Bharat Singh Beniwal, the Congress candidate for January 20 byelection for the Ellenabad Assembly seat, got the approval of the Congress high command late last night.

Earlier, the Haryana Pradesh Congress Committee (HPCC) had recommended Beniwal’s name to the party high command.

“Beniwal will file his nomination papers on December 30,” said Ved Parkash Vidrohi, spokesperson for the HPCC.

“Union Minister and AICC in charge of Haryana Prithviraj Chauhan, Chief Minister Bhupinder Singh Hooda, HPCC president Phool Chand Mullana and Sirsa MP Ashok Tanwar and several other senior leaders of the party will be present on the occasion of filing of nominations by Beniwal,” he added.

Beniwal contested the first election of his political career in the 1991 elections to the state Assembly from the Darba Kalan seat.

Initially, former Chief Minister Om Prakash Chautala filed his nominations against him but later his covering candidate Mani Ram Roopawas contested the poll against Beniwal as former Deputy PM Devi Lal directed his both sons Chautala and Ranjit Singh to withdraw from the contest from Darba Kalan and Rori, respectively.

Beniwal lost that election to Roopawas.

Beniwal contested his second election in 2005 and defeated Vidya Beniwal of the Indian National Lok Dal by over 11,000 votes from the Darba Kalan seat.

The Darba Kalan Assembly seat was abolished in the last delimitation and half of its villages were merged in the Ellenabad Assembly seat.

The Ellenabad seat, which was reserved for the Scheduled Castes before the delimitation, was made open for all categories and its demography was also changed by taking away some villages and the Rania town to carve out a new Rania Assembly seat and including over 35 villages of the erstwhile Darba Kalan constituency in it.

In the first election held after delimitation on October 13 this year, Beniwal contested against INLD supremo Chautala but lost the battle by over 16,000 votes.

However, what went in favour of Beniwal while deciding his nomination was the valiant manner in which he contested the October Assembly elections against Chautala and despite a strong pro-INLD wave in Sirsa district managed to get over 48,000 votes.

Besides, Beniwal is the only Congress leader in the constituency who has a strong network of committed workers.

With Chautala’s younger son Abhey Singh most likely to be nominated by the INLD and Beniwal being fielded by the Congress again, an absorbing contest is on the cards for the bypoll.

“The SBP has already initiated a new revolution in Haryana and is striving to provide corruption-free and clean politics to the people,” said Agarwal.

He maintained that people of Haryana were fed up with the problems confronting them and the successive governments had failed to address these problems.

He said all state-level leaders of the party would be present on December 29 when Kusum Chaudhary would file her nomination papers.

Ruchika Case
AIDWA, DYFI hold demonstration

Local units of the All-India Democratic Women Association (AIDWA) and the Democratic Youth Federation of India (DYFI) today held a demonstration against the alleged unholy alliance between political leaders and the bureaucracy in handling the Ruchika case.

Activists of the AIDWA and the DYFI assembled near the local Shiv Chowk and burnt an effigy of “unholy alliance of leaders and police officers”, who provided protection to retired DGP SPS Rathore, who has now been convicted in the Ruchika molestation case.

“We demand that a case of abetment to suicide be registered against Rathore and he should be tried again in a fair manner. We also demand that all post-service benefits being given to Rathore be withdrawn forthwith,” said Balbir Kaur Gandhi, president of the district unit of the AIDWA.

She alleged that the sentence of six months’ imprisonment given to Rathore was nothing but mockery of the Indian judicial system.

She demanded that all those who protected Rathore should be brought to book irrespective of the fact at which position in politics or public life they were placed.

RTI revelation: MC ‘dumps’ equipment worth lakhs

Equipment and machinery worth several lakhs purchased by the civic body here has either gone out of order or had been lying unused on the premises.

These include a JCB machine costing Rs 12.90 lakh, which has been “dumped” within just five years of its purchase.

