is suffering heavy losses due to closure of serving hard liquor on the club premises. The canteen contractor had appealed that club should soon take licence or else the canteen may face total shutdown. It is pertinent to mention here that the club was established around four years ago and since then hard liquor is being served, while the club has applied for licence now. |
Media-hungry officials claimed leopard’s life
Nangal, May 19 Busy projecting the animal as a hard-earned prize, the Ropar district forest officials (wildlife) team did not even bother to administer glucose to the animal immediately after it was caught despite repeated requests by the villagers. Interestingly, villagers pointed out that visibly afraid of the wild cat, none of the officials or cops dared to move ahead and dart it with the tranquilliser gun. The drama continued for six hours with the police failing to cordon off the area. Finally a 30-year-old labourer, Pargan Singh from Daroli village, who administered tranquilliser to the leopard, was called to help them in the rescue operation. “The forest officials had brought a tranquilizer gun, but could not muster the courage to use it. At, last they asked me to do it. I have never shot at an animal before. I just picked up the gun and set an aim,” he said. Pargan added that the animal fell unconscious almost 10 minutes after it was shot at. “Immediately after the animal fell unconscious, the officials who had been bucking me to shoot the animal came forward and hauled up the animal on their shoulders and displayed it like their prize catch,” lamented Pargan. “The leopard was too scared and injured after being caught and needed delicate handling but a wildlife official swung it on his shoulders to be photographed by the media,” he pointed out. He added that the officials even rebuked him when he pointed that the animal had to be given glucose and first aid. Interestingly, the officials instead of calling up the veterinary doctors repeatedly called up various mediapersons requesting that it should be projected that they had helped in catching the animal. Even the officials who were not present at the spot tried to ensure that their names were included in news reports. “If you put the news on page 1, I will get a promotion for sure. After all this is the first time we have caught a wild animal alive,” a senior wildlife official had told TNS. Meanwhile, minister for forest and wildlife conservation Tikshan Sood said an inquiry was being conducted into the issue. “No erring official would be spared. But at this point of time, I won’t be able to say much as the matter is under investigation,” he said. |
Ex-servicemen unhappy with new pension policy
Patiala, May 19 The State Ex-Servicemen Welfare Association argues that as compared to the benefits under One-Rank-One-Pension, the notification issued by the Central government regarding the fixation of pension offers only peanuts to the ex-servicemen. President of the association Col Kuldip Singh Grewal (retd) said the pensions of naiks and havildars, with the same service and in the same grade, were less than sepoys. “Minimum pension of Z Group havildar has been fixed at Rs 4,254, whereas that of a sepoy is placed at Rs 4,410. In the wake of minimum three-promotion policy, almost all sepoys will retire as at least honorary havildars. This means that they will get lesser pension than those sepoys, who could not make the grade to higher promotions because of some reasons,” he pointed out. Grewal said such a policy revealed that the authorities responsible to fix pensions were either ignorant of the rank structure of the forces or were intentionally bent upon creating confusion among the general public. |
Work on 14 railway overbridges delayed
Fatehgarh Sahib, May 19 Funded by the Punjab Infrastructure Development Board (PIDB), these ROBs were meant to ease out bottlenecks in areas where railway lines pass through populated pockets creating traffic chaos. The PWD, B & R department claims that the PWD work on these ROBs has almost been done “Over 80 per cent work by the PWD has been completed. Now, the railway tracks need to laid out, which has to be done by the railways,” PWD officials said. Executive engineer of PWD B & R department Gurmukh Singh said its work on the ROBs would be finished within a month or so. The construction work on Sirhind ROB began on March 13, 2009, after its foundation stone was laid by Punjab Chief Minister Parkash Singh Badal. The structure is coming up at a cost of Rs 16 crore and the delay in its completion only adds to its maintenance expenditure. Deputy Chief Engineer of Railways, Dinesh Sharma admitted the delay and said he was supervising two ROBs, those in Jagraon and Morinda. One ROB each is being constructed at Batala, Jagraon, Mansa, Amritsar, Ferozepur, Morinda, Fatehgarh Sahib, two each in Ferozepur and Beas and three in Bathinda. |
Rs 2,000 cr for Punjab roads
Patiala, May 19 This was announced by Punjab PWD Minister Parminder Singh Dhindsa, who visited the city on Monday. “We are hopeful that by the next two years, the people of the state would not have to face any difficulty due to poor roads,” he said. Dhindsa said Rs 750 crore had already been spent on road development projects. “An inter-village road network of 5,000 km has being laid. This would help the rural populace,” he said. “There is complete transparency in the projects being initiated by the state government,” Dhindsa said. He said the Punjab government was making all efforts for better road connectivity in the state and claimed that all villages of the state had already been connected with the main roads. |
