Ferozepur, March 15 This is perhaps for the first time when a district magistrate has ordered a magisterial probe to verify the authenticity of action of VB ever since SAD-BJP alliance came to power in the state in 2007. On the other hand, the work in the offices of deputy commissioner, sub- divisional magistrates and tehsils came to complete halt today as the employees in the whole district observed a strike to lodge their protest against the arrest of their two colleagues in corruption case. Manohar Lal, General Secretary, DC Office Ministerial Staff Association, said that their strike would continue till the "injustice" done to Dharampal, superintendent (Grade-1) and Baldev Singh, Establishment Assistant (EA) was not corrected by the authorities concerned. The sleuths of VB caught Dharampal and Baldev Singh, red handed while accepting bribe from another employee Kulwant Singh in lieu of making payment of his dues. The action of VB triggered off a protest among the other staff members of DC office, who staged a dharna immediately after the incident on March 12. Though Yadav tried his best to sort out the matter on the same day after talking with senior functionaries of the VB in connection with arrest of two officials of his office, the efforts could not yield desired results. Manohar Lal pointed out that they would also be holding two hours demonstration daily till their demand to withdraw the "false" corruption case registered against two officials was not met. He alleged that VB officials did not follow the proper procedure before taking action against the two officials. He added that association had asked Yadav to institute a high-level probe into this incident so that truth could be brought to surface. Talwinder Singh, DSP, VB, who arrested both the officials, claimed that Rs 2,000 each was recovered from the pockets of shirts of both Dharampal and Baldev Singh, immediately after they took the same as bribe money from Kulwant Singh. Meanwhile, Gurjeet Singh, SDM, said that he had started the magisterial probe and had recorded statements of those concerned with the case today. |

Nanded Exp hits tracks, to chug in Malwa today
Bathinda, March 15 As per the railway sources, the Nanded-Sriganganagar Express (2485) was flagged off from Purna junction, about 31 km from Hazoor Sahib Nanded, on the intervening nights of Sunday and Monday. The train will reach Sriganganagar at 10.55 am on Tuesday after passing through altogether 18 stations en-route, including Hingoli Deccan, Washim, Akola, Malkapur, Khandwa, Itarsi, Bhopal, Bina, Jhansi, Gwalior, Agra Cantt, New Delhi, Rohtak, Jhakhal, Sangrur, Barnala and Bathinda. The 2485 left Purna station on schedule time on 0015 hours and is expected to reach Bathinda station at 8.10 am on Tuesday and will leave for Sriganganagar at 8.28 am. On its first return journey on Friday, the 2486 will leave Sriganganagar at 2.30 pm to reach Bathinda at 4.45 pm. The train will depart from Bathinda at 4.55 pm and reach Barnala at 6.01 pm, Sangrur at 7.02 pm Jhakhal at 8.00 pm Roktak at 9.57 pm and New Delhi at 11.20 pm. The train comprising 16 coaches including an AC one will cover 20 stations in its 33 hours journey, said senior divisional commercial manager, Ambala, Karn Singh, on Monday evening. The railway minister Mamata Banerjee had announced the train in the Rail Budget for 2009-10 tabled in the Parliament in July 2009. Discontentment was prevailing in the region due to delay in the introduction of the train. The commuters in the region have expressed mixed response to the new train. Expressing dissatisfaction, they said that the provision of stoppage of the train only in Bathinda would not serve the purpose of entire region. |

Sikhs plan flag off ceremony at Sriganganagar
Sriganganagar/Abohar, March 15 During a meeting held last night at Gurdwara Shri Guru Nanak Darbar, Sriganganagar, the Sikh Sangat resolved to decorate the train beautifully besides performing kirtan and running free kitchen (langar) at the railway station. Although the North Western Railway has not fixed any formal function, the community has decided to invite local MP Bharat Ram Meghwal and former PPCC president and ex-MP Virendra Kataria to flag off the train. Both were instrumental in getting the train operative. The volunteers of Shaheedi Sewak Jatha, Gurdwara Singh Sabha, Sukhmani Seva Society, Guru Nanak Dharam Prachar Committee, Gurdwara Amar Dass and Khalsa Seva Society etc will be assisted by students from different educational institutions in making the ceremony impressive. The followers of Sant Sukhdev Singh have offered to serve langar to the passengers at different railway stations. Children from Budha Johad, native place of Sant Fateh Singh will also join the function at Sriganganagar. Railway Passengers Association activists Gurparsad Behal and Bhim Sharma were among those present in the meeting that was convened by Tejinderpal Singh Timma. |

