Road construction work
Ludhiana, November 26 According to sources, deputy controller and local auditor (DCLA) BK Khanna got the lead of scam last week while he was conducting scrutiny of some bills and documents produced for payments. The official realised that there was something fishy in a bill involving around Rs 7 lakh. "The bill was related to the payment for a road construction in D-zone. The bill prepared was fake and since the contractor is working in alliance with a family member of a sitting BJP MLA, the officer immediately brought the irregularity to the notice of municipal commissioner AK Sinha, who asked additional commissioner KP Brar to conduct a probe," said sources, adding that Punjab local bodies minister Manoranjan Kalia has been apprised of the scam and he has given nod to the LMC to conduct an inquiry. "While the bill caught was of around Rs 7 lakh, the value of embezzlement has gone over Rs 1.5 crore and is likely to increase further," said sources. Conducting the probe, additional commissioner KP Brar held meeting with MC officials in Circuit House since morning and till the filing of this report, it was still on. One of the officials, attending the meeting revealed, "KP Brar had today called for all bills and payments made in the last three months. She was comparing statements and making records. The file she was suspecting fishy was being kept aside. Besides, other important things like date of payments, amounts etc were being also compared from the records of accounts and audit branch." They said that the additional commissioner even took signatures of all XENs, SDOs and JEs, today for records, as she caught some fake bills during investigations today. "She had called for measurement books too, but not all officials were able to provide the record," added officers who were present during the meeting. AK Sinha was asked about it, the officer replied, "We had received certain complaints about duplicate bills being produced for payments. I have asked Brar to inquire into the matter and after submission of report by her, I would be able to comment." |

Ludhiana Improvement Trust colonies
Ludhiana, November 26 While the price of land in these colonies varies from anything like Rs 20,000 to Rs 50,000 per square yard, even by conservative estimates, land with a value of more than Rs 50 crore is under unlawful occupation of religious institutions. In the wake of the directions by the Supreme Court of India on encroachments by religious institutions on the land owned by urban local bodies and development authorities, the district administration had sought details of all such encroachments, which will be taken on record of the apex court to ensure that no further encroachments are allowed. The state governments concerned would also be asked to devise ways and means so as to remove the existing encroachments in an amicable manner. The list of encroachments provided by the LIT authorities to the district administration says that in all, there are 15 encroachments in Maharishi Balmiki Nagar, Rajguru Nagar, Bhai Randhir Singh Nagar and Model Town Extension. Out of these, first two colonies were developed by the LIT and are still being maintained by it, while two others have been handed over to the municipal corporation for maintenance. As per the details of such encroachments, 7,194 square yards are under unlawful possession in Maharishi Balmiki Nagar, 900 square yards in Rajguru Nagar, as much as 12,269 square yards in Bhai Randhir Singh Nagar and 879 square yards in Model Town Extension. Many so-called religious fundamentalists and bigots have dragged the name of several Hindu gods, goddesses and other deities like Maharishi Valmiki, Sikh gurus, martyrs and freedom fighters to unlawfully occupy government land in these colonies, which stood earmarked for green belts or community purposes like schools, community centres or healthcare institutions. Still worse, officials of the agencies concerned, the LIT is this case, have been virtually sleeping over the matter, with little or no concern to scuttle the process of encroachment in its initial stage when it is much easier to deal with those behind the move to set up a religious institution on government land. The apathy and indifference of the authorities is evident from the fact that out of 15 chunks of land under encroachments by religious institutions, the LIT has launched legal cases only against three institutions, and the proceedings have been dragging in courts for many years now without any result. Kuldeep Singh Kreer of the HIG Welfare Society (Dugri Phase II), remarked that it was sheer slack enforcement and regulation which had led to such large-scale encroachments. |
GLADA told to pay up for harassing consumer
Ludhiana, November 26 Pronouncing the order, the forum’s president, TN Vaidya, and its member Rajesh Kumar also quashed the demand raised by the authority for Rs 510,945 to be paid to it as ‘non-construction charges’, terming it as “arbitrary, illegal and unjustified”. The court also directed the authority to hand over physical possession of the plot to the complainant after demarcating it and then executing the sale deed in his favour. The forum passed the orders on a complaint filed by a city resident, Subash Chander, of Gowshalla Road. The forum noted as the complainant had not been handed over possession of the plot, how could he have possibly met with the condition of the allotment letter to raise construction on the allotted plot within a particular period. It observed though the complainant made sufficient efforts to get possession of the plot in question, the same was not handed over by GLADA officials. In his complaint to the forum Chander had sought direction to deliver physical possession of a plot - no 1443 on the Chandigarh road in Sector 32A. He stated he had already made the entire payment of Rs 480,000 and was even issued a ‘no objection certificate’ in May 2001. Chander further said he made several requests for delivering the possession but all in vain. He said he then he served a legal notice on GLADA officials on June 9, 2008 for delivering possession of the plot. However, instead of handing over possession, Chander stated he was served with a notice that demanded he pay Rs 510,945 to GLADA on account of “non-construction charges”. |
