Four injured in mishaps
Accidents on rise due to dense fog

The number of accidents has increased many folds due to dense fog on the GT Road at Rajpura and Fatehgarh Sahib.

Apart from chaos on roads, fog has taken its toll on commuters’ lives and two persons have lost their lives and a dozen others received injuries in different accidents during the past few days in Fatehgarh Sahib, Rajpura and nearby Samrala town.

Commuters rue that they have been facing problems with the heavy vehicles, especially the trucks, which are usually parked at the wrong side on the GT Road and at link roads during the wee hours or late at night.

Didar Singh, an FCI employee, who was on his way towards Rajpura after duty hours late last night, fell on the road due to fog near Pilkhani village on the Rajpura-Sirhind road. He was driving a scooter and failed to locate a turn on the road. He was rushed to the Civil Hospital, Rajpura, and was discharged after treatment. In another accident that took place on the Rajpura-Patiala road, Sadhu Singh and Jagdish Singh, both residents of Rajpura, met with an accident after their car collided with a speeding truck due to dense fog this morning. They received serious injuries and were rushed to a hospital.

In yet another accident a truck loaded with husk fell off the road near the Mulepur Police station in Fatehgarh Sahib this morning. The truck driver and the cleaner received injuries in the accident and were undergoing treatment at the local Civil Hospital.

Yesterday an international kabaddi player lost his life in an accident near Samrala after his car skidded off the road and rammed into a tree. Two others, who were travelling in the car with him, also received injuries in the accident.

The daily commuters plying between Rajpura, Sirhind and Chandigarh alleged that wrong parking by trucks and encroachments have increased accidents during these days. They also complained that lack of traffic police officials on the GT Road also created chaos.

Senior police officials here admitted that the number of accidents had increased in the area due to fog and would be controlled in the coming few days by creating awareness among commuters.

‘Ropar to develop as educational hub’

With premiere educational institute like IIT, the district is on its way to become an educational hub. Ropar deputy commissioner Priyank Bharti said this while interacting with mediapersons here today.

He added that while around 500 acres had been given to IIT, the state government was mulling a plan to approve a special economic zone (SEZ) for the IT sector.

Earlier, government had conducted talks with Dhirubhai Ambani Group that was interested in setting up information technology institute, but the plan was later shelved.

“Talks are on and meetings have been conducted to invite IT companies to set up area as SEZ,” Bharti added.

He said by the time IIT first batch would be in third year, companies would start visiting for recruitments. “For early absorption of students, setting up IT avenues in Ropar and adjoining areas would be priority. Also, the land rates here are lesser than that of Mohali,” Bharti said.

This year there would be construction of IIT Punjab building at Birla farms as well as the projects of Kurali-Kiratpur Sahib and Sirhind Canal Bridge would be completed, he added.

“We are working on a plan to rehabilitate persons affected with the widening of Kurali-Kiratpur Sahib National Highway,” he said.

He added that the work of Ropar main bypass and mini bypass would be started soon. “Both these projects would be completed by December,” he asserted.

Khalsa Heritage Project at Anandpur Sahib would also be inaugurated this year, while ITI at Anandpur Sahib, too, would be completed.

Bharti asserted that the theme park at Chamkaur Sahib, lying incomplete for the past several years, too, would be revived.

DC orders reduction in noise pollution

The Deputy Commissioner of Ropar, Priyank Bharti, today said the increasing noise pollution in the district would be reduced by taking stringent action against those who created noise during night hours and early in the morning.

He urged the religious places not to use loudspeakers early in the morning or during late hours so that students preparing for exams were not disturbed.

He passed orders to marriage palaces, sound services and those performing cultural programmes not to raise volume of loudspeakers between 10 pm and 6 am.

Erring ration depot holders to face action: DC

Adopting a very strict stand against alleged irregularities being committed by ‘fair price shops’ (ration depots), the city administration has announced in future the licence of any depot not adhering to government regulations would be cancelled.

Underlining the need to streamline the public distribution system (PDS) and ensure people do not face any harassment, deputy commissioner Deepinder Singh stated any ration depot holder failing to comply with the prescribed norms would have to “face the music”. He was presiding over a meeting of the advisory committee of the DC social security & welfare department.

Later , while speaking to The Tribune, Singh said it had come to his notice that the public had to face frequent harassment at the hands of ration depot holders. He added the administration would be conducting surprise raids besides maintaining a strict vigil to ensure proper functioning of the PDS in the district.

“Presently it has come to light that ration depot holders do not adhere to the opening and closing timings for their shops. Besides, many depots remain open only for a day or two in the week. This is gross violation of the rules and we’ve decided to take stringent action against those found flouting the norms in future”, he said.

The DC further stated every ration depot in the district will have to remain open from Tuesday to Sunday and the only offday would be on Monday. He added the timings of these depots would be from 9 am to 1 pm and from 4 pm to 7 pm.