This was revealed when the civic authorities supplied information in response to an application filed under the RTI Act by a local resident.

The applicant identified as Ravinder Singh Rathi of the Sarvahit Sangharsh Samiti, an NGO, who visited the site where the JCB and other machinery has been “dumped” by the civic body officials, alleged that funds to the tune of several lakhs had gone waste in wake of poor upkeep and maintenance by the department.

This perhaps had been an example of the alleged corruption and wastage of the hard-earned public money as the equipment that ought to have been fit and in working condition had been dumped as waste or unused.

Rathi had moved his application under the RTI Act on December 8 seeking information about the vehicles and equipment purchased by the Municipal Council in the period between 2000 and 2009. He said he was told through a letter dated December 14 that a JCB machine was purchased by the civic body at a cost of Rs 12,90,500, but it was now lying out of order on the civic body premises. The civic authorities informed him that they also purchased two Swaraj Mazda vehicles (LCV), three autorickshawas, 181 handcarts and 26 containers for lifting and disposal of waste and other items during the daily work. While one of the Swaraj Mazda is in working condition, a majority of other equipments, including the autorickshaws, have been parked as unused or in unfit condition.

As per the details provided to the applicant, it is claimed that the JCB shows only 687 km on its dashboard metre, while several works have been shown in the logbook of the machine.

The civic officials had also purchased 100 wheelbarrows worth Rs 3 lakh, but several of these were later auctioned by the body, alleged the applicant.

He claimed that the officials failed to give details of mobile toilets purchased by the committee officials in this period, as he said the authorities told him that the file was not available. One of the autorickshaws lying there had covered just 2,997 km, while the other two had covered 280 and 186 km, respectively.

The dashboard meter of one of the Swaraj Mazda vehicles lying as dumped shows that it had covered 1,111 km, claimed Rathi.

He said he would approach the higher authorities if other details sought by him were not provided by the civic body in the stipulated time period.

Politicians ignoring parallel cinema: Film director

“No party or politician considers it viable to promote parallel cinema highlighting social problems and loopholes in the system as this kind of cinema is considered to be against the rulers. In this kind of cinema, we usually highlight social issues and wrongdoings in society. Therefore, no political party is willing to promote such cinema,” said a noted film director and one of the pioneers of parallel cinema in Kannada and four-time national film award winner for the best film Girish Kasaravali.

Talking to The Tribune here today, Kasarawali, who was the chief guest at the second Haryana international film festival at the DAV College for Girls, said the central and the state governments had to work to fund and promote such movies. These films were very important and socially desirable. There were no ways they could get money through the existing network, he added.

Kasaravali won the national award for Ghatashraddha in 1977, Tabarana Kathe (1986), Thaayi Saheba (1997) and Dweepa (2001) and his movie “Avashesh” also won the President’s Silver Lotus award for the best short film of the year.

“We do not have the right network for distribution of films of parallel cinema. Films of parallel cinema are not getting right distributors. The distributors are not open for promotions of such movies. In Europe and some other countries television channels fund such films. It should be mandatory for the television channels to spend some money to make meaningful cinema,” he added.

First Prime Minister of India Jawaharlal Nehru had given importance to the promotion of cinema. However, now unfortunately the politicians were not open to healthy criticism. People, who had been making non-commercial movies by highlighting various social issues, were not getting financial support from anywhere. Even in small countries like Iran, the government had been promoting films and providing funds for value-based movies, he added.

In Europe, the government provided platform and funds for the exhibition and promotion of such movies. However, in India, filmmakers, who had been producing different kind of films, had been facing financial problems in producing and exhibiting such films, he further said.

“What to talk of private channels, Doordarshan, government-run channel, too ignored the regional films and parallel cinema. The government could have used it in a major way to promote film-makers who had been working for some cause,” he added.

No nomination papers filed on Day 1

No nomination paper was filed on the first day of the filing of papers for the Ellenabad byelections here today.

