Bathinda, April 5 “All departments have been asked to send their proposals at the earliest to fill up the vacancies as we do not want the working of any important department to suffer,” said Sukhbir. Talking to this correspondent at the sports stadium, Bathinda, where he had come to take stock of the preparations for the semi-finals of the World Cup Kabaddi, Punjab-2010, scheduled for April 10, the deputy CM said he had taken the promotion of kabbadi as a challenge, which he had met by hosting the World Cup. When apprised that people are taking World Cup as an extravaganza by Sukhbir the ‘showman,’ he said, “No doubt I did my best to make the event successful but it is nowhere concerned with my publicity as I want the game, which is the pride of Punjab, to be promoted worldwide.” Speaking about the verdict of the UAE courts, under which 17 Indians including 16 Punjabis had been awarded death sentence, Sukhbir said, “It is a very serious issue and only the union government can take up the matter at the international level. Concerned over the issue, the chief minister of Punjab is going to meet the Prime Minister on April 7, where the matter will be discussed at length.” About the contingency plans to handle the protests if the PSEB is unbundled, Sukhbir parried the query saying, “This is a matter related to the chief minister, so he would be the right person to reply to it.” When questioned about the fate of his drive to check corruption in the revenue department, the Deputy CM said, “We have gained much success and soon it will be replicated in all major departments of the state government.” Sukhbir was on a whirlwind tour to assess development projects in Bathinda, during which he even took to task the officials of departments concerned. He visited various sites of the under construction development projects including railway flyovers and asked the officials to make sure that all projects are completed on the stipulated time. Meanwhile, he warned the officials that dilly-dallying would invite immediate action against them. “I have been monitoring all the projects, so never try to show your incompetence to others,” he clearly instructed the senior officials, while inspecting an under construction railway overbridge at the Badal road.

Bathinda, April 5 “Making strong efforts, the government should seek mercy for the 17 Indians, including 16 Punjabis, whom a UAE court has awarded death sentence for killing a Pakistani,” said Harsimrat. During her visit to a number of villages, Harsimrat held Sangat Darshan programmes where she listened to the grievances of people and handed over cheques worth Rs 48 lakh to the panchayats for various development works. She also inaugurated various projects, including the water works of village Gulabgarh, Kot Guru and Nangarh. —

Anganwari workers plan to gatecrash SAD’s Baisakhi bash
Bathinda, April 5 Daring the state machinery to scuttle their programme, activists of the union said they would not allow the SAD leaders to speak from the stage on that day where thousands of people are expected to gather. “Police can do nothing more than beat us up and lodge us in prisons. But we have already undergone such torture many times. So we have become immune to it,” said the state leaders of the unions while motivating their district and block level representatives to strengthen the move. Further, the agitating workers have chalked out details to start a chain hunger strike at the gate of the CM’s residence in Badal village. “Every day, delegations of 21-member from each block of the 10 districts in Malwa region will go and sit on hunger strike by rotation. The chain of hunger strike will continue till the chief minister finally implements the agreement reached with us,” said Hargobind Kaur, president of the Anganwari Mulazim Union. Giving a reason for the protest, she claimed that on November 10 last year, CM Parkash Singh Badal had accepted all their demands regarding a hike in their honorarium, implementation of reservation for them in ETT teachers’ recruitment and also for providing LPG burners at each Anganwari centre. About the recently condition of Anganwari centres highlighted in the media, Hargobind Kaur said, “The government gives a meagre honorarium and the centres are sans facilities but everbody expect that the centres should be run without any complaint, which is impossible.” “By stating that Anganwari workers are the daughters of villages, so they should run the centres in the right spirit, the ministers and bureaucrats concerned can not abdicate their responsibility. We are not capable of managing the centres with money from our own pockets. So, the government should come out of its deep slumber and provide us with facilities,” she said. |

