As a Diwali bonanza, the state government today announced bonus for employees of government departments, aided educational and technical education institutions, local bodies as well as casual/daily wage earners.

The mystery surrounding the felling of 11 fully-grown trees on Sunday afternoon at the Parade Ground further deepened this morning when all government agencies expressed total ignorance about the broad daylight vandalism. A group of concerned citizens representing the Citizens for Green Doon, Friends of the Doon, Citizens Action Group and Citizens Pressure Group, led by Florence Pandhi, her husband Dr BS Pandhi and Dr Nitin Pandey met District Magistrate Pandiyan this morning to lodge a loud protest against this wanton act of destruction.

All-round education must for students, says college director

Diwali: Chaos on Dehradun roads

With the festive season reaching its peak, already chaotic traffic in Dehradun is bound to give trouble to both commuters as well as the police.

Rush of people at shopping stalls and food joints has added to traffic chaos on roads as the city seems to be bursting to its seams.

Tehsil Chowk, Gandhi Road, Prince Road, Arhat Bazar, Chakrata Road, Dilaram Bazar, 
Clock Tower and Kamwali Road are witnessing traffic jams hourly.

A lack of adequate parking space is also one of the main causes behind these jams. People park their vehicles on the roads, leaving a little space for traffic movement. The scenario becomes more alarming during evening when office-goers leave their respective offices for home. The traffic becomes so bad that it takes more than double the time for commuters to reach their destinations.

With a lesser number of traffic cops deployed at various points on Sundays, all traffic management is left with a few Home Guards jawans. The already chaotic traffic gets worse with the unavailability of cops on most of the busy junctions. Though there are comparatively lesser number of commuters on Sundays, traffic chaos can be witnessed at these junctions.

Triple-riding and helmet-less and rash driving go unchecked in the absence of policemen.

As most of traffic lights have been non-functional for over a year, traffic is managed by the cops, who face a tough time controlling it. The authorities are least bothered to get the lights fixed.

Not only the traffic lights, but also close circuit televisions cameras (CCTV) installed at busy points are non-functional, giving a free hand to traffic violators.

The police had recently booked a Delhi-based firm for allegedly installing improper CCTV cameras at all crossings of the city.

The police said out of the 13 cameras installed about an year ago, a few are working. Sources in the police said they had a Rs 55-lakh contract for five years with the firm and most of the amount had been paid.

Reacting to the problem of traffic, Virender Rawat, traffic inspector, said: “Every month about 3,000 new vehicles are registered in Dehradun. The roads are the same. Neither have they been widened nor any new road made for a long time now. Obviously, the roads would get crowded”.

“It is wrong to say that traffic cops are not working. They are putting their full efforts to control the traffic. For over a year, traffic lights are non-functional. If they are made functional, we can utilise our force in a much better way and the traffic can be controlled easily,” he added.

ASP Sweety Agarwal said: “There is a lot that needs to be done on infrastructure, particularly the working of traffic lights”.

Police beefs up security

To prevent any untoward incident during Diwali, the police has beefed up security in and around the city from today.

An anti-sabotage squad, equipped with sniffer dogs, was seen carrying out search operations at the local bus stand, railway station and other crowded markets this afternoon.

Apart from that, the police has been making rounds of all hotels and guest houses to verify their visitors’ lists.

Talking to The Tribune, SP (Rural) Ajay Joshi said: “All hoteliers and owners of guest houses have been issued instructions not to register any visitor without taking his/her identity proof. Besides, special forces have been deputed in busy market places and other crowded areas to check the activities of mischievous elements”.

Learning a lesson from the last year’s fire incident at a place opposite a college, the police has told the sellers of crackers that they should set up their stalls at the prescribed places and adhere to all safety measures recommended by the Fire Department.

“We have selected Nehru Stadium and the ground of KL DAV College for setting up cracker stalls. No such stall would be allowed in any other place in the town,” said the SP, adding that the required instructions have also been issued to the Fire Department regarding the checking of fire-safety norms at all those stalls.

“If any stall owner is found not adhering to these norms, his licence would be cancelled immediately,” said Joshi.

Rajaji Park: Admn issues shoot-on-sight orders

After a slew of incidents involving intrusion into the Rajaji National Park, the park administration has now issued the orders of shoot on sight against smugglers and poachers in the park area.

With Diwali just around the corner, a red alert has been issued in the park area.

Last week, there was an open firing between forest guards and a dozen odd wood smugglers in the Beriwada range of the park.

Later, a flag march was carried out in the area by the Ranipur police and forest employees as a show of strength.

Rajaji National Park Director SS Rasailly has given strict instructions to all departmental range officers of strict vigil in their respective areas, especially with Diwali round the corner and growing incidents of intrusion in the forest area.

Special monitoring is being carried out by the park administration and the Forest Department in the area to thwart any attempt by smugglers and poachers.

Crackers market bursting with variety

The crackers market opened today in the Dhama Wala Market area in Paltan Bazaar received an exceptional response on the first day.