The Subdivisional Magistrate and returning officer for the bypoll, Dr Munish Nagpal, issued a formal notification for the byelections this morning.

“Nomination papers can be filed between 11 am and 3 pm from today till January 2 except on Sunday,” said the notification that has been pasted in public places and government offices.

Scrutiny of papers will be held on January 4, withdrawal can be done till 3 pm on January 6 and polling will take place on January 20 between 7am and 5 pm.

Nagpal appealed to all political parties and their workers to follow the model code of conduct for the elections and warned that any violation of code would attract penal action.

EC guidelines on byelection

The Election Commission of India has issued guidelines for the model code of conduct for the political parties and candidates for the byelection of the Ellenabad assembly constituency, which will be held on January 20.

The code of conduct is already in force in Sirsa district in which the Ellenabad assembly seat is going to bypoll.

Stating this here recently, Chief Electoral Officer-cum-Commissioner and Secretary, election, Haryana, Sumita Misra said the period when the model code of conduct had come into effect, the ministers would not combine their official visit with electioneering work and would not also make use of the official machinery or personnel during the electioneering work.

Government transport, including official aircrafts, vehicles, machinery and personnel, would not be used for furtherance of the interest of the party in power. Public places such as maidans for holding election meetings and use of helipads for air flights in connection with elections would not be monopolised by itself.

Other parties and candidates would be allowed the use of such places and facilities on same terms and conditions on which they were used by the party in power.

Misra said rest houses, dak bungalows or other government accommodations would not be monopolised by the party in power or its candidates and such accommodations would be allowed to be used by other parties and candidates in a fair manner but no party or candidate would use or be allowed to use such accommodation as a campaign office or for holding any public meeting for the purposes of election propaganda.

She said the issue of advertisement at the cost of public exchequer in the newspapers and other media and the misuse of official mass media during the election period for partisan coverage of political news and publicity regarding achievements with a view to furthering the prospects of the party in power would be scrupulously avoided.

Misra said there would be a total ban on transfer of all officers or officials connected with the conduct of elections.

She said under the model code of conduct no fresh release of funds under the Member of Parliament, including Rajya Sabha members and the local area development fund, would be made where election was in progress.

In response to the offer by state police chief RS Dalal to earmark slots for internship and summer training to undergraduate and postgraduate students in the field of law, information technology, management, journalism, sociology and psychology, the Indian Institute of Information Technology (IIIT), Jabalpur, has sent a list of 21 interns to gain practical experience in 10 different projects allocated to them.

Among the projects allocated are design and development of a portal for the controlling authority as envisaged under the Haryana Private Security Agencies (Regulation) Act, 2009, impact evaluation of fingerprint analysis and tracing system (FACT) and design and development of a database of registered vehicles in the state.

Eleven law graduates and undergraduate students from law colleges of the country have also reported for interface with the Haryana police functioning in order to develop good understanding of departmental investigation process.

Dalal had written to heads of these institutions, emphasising that the initiative had a dual purpose.

It was part of a modernisation drive launched by the state police with the aim of benefiting from the talent available in educational institutions as also to provide opportunity to the students to learn from practical field experience.

He had mentioned in his communication that the Haryana police was a 50,000 strong body of officers and men engaged in the service of citizens of Haryana.

There are 258 police stations and several 100 police posts where their officers and men come across with innumerable problems relating to crime, law and order and other social issues.

The Rohtak range police has decided to get tough with residents of five districts falling under its jurisdiction - Rohtak, Jhajjar, Panipat, Sonepat and Karnal - who have been receiving monthly old age pension and other benefits by getting their below poverty line (BPL) cards made despite not being entitled for that.

The Inspector General of Police (IGP), Rohtak range, has decided to launch a special drive under which not only those BPL cardholders and old age pensioners will be weeded out, who are not entitled for the same, but also cases of misappropriation of government funds will be registered against them.

A stipulated time of at least 15 days will be given to erring beneficiaries to get their BPL cards cancelled or withdrawing their claim for old age pension before carrying out the drive.