Disability Pension
Chandigarh, April 5 With this, the Bench of Justice Adarsh Kumar Goel, Justice K Kannan and Justice Alok Singh has put to rest the controversy on disability pension entitlement of Army personnel suffering disability in accidents while on leave. So far, more often than not they were denied disability pension on the ground of not being on duty, while on leave. The assertion comes with a rider. The Bench has clarified the only exception is “when by the virtue of Rule 11 of the leave rules, he could not be deemed to be on duty, if he had not actually performed duty in that year”. The ruling came on a bunch of two petitions by the Union of India against two Army personnel. “In both cases, the disability had arisen through accidents during leave.” Speaking for the Bench, Justice Kannan asserted: “If the Army personnel were on duty and they suffer disability due to natural causes, the issue whether it was attributable to or aggravated by military service will be examined by taking the case of Army personnel as they were and examining whether it was intervention of the Army service that caused the disability…. “In cases where the injury that resulted in the disability was due to an accident, which was not due to natural, pathological, physiological or psychological cause, the question that has to be answered is whether the activity or conduct that led to the accident was the result of any activity that is even remotely connected to military service. “An activity of an independent business, or avocation or calling that would be inconsistent to military service, and an accident occurring during such activity, cannot be attributable to military service,” the Bench concluded.

Income Tax inspector, lawyer nabbed by CBI

Moga, April 5 Revealing this to The Tribune, Mahesh Aggarwal (DIG), Joint Director of the CBI, in-charge of the Chandigarh office of the Bureau said that inspector Ranjit Singh of the Income Tax department was harassing a property dealer Subash Sehgal for quite some time and allegedly demanding money from him through one Gaurav Kansal, a tax lawyer. The property dealer had alleged in his complaint that Ranjit Singh was demanding a hefty bribe to withdraw the income tax notices served on him. Singh had demanded Rs 50,000. However, the final deal was stuck for Rs 25,000 and the payment was made to him, today. As per the plan of the CBI to trap the inspector, the property dealer asked the inspector and the lawyer to come out of the office to a nearby tea stall and take the money. The packet was first taken by Gaurav who later handed it over to Ranjit and it was then that the CBI team led by Additional Superintendent of Police Karnail Singh nabbed them. “We have arrested both the inspector and the lawyer red-handed while taking a bribe of Rs 25,000 from the property dealer from outside the income tax department’s office and recovered the said amount from them,” he confirmed. Aggarwal said that the CBI team had also raided the house of the inspector at Mullanpur in Ludhiana district late on Monday evening and search operation was still going on when the news report was last filed. “At this moment, I am not in a position to give the details of the seizure,” he added. He said that the CBI had registered a criminal case against both of them under the prevention of corruption act in its office at Chandigarh and they would be produced before the special court of the CBI at Patiala on Tuesday. A high drama was also witnessed outside the Income Tax office as the inspector tried to escape from the spot but the vigilant CBI team overpowered him. The CBI was forced to drag him to their vehicle. Further, it has been learnt that during the investigations at the spot it has come to the notice of the CBI that a big nexus between the income tax officials and the tax lawyers as mediators to mint money from businessmen had been operational in the state for quite some time. |
Two youths killed in road mishap
Abohar, April 5 Four persons, including a sarpanch and his wife, who were travelling by a Tata Safari, sustained injuries as the vehicle rammed into a roadside tree while trying to avert collision with the same motorcycle, sources said. As per the details, the students, identified as Raman Kumar and Jitender Kumar, had left their house in village Dharangwala to appear in the Panjab University annual exams. They were the only sons of their parents. As they entered the highway, the AC bus that was on its trip to Malout allegedly hit the bike killing both on the spot. A Tata Safari van tried to avert collision with the motorcycle, went out of control and hit a roadside tree at the same crossing. A team from an NGO, Nar Seva Narayan Seva, rushed to the site. They dragged out the injured from the badly mangled van and shifted them to the Nehru Memorial Civil Hospital at Abohar. However, the doctors in the emergency ward referred three of them to Ludhiana. The police said investigation was in progress. Expressing shock over the mishap, DAV College principal Dr BB Sharma confirmed that Raman Kumar was appearing in BA part I exam of the Panjab University. The deaths have sent shock waves in the campus, he said. |

