Expedite process of setting up multi-level parking: HC
Chandigarh, May 10 The project was expected to be completed by February, but it failed to meet the deadline. The traffic police, too, has been directed to be deployed after holding consultation with the High Court Bar Association. As advocate Ranjan Lakhanpal brought to the fore the issue of parking problem on the high court premises, the Bench of Justice Jasbir Singh and Justice MS Sullar was informed by Bar Association former president Rupinder Khosla that the work of constructing the multi-level parking had come to a grinding halt six months back. In an apparent attempt to underscore the problem, Lakhanpal asked Justice Jasbir Singh to take a walk along with him down the parking space “for the sake of old times,” when the judge was on the other side of the Bench, practising as an advocate. Lakhanpal added it has become impossible for the car to be taken out, even in case of medical emergency. He also asked the Bench to ensure the deployment of adequate traffic police personnel in the parking lot. As the Bench asked UT senior standing counsel Sanjay Kaushal for his comments, he told the court that cops were already posted at the entry and exit points. He added their deployment within the parking lot might lead to problems with the lawyers. Taking a note of the assertion, the Bench asked the administration to carry on the process in consultation with the Bar. Acting on the long-pending demand of the High Court Bar Association, UT administration had decided to construct a three-storey building, including basement, at a cost of Rs 7.35 crore to ease out the ever-increasing parking problem of advocates. To be located near advocate-general offices of Punjab and Haryana, it is expected to accommodate around 700 cars simultaneously. Started in May 2009, it was to be ready by February. But till date, only half of the works is completed. As a result, traffic chaos has become a common sight. The litigants and others frequenting the campus too are forced to park their vehicles outside. On one side, the vehicles are stationed in the parking of Rock Garden and on the other, till the roundabout leading towards secretariat of Punjab and Haryana. |
