The Jammu police today claimed to have busted a gang of cheaters allegedly involved in selling vehicles, which they had purchased on loan by producing fake documents. A Mahindra Scorpio vehicle was recovered from the gang, the police said.

The police has taken strict action in eve-teasing cases in the district as evident from a drastic decline in such incidents during 2009 and 2010. While talking to The Tribune, SSP, Jammu, Basant K Rath said though the incidents of eve-teasing had shown a decline in the district, the police alone could not put an end to it unless people did not come forward with complaints.

Punjab DGP’s statement gives Neeta’s kin hope

A statement of DGP, Punjab, P.S Gill, has rekindled a ray of hope among family members of terrorists who committed heinous crimes in Punjab during the height of militancy and are now hiding in Pakistan.

During an interaction with reporters in Amritsar two days ago, the DGP said terrorists like Ranjeet Singh alias Neeta, Paramjit Singh Panjwar, Wadhawa Singh Babbar and others, hiding in Pakistan and other countries, could return to India and surrender, but this should be in accordance with the existing policies of the Centre and the state government.

To get views of Neeta’s family, A Tribune team visited his house in the Simbal camp village where his mother and brother reside.

“It is a welcome step. Earlier, the government had convinced the militants to surrender in Kashmir and they are living peaceful lives with their families. Now, the things will change in Punjab and the neighbouring states, too, if the government takes the right decision,” said Swaran Kaur, a retired teacher and mother of Neeta, chief of the Khalistan Zindabad Force (KZF). Neeta is among India’s top 20 most wanted criminals.

She added: “Each and every step taken by the government in this regard is welcome. We have already suffered a lot and if the government is thinking of bringing back our sons, then it is good for the families as well as the country”.

Ravinder Singh, alias, Binder, brother of Neeta, said their father died after a long illness due to Neeta’s involvement in militancy. “We are also facing many problems due to his activities, but if he comes back after surrendering himself, then it would be the happiest day of our lives.”

Neeta was arrested by the Maharashtra police in Mumbai in September, 1993. But, he escaped from police custody on December 3, 1995, with four other militants and is still absconding.

Shah Faisal becomes household name

His success story is a perfect example of a journey from obscurity to fame as after his phenomenal achievement of topping the coveted Civil Services Examination, the little known doctor, Shah Faisal, from a remote village in Kupwara district has become a house-hold name.

Shah Faisal, who did his MBBS from the Sher-e-Kashmir Institute of Medical Sciences last year, topped the examination in his maiden attempt and one day later parents in the state were quoting his example.

“Our children should see a role model in Dr Shah Faisal, who despite all odds made it big in life and brought laurels not only to his family but also to the state,” said Parvez Ahmed, a resident of the Jawahar Nagar locality.

A senior journalist said the youth of the valley, who indulged in stone throwing, should follow the example of Faisal and dedicate their time to studies rather than indulging in unwanted activities.

“Everyone here is a victim of the two decades of turmoil. Even Dr Faisal was one of the worst victims as he lost his father to the turmoil. But it was his dedication and conviction to make it big that today he was in the position where everyone dreams to be,” he said.

The journalist said, “The youth, who waste their time and energy pelting the security forces with stones, should follow Faisal and utilise their time in productive ways.” Even as the Kashmir valley is in the mood of celebration, Faisal himself says that he wants to be a role model for the youth in Kashmir.

Faisal has brought the remote Sogam village in the Lolab area of Kupwara district into limelight. “He is a perfect example of humility. He did his schooling from a government school and then cleared the medical entrance test. This was also a big achievement for him but topping the IAS list surpassed everything,” said Touseef Ahmed, an MBBS student.

The scene at Kashmir University was also different today as students in various departments were seen discussing the achievement of Faisal and planning to emulate his feat next year.

Vohra congratulates IAS topper

Jammu: Governor NN Vohra has conveyed his greetings and hearty congratulations to Dr. Shah Faisal, who hails from a village in Kupwara district, for securing the first position in the Civil Services Exams-2009.

The Governor observed that while two students from the valley had gained high positions in the Civil Services examinations earlier, this was the first time a student from the valley had topped the all-India list.

The Governor was referring to Mohammad Shafi Pandit, who recently retired as chairman of the State Public Service Commission, and Khurshid Ahmad Ganai, who is presently serving as Principal Secretary to the Chief Minister.

The Governor observed that considering the difficult circumstances in which Dr. Faisal studied, his achievement was all the more creditable.

Srinagar welcomes the topper home

Hundreds of people, some of them complete strangers, gave Shah Faisal, the first Kashmiri to top the list of successful candidates in the civil services examination conducted by the UPSC, a warm and emotional welcome at the Srinagar airport today.

The slogan-shouting group of people followed him home in a cavalcade of cars and two-wheelers. A bigger crowd waited for him there, many of them beating drums and bursting crackers.