“We’ve also been informed that instead of giving kerosene oil to ration card holders, some of the depot holders indulge in black marketing of the fuel. Strict action would be initiated against any depot indulging in such an unhealthy practice”, Singh asserted.

Taking cognisance of complaints by consumers who apply for new LPG gas connections that they are often forced by agencies to buy a gas burner and other accessories at exorbitant rates from them, the DC said: “If the administration receives any such complaint, immediate action would be initiated against the erring gas agency”. He also issued directions to the LPG agencies in the district to put up a board displaying available stocks with them outside the agency while the distribution of LPG cylinders is in progress.

Meanwhile, Singh has also issued strict instructions to DSPs/SHOs of all areas to convene meetings with the owners of wedding halls and ask them to ensure there is no “festive firing” of guns during any function or party. “We have also given directions for installation of CCTVs at wedding and banquet halls”, he added.

Differently abled walk the ramp

“Ray of Hope”, programme for mentally challenged which is being organised by United Artists, Patiala, under the chairmanship of Nancy Ghuman, joint secretary, began today at Central State Library, Patiala.

Manjit Singh Narang, commissioner of municipal corporation, Patiala, was the chief guest. He said there was a time, when people used to have negative notion about these children, but due to the efforts of social organisations people’s belief was changing.

He further said people should come forward to help these children for getting right place in the society.

Fashion show by these children was the main attraction. Moreover, children presented their own choreography. Ved Parkash Gupta, former chairman of PRTC, Punjab, Sant Baba Mohan Singh Ji Baran Wale, Surinder Kaur Grewal, former chairperson, Women Commission Punjab, and Rupinder Kaur Ghuman, joint secretary of the Red Cross Society, Patiala, were also present.

As many as 250 children are participating in the event. Dr Jaspal Singh, Vice-Chancellor of Punjabi University, will give the prizes tomorrow.

2 men found dead in Ambala

Ambala, January 4
Two persons were found dead here last night. A police official suspected they died due to cold wave, but it would be confirmed after conducting the post-mortem tomorrow. The bodies of the deceased have been kept at a local hospital, he added.

The deceased were identified as Joginder, a resident of Mullana village, and Jagir, a resident of Tepla village. They were working at a sweets shop.

The police said it got information this morning that two men in their mid-fifties were found dead at the shop at Jagiwara. The two had returned from a marriage function last night after completing their work.

Family members of the deceased demanded the post-mortem of the bodies and proper investigation into the matter.

SSP told to ensure investigating officers’ presence

The Punjab and Haryana High Court has asked UT Senior Superintendent of Police (SSP) to ensure that investigating officers are present in the courts in cases with Chandigarh as a party to the litigation.

Justice Ranjit Singh also directed “the SSP to ensure the presence of counsel, who are to appear on behalf of Chandigarh, by submitting the information to the counsel concerned well in advance”.

The directions, expected to go a long way in cutting down the delay due to non-availability of the investigating officer or the counsel, came on a petition filed by BC Jain, another petitioner against UT and another respondent.

The petitioners had sought the quashing an FIR registered against them in a cheating case registered under Sections 420 and 120-B of the IPC, on the grounds of a compromise in a land deal.

During the hearings, no one appeared on behalf of the UT on some dates. Accordingly, the SSP was directed to appear in person “and explain the position as to why the UT had gone unrepresented, and also absence of the investigating officers, which was hampering the disposal of the cases”.

As the case came up before Justice Ranjit Singh, advocate GS Chahal, appearing for UT, informed the court that the SSP appeared before Justice Augustine George Masih, believing the matter would come up for hearing there.

Justice Ranjit Singh observed: “Since the prayer is for quashing the FIR on the basis of a compromise, there would hardly be any need to summon the SSP. However, he would himself look into this aspect and ensure that the investigating officers are present when the cases are taken up where UT is a party.”

Before parting with the orders, Justice Ranjit Singh asserted: Since the matter has now been resolved through compromise, no useful purpose would be served in allowing the prosecution to continue. It will only lead to wasting the time of the court. The present petition is accordingly allowed. The FIR, No. 68, dated March 13, 2006, registered under Sections 420 and 120-B IPC at Sector 36 police station and all subsequent proceedings arising there from are hereby quashed”.

2 held for drinking at public place

The police arrested two persons for consuming liquor at public place in various parts of the city.

Venus Mittal and Deepak Goyal, both belonging to Factory Area in Patiala, were arrested separately on charges of consuming liquor at public place in Sector 8 here on Sunday evening.

Two cases have been registered against the accused.

Gambling

The police arrested Sunil Kumar of Sector 25 from Ganesh Market, Sector 24, and Babla Kumar of Naya Gaon from dhobi ghat in Sector 24 on Sunday evening while indulging in gambling at public place.

The police recovered Rs 1,560 and Rs 2,140 from their possession, respectively. Two cases have been registered.