Crackers play an integral role in the festival. From regular flowerpots, pencils and mini bombs, this season shops have endless variety in sky shooters. Starting from Rs 500, sky shooters are as expensive as Rs 10,000. Penta sky shooter, Enjoy 1,000, Pride of India, Sky Booster, Boomer 37, Little Best 100 and Hilli-billi Piper are some of the latest variety by Cock, the famous company manufacturing crackers for the past several years.

“During Diwali people love to purchase everything in bulk as it’s all about celebration and spreading the message of peace and togetherness. With normal crackers this time we have a large variety in sky shooters. Enjoy 1,000, and a series of mini bulbs worth Rs 5,000 and Rs 10,000 are in demand for its long-lasting effect,” said Gaurav Wadawa, a shopkeeper.

Taking out time from their busy schedule, parents, along with kids, are coming and purchasing crackers in bulks. “I have office today, but as my son wanted to purchase crackers, I especially came down to this busy market area,” said Surinder, a visitor.

However, for those who want fancy as well as powerful bombs, leaving a massive impact in the neighborhood, there are Classic and Dianamite bombs worth Rs 60 each.

“This year people are interested in purchasing sky shots, along with 1,000 shots and Ravinder 240 jackpot which gives a beautiful effect in the sky. Young boys are interested in purchasing heavy duty bombs which are very loud in nature and in the next few days also we are expecting a good response,” said an elated Rajesh Mittal, a cracker shop owner.

Festival bonanza: Govt announces bonus for staff

As a Diwali bonanza, the state government today announced bonus for employees of government departments, aided educational and technical education institutions, local bodies as well as casual/daily wage earners.

As per the orders issued by Secretary (Finance) Radha Raturi, all these employees will be eligible for ad hoc bonus equivalent to 30 days’ perks.

On the basis of perks payable as on March 31, 2009, the bonus amount has been worked out at Rs 3,454.

The bonus will be paid in cash to eligible employees of all these categories. All full-time non-gazetted employees, whose revised basic pay is up to Rs 10,500, will be eligible for the bonus. The allowances payable to them, however, will not be included in their perks.

In the case of casual/daily wage earners, those employees who have continuously worked for three or more years up to March 31, 2009, and did so for a minimum of 240 days every year, will be eligible for bonus.

Those full-time workers, who may not have completed one-year continuous service up to this date but served for three or more years, will also be considered eligible for the bonus. But, limit of perks of such workers will be Rs 1,200 per month. So the bonus payable to them will be Rs 1,184.

The order contains certain clarifications, which mainly included that those non-gazetted state government employees who have been promoted to revised pay scale of Rs 10,500, but their status has remained unchanged, will also be considered eligible besides those who were in regular government service as on March 31, 2009, and completed minimum 6 months’ service without gap during the financial year 2008-09.

Those employees who have either been held guilty or facing some departmental inquiry during this period will be considered ineligible for the bonus.

The DM too was surprised and talked to Forest Department officials. Interestingly, forest officers denied any knowledge of the incident. Pandiyan said he had issued clear instructions at an official meeting totally banning the felling of trees in the city.

Pandhi of the Friends of the Doon also raised the issue of the reduction in the size of the Parade Ground. Already a trench has been dug up which intrudes about 12 ft into the land and was against the master plan. Any change can only be sanctioned by the Union Ministry of Environment and Forests. The spokesman of the group, Dr Pandey too expressed shock at the felling of trees, and urged stern action against the responsible erring officials. The DM immediately called a meeting with forest officials. What transpired at the meeting was bizarre. Divisional Forest Officer BK Gangte firmly stated that no permission had been granted from his office. Likewise, PWD Xen Dayanand and Divisional Forest Development Manager of the Forest Corporation SP Singh too denied any responsibility.

It finally emerged that a contract had been given by the Forest Development Corporation some months ago to Mumtaz Ali from Saharanpur, under which more than 20 trees were felled before the intervention of the activists. Subsequently, an order was issued by the Forest Corporation for stopping the felling of trees under the contract. Yet, the same contractor suddenly appeared on Sunday with his labour, fully equipped with tents, cooking pots and baggage, prepared for a long stay.

The DM said the felling of these trees was patently illegal and ordered the DFO to conduct an immediate inquiry and lodge an FIR against the officials responsible.

All-round education must for students, says college director

Apart from multi-events, the cynosure of all eyes was the fashion show. Girls walked the ramp with élan and perfect composure. Wearing ethnic, Indian and Western outfits, the participants drew maximum clapping and applause.

The function started with Saraswati Vandana. While inaugurating the function, college Director Sandeep Chaudhari stressed on the need of having technical education and combining it with other skills to provide all-round education.

Students now need not be confined to academics only. Development and enhancing of other skills is imperative and that’s what we call as total education, said Chaudhari.

At the function Samraha Nagpal of B Com and Parth Arora were adjudged best students overall, while all participants were felicitated by the college management. Teachers Tripti Aggarwal, Masumi Goyal, Annu Malhotra, Hema Badoni and Amit Chaudhari among others addressed the students.
