Appointment of VCs
Transparency a far cry
There is no move as yet to advertise the posts on an all-India basis despite a growing demand in academic circles to do so
Raman Mohan
Tribune News Service

Hisar, December 24
Even as the state government has initiated the process of appointing vice-chancellors for Kurukshetra University and Chaudhary Devi Lal University, there are no indications that it plans to introduce greater transparency in the appointment process.

Executive councils of the two universities have already nominated two members to each of the selection panels. These panels also have to include a nominee of the chancellor. As per rules, the selection panels are required to submit three names in alphabetical order to the government for appointment as VC of the university concerned.

However, there is no move yet to advertise these posts on all-India basis despite a growing demand in academic circles to do so. The demand has gained ground after the Maharashtra government amended the Acts of three of its universities to bring about transparency in the appointment of vice-chancellors.

In October, the search committees constituted for selecting VCs for Yashwatrao Chavan Maharashtra Open University, Nashik; Mumbai University, Mumbai; and Dr Babasaheb Ambedkar Technological University, Lonere; advertised these posts and invited applications from academicians from all over the country.

Significantly, there is only one government nominee on these panels - the principal secretary, higher education department, Maharashtra government. The remaining two members of search panels for each university are eminent academicians from outside Maharashtra.

However, in the case of Haryana, the executive council of CDLU, Sirsa, nominated Dr RP Hooda, vice-chancellor of Maharshi Dayanand University, Rohtak; and Dr Pankaj Mittal, vice-chancellor of Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur; to the search panel giving the state government a free hand in appointing the new VCs.

The clamour among academics for bringing about transparency in these appointments rose sharply after one search committee appointed 15 VCs in one go for newly created central universities earlier this year. This led to strong protests by the academic community which sought changes in the method of appointments.

But, obviously, the state government still does not see the necessity of advertising these posts and selecting academics of repute to head the universities. This is despite the fact that research and academic standards in most state universities have gone down sharply in the past few years.

Recently, Chief Minister Bhupinder Singh Hooda had also publicly stated here at a function that the standard of research in Haryana Agricultural University had of late not been up to the mark. The same applies to other universities as well.

The main reason for this is poor academic leadership provided by vice-chancellors over the years.

Class VII student designs eco-friendly refrigerator
Our Correspondent

Kurukshetra, December 24
Twelve-year-old Prannoya, a class VII student of New Convent School, Kurukshetra, has designed an eco-friendly refrigerator, which does not require electricity or battery to operate. Besides, it is maintenance free and has no running cost.

Prannoya claims that the refrigerator doesn't require energy except water, 5 litre a day, to retain the internal temperature between 10 to 15 degree Celsius otherwise reduced quantity of water and coal may result in less cooling. Coal filling is done once in a lifetime. As coal is porous in nature (being fossil fuel), it absorbs maximum water, never reacts with simple water, never collects fungus or any bacterial formation being carbon of its own nature. It is thus eco-friendly. Hence, material stored behind the moist coal remains fresh. “We get pure pitcher temperate water if we store a water bottle inside the refrigerator. We can store raw vegetables, cooked food, milk, flowers etc. It helps in keeping the vegetables fresh,” he adds.

Prannoya informs that this refrigerator costs around Rs 1,200 to 1,400 for 300-litre capacity.

The young innovator has made the best use of coal (approx. 20 kg) for attaining its moist state through jute ropes by the process of siphoning, resulting in cool atmosphere inside. He has bagged second prize in Haryana State Science Fair - 2009, organised by Kurukshetra Panorama and Science Centre under the aegis of the Ministry of Science and Culture recently.

Erratic power supply and doctor’s advice to his grandmother to avoid refrigerated water inspired this young boy to design the refrigerator.

He also plans to develop cool panels to replace air-conditioners. He has also submitted his entry to the International Science Fair - 2010, scheduled to be held in the US in June next year.

Purified water in Jhajjar schools on cards
Ravinder Saini

Jhajjar, December 24
In order to receive feedback from people about the Nandi Community Safe Drinking Water (NCSDW) Project, Dr Ishar Ahluwalia, chairperson of the Indian Council for Research on International Economy Relations (ICRIER) and one of the trustees of the Nandi Foundation Board, recently visited various villages of the district where the project is being run to make available safe drinking water to the villagers through reverse osmosis (RO) filter plants.

During her visit, she, accompanied by Deepender Hooda, MP from Rohtak, not only interacted with the villagers about the project, but also inspected the RO filter plants and discussed with its employees. She also invited suggestions from the villagers as well as plant employees for the better execution of the project in the rural areas.

Addressing the villagers at Chhudani village here, Dr Ahluwalia informed that efforts would be made to provide potable water free of cost in the schools of Jhajjar district in the next phase of the project so that schoolchildren could be saved from water-borne diseases.

