Haryana to train forensic experts
Ambala, March 7 Stating this to The Tribune today, Dr Garg said the training would be of one-month duration and HCMS doctors would be imparted training in proper examination of rape victims. The doctors would be given a kit for the purpose, which among other things, would also have proforma of questions and guidelines that they have to keep in mind during the medical examination of rape victims. The meeting was attended by SK Dhapparwal, from the Rohtak, PGIMS, and professor in the forensic medicine department in the PGI, Rohtak, and Dr Dalbir Singh of the PGI, Chandigarh, among others. It has been observed in general that female doctors often hesitate to examine rape victims and avoid giving frankly medico-legal opinion in the courts of law, which may give undue benefit to the accused of this heinous crime against women. A body of forensic medicine experts and medico-legal consultants told The Tribune that this might be due to the fact that female doctors were not properly trained for examination of rape victims and at the same time, for the embarrassing cross examination by male defence advocates in the courts of law. The body said the Punjab and Haryana High Court had already directed Punjab, Haryana and the Union Territory of Chandigarh to ensure that male doctors were not assigned the job to conduct medico-legal examination of rape cases and that the directors of health services should issue directions to all doctors working under their supervision and control to the effect that as and when a victim was produced before any doctor for her medico-legal examination, the same should be examined only by a female doctor or under the supervision of female registered medical practitioner. This had also been held by the Supreme Court in State of Punjab versus Gurmit Singh case of 1976. The doctors dealing with rape victims must give due respect to the provisions of Section 53(2) of the Criminal Procedure Code and that the Punjab State Women Commission had already given instructions banning examination of rape victims by male doctors, said Dr DS Bhullar, president of the Punjab Academy of Forensic Medicine and Toxicology. When contacted, Dr Bhullar said in fact the Punjab Academy of Forensic Medicine and Toxicology (PAFMAT) had gone a step further that these cases should only be dealt by female public prosecutors and female defence lawyers, by submitting a memorandum to the Punjab State Human Rights Commission few months back. |

Dr Vandana Mehra, associate professor, department of education, Panjab University, said: “The problem of environmental degradation is a global issue and the role of teachers is imperative. Threats to human survival comes from inter-related problems like increasing population, ozone depletion, deforestation, release of harmful gases in the atmosphere, increasing global warming, air pollution and rapid depletion of natural resources.” |

Guest teachers stage dharna
Ambala, March 7 Rajinder Singh Shashtri, general secretary of the Guest Teachers’ Association, alleged that though they had been working for over five years, they had never been promoted. They said the Haryana government had not formulated any transfer policy for the guest teachers. The demonstrators demanded that the government should formulate transfer policy, ensure promotion for teachers and spell out their other service conditions. They also submitted a memorandum to the commissioner, Mohinder Kumar. Rajinder Singh Shashtri said in this connection a big state-level rally would be organised at Rohtak on March 28. |

HMT employees to protest in Delhi
Kalka, March7 On the directions of the coordination committee, hundreds of employees of HMT would go to Delhi for a peaceful march to Parliament on March 8. Official sources of the HMT said due to the apathetic attitude of the authorities concerned, the HMT was on the verge of closing down. If some special package was not given to it, it would not be able to survive, they added. |

Woman molested by neighbour
Chandigarh, March 7 Around 11.45, someone rang her doorbell, to which she did not give any response. A little while later, one Jagroop Singh, alias Jupa, a resident of Pushpak in her vicinity, barged into her house after breaking open the front door. Jupa is brother-in-law of his husband’s friend Dharminder Yadav and was a frequent visitor to their house. He came to her bedroom and started forcing himself upon her. She raised an alarm and he tried to gag putting his hands on her mouth. In the process, her lip was badly torn and she started bleeding. Hearing her cries, her neighbours came for help. However, Jupa managed to flee after threatening to kill her. The police reached the spot and shifted the woman to the Sector 32 Government Medical College and Hospital. In her complaint, she maintained that since she could not speak due to the injuries on her lip, she gave her statement a day after the incident took place. Demanding action against the accused, the victim said Jupa had tried to rape. The police has registered a case under Sections 323, 354, 348 and 506 of the IPC.
Gambling
The police has arrested Vishal Sharma of Sector 7 and Sumer Singh of Rajiv Colony, Panchkula, from different places in Mani Majra for allegedly indulging in gambling. The police also recovered Rs 2,100 and Rs 2,200, respectively, from their possession. Two separate cases have been registered.
Vehicle stolen
SK Sethi, assistant general manager, State Bank of India, reported to the police, alleging that his Maruti car (PB-07-G-3433) was stolen from the free parking area in Sector 17 on March 4 in the morning hours. In another incident, Ranjit Singh of Sector 20-C reported that someone had stolen his bicycle from the Sector 43 ISBT on February 8. |