Sewage plant still a distant dream
Sirhind/ Bassi Pathana, May 19 Municipal councils of Mandi Gobindgarh and Bassi Pathana have recently passed resolutions to hand over land to the Sewerage Department for setting up sewage treatment plants (STPs). However, the matter lies pending with the Punjab Sewerage Board and other departments. The Bassi Pathana municipal council has submitted an estimate of Rs 12.87 crore for laying sewerage connections and passed a resolution to hand over 2 acres for construction of STPs. Meanwhile, the detailed project report (DPR) of sewage treatment plant at Mandi Gobindgarh has been revised and its cost has now reached upto Rs 87.72 crore from 24.53 crore. Officials in the municipal council revealed it has been decided that the council would bear 30 per cent of the construction expenses on treatment plants, while 70 per cent would be borne by the Punjab government. Suitable land for the purpose is yet to be acquired by the Sewerage Department through the Deputy Commissioner. The Municipal council officials said all formalities for laying sewerage connections and treatment plant had been completed on their part and matter was now pending with the sewerage board. At present, the untreated water is released in open areas that pollutes parts of Mandi Gobindgarh, Amloh, Sirhind and Bassi Pathana areas. While Sirhind, Mandi Gobindgarh and Amloh areas have sewerage connections, Bassi Pathana is still bereft and people are forced to drain out sewerage water in drains which gets accumulated in nearby ponds. Members of the Pracheen Shri Ram Mandir and Hindu Organisation have brought the problem of disposal of sewerage water in notice of Chief Minister Parkash Singh Badal during Sangat Darshan at Sirhind but no action was initiated in this regard. General secretary of the organisation Manoj Banda said the sewerage water was being disposed off in Shri Ram Mandir Sarovar. Bassi Pathana municipal council president Kulbhushan Malhotra said the estimate of laying sewerage connections had already been sent to the senior functionaries of sewerage department and work would be initiated soon in this regar |

Chandigarh, May 19 Chief Justice Mukul Mudgal asserted the news item highlighted “the plight of the amenities provided to the residents of Chhapar Chiri Kalan and Chhapar Chiri Khurd, particularly the condition of the government primary school, Chhapar Chiri Kalan. “The news item highlights the lack of basic amenities in the two villages and particularly the lack of basic facilities in the village schools. It is further reported that the school at Chhapar Chiri Kalan does not have adequate water supply and has no fans in the two rooms, for which reason the children sit in the verandah of the school building. “The school is further reported to have just one teacher to teach different classes. The condition of Government Middle School, Chhapar Chiri Khurd, is said to be no better. The absence of the amenities becomes more poignant, when considered in the backdrop of the fact that the village was adjudged the best village in Ropar district in 1988. “If the facts reported in the news item are correct, it requires a positive response from the Punjab government for education in the government schools in the state. The matter, therefore, deserves to be looked at in the PIL jurisdiction of this court. The matter will be listed as per roster for May 20, 2010”. Chandigarh, May 19 The ruling came on a petition filed by a Ludhiana resident, Ritu
Monga. She was seeking directions to the state of Punjab and other respondents for the registration of a criminal case against the school authorities - teachers included and for arresting them in the matter. The high court has asserted the police was not “obliged to register a case” in the matter. The petitioner had claimed her daughter, student of 10+1 in
Ludhiana-based RS Model School, had held responsible for her suicide the principal and schoolteachers - Mohan
Kalra, Anju Talwar, Balwinder Sodhi and Jatinder Kaur. Monga had asserted the suicide note was found in her schoolbag, after her daughter breathed her last in hospital on October 28, 2008. Though the facts and circumstances of the matter are not identical, the case can have a bearing on the Rathore case. It is believed victim Ruchika Girhotra ended her life three years after Sacred Heart School allegedly expelled her for non-payment of dues. The school’s action had come under the public scanner, after Rathore was given a “light sentence” in the molestation case. Taking up Monga’s petition, Justice Gurdev Singh asserted: A copy of the suicide note has also been filed with the petition. The only allegation levelled in that suicide note is that the above-said persons had rusticated her from the school. That cannot be said to be such an instigation, which falls under the definition of abetment as contained in Section 109 of the
IPC. “As such, it cannot be said that any such cognisable offence is made out from the applications moved by the petitioner before the officer in charge of the police station and the senior superintendent of police of the connected district. “Therefore, they were not obliged to record the first information report or to conduct the investigation as required by Section 154 (3) of the
CrPC. The petition is dismissed accordingly”. |