She disclosed that the Nandi Foundation had received Rs 2.5 crore under the Global Water Award and the whole amount would be expended on purifying the water so that people could get safe drinking water. The foundation got an overwhelming response from the people of all those areas where the project had been launched, the chairperson added.

Deepender said generator sets would be made available at every RO plant installed by the foundation so that the work of purifying the water could be carried out unabatedly even with the failure of power supply.

“Availability of purified potable water will also eliminate earlier health-related problems caused due to the unavailability of potable water in the area,” the MP said, adding that the villagers were enthused over the setting up of such plants in their villages for filtered water at a smaller cost.

The project is being run by the Nandi Foundation Board in collaboration with the Haryana Public Health Department in nearly 24 villages in the district where the groundwater is either salty due to the excess of TDS or not drinkable and people have to remain dependent only on the water supply of the public health or natural sources.

Notably, the foundation bears the cost of energy charges for the operations and maintenance of water resources and water treatment plants. It also makes arrangements for the disposal of rejected water in consultation with the state government, besides meeting the requirements of the Haryana Pollution Control Board regarding the management of rejected water and complies with all standard legal provisions as well.

Rohtak, December 24
As many as four foundation stones laid during the past one year for the construction of hostels for boys hostel on the new campus of Maharshi Dayanand University here has been defaced or damaged by a section of students.

The foundation stones were laid by Chief Minister Bhupinder Singh Hooda and his father Ranbir Singh Hooda. The university authorities have constituted an enquiry and the matter is pending.

All four foundation stones are located within a distance of about 100 m each. While the foundation stone of the boys hostel complex was laid by Ranbir Singh Hooda on July 27, 2008, the foundation stone of other three hostels were laid by Chief Minister Bhupinder Singh Hooda on November 21, 2009.

This department has been temporarily operating from a building which used to be the office of the students union of the university.

Some students who were agitated over the move to shift the department yet again to old campus vented their anger by resorting to such means, sources said. “The head of the Department of Fine Arts has submitted her report regarding this activity and the matter has now been referred to the Proctorial Board of the varsity for further investigation, said Dr SP Vats, registrar.

Students learn to overcome fear of height
Tribune News Service

Sirsa, December 24
Fear of height is quite common in most of us and children are particularly scary about it. However, situations arise in our lives when those who shed this fear are in advantageous situation.

This is particularly so when people are trapped in a calamity like fire or other hostile conditions in a high rise building and when the use of stairs or lifts is not safe.

To remove this fear factor from the minds of children, The Sirsa School organised a camp for its students where they were imparted training to meet such challenges.

The Trail Beaters, a Noida-based organisation, working in the field of nature, adventure and wildlife, imparted training to the students.

“We have trained students in jummaring, rappelling and Tyrolean traverse,” said Suneel Bhatnagar, managing director of Trail Beaters, Noida.

“Jummaring is an activity where the second climber uses ascenders to climb with the help of a rope instead of climbing directly on the rock. In rappelling, there is controlled sliding down the rope, where the climbers use this technique when a cliff or slope is too steep and/or dangerous to descend without protection”.

Tyroleon traverse is a method of crossing through free space between two high points on a rope without a hanging cart or cart equivalent, Bhatnagar said.

Besides helping in overcoming the fear, such activities come in handy for children in times of rescue operations in mishaps and terrorist attacks, he added.

Col RS Khatri, principal of the school, said children stayed in “bivouac shelters” used for military encampments.

“It was a great experience for us,” said Mehak Puri, a student of class X. “Initially, I was a bit scared. But, when I saw others climbing the ropes, I too performed the activities with ease,” she added.

Akash, another student, said he found the rappelling activities most exiting. “Community living in tents was equally good,” he added.

BS Malik

Sonepat, December 24
TV personality Meghna Malik who shot to fame for her role as “Amma Ji” in “Na Ana Iss Desh Meri Lado” on Colours TV channel has expressed concern over the declining sex ratio in Haryana, which is considered as one the developed states of the country.

‘Indians in US least affected by slowdown’
Tribune News Service

Sirsa, December 24
Experts in the US are still debating whether the economic slowdown is on its downtrend or not. Some say it is already receding, while others are of the opinion that there will be a slight recovery to be followed by another wave of slowdown before things finally stabilise.

Ramesh Gupta, a US-based young entrepreneur, observed this while addressing a seminar organised as a part of CDLU Radio’s web-varta series of programmes.

Virender Singh Chauhan, CDLU Radio director and chairperson of the Mass Communication Department, conducted the proceedings of the seminar held through videoconferencing.

An alumnus of NIT Kurukshetra and the Indian Institute of Sciences, Bangalore, Gupta is founder chief executive officer of Guptacom Technologies, an IT Company based in the Silicon Valley. In his opening discourse, Gupta said the influential Indian community was least affected by the onslaught of the slowdown. This, he said, was due to the fact that Indians were predominantly engaged in the technology sector, while the impact of slowdown was gravest on banking, real estate and automobile industries.