Extension of MC limits
Ludhiana, November 26 The sources revealed “The resolution was added because of pressure from MLA Darshan Singh Shiwalik. Since, the MLA had a spat with the mayor during the last house meeting as the resolution was missed from agenda, it was given a space this time.” Congress councillor Parminder Mehta said: “The MLAs should get Rs 100 crore each from the state government if they want the corporation to develop their areas. The local civic body has not taken contract of the MLA’s vote bank. Let the corporation fulfill its present commitments first and be applauded by public for it, then a decision on extending limits could be thought of.” |
200 unauthorised structures razed
Ludhiana, November 26 There the residents engaged in heated arguments with the demolition squad, asserting the MC street was their private property and they had the right to construct any structure they wanted. However, the civic body officials were adamant and went ahead with removing illegal structures in the market area despite opposition. Commenting on the incident, municipal town planner Hemant Batra said: "Yes we did have an argument with the area residents but the matter was sorted out and on the whole the drive was a peaceful affair”. Terming the drive as a success, he remarked, "It’s for the first time in Ludhiana that such a massive action against encroachments has been taken. We’re expecting improvement as well as public support for development of the city”. Batra stated notices on removing unauthorized structures on Mall Road had already been distributed and the time given to the encroachers has lapsed. Expressing satisfaction over the pace of the drive, he added: “As far as tomorrow is concerned, the MC will again target Gill Road as operations in the area are yet to be completed expressing satisfaction over the pace of drive. Among other officers who were part of the anti-encroachment drive today were area town planners Harpreet Singh Ghai, Nirmalpreet Singh, S.S. Bindra, along with zonal commissioner A.S. Sekhon. |
Rail traffic disrupted as truck rams into overbridge railing
Ludhiana, November 26 While the truck kept hanging precariously over the railway tracks after the accident which occurred at around 4.30 am, a part of the brick railing fell onto the overhead power cables, which snapped, and the entire rail traffic came to a halt due to power failure. Divisional traffic manager GP Singh, who, along with traffic inspector Ram Avtar and other officials, rushed to the spot on getting the information said that a crane had to be called in to remove the truck which could have likely fallen on the tracks and caused further obstruction. Thereafter, special equipment was brought to the site of the accident to repair the overhead cable, which took another two hours. "The rail traffic on the affected sections was restored at around 7.30 am and in the intervening period several trains remained held up at different places on both sides of Ludhiana railway station due to power failure," he informed. Anti-encroachment drive turns ugly
Mullanpur Dakha, November 26 Though the district forest officer claimed he had no control over encroachments within the town’s municipal limits, yet he pressed JCBs to raze illegal structures within those areas. When questioned by Dakha Nagar Panchayat president Telu Ram Bansal about his jurisdiction and the purpose of the demolitions, the DFO merely showed him a copy of the high court’s directive to remove the encroachments. Though the DFO was present throughout the day in Dakha on the second day of the drive he tried to avoid the residents. When reporters tried to approach him to get his version, the residents intercepted them and began asking him the questions instead. When a resident, Subhash Chand, asked the DFO why illegal structures at the police station and the nagar panchayat office, whom he called the “largest encroachers”, had not been demolished, the latter was evasive, saying the “case has been put up for consideration at a higher level”. He, however, claimed the encroached portions at the town’s police station and the nagar panchayat office would be removed soon. The demolition squad also uprooted the kitchen garden of a resident, Jasbir Singh, who had installed a submersible pump just to water the plants. The squad did not touch such gardens of a few doctors in the area, although they had also been declared as encroachments by the DFO. Shopkeepers rued the action of the forest department and termed the DFO’s claim of three notices being given to the residents before initiating demolition as a “white lie”. Not a single shopkeeper in Mullanpur got a notice or even a warning of the action. Bansal also refuted the forest department officials’ claim of a notice having been served and said the shopkeepers were not even given time to remove their costly signboards. Sampooran Singh, a septuagenarian shopkeeper, whose floor in front of his shop was uprooted, expressed his anger by saying that in the past 40 years the forest department has never cared for the land in front of their shops. “We have strengthened the land only to stop the rainwater from accumulating there. If laying a floor is called an encroachment what were the guards doing all these four decades?” he asked. Though there was no confrontation between the locals and members of the demolition squad, the latter’s “partial attitude” continued to cause a great deal of resentment among residents. The squad moved on after removing the encroachments, the residents began to restore the razed structures with more than half of them back at the end of the second day of the drive. |
Traders jittery after VAT numbers locked