In a brief chat with The Tribune, he said, “ In Kashmir we have all along believed that we are discriminated against by the rest of the country; I have broken that myth. And if I can do it, why not others ?” His success would prompt many more to take a crack at the civil services examination, he was sure.

He himself planned to teach and tutor as many as possible on how to crack the tough examination, Faisal added.

“Clearing the civil services examination is no more the prerogative of people only from Bihar and UP,” he beamed, “We too have the potential to top the exams, I will reach out to the people in the remotest areas of the valley and will motivate and educate the youth to opt for the examination.” he added.

Kashmir badly needs peace and prosperity, pointed out the topper who had lost his father to militancy in the valley. And he would like to contribute his mite. A doctor by training, he recalled seeing poor people suffering for want of medicines. He would like to work for the poor people of the state although he is ready to be posted in any part of the country.

By now he was animated. “I also want to fight the menace of corruption and would like to eradicate it,” he said, possibly not the first aspiring civil servant to voice such intention.

At this moment of triumph, he recalled what his father had taught him. “ He is a great source of inspiration to me,” he declared. In fact what his father taught him, claimed Faisal, had helped him in clearing the exam.

3 held for selling vehicles bought on fake papers

Jammu, May 7
The Jammu police today claimed to have busted a gang of cheaters allegedly involved in selling vehicles, which they had purchased on loan by producing fake documents. A Mahindra Scorpio vehicle was recovered from the gang, the police said.

It said Gaurav Gupta, a resident of Janipur, complained that he had purchased a Mahindra Scorpio vehicle from Shakti Singh of Paloura and when asked for the transfer of the vehicle in his name Shakti refused to oblige, even after taking money.

In his complaint, Gupta mentioned that even after the payment for the vehicle Shakti tried to take back its possession forcefully.

Smelling a rat in the whole episode, Gupta lodged a complaint with the police. “Acting on the complaint, Shakti was arrested. During interrogation the accused revealed that he had purchased the vehicle on loan from a bank by producing fake documents. He also disclosed that two more persons were also involved in the racket,” said Rafiq Manhas, SHO, Gandhi Nagar police station.

He added that his two accomplices namely Raman Dogra and Sohan Singh were arrested.

Describing the modus operandi of the accused, the officer said the accused were staying in a rented accommodation in Paloura. They would get loan sanctioned from a private bank on fake documents and purchase vehicles. They then sold the vehicles to credulous persons.

A case has been registered at Gandhi Nagar police station and investigations are on.

Six militants, two jawans killed in Baramulla

Srinagar, May 7
Six militants and two jawans were killed in two encounters in the forest area in Baramulla district since yesterday.

Defence spokesman Lt-Col J.S Brar said here on specific information, a joint operation was launched by the 30 Rashtriya Rifles, the 32 Rashtriya Rifles and the SOG in the Rafiabad and Hapatnar forests on Wednesday.

During the operation, one militant was killed yesterday. The spokesman said five more militants and two jawans also lost their lives in another gunfight. “There is a high possibility of some foreign militants being killed in the encounter”, he said and added the operation was continuing.

Jammu: Security forces on Friday apprehended a person, suspected to be a supporter of militants, in the Mahore area of Reasi district. “We apprehended Mushtaq of Saldhar in the Mahore area for his role in providing logistic support to the militants,” Defence sources said.

Meanwhile, Doda district SSP Parbhat Singh denied that the police had detained two other persons, suspected to militant supporters.

5.27 lakh mandays’ work generated under job scheme

Under the Mahatma Gandhi National Rural Employment Gurantee Act (MNREGA), 34553 job cards were issued to beneficiaries, thereby providing employment to 16433 households with the creation of 5.27 lakh mandays’ work under the schemes in Udhampur district in the last financial year.

This was revealed during a meeting of officers of different departments held under the chairmanship of the District Development Commissioner, Udhampur, Baseer Ahmed Khan to review the progress of physical and financial achievements registered by different departments.

Against the availability of Rs 288.69 lakh, the Rural Development Department incurred an expenditure of Rs 276.81 lakh under the Indira Awas Yojana (IAY) and constructed 1066 houses for the beneficiaries belonging to the poor sections of society against the target of 1195 houses during the period.

To boost production in the district, the Agriculture Department distributed 3713.267 quintals of high-yielding variety seeds (HYV) among the farmers which include paddy, maize, wheat, oil seeds, pulses, fodder, vegetables and potato by covering an area of 71180 hectares, besides distribution of 3013.6 tonnes of fertilisers during the period.

Addressing the meeting, the District Development Commissioner exhorted the officers to prepare a comprehensive programme with the involvement of local farmers for the cultivation of saffron in the higher riches of the district under the area expansion programme and added the introduction of this cash crop would certainly raise the economic status of the poor farming community of these areas.