A majority of the Indian community in the US comprises the upper strata of society and most of its members survived the onslaught slowdown.

Responding to a query, Gupta said American people had more entrepreneurial tendencies and skills as compared to Indians. They are always ready to take risks and conduct experiments, he added. Terming himself as ‘Haryana ka chhora’, the young CEO said India’s family system and cultural heritage were the things that impress the whole western world.

Traffic problems routine for Sonepat residents
BS Malik

Sonepat, December 24
The district came into being on December 22, 1973. It completed its journey of 36 years recently. The day was celebrated as Sonepat Janmotsav - 2009 jointly by Saien Janseva Samiti, District Red Cross Society, Swatantrata Sainani Sangthan, Haryana Gyan Vigyan Samiti, Kaushish Charitable Trust, Jain Milan and Friends Laughing Club at Jain Mandir here.

The celebrations were marked by cultural programmes and honouring of 10 personalities of the district.

All these years, the district made rapid strides in the field of education as the number of institutions of higher education has increased manifold.

But the successive state governments have not paid any heed to a long pending demand of local residents i.e. the construction of a railway over-bridge (ROB) in the busiest area of the town.

The town is dissected into two parts by the Delhi-Ambala railway track and the level crossing is the biggest hurdle as it remains closed most of the times because of heavy train traffic. Proposals with designs had been prepared more than 12 times during past three decades, but all were rejected and according to the PWD authorities, this project was not likely to get approval.

Disgusted over these developments and ever increasing traffic problem, locals have come out with a plan to construct a railway under bridge (RUB) at the level crossing.

Other problem which requires immediate attention is traffic congestion in the town for want of a bypass connecting GT road with the Narela road, Rohtak road, Silana road, Farmana road, Gohana road, Khanpur Kalan road and Gannaur road.

Bonhomie must between workers, owners: Minister
Our Correspondent

Rewari, December 24
Labour and Employment Minister Mahender Pratap Singh has called upon industrialists and workers to forge such mutual relationship among themselves that could be instrumental in hassle-free functioning of their units.

He was addressing a gathering of industrialists and workers after inaugurating a workers training and craftsmanship centre in the Nemi Chander Singhal Enclave at Dharuhera recently. The function was held under the auspices of the Haryana Labour Welfare Board.

Asserting that the management and the workers were complementary to each other, the minister pointed out that circumstantial sluggishness on part of the workers, who mostly came from the weaker sections of the society, was always harmful to overall functioning of the unit.

Stating that trade unionism often becomes a bane for workers, who are misled by those with vested interests, the minister appealed to workers to keep such elements at bay in their own interest as well as that of the industry.

Citing the example of workers in Japan who opposed detrimental policies, if any, of their employers, while wearing red and black badges but working with undiminished vigour, the minister urged workers here to adopt such effective way of defiance.

Ram Swarup Janbaz, vice-chairman of the Labour Welfare Board, commissioner-cum-principal secretary of the Labour and Employment Department Sureena Rajan and Additional Labour Commissioner MR Anand also spoke on the occasion.

Amit Swami, convener of the Rewari Chamber of Commerce and Industries, gave the vote of thanks.

Farmers told to switch over to drip irrigation
Sushil Manav
Tribune News Service

Sirsa, December 24
Former Minister Jagdish Nehra has called upon farmers to adapt themselves to the new technological advancements in the field of agriculture.

Nehra had a stint as Irrigation and Power Minister and Education Minister in two different terms as Minister in Haryana.

Interacting with radio listeners in CDLU Radio’s programme Hello Sirsa with station director Virender Singh Chauhan, the senior Congress leader said it was high time that the farmers switch over to sprinkler or drip irrigation as availability of water was bound to shrink all over the state in the years to come.

Although educational infrastructure has improved a lot over the past few years in Sirsa, it was far from satisfactory yet, he said.

Asked to comment on the mushrooming private educational institutions and the quality of education being provided by such institutions, Nehra said not all of these ventures were up to the mark.

Although it was beyond the financial might of common man to make to these colleges, Nehra said many such institutions were providing quality education too.

He said may it be education or employment; people should not entirely depend on the government as it was just impossible for any government to take care of the needs of all citizens on its own. Public-private partnerships as well as purely private ventures had a lot to contribute in view of this situation, he added.

He said more and more stress must be laid on job-oriented and vocational education.

Nehra said lack of proper rainwater drainage system and poor sewerage system were two important problems of Sirsa city.

A scant rainfall can cause the accumulation of rainwater in several areas of the town, Nehra opined. Absence of a traffic culture was another problem that ailed the city, he said.
