Varsity teachers seek uniform policy on pay
Gurgaon, November 15 At a recent meeting with the UGC authorities, representatives of the federation requested them to shun the metropolitan bias that had characterised the earlier draft. Talking to The Tribune during his visit to the city, AIFUCTO vice-president Vazir Singh Nehra said that even the revised report of the committee had failed to address the concerns of a majority of teachers working in institutes having poor facilities. The AIFUCTO has cautioned that if the revised draft is implemented in its present form, the teachers working in colleges or universities having poor facilities would not get the benefit of the new pay scales. “The report assumes that the best of opportunities are available throughout the country and the regulations seem to be governed by the flawed notion that the quality of higher education can be improved and accountability of teachers ensured by imposing a set of rigid and arbitrary norms,” observes AIFUCTO’s written representation submitted to the UGC authorities. “The committee has totally ignored the steps required for the provision of adequate facilities for the improvement of quality of teaching, research and extension education,” it maintains. The representation asserts that the “basic contradiction” in the original draft regulations is that “it seeks to measure academic quality in terms of quantity, academic input in terms of monetary input and equates standards with standardisation”. Nehra demanded that the point system proposed for the promotion of teachers be rationalised and other anomalies removed in the larger interest of the teaching fraternity. He further stated that the reference to the “impact factor” regarding recruitment and promotion was “totally unacceptable” as this parameter was mainly relevant for some science subjects and could not be used for all. “The report, if implemented in its present form, will lead to the teachers remaining engaged in pursuing their personal gains rather than focusing on the students,” he added. |
8,039 DU students go online for jobs
New Delhi, November 15 A total number of 8,039 undergraduate and postgraduate students from 87 undergraduate and postgraduate institutes have got themselves registered. The university dean of students’ welfare Gurpreet Tuteja said that the maximum number of students who got themselves registered were from B.Com (hons). A total of 1,723 students from B.Com (hons) got registered. Other courses with large number of students getting registered are B.Com (prog) 909, B.A. (hons), economics 740, computer science 537 and bachelor of business economics 366. The registration was subject to confirmation after the submission of downloaded forms and payment of fees. Students can get the information about companies at http://placement.du.ac.in. Companies can also register at the website. Tuteja said several companies had already registered online with DU and many had shown interest. “Each student who has got registered has got a central placement cell unique identity number, using which (s)he can access information about the companies interested in recruiting. The companies will be forwarded students’ bio-data as per their requirements,” said

40 monuments notified; conservation on at 5 sites
New Delhi, November 15 The conservation task is part of an action plan of an MoU between the Delhi Archeology Department (DAD) and INTACH, under which 250 structures will be protected and conserved. “Under the first phase of heritage status, 92 structures have been identified for preservation and are being notified,” said Keshav Chandra, director of DAD and special secretary to the chief minister. While the survey and documentation of all selected monuments have been completed, the notification task is on with 40 of these notified. And the conservation study for five structures has started, said AG Krishna Menon, conservationist with INTACH. Adding that experts from INTACH would be submitting a detailed conservation report along with the notification, he said INTACH would take charge of security arrangements, lighting and landscaping. Monuments that have been notified under the first phase hitherto, include Tomb of Mohammad Quli Qutub near Qutub Minar, other tombs located in Mehrauli Archeological Park, Baghichi ki Masjid opposite to Dadawadi Jain Temple, three monuments in Lado Sarai and Chumki Khan in Mehrauli. “There are many hindrances also. For instance, around Lau Ka Gumbad in Vasant Vihar, about 20 families have been residing for 50 years, but the area had to be vacated and fencing was done to protect it from encroachment,” Menon said. Ajay Kumar from INTACH said: “There are many monuments near Mehrauli Archeological Park, for which authentication from the revenue department has been sought. Occupants have been given two months’ time to file an objection on account of ownership. Notification for 70 monuments would be finished soon.” According to archeologists, the facelift is crucial as monuments have been confronting danger of intrusion for years, being deprived of protection by either the Ancient and Historical Monuments and Archaeological Sites and Remains Act, 1951, or the Delhi Ancient and Historical Monuments and Archaeological Sites and Remains Act, 2004 (Delhi Monumental Act). |