Cyclist killed in accident
Zirakpur, March 7 The incident took place when Amar Singh was moving towards Zirakpur from Baltana on his cycle. While he reached near the K-Area, the car that was coming from Panchkula side hit him from behind and he fell on the road side. A passer-by immediately called the police and moved the victim to Dera Bassi Civil Hospital where doctors declared him dead on arrival. The car driver, however, managed to flee from the spot. Amar Singh is survived by his wife and two daughters. A case has been registered against the driver of the car.
Drugs seized
The narcotics wing of the Mohali police seized 44 strips of capsules and 80 bottles of cough syrups from Sushil Kumar, near Nadha village. The suspect was bringing the drugs in a Maruti car (CH 03 1368).
Theft
In another case, the police arrested three women — Sheela, Asha and Asha Rani — for stealing electricity wires worth Rs 45,000. The police has registered a case under Sections 379 and 411 of the IPC.
Couple hurt in mishap
Rajpura: A couple from Tamil Nadu, on a cycle expedition to tour the country, met with an accident near Rajpura and sustained serious injuries. The injured have been identified as Layan K Chitra and Layan K Kirpa who were on their way to Amritsar on cycles. The accident took place near Basantpura village. The injured were rushed to the Civil Hospital, Rajpura, and then to a hospital in Patiala. They were said to be in a serious condition. In yet another incident, Ramesh Kumar of Rajpura got injured in an accident on the Rajpura - Patiala road. A car coming from Patiala side hit him. The police has registered a case. |

City’s Sujjan Singh triumphs
Panchkula, March 7 It was Sujjan Singh’s maiden professional trophy which carried him to the top of the PGTI order of merit with a win and two top 10s in three matches played on the pro circuit. Sujjan pocketed a cheque of Rs 6,46,600 after making a par on the first play-off hole (18th) with Rohana missing a 10-ft putt for par in the play-off. Earlier, Sujjan Singh and Anura Rohana had tied for the top slot at regulation time with identical scores of seven under 281. Sujjan Singh showed tremendous resilience after being down in the dumps with a nine-down score on the par-four seventh hole on the second day of the tournament when he was tied 12th. He bounced back with the best card of 66 on the third day to occupy the fourth place. Sujjan Singh sank four birdies and conceded an equal number of bogies to be par 36 at the turn. On the other hand the Sri Lankan fired an eagle on the eighth after bogeying the fourth for a one under 35 in the first nine. Another bogey on the 10th saw the city golfer trailing by four strokes. But Sujjan then fashioned a miraculous turnaround firing birdies on the 12th and 17th even as Rohana stumbled with bogeys on the 14th and 15th where he hit some ordinary drives. Sujjan birdied the 12th and followed it up with a 20-ft birdie putt from the fringe on the 17th. The two made par on the final hole for the play-off. Sujjan was in trouble when he hit his drive into the rough during the play-off. However, he swung the match in his favour with an astonishing third shot (lob wedge) from 65 yards that landed six inches from the hole. Rohana lost out in the play-off as he three-putted from 60 feet for a bogey. Sujjan, who has Rs 9,18,900 from three outings, said: “This is like a dream come true. It will take time to sink in. This tournament was like a rollercoaster ride for me since it had too many ups and downs. I dedicate this win to my parents.” He added: “I kept my calm throughout the week and was very patient. That’s how I managed to recover from many tough situations. I knew I had to make par on the 18th during the play-off and I hung in there despite finding myself in the rough. The third shot was just unbelievable. I also made a very crucial 20-footer for birdie on the 17th. Keeping the ball in play was the key for me this week.” He further said that, “The years of hard work now seem to be coming together. I think my stint in the US last year has helped me a great deal. I played some professional events there and have benefited a lot from that experience. I also worked on my game during the winter and that too has had the desired effect.” Rohana, who made an eagle and three bogeys in the final round, said: “This is my best finish on the Aircel-PGTI so far and I will take a lot of heart from that. I had my chances after I made eagle on the eighth but just could not drive home the advantage as a result of some average driving.” Harmeet Kahlon of Chandigarh and Kolkata’s Raju Ali Mollah finished a distant tied third at three under 285 while Feroz Ali Mollah was fifth at one under 287. Mukesh Kumar ended tied 10th at two over 290 and Gaurav Ghei claimed tied 13th at four over 292. Panchkula, March 7 Amar Jit Kumar, who was declared the man of the match, took five wickets for only 11 runs and scored quick fire unbeaten 46 runs in just 22 balls, including seven hits to the fence. After winning the toss, ICICI Bank decided to bat first, however, the team got an initial blow as Rakesh Mehta was found short of the crease to a direct hit by captain Amar Jit Kumar. Thereafter, a partnership of 61 runs between Baljit Kalsi (38) and Akul Juneja (26) steadied the ship as ICICI Bank crossed the 100-run mark. However, introduction of spin in the form of left arm spinner Amar Jit Kumar not only stopped the flow of runs, but he also scalped five wickets for just 11 runs. Pankaj Uppal bolstered the total with quick fire 32 runs which included two sixes. ICICI Bank were all out for 143 runs in 24.2 overs. Chasing the target, Godrej & Boyce-XI team got off to a fine start as their openers Harminder Bawa (38) and Vaneet Chawla (29) were involved in partnership of 62 runs in 10 overs. Dell XI to meet Vampire XI in final
Chandigarh, March 7 Dell XI would now face Vampire XI in the final on March 14. Dell XI won the toss and invited Samsung XI for batting, which failed to face the tough line and length bowling of the opposing team and was bundled out for just 117 runs. Medium pacers for Dell XI wrecked the innings of the Samsung XI and did not allow any liberty to score. Abhisek, Ankur and Ravinder scalped two wickets each. For Samsung XI, its captain Subhan Rana was the only batsman who faced the Dell XI bowling with some courage and scored 30 runs. Chasing the winning total, Dell XI did not face any problem in achieving the target and scored 118 runs for the loss of six wickets in 18.4 overs. Abhishek 37 not out, Rajay 32 not out were the top scorers for their team.