Antyodya Anna Yojna for families of HIV+
Bathinda, March 15 According to a survey report of the Punjab State AIDS Control Society, out of total 5,02,264 cases during 1993 to October 2009, about 17,820 persons were tested positive for HIV in Punjab. Earlier on March 26, 2009, considering a high number of HIV patients throughout the country, the Supreme Court had ordered to the Union government to include eligible Below Poverty Line (BPL) families of HIV positive persons in the AAY, a scheme for availing food grains at highly concessional rates. After receiving orders from the Union government vide number 13 (15)/2009-PD-III dated June 3, 2009, officials concerned of the department of food, supply and consumers affairs, Punjab, directed all departments concered, including deputy commissioners (DC), vide letter number 1344 dated July 24, 2009, to take action in this regard. The DCs forwarded the same to the district food and supply controllers (DFSC) and the district health officials. However, hardly any official took it seriously. Ironically, when this correspondent contacted some DCs and DFSCs, all were found unaware about the actual status of the scheme and tried to pass the buck on each other. Later, after going through records, they admitted their failure as they could not even identify HIV positive persons falling in the BPL category to cover them under the AAY. Majority of the officials, including DC Faridkot Vijay N Zade, DC Muktsar Varun Roojam, DFSC Ferozepur AP Singh and DFSC Bathinda Talwinder Singh assured to gear up the process soon. |

Cameras at entry points fail to serve the purpose
Bathinda, March 15 As per last year's plan, the Bathinda Development Authority (BDA) in collaboration with the city police had to guard all entry and exit points of the city with CCTV cameras. However, only four cameras could be installed till date and those too just at one point - the canal bridge. To display the activities captured on tape through the cameras, two LCD screens were installed, one at the Police Control Room (PCR) and the other at the SSP office. The system is reportedly incapable to record the camera shots. Due to this, the cops are finding it as a useless expenditure. Terming the zoom feature of the cameras faulty, the cops at the PCR find it tough to read the registration number of the vehicles moving on high speed. Seeking anonymity, some of the PCR cops disclosed that every other day, some snag occurs in the processor running the cameras and screens. It takes at least a day to get it repaired as the technicians have to come from Ludhiana, they added. Admitting faulty operation of the CCTV cameras, DSP (City) HPS Parmar said, "The cameras, if functioned properly, would have helped us a lot in tracing the crime, but without proper recording and zoom features, these have become mere showpieces." “We are trying to upgrade the system with some ultra-modern gadgets,” the DSP added. |

Police-public Meet
Abohar, March 15 Though the meet was organised with the motive that Chaudhary, who joined his new posting in the recent past, would have more access to commoners and would become more aware about their problems after having interaction with them, it witnessed heated exchange between Satpal Khariwal, chairman, Consumer Movement, Abohar and a section of members of ruling SAD (B) in the state. The situation became tense when the allegations levelled by Khariwal that a section of police officials had become a tool into the hands of ruling politicians and hence the police had been implicating them into false criminal cases, was strongly objected by Kaur Singh, senior functionary of SAD (B) and his associates. Kaur Singh and his associates alleged that Khariwal had been levelling such allegations for his vested interests only. They claimed that they were not involved in any kind of registration of false case against any one. On this both Khariwal and Kaur Singh and his associates started heated exchange and situation reached to point where SSP, Ferozepur, SPS Parmar had to intervene into the matter. Parmar requested all the participants that district police authorities had held a police-public meet to listen to the grievances of commoners and hence it should not be used for political ends. Rohit Chaudhary, IG, who addressed the meet for few minutes after this development, promised that redressal of grievances of people would be the main priority of the police authorities. Meanwhile, a section of participants raised the matter that theft cases were on rise. The participants also demanded that strength of policemen must be increased in Abohar area, which shared its border with Rajasthan, Haryana and Pakistan so that smuggling of narcotics could be curbed effectively. Parmar talking to TNS pointed out that police authorities were trying best to give justice to the people while maintaining the rule of law in the district. |

