Too many of us on census duty to hit schools, say teachers
Jalandhar, April 24 Sandwiched between strict rules and regulations framed by the higher education authorities and involvement in the additional “hectic” non-educational exercise, teachers across the state claim that their duties in the census would affect studies in government schools. Recent statements by Education Minister Upinderjit Kaur that with the involvement of teachers in the census the quality graph of school education would dip, also strengthened the apprehension. Talking to The Tribune, Democratic Teachers Front president Bhupinder Singh Waraich said though teachers comprised just 22 per cent of the total employees in Punjab, about 75 to 80 per cent personnel on census duty are schoolteachers. “We raised the issue at a meeting with Deputy Director of Census Operations Madhav Sham. We demanded that this percentage be decreased to 25. In that situation, the Education Department would be in a position to spare teachers who are not directly involved in academic activities like drawing, music and sports,” said Waraich. However, the authorities rejected the claims of teachers. “On an average, each enumerator has to cover 150 houses in 45 days. It can easily be done even if an enumerator covers three-four houses a day. Moreover, the government is giving an honorarium, as all employees will collect data after their office or school hours,” said Joint Director of Census Operations K.S. Bhatanagar. When asked about an idea mooted by some quarters to involve unemployed youth in the census, Bhatnagar said, “We should not restrict the census to a few-month-long exercise. The nation has to formulate its policies for the next 10 years on the basis of this census. We cannot leave it in the hands of people who are not accountable to government authorities.” |

Wheat Procurement
Nawanshahr, April 24 He was here to take stock of wheat procurement arrangements at the grain market. “As our economy is based on agriculture, the need of the hour is to prepare a database indicating revenue being earned from the agriculture sector and the number of people involved in the occupation directly or indirectly. In a separate agriculture budget, there should be provision of spending on development of the agriculture sector in proportion to the percentage of population involved in agrarian activities,” Lakhowal said while talking to mediapersons today. He criticised the 3 per cent cess on sunflower and cotton seed, etc. which would ultimately put a burden on the farmers. Ironically, the cess imposed on farmers was meant for urban development,
he added. He said 87.22 lakh metric tonnes of wheat had been procured in the state till April 23 which was about one lakh metric tonnes more than the
previous year. Attributing the problem of slow lifting of the procured wheat in mandis to the shortage of labour, Lakhowal said there should be no panic over the issue as adequate arrangements were being made for accelerating the process. “Besides, efforts are being made to solve the problems like lifting, storage, anomalies in weighing of wheat permanently by setting up ultramodern warehouses made of steel. Such a warehouse has been set up at Moga and efforts are being made to extend this facility to each and every district for the convenience of farmers,” he said. |