Bifurcate public service commission: NSF

The National Secular Forum (NSF) today held a demonstration in University of Jammu to express dissatisfaction over the functioning of the Public Service Commission (PSC). The NSF has demanded the bifurcation of the commission, one each for the Jammu and Kashmir regions.

Nearly 90 student activists of the NSF led by Vikas Sharma, president of the NSF, held a rally on the campus and torched an effigy of chairman of the PSC.

While addressing the protesters, Sharma said meritorious candidates belonging to the Jammu region who had qualified Ph.D, M.Phil, NET and SET were left out of the final selection list for unknown reasons.

Meanwhile, Sharma said the PSC chairman had not taken any decision about the pending representations of aggrieved KAS aspirants so far.

“The PSC adopted wrong paper-setting pattern in some of the optional subjects, including chemistry-B, Dogri-B, zoology-B, geography-B and agriculture-B”, Sharma said. He demanded that fair chance should be given to all the aggrieved candidates as had been given to the candidates who took agricultural sciences.

“The paper of agriculture-B was conducted again following the report of out of syllabus questions and boycott of the same by the candidates, but the genuine demand of the other aggrieved candidates is being ignored completely, which is a grave injustice with them,” Sharma said.

Srinagar, May 7
On the call of separatist leader Syed Ali Shah Geelani against the death sentence given to the three convicts in the Lajpat Nagar bomb blast, protest demonstrations that began from last Friday were also reportedly held at various parts of the Kashmir valley today.

In Srinagar, a ‘peaceful’ demonstration was held at Shalimar where the supporters of Geelani after offering the Friday prayers gathered outside the mosque to hold a protest.

The chairman of the hardline faction of the Hurriyat Conference had condemned the verdict of the Delhi court which had awarded death sentence to the three in the blast case, two of whom belong to the Kashmir valley.

Meanwhile, protest demonstrations were also reported from Baramulla and Sopore town.

At several places the agitated youth came on roads and hurled stones at the police and paramilitary CRPF personnel.

“No one was injured in the stone-throwing incident,” a senior police office said.

Body fished out of Chenab

The decomposed body of a middle-aged woman, Vyas Devi, a resident of Kotal Kuantwara in Kishtwar, was fished out of the Chenab near Pul Doda, the police said today.

It said she was drowned on December 7 last year. After post-mortem the body was handed over to her family for the last rites.

Two found dead

Two persons were found dead under mysterious circumstances in the Jammu region, the police said on Friday.

It said the body of Fraib Singh, a resident of Chalad Gadi in Doda district, was found on the road near his house under suspicious condition.

In another incident, Rita Devi, a resident of Barota Mohra Byal in Kathua district, was found dead at her house. The body was shifted to the subdistrict hospital, Billawar, for post-mortem.

Inquest proceedings under Section 174 of CrPC have been initiated in both incidents.

Man consumes poison

A man in his mid twenties allegedly tried to commit suicide by consuming some poisonous substance at his house in Samba district on Friday, the police said.

It said Jatinder Singh, a resident of Rakh Amtali in Samba district, was admitted to the Government Medical College and Hospital (GMCH) after he consumed some poisonous substance. A case has been registered.

Eve-teasing cases on the decline

The police has taken strict action in eve-teasing cases in the district as evident from a drastic decline in such incidents during 2009 and 2010. While talking to The Tribune, SSP, Jammu, Basant K Rath said though the incidents of eve-teasing had shown a decline in the district, the police alone could not put an end to it unless people did not come forward with complaints.

“Generally, we receive a few complaints of such nature. Whenever any such complaints come to us, we take strict action against the guilty. Without complaint we cannot do anything,” said the SSP.

Most of the complaints about eve-teasing registered with the department had come from tuition centres and private schools in the district. “Students should come forward if they face such problems in schools, colleges or tuition centres. Only then we will be in a position to take action against the guilty,” said the SSP.

Official records say the number of eve-teasing cases registered from January to April last year was 25, while the number declined to 14 in the first four months this year.

In 2009, out of the 25 cases of eve-teasing, the guilty persons in 22 cases were charge-sheeted while two cases were under investigation. However, in 2010, out of the 14 cases of eve-teasing the guilty were charge-sheeted in 10 cases, while one was proved incorrect.

According to the Chairman, the candidates of Udhampur belonging to the tehsil have been asked to appear for physical measurement and outdoor tests on May 10 at 7.30 am in the District Police Lines, Udhampur.

The candidates of Udhampur/Ramnagar, Ramnagar/Majalta and Chenani and migrant candidates have been directed to appear for the test on May 11, 12 and 13, respectively, at the same venue and time.