Body donation becoming a movement in Barnala
Barnala, March 15 “After the death of my father Brig Lal in September, 2006 we respecting his last wish of donating his body for medical research, donated his body to DMC medical college and hospital on the same day when he died,” said Megh Raj Mitter. “With our efforts, we have been successful in motivating people. Till date, we have been successful in getting more than a dozen of bodies in Barnala districts whereas more than 50 people have pledged to donate their bodies to DMC and more than hundred people have come to us to pledge to donate their bodies after death for research work.” “It really feels good that our efforts are bearing fruit as the body donation has become a movement in our district,” says Mitter, whose family has set a good precedent as the entire family has pledged to donate their bodies for medical research. After Brij Lal donated his body to DMC, Hamidi resident Kedar Nath Sharma body was donated to premier medical college on October 21, 2006. On November 11 the same year DMC got the body of Amarjit Singh, of village Jodhpur in Barnala. DMC got the body of village Khialikalan resident Gurtej Singh on December 11 the same year. Buti Ram's family, of Handiyaya, also donated his body after death on March 2, 2007. Village Kamalpura resident Jagir Singh's body was donated by his family on April 14 the same year. On May 4, 2007, when Maghar Singh’s family of Jodhpur village handed over his dead body to DMC. Says Dr Ajay, associate professor of Anatomy at DMC Ludhiana, “There are roughly 13-14 people from Barnala district whose bodies have been received at DMC which are used for research work. There are again roughly more than 50 people from the same district who have pledged to donate their bodies to DMC for medical research purpose. It has become difficult for us to accept more bodies during summer because of high temperature.” |
Woman accused of ‘forcing’ daughter into prostitution held
Moga, March 15 The plight of the young woman was highlighted in the news report "Man rescues sister 'forced' into prostitution by mother" published in The Tribune on March 12, following which, a criminal case under sections 366-A, 376 and 120-B of the IPC was registered against the mother of the woman,
Poonam, Charanjit Kaur alias Bhua, Preet, Keepa, Neeta, Sebi, Tari, all residents of Moga town, Swaran Singh and one unknown sarpanch of a village of Ludhiana district. Talking to The Tribune Ram Singh SHO of the city police station (south) said that both the accused were produced before a local court, which has again handed over them to the police on a two-day remand for further investigations into this sex
scandal. Gurmeet Kaur had stated before the police that she was not involved in pushing her daughter into prostitution, rather, she always advised her to go back to her in-laws house and live with her husband. Meanwhile, Charanjit Kaur alias Bhua while talking to The Tribune alleged that an influential person of the town locally known as a 'police tout' was demanding money from her on the name of police officers and when she refused to pay the money her name was unnecessarily dragged in this case. The old woman said that she would reveal all the facts before the police at the appropriate time. On the other hand, a police official revealed that during preliminary investigations it came to light that the 'internal feud of pimps' has cropped up names of most of the alleged accused persons named in the FIR and thorough investigations into this case could lead to many clues of prostitution centres running in this town. When the news report was last filed it was learnt that the police has also detained Jagsir Singh, brother of the victim, who rescued her in a different case pending against him. A local court has recently issued warrants against him in a case of liquor smuggling. |

Foetus found in Fazilka
Fazilka, March 15 According to the FIR lodged with railway police, Fazilka, by Rahul Kumar, resident of Dhingra colony, children playing near the Salemshash railway crossing noticed something suspicious covered in black polythene bag. When he (Rahul Kumar) and his friends went there they saw a foetus lying there. The foetus was appeared to be of 5 to 6 months old. It is suspected that any unmarried girl might have thrown the foetus after getting her pregnancy terminated from some one. The police on the statement of Rahul have registered a case under section 318 of the IPC against an unidentified woman. Railway police sources said that the foetus would be handed over to the health department authorities for further investigation. Senior medical officer Civil Hospital Dr Y.K.Gupta said that the foetus would be examined. He indicated that the same could be sent to Government Medical College, Faridkot for minute study. |

35 bags of poppy husk seized
Bathinda, March 15
Afraid of being nabbed, two persons on board the truck jumped out and fled by boarding a black scorpio following the truck. On checking the truck, officials found it to be loaded with poppy husk. They informed the Sangat police. On reaching the spot, the police nabbed the driver, Sandeep Singh of Har Raipur village and seized the truck. Confirming details, SHO Sangat Sandeep Singh said the accused had been arrested under the NDPS Act. He added that the operation was on to nab the other person. The SHO said the entire quantity of poppy husk was to be delivered in Bathinda district. |

Truck driver found killed
Bathinda, March 15 Giving details, the uncle of the deceased, Mehar Singh, who is also Sarpanch of the village, said Gurtej was recently employed as driver of a truck belonging to Manjeet Singh. They had loaded the truck from Gobindgarh on March 4 and had left for Nagaur. "On March 7, Manjeet called up and informed us that Gurtej jumped out of the moving truck and fled without giving any reason. We doubted the statement but had no option as Gurtej's phone was not approachable," said Mehar. "However on Sunday (March 14), we tried his phone again and it was attended by the SHO of the Sujan Garh police station. The cop informed that Gurtej was found killed in roadside bushes. We brought the body here but the police did not act in the justifiable manner and we had to lodge a protest," he alleged. Acting upon the statement of the deceased's kin, Kotfatta police booked Manjeet under sections 364 and 302 of the IPC. However, the accused was at large till filing of the report.