Ludhiana, November 26 The reason cited by the department for locking the VAT registration number is that the traders had failed to e-file the VAT returns on time. It’s mandatory for those who mostly trade outside Punjab to e-file the VAT return. Whereas it’s not mandatory for those trading within the state limits. The last date for e-filing the VAT return was November 20. To add to the woes, the VAT registration number of even those trading inside Punjab has been locked. Trader Santokh Singh Bedi said since he was not trading outside Punjab, it was not compulsory for him to e-file the return. “When I stopped at the collection centre I was shocked to know that my VAT number has been locked because I had failed to e-file the VAT returns on time. I could neither carry forward my consignment nor deliver the order on time and it is still lying with the department. I will have to bear heavy losses due to the late delivery of the order,” he added. Another trader Vinay Gupta said his company started trading outside Punjab from this financial year but my VAT number was locked on grounds that I had failed to e-file the return on time. When I am not trading outside Punjab, it wasn’t mandatory for me to e-file the return but still the number had been locked. My work has come to a standstill and now I have to make the rounds of the department to get it unlocked,” he rued. Jatinder Khurana, president, Young Lawyers’ Association, said for the past some days many a traders had been coming to them for getting their VAT registration number unlocked. “Many VAT registration numbers have been locked wrongly. |

Ludhiana, November 26 Mudgill, who is the ambassador of Salaam Zindagi, a city-based NGO, working for the cause of voluntary blood donation for the thalassemic children today donated blood for the 102nd time. "I salute the courage with which the Maharashtrian cops fought to save their fellow countrymen without giving a single thought to their families. The selfless deed is an example that the cops in Punjab police should follow to restore the lost faith of general public in policing," Sudhir went on to add. Mudgill speaking in his capacity as a regular blood donor stated that every unit of blood donated is a campaign in itself to save "human life" and is undoubtedly the most selfless deed, which should be adopted by the people from all walks of life. "Blood donors are rated amongst the most passionate patriots as their donation gives new life to thousands of soldiers fighting on the borders," observed Sudhir. Appreciating the efforts of the NGOs working for the cause of blood donation, the donor suggested that a lot was being done to strengthen the movement of blood donation in private and public health sector but the government should further fortify its campaign so as to bridge the gap between demand and supply of blood. Sudhir further emphasised that nobody should die because of unavailability of blood adding that transfusion of safe blood is another important factor that should be taken care of by the blood banks. |
Pay Scale: PAU staff hold gate rally
Ludhiana, November 26 The employees locked the entry of Thapar Hall and no classes or the official work could be carried out between 9 am and 11 am. The agitated employees raised slogans against the government and authorities. Talking to The Tribune, Lakhwinder Singh Sandhu, senior vice-president, PAU Employees Union, said the state government was not releasing the grant and the authorities at the farm university were not taking up the matter seriously. “The GADVASU employees are getting the new scales since September while employees in other departments are getting revised pays since August. November has gone and we have been given nothing. We have decided to boycott work for two hours daily from tomorrow till the government and authorities accept our demands. We will also organise gate rallies”, said Sandhu further adding that due to the “callous” attitude more than 3000 employees/teachers of the PAU were suffering. Addressing the gathering, Harbans Singh Mundi, president of the union, said earlier they were quiet because of union’s election. “This is nothing but an indifferent attitude of the government and the PAU in granting revised pay scales as recommended by the Vth pay commission. The agitation will continue till the revised salary is paid to the PAU staff”, added Mundi. |
Class XII students suspended for indiscipline
Mullanpur Dakha, November 26 Investigations by The Tribune revealed the students in the class 12 arts section were poor in the English subject. The English teacher, Varinder
Kaur, is working in the school in a voluntary capacity with no remuneration. With an intention to deliver extra lectures in English, she announced in the third period she would take an extra class in 7th period, which happened to be for sports. Instead of obeying the teacher and staying back in the class for the extra class, all the students left for playing sports even as the teacher waited for them. The school principal was also absent yesterday. However, the secretary of the school management, Charanjit Singh, arrived there and on learning about the incident sent the teachers to call the students. Gurdarshan Singh tried to convince him they did not hear the teacher's announcement of taking an extra class. Later, the other students admitted their mistake and sought pardon. Charanjit immediately suspended the students from the school for ten days till they cleared a test to qualify for their reentry to the school. It is pertinent to mention here that there was a death in Varinder’s family but she preferred to stay back to take an extra class instead of attending the family for the cremation. Some of the students had left the class on their own while others were made to leave under threat from a fellow boy student. Interestingly, one of the 11 students has been suspended from the school for the third time in this session. When contacted, Charanjit said: “Forget corporal punishment, teachers today are not in a position to even scold their students for indiscipline or
misbehaviour. In such cases some students even go to the extent of getting the teacher framed in cases with the help of mediapersons and the police. In this situation I considered suspending the indisciplined students the best way out”. |