Hooda seeks more space for Haryana pavilion
New Delhi, November 15 When asked about the party politics in Haryana, he said that all the decisions were taken by the party high command. They were followed by everybody. The Chief Minister reached the Haryana pavilion seven minutes before the time given to the media and inaugurated the festival where he was greeted by Haryanavi dance and drums. The media was called at 5.30 pm. The Chief Minister, cordoned off by the security guards and commandos, went inside the pavilion where he spent about an hour. He visited most of the stalls, but stayed in the industrial sector where various products were displayed. He also enquired about the dress material, food products, Haryana Agriculture University, Hafed and a few other stalls. He said that the area of Haryana pavilion should be increased as it was congested at present. The state has more products to display and needs proper space. |
Gurgaon gets ambulance
Gurgaon, November 15 He also inaugurated a health control room set up in the emergency ward of the civil hospital. Nagal said from now on, the residents could avail themselves of the ambulance service by dialing 102. This control room would remain functional 24 hours on all the seven days. Elaborating about the implementation of the scheme, he said on receiving a call on phone number 102, the operator would inform the ambulance located nearest to that point. The ambulance would then take the patient to the nearest hospital or health centre. For this, it would charge Rs 7 per km. Some categories of residents have been exempted from paying these charges, which include pregnant women, victims of roadside accidents, BPL card holders and patients from notified slum areas. He said the patients belonging to these categories could avail themselves of the ambulance services free of charge. The scheme would be run by District Red Cross Society with the cooperation of health department. Nagal said each ambulance provided under the scheme had been fitted with GPS system and had two drivers to keep the ambulance operational round the clock throughout the week. The drivers have been given mobile phones and they would also be trained in the first-aid by the District Red Cross Society. The deputy commissioner-cum-chairman of the District Red Cross Society, Rajender Kataria disclosed that the society had purchased five new ambulance vans to make the scheme operational in the district. Kataria informed the commissioner that two computers with broadband facility had been installed in the health control room. |
10 yrs on, 800 units yet to get power in Tronica City
Ghaziabad, November 15 Ten year ago, a captive power plant with a capacity of 10 megawatt was set up at a cost of Rs 30 crore. During this period, over 1,200 factories were set up in the area out of which 800 units are still to be provided power connections. Due to the indifferent attitude of the Nagar Nigam, most of the units are trying to relocate elsewhere. It may be recalled that entrepreneurs from Delhi and other states had set up their industrial units in Tronica City as it was near Delhi. First of all, Bharat Heavy Electricals offered to set up a captive plant on a 25-bigha land. Upset by not getting the power supply, many industrialists have decided to relocate from Tronica City. According to O.P. Bhaskar, general secretary of Tronica City Owners Association, about two dozen units could not go into production for want of power supply. His association has been constantly raising the issue of non-supply of power to industrial units, but Nigam officials do not pay any heed. He said there were in all 1,600 industrial and 3,876 residential plots. Out of them, factories have been set up on 1,200 plots. Only 400 factories are functioning while 800 units are shut due to non-supply of industrial power which has resulted in massive production loss, Bhaskar said. |

Treat all patients with dengue-like symptoms, hospitals told
New Delhi, November 15 The nodal officer for dengue, Dr Debasish Bhattarcharya said 95 per cent of the patients have been treated without blood transfusion till now. “We have also issued an advisory asking them to diagnose the patient properly to avoid delay in treatment,” said the official. Meanwhile, the total number of people infected with the disease has reached 81. However, with low temperatures gradually setting the tempo for the chilling winter, it is believed that cases of the vector-borne disease would go down as the aedes mosquito finds it hard to survive in cold conditions. The Municipal Corporation of Delhi continued its drive against dengue. |
Minister, wife in hospital with H1N1 flu
New Delhi, November 15 Their son, Bobby Chauhan today said his parents would remain in the hospital for another two to three days. “My mother had pneumonia fever and was admitted to Ganga Ram on Thursday evening and the next day in the morning, my father was found to have caught flu. The virus infected him during his visit to her in the isolation ward,” he said. After my mother was found to be positive for the disease, the whole family went for the test, he added. As per the nodal officer of H1N1 flu, Dr Anjan Prakash, the cases are still coming and till yesterday, the total tally of the people detected with the contagious infection was 3,909. |