IGP V Kamaraja disclosed this during his visit to various police stations in the district recently.

“The twin motive behind the drive is to teach a lesson to ineligible beneficiaries who don’t hesitate in breaking rules just to avail extra benefits and to preserve the rights of bona fide beneficiaries so that they can get the advantage of BPL card without any hindrance,” said the IGP, adding that a public notice in this regard would be issued soon in order to make the people aware of the special drive.

He said the police of all five districts had frequently been receiving complaints regarding ineligible BPL car holders.

“It has been alleged in several complaints that those people have been enjoying the benefits of BPL cards, who have been earning hefty amounts through their jobs or well-established business and enjoying all facilities like a furnished house, personal vehicle and mobile phones,” maintained Kamaraja, adding that these sort of complaints were still pending in police stations and would be probed thoroughly during the drive.

Besides booking them under Sections 420, 468, 471 and 120-B of the IPC, recovery would be done from those people who would be found guilty of availing undue benefits under the BPL scheme, said the IGP.

Dental college bags first prize

The second Haryana international film festival would inculcate new hopes among the students of north India, especially of the state who have been participating in the five-day film appreciation course, said writer and critic Vinod Bhardwaj at the DAV College for Girls here today.

The state would see a new generation of students, who after doing the course would be able to set their goals to highlights root cause of various social problems through documentary and films. He said this while announcing awards for documentaries made by students along with three other jury members.

Director-cum-writer K Bikram Singh said the persistence of vision was the basis of language and technique of cinema.

DAV Dental College, Yamunanagar, won the first prize in the competition for making documentary “Aaghaz - The Beginning” by director Agam Bhatnagar, while the Chitkara School of Mass Communication won the second prize for its documentary “Kaun Si Raah” by director Gaurav Shukla. The winner of the third prize was Edit Works, Noida, with its documentary film “Cyclic” by director Brijesh Singh.

Prof Manmohan Chaddha from the FTII, Pune, said the documentary, which won the first prize, had highlighted social problems of AIDS. These small films reflected the youth’s talent. The film appreciation course and the film festival helped in providing professional training and exposure to students, he added.

Many award-winning movies, including “The Godfather” of Francis Coppalla, “Bicycle Thieves” of director Vittorio Desica, “Breathless” by Jean Lue Godard, “Chunking Express” by director Wong Kar Wai, “Crouching Tiger Hidden Dragon” by Anglee, were screened during the film festival.

The section of cinema and literature was opened with K Bikram’s “Jo Mere Nahi” and its screening was followed by “The Old Man and the Sea”.

On a tip-off, the city police raided a hideout in the Ramlila ground here last night and apprehended a gangster, Rahul Saini, a resident of Mohalla Gujarwara here.

However, his four accomplices - Vishal Yadav, a resident of Mohalla Sanghi Ka Bas, Sandeep Soni, a resident of Anand Nagar Colony here, Lilu Yadav and Satish Yadav, both residents of the neighbouring Gokalgarh village, managed to escape.

They were reportedly planning to commit a dacoity in an adjoining colony.

The police seized a country-made pistol from Rahul.

Rahul was today produced before the duty magistrate, who remanded him in police custody for a day.

Help rid Rohtak of encroachments: MLA

Congress MLA from here BB Batra has asked shopkeepers and local residents to cooperate with the district administration in its drive to remove encroachments from roads and passages in order to make the city more attractive and free from traffic chaos.

He has promised to provide all basic amenities in all areas of the city, including shopping and commercial hubs.

Speaking at a felicitation function at Quila Road here today, Batra said the residents should come forward and cooperate with the administration to make the city free of encroachment instead of opposing it to serve vested interests.

He claimed that encroachment was a major problem, not only for commuters and visitors, but also for shopkeepers as it affected their business since many people preferred to avoid congested and overcrowded markets due to traffic chaos caused by it.