Likewise, the candidates of Mahore tehsil in Reasi district are advised to appear for the test on May 20 at 7.30 am at the Sports Stadium, opposite the Reasi police station while candidates belonging to Mahore/Reasi tehsils can appear for physical measurement and outdoor test on May 21 and 22.

The candidates have been directed to bring along their original certificates as prescribed in the PHQ notification.

Mirwaiz welcomes restoration of dialogue

The APHC led by Mirwaiz Umar Farooq and the Jamaat-e-Islami have welcomed the restoration of the Indo-Pak dialogue for the resolution of the Kashmir issue following the recent meeting between the Prime Ministers of the two countries during the SAARC summit in Bhutan.

Addressing the Friday congregation at Jamia Masjid here today, the APHC chairman said the resumption of the dialogue was a positive move forward as it was the only solution to all problems. “The party welcomes any dialogue process that is aimed at finding an everlasting solution to the Kashmir issue”, Mirwaiz said. He added the Kashmir issue was the only dispute between the two neighbouring countries that needed to be resolved through a composite dialogue process.

The Mirwaiz extended his party’s help to a positive and serious dialogue between the two countries to ensure peace and security in the region, apart from development and progress.

Farooq also hailed the recent statement of Pakistan Foreign Minister Shah Mehmood Qureshi, in which he had hinted at the involvement of the Kashmir leadership in the dialogue process.

Meanwhile, the Jamaat-e-Islami has also hailed the recent statement of Pakistan Foreign Minister Shah Mehmood Qureshi. Referring to the recent statement of Qureshi, the Jamaat said his views on the Kashmir issue needed to resolve it through a dialogue and involving the Kashmir leadership was significant and positive.

A spokesman of the Jamaat-e-Islami here today expressed the hope the two neighbouring countries would take positive steps to resolve the Kashmir issue in accordance with the aspirations of people.

Medical camp held

A Rashtriya Rifles Battalion under the aegis of Romeo Force organised a medical camp for nomadic Gujjars and Bakerwals at Dera ki Gali in Poonch district on Friday.

A large number of Gujjars and Bakerwals hailing from remote and far-flung areas availed the medical facilities at the camp. Nearly 856 patients were administered vaccines and provided medicines free of cost at the medical camp.

It was found that most of the patients were suffering from water borne, respiratory and skin diseases. People were educated about the etiology of these diseases.

Rise in tourist flow to Leh

Leh, May 7
There has been a substantial increase in the number of tourists, both domestic and foreign, visiting Leh district in the recent years, according to Assistant Director of the Jammu and Kashmir Tourism Department, Leh, Nessar Hussain.

Last year, 79,000 tourists, including 49,000 foreign, visited the district against 75,000 the previous year. Hussain said the tourist inflow in the region at present was on the rise and flights and hotels had been booked in advance till September. The number of tourists visiting Ladakh was expected to reach one lakh by the year-end.

He added that even in the off season, which is from January to April, over 4,000 tourists visited Leh against 3,000 the previous year.

All airlines -- Indian Airlines, Jet Airways and Kingfisher -- have increased their flight operations in the region to meet the rush of the tourists. An official of the Tourism Department, Leh, also said Kingfisher was operating a first ever chartered flight between Delhi and Leh on May 9 for tourists.

Darbar Move
Arrangements reviewed

Arrangements for the functioning of the forthcoming Darbar offices were reviewed by Principal Secretary Khurshid Ahmad Ganai and Commissioner, GAD, Basharat Ahmad here yesterday.

They went round various sections and also took stock of the upgradation work of the Law Department, the PDD and the grievances cell of the Chief Minister’s Office.

The Principal Secretary, accompanied by senior officers, also visited places where government employees and officers are putting up. Ganai directed the Director, Estates, to ensure that government employees did not face any difficulties.

He also instructed the PDD authorities to ensure proper lighting system in all government quarters and hotels for the employees.

He said 90 per cent work had been completed and hoped all arrangements would be in place by May 9, the official spokesman said.

The Principal Secretary appreciated the divisional and district administration, the Municipal Corporation and the TDC, Tourism, Information, Estates and other departments concerned for coordination.

Sena resents security fee

The executive members of Shri Ram Sena today expressed resentment against the state government for charging Rs 25,000 as security fee from persons, who come from other states, for distributing free langar to pilgrims during the Amarnath yatra.

While addressing a press conference here, Rajiv Mahajan, state president of the sena, demanded that the government should exempt from security fee those who wanted to give free langar to the pilgrims during the yatra.

He also demanded exemption from toll tax charged at Lakhanpur for such persons/parties.

Man detained on suspicion, freed

Jammu, May 7
The Special Operations Group swooped on a suspected Hizbul Mujahideen supporter, who later turned out to be innocent, here this morning.

Official sources said an SOG party nabbed a man at the General Bus Stand here during early hours. However, after questioning nothing objectionable was found against him. — TNS