Canal water supply to Lambi
Abohar, April 5 Congress legislator Sunil Jakhar said the cash strapped state government had spared Rs 50 lakh to construct the cross-regulator to enhance water supply to Lambi, the home turf of the CM Parkash Singh Badal, even when it cried of non-availability of funds for de-silting the canal system during the last three years. The Congress has decided to file representation with the higher authorities regarding this, he said. —

Ferozepur, April 5 As per the information available, all these occupants of tractor-trailor belonged to village Ghoda Chak and Bhattiya in Mamdot block and were coming back from Dera Beas. The woman who died in the incident has been identified as Harbhajan Kaur. The injured were admitted to the civil hospital. An eyewitness said that the private bus was trying to overtake the tractor-trailer when the incident occurred. |

Man sets wife ablaze after murder, held
Abohar, April 5 Darvash, who suspected that his wife Sunita had illicit relations with someone living in the same village, allegedly hit an iron rod on her head. When she fell on the ground, the accused put her body on a stack of cotton sticks and set it on fire. Parsan Singh, SHO, Bhawala police station, said that when the police came to know about this incident, a police party was rushed to the spot. When the burning cotton stick stack was dismantled, the skeleton of Sunita was recovered. He said that the accused Darvash was working as farm assistant on the farms owned by a Chandigarh-based advocate. Sanjeev Kumar, kin of advocate, who was looking after the farm, informed the police about the incident. The skeleton was taken into possession and was later handed over to the mother-in-law and brother-in-law of Sunita, who were also living in the same village, for its proper cremation. He said that the accused, who had been arrested, had confessed that by burning the body, he wanted to destroy the evidence so that he could escape any police action. A case in this connection had been registered at the Bhawala police station under sections 302 and 201 of the IPC. |

Fazilka, April 5 Those who participated in four hours long dharna included Mohinder Partap Dhingra, senior leader of the BJP and chairman, local improvement trust, Mohinder Singh Rinwa, former Congress minister, Shushil Gumber, president, Bar Association and Satinder Singh Savi, municipal councillor, SAD (Badal). Besides, the representatives of the Kisan union, PSEB employees union, Nambardar union and various social organisations participated in dharna. These representatives also decided to continue their agitation till the state government led by the Chief Minister Parkash Singh Badal took steps to undo the injustice. Rinwa said that state government must understand the sentiments of the residents of this border area and hence must not change the physical character of this sub-division. Gumber said that memorandum had been submitted to the local bodies minister Manoranjan Kalia and MP, Ferozepur, Sher Singh Ghubhaya in this connection. He added that memorandum would be submitted to the Deputy Commissioner and other representatives of the state government tomorrow. A section of those, who addressed the dharna, said that first three sub-divisions of Muktsar, Abohar and Jalalabad were carved out of Fazilka sub-division. Instead of elevating its status to district level, the state government had now 46 villages of Fazilka sub-division attached with Arniwala police station of Jalalabad sub-division and Abohar sub-division and rendered it had one of the smallest sub-divisions of Punjab. Dhingra said that he would continue his fight to save the common interests of Fazilka. He said that he would take up the matter with the CM and others at personal level also. |

Two hurt in land dispute
Ferozepur, April 5 The brothers said that they had a dispute with Natha Singh for the last two years over a piece of land in village Mohrewala. Kataria said that last year, the court gave a decision in their favour following which the revenue officials with assitance of the police helped them to take over the possession of the disputed land to them. He said that today when they went to that land to check the standing crop, Natha Singh along with his accomplices allegedly attacked them with fire-arms. The police is investigating the matter. —