BJP to disrupt Parliament on cane prices
Ghaziabad, November 15 He said that Uttar Pradesh Chief Minister Mayawati could easily help farmers get Rs 300 per quintal of sugarcane. Singh said he would raise the farmers’ demand in the Lok Sabha and the House would not be allowed to function on November 19. The BJP will not allow any bill related to sugarcane prices to be passed in the Parliament. The sugarcane mills association in Uttar Pradeh has announced that the mills would pay only Rs 180 per quintal to farmers. Recalling his days as UP Chief Minister, Rajnath Singh said that at that time when sugarcane was sold at Rs 10 per quintal, the crop’s rate to be given to farmers was increased by Rs 25 per quintal. As sugarcane is now being sold at Rs 40 per kg, farmers should be given Rs 400 per
quintal. Rajnath Singh said all political parties were with the BJP in farmers’ struggle. |

Ali Sena activists protest price rise
New Delhi, November 15 They also tied bricks in the jute and leaves. The demonstrators were led by M.A. Chand, national president of the Ali Sena. Chand said that by wrapping jute and leaves around their bodies, the activists wanted to show that they had nothing to wear and eat. If the inflation is not controlled, the people will die from hunger. He said that if the UPA government at centre could not provide food, accommodation and clothes, it had no right to be at the helm of affairs. Citizens should come on road to throw the government from power. They chanted, “UPA government hai, hai”. Chand said that the poor and middle class people could not live in the city now. They could neither feed their children nor did they have clothes. Those who are in power should make a round of slums where rickshaw pullers and daily wage labourers reside then perhaps they will come to know the position of the citizens. The government is talking of education and health. When a man cannot feed his children, how he can send them to school, he asked. He said if the government failed to control inflation, Ali Sena activists would launch a movement appealing people to come on road and protest. People come from UP, Bihar, West Bengal and other states to earn their livelihood, now they are helpless, he regretted. |
Metro, bus fare hikes hit labourers
New Delhi, November 15 Siddique, a resident of Shaheen Bagh works as a daily wager at Mehrauli. He earns Rs 4,000 per month. With the hike in bus and Metro fare, the national Capital had become a costly place to live in, he said. “Earlier I had to spend Rs 600 on bus fare. Now I have to spend Rs 900 on commuting. Hardly, Rs 3,000 is left for my family which is not enough,” he said. Siddique said there was no chance the government withdrew the increased bus fare. “Therefore, I should either shift to Mehrauli, or I should look for a job near my residence.” Another labourer, Anil Kumar, a resident of Kanchan Kunj near Madanpur Khadar works at a factory in Kalkaji. said that any day he could leave Delhi for his home town, district Basti in East UP as it is hard to survive here due to price hike. He said it would be better if people were provided jobs near their home towns. Ravi Kumar, who used to live in a jhuggi cluster at Nangli Machhi near Tilak Bridge at Ring Road, said in the name of Commonwealth Games, the government had demolished their jhuggis and there are no job opportunities in their states. |
Metro ride charms Noida
Noida, November 15 “Did you have a ride on Metro?” Every Noida resident seems to be asking this of the other. All trains, from the first one at 6 am to the last, are packed with commuters. The Metro authorities have to often repeat the announcement, “Please do not squat on the (compartment) floor and keep distance from the gates.” The curious commuters are sportingly bearing with the lack of conveniences like inoperative lift, escalators and toilets. Even the footpaths are not ready below many stations. Car parking at most stations in Noida are yet to be made serviceable. “People will take about a month to learn to follow the instructions and guidelines,” says an official, Vikram Kumar at Golf Link station. Metro authorities will also take the same time to complete all the ongoing works. Ibrahim, a Reliance employee has already opted for a smart card made for Rs 400. “As I have to travel a lot daily, I find Metro is very quick and comfortable,” he said. On an average, about 4,300 smart cards are sold on the entire network every day. Compared to this, the number just for the new stretch was quite high on the first day,” said a spokesperson. Satyam, a young man working in IT industry, said, “Now I will prefer to commute by Metro rather than using my bike.” An insurance officer was taking his wife on a joyride. His three-year-old kid was enjoying the fleeting scenery outside. The busiest stations were Noida City Centre, Mayur Vihar Phase-1 and Noida Sector-15 which recorded about 17,000, 15,000 and 14,000 commuters respectively. “The stretch between Akshardham and Noida City Centre recorded revenue collection of Rs. 9.69 lakh on Friday which was much higher than expected due to the fare hike.” The train is so crowded that it gets tough to suddenly move to the other side to get down within 30 seconds at a stop, since the doors of the trains open on the left and sometimes on the right. “There were so many people that it is difficult to move to the door from the other side. Though announcements are made about the side of the door to open, they are hardly audible,” said Subashini, a teacher living in sector 25. |