Stolen

Vikas Malik of Sector 7 reported that his mobile phone was stolen from his residence on Sunday. A case of theft has been registered.

Two killed in mishaps

A youth was killed while another was injured when a vehicle rammed into their motorcycle in a hit-and-run case last night. In another accident, a pedestrian was killed after being hit by a car.

The police said an unidentified vehicle rammed into a motorcycle on the road separating Sectors 41 and 42 around 8:40 pm last night.

There was no electricity on the road and the driver of the vehicle, taking advantage of the darkness, sped away. Ram Niwas of Sector 41, who was driving the motorcycle, was wearing a helmet while 27-year-old Dheeraj of Dadu Majra Colony, who was riding pillion, had a helmet in his hand.

Both fell on the road and Dheeraj suffered severe head injuries. They were rushed to a hospital, where Dheeraj was pronounced dead on arrival. He was unmarried and had been working on a contractual basis with the BSNL.

In the second mishap, 19-year-old Anshu of Hisar, a student of the CSIO in Sector 31, was run over by a speeding car near the Tribune Chowk on Sunday afternoon. He was rushed to a hospital, where he later died.

Sukhpal Singh of the Police Colony, Sector 20, reported that the driver of a Wagon-R car (HR21D-9999) sped away after ramming his vehicle into his car and then ran over Anshu. Two separate cases of causing death due to rash and negligent driving were registered.

Man booked for forging documents

The police today registered a case of cheating and forgery against Rajesh Chauhan on charges of furnishing fake documents for obtaining a job of auction recorder at the market committee.

Sources in the police said the investigators found that the accused had obtained the job by submitting fake documents. He was reportedly facilitated by Devinder Singh Babla and others in getting the job.

The police said Chauhan was the brother of Anju, who was a family friend of Babla. The case had been registered at the Sector 26 police station.

In today’s matches, Atanu Lahiri and Ram Parkash beat Souvik Chakraborty and Yashpal Arora, while Puneet Jaiswal beat Arvinder Preet Singh to top the table with five and half points each.

Unseeded Vaniya stuns Rashmi

Unseeded Vaniya Dangwal stunned Rashmi Teltumbde by defeating her 6-0, 7-5 in the girls’ first-round match of the ITF Grade 3 World Ranking Tennis Tournament, being organised by Chandigarh Lawn Tennis Association, at the CLTA Stadium here today.

Also, Laura Deigman (Great Britain) prevailed over Parminder Kaur (India) in three sets 6-2, 1-6, 6-1.

In another match, Natasha Palha (India) registered a hard-fought victory over left-handed Rosalie Van Der Hoek (Holland). Natasha kept her cool at the centre court to win the match 7-5, 7-6 (5). At times, Van Der Hoek looked unhappy at a few disputed calls.

In the boys’ first-round match, Rakshay Thakkar (India) shocked sixth seed left-handed Chieh-Fu Wang (Taipei) 7-6 (1), 6-3. However, Ting Yu Chuang (Taipei) recorded an easy victory over qualifier Vishwesh Sinha (India) 6-3, 6-1.

Rajat Maheshwari (India) staged a fine rally to oust A Mukhamed (Uzbekistan) in three sets 1-6, 6-4, 7-6 (6).

Down by one set Kunal Anand (India) also rallied to end the challenge of Aziz Yuldashey (Uzbekistan) 3-6, 6-2, 6-4.

Punjab lads win cricket title

Displaying fine batting and bowling skills, Punjab lads won the U-14 Cricket Championship during the 55th National School Games held at Mumbai from December 22 to 26.

They won all seven matches with huge margins. Chandigarh won the second place whereas Uttar Pradesh finished third.

Coach Kanwaljeet Singh and Jugraj Singh who accompanied the team said it was rare for a team to win all matches in the tournament. They expressed happiness at the performance of their team.

Of the total 16 players in Punjab team, eight were from Patiala. Anmolpreet Singh of Multipurpose School, who was the skipper of the team, won the man of the match award in the final against Chandigarh and was also declared man of the series. Mandeep Inder Bawa was declared best all-rounder.

Handball meet

Department of sports, Punjabi University, Patiala, will organise the North-East Zone Handball (men and women) Tournament from January 5 to 9 at Raja Bhalendra Singh Stadium on the university campus.

Dr Rajkumar Sharma, sports director, said 42 university teams in men and 39 university teams in women section would participate. Surjit Singh Rakhra, former MLA and chairman, district planning committee, along with Dr Jaspal Singh, Vice-Chancellor of the university, will inaugurate the function tomorrow.

Trials would be organised by Baseball Association Chandigarh (BAC) to select the team for the 6-day 24th Senior National Baseball Championship being held from January 12 at Jajpur (Orissa).

In a press release here today, TR Kalia, general secretary, BAC, said trials would be held at Punjab Engineering grounds in Sector 12 on January 5 at 10 am.