He said the district administration had launched a drive to remove encroachments from main roads and markets, but some people, especially shopkeepers, had not been cooperating.

The association of shopkeepers of the market assured full cooperation in the matter and reminded the administration of its promise of providing basic amenities, including public toilets, drinking water, ample parking space and proper lighting in the area.

The MLA said a parking lot would be developed near the Bhiwani stand area soon.

Yoginder Dahiya, a social activist, said the district administration should ensure that the anti-encroachment drive was a continuous process and not just an occasional drive. He said the authorities should take legal action against illegal parking of vehicles.

Four crushed to death

Four persons were crushed to death by a truck on the NH-1, near Pasina village, here today. One person was seriously injured in the incident.

The five persons worked as labourers in a factory on the NH-1. The deceased have been identified as Surat Singh (24), son of Lalit Narayan and resident of Bhagalpur in Bihar, Sumit (22), son of Nand Kishore and resident of Habibpur in Bihar, Pritam (25), son of Mahinder Gosain and resident of Ghaziabad in Uttar Pradesh, Jitender (20), son of Kiranpal and a resident of Akbarpur in Muzaffarnagar district of Uttar Pradesh.

The one who sustained serious injures was identified as Gopal, a resident of Sihwa village.

According to the police, the incident took place when the five persons were on the way to their homes at around 5 am after finishing their night shift at the factory. A speeding truck ran over them when they were trying to cross the NH-1, killing four persons on the spot. The injured was rushed to the local Civil Hospital at the district headquarters from where he was referred to the PGI, Rohtak.

A team of officials reached the spot to take stock of the situation. Leaders of various labourer unions reached the hospital and demanded due compensation for the families of the victims.

The owner of the factory, in which they worked, announced a compensation of Rs 1 lakh each for the family of those who lost their lives and the district administration gave Rs 6,000 each for performing the last rites of the deceased.

The bodies of the victims were taken to the mortuary of the Civil Hospital where these were handed over to the kin after a postmortem.

C’wealth Games
Projects ‘on schedule’

Kurukshetra, December 26
“The Commonwealth Games projects are likely to be completed on schedule in 2010. The construction work on these projects is being monitored regularly by me under the guidance of Chief Minister of Delhi Sheila Dikshit.”

This was stated by Tejvinder Singh Marwah, chief parliamentary secretary of the government of Delhi (NCR), here recently at the residence of Chander Arora , a Congress worker.

Marwah said there would not be any lapses in completing the construction works of the Commonwealth projects because the Delhi government had learnt a lot from the incidents of the Delhi Rail Metro works.

To a question on the formation of the Haryana SGPC, Marwah said the Haryana Chief Minister should honour his word and the state Congress unit should also fulfil the promises it made in the last election manifesto.

He said when Patna Sahib, Hazoor Sahib, Delhi and even Rajasthan can have separate SGPCs, why not a separate committee for Haryana? The Sikhs of every state have the right to spend their collections for the welfare of the Sikhs of that state itself, he emphasised.

Husband held for dowry death

Rewari, December 26
The Khol police has arrested Anil Kumar of Khori village in connection with the dowry death of his wife, Anita (21).

He was yesterday produced before the duty magistrate, who remanded him in 14-day judicial custody. Anita, who got married to Anil in May 2009, was allegedly forced to commit suicide by consuming poison in Khori village, 10 km from here, on December 10.

The police then registered a case of dowry death against her husband Anil and mother-in-law Sushila Devi following a complaint lodged by Balwan Singh, uncle of Anita.

Promotion of sericulture

Chandigarh, December 26
The Haryana government has forwarded a proposal worth Rs 48.5 lakh to the Central Silk Board to promote sericulture in the state.

Panchkula, Ambala and Yamunanagar districts had been included under the scheme, an official spokesman said here yesterday.

He said the price of 300 saplings of mulberry would be Rs 5,500 and 75 per cent subsidy would also be given to the farmers. — PTI