On Nov 14, Metro earns Rs 1.64 cr
New Delhi, November 15 The Delhi Metro recorded the highest passenger earning till date yesterday at Rs 1.64 crore. However, the Delhi Metro Rail Corporation (DMRC) officials said that a combination of factors were responsible for the high earning. “The increase in fares has contributed to it but it cannot be solely because of the hike,” said Metro sources. The Metro officials added that the increased earnings were also because of the opening of new sections. The Noida Metro line was opened for the general public on Friday. The Yamuna Bank-Noida section fetched Rs 18 and Rs 19 lakh on Friday and Saturday, respectively. Metro trains also saw huge rush at Indraprastha station because of the ongoing India International Trade Fair at Pragati Maidan. “We are giving a discount of Rs 10 on trade fair tickets,” said Delhi Metro officials. Now, the Metro covers a network of 165 km. |
No trace of soldier missing after 1965 war, HC told
New Delhi,
November 15 A report submitted by the
government to a division Benchsaid no person with the name Anand Patri
was found in any Pakistan jail. “We have no record of Anand Patri
after 1965. Though he took part in 1962 and 1965 wars, he has not been
traced since then. His name has not been found even among those who were
imprisoned during the 1965 war in Pakistan,” said the
report. However, an RTI query to the external affairs ministry in 2007
revealed the Indian High Commission in Pakistan had been informed that
an Indian named Naseem Gopal was lodged in a Pakistan jail. He was
unsound, so no details could be furnished. Patri had seen a photograph
of his father in an Oriya daily on February 7, 2003. The photograph,
published by the Orissa government, identified him as Naseem Gopal.
Patri approached the state home secretary and said the man in the
picture was his father. He also wrote to the High Commissioner in
Islamabad and then Pakistani Minister of Human Rights, Ansar
Burney. Seeing the two contradictory statements by the government, the
Bench said: “This is pathetic. A person has lost his memory and after
languishing in jail for the last 44 years, your (government) one
department is stating he is in Pakistan and other denies it. You have to
take a stand.” The court asked the government to file a status report
by December 16. The order came on a public interest litigation filed by
human rights activist Madangopal Khushiram Paul and lawyer Kishor Paul

68 darbars for power grievances
Gurgaon, November 15 Deputy Commissioner Rajender Kataria told The Tribune that the deputy general managers would be available fulltime at the darbars. The darbars would open at 10 am on the fixed date and the complaints and grievances would be attended on the first come, first served basis. Complaints of meter reading, correction of bill, change of meter, new connection, replacement of electric installations, system improvement, power supply, etc. will be redressed. He said the darbars will be organised at Customer Care Centre New Colony, Gurgaon, Sub Divisional Office, Badshahpur, Sub Divisional Office, Pataudi, Sub Divisional Office, Sohna, and Sub Divisional Office, Nagina, in Gurgaon and Mewat on November 15. Similar darbars would be organised at Badagudha, Rania and Risalia Khera in Sirsa on November 15, Tohana and Ratia in district Fatehabad and Customer Care Centre Double Phatak, Hisar, Balsamand and Sub Urban Sub Division in district Hisar on November 16, Operation Sub Urban Sub-Division Office, Bhiwani, Dighawa and Sanjarwas in Bhiwani on November 16, DGM offices at Narnaul, Mahendragarh in Mahendergarh and DGM offices at Rewari and Dharuhera in Rewari on November 17. Petitioner fined for filing frivolous plea
New Delhi, November 15 Justice V.B. Gupta on Friday imposed a fine of Rs 10,000 on Urvashi Walia, who filed the application for restoration of an appeal which was dismissed in May 2004 because the petitioners never appeared for the case. In her plea, Walia cited how the respondents in the case had, in June this year, started removing the dividing wall between the properties of both the parties, which was the main cause of filing the case earlier. Noting the application seeking condonation of delay was not signed by any other legal heirs besides Walia, the judge said the application has been filed after more than five years and was not maintainable.

New Delhi, November 15 The incident happened at around 8 pm yesterday when the businessman Hardev Singh’s family was out and their house was locked. On returning, the family found out that some robbers broke into the house and stole the valuables. “We are expecting someone known to the family behind this robbery.
