Attempt to break open ATM at Dera Bassi
Dera Bassi, September 30 However, their attempt failed, as the ATM booth caught fire from a spark passing through a welding machine and they fled. Interestingly, the ATM was installed near a police station. Security guard Kulwant Singh, on duty at the ATM, told the police that the two youths, in their mid-twenties, entered the ATM around 3 am. They forcibly covered his face with a towel and pointed a gun on his head. In the meantime, SUV was parked outside the ATM and third youth carried out the gas-welding machine from the vehicle to cut the machine. The miscreants started cutting the ATM and suddenly a plastic material caught fire at the ATM booth. They failed to douse the fire and fled. After which the guard went to the police station and informed the matter. The guard claimed that the youths were talking in Haryanvi. The manager of ICICI banks, Dera Bassi, said the miscreants had failed to break the ATM due to its latest technology. DSP JS Khaira, Dera Bassi, said the fingerprints had been taken and the investigations were on. The matter would be solved after viewing footages from the CCTV camera. However, it would be difficult for the police to nab the miscreants, as they had covered their faces, he added. |

Suicide bid on retirement day
Bassi Pathana, September 30 He was feeling frustrated because of the denial of monetary benefits like pension and gratuity, forcing him to consume sulphas. The family members immediately rushed him to a civil hospital, where he was given first aid and referred to the GMCH Sector 32, Chandigarh. Jaspal Singh, elder son of Dalbir Singh, a clerk in water supply department of local municipal council, said his father organised a function at his residence on the eve of his retirement and expected the council officials and president to attend. He was expecting that they would give him cheques, but none of the high ups turned up at the function, what to talk of giving him his due. He alleged that the indifferent attitude of the authorities drove him to this extreme step. He said due to frustration he consumed sulphas. He alleged that the executive officer had told his father that council didn't have funds and whatever amount he would recover from the residents would be handed over to him. He said due to tension he went on leave. Kulbhushan Malhotra, council president, refuted the allegations and said he did not invite any one for the party. He was on leave from the past several days. He had not handed over the charge of water supply department yet and executive officer had issued him notice in this regard, but he refused to accept. He also informed the council staff not to organise party on his retirement. He said his cheque of Rs 50,000 had been made but not handed over to him, as he did not turn up. Executive officer, however, was not available for comments.

The officials have asked residents not to panic and get themselves checked if they have symptoms of swine flu like cough, sore throat, cold and fever. Health officials stated that they had set up two check up centres at Ambala City and the cantt Civil Hospital. The doctors would conduct a check up and only if required, a swine flu test would be undertaken. The district administration has also contacted the authorities of the cities/districts where boarders of Chaman Vatika School reside and communicated the students’ addresses to them.

Lioness dies at Chhatbir Zoo
Banur, September 30 The zoo officials said the lioness was not well for the past few days and she was observed round-the-clock by doctors and zoo keepers. She died last evening. A post-mortem of the animal was conducted at zoo hospital before its cremation. The zoo officials said none of the cubs of the lioness could survive and died immediately after birth due to genetic disorder. Earlier also, a number of animals have died during the past some time. A Royal Bengal tigress died on September 15 last year. The zoo authorities had suspended the beldar due to negligence. |

Residents gherao public health dept
Dera Bassi, September 30 Irked villagers gheraoed the office of public health department at Dera Bassi and raised slogans against authorities and also blocked the Jawaharpur road. The PHD’s sub-divisional officer Chandrabhan reached the spot, along with the police, to listen to their grievances and assured them an adequate water supply. They alleged that they had complained several times but nothing had been done so far. Meanwhile, PHD official said the problem had occurred due to a technical snag in the transformer, which would be resolved on priority

Chandigarh, September 30 The complainant gave consent for taking personal loan worth Rs 91,000, which was approved in September 2008, repayable in 24 months having an EMI of Rs 4,676. On September 12, 2008, he received the summary of account which included the loan processing fee of Rs 2,730 and extra service charges of Rs 337.42 plus service tax of Rs 27.71 and debit charges of Rs 224.22, although at the time of advancing of the loan, he was only told about the processing charges. On November 11, 2008, he received the next summary of account in which he was asked to make a payment of Rs 12,057.51 inclusive of EMI in violation of terms and conditions. He was wrongly charged for Barclay card priority circle fee, which was Rs 6,000 and service tax on it of Rs741.60, apart from service tax of Rs 196.83 plus debit interest of Rs 344.04 and further service tax of Rs 42.57, which were not part of initial understanding. After getting assurance from the bank that the extra charges would be waived off and the double service tax charged would be removed, he paid Rs 6,000 on October 31, 2008. In November 2008, he received a summary of account in which he was asked to make payment of Rs 11,310.74. He called up the helpline of the bank to lodge his grievance and also sent an email. On December 11, 2008, the complainant received a letter from the bank refusing to cancel the membership and to refund the membership fee on the ground that he did not ask for the same within 21 days though he had been calling the helpline numbers and was also sending emails. The summary of account dated December 12, 2008, showed the total outstanding amount as Rs 95,712.78, which led to exchange of emails. On March 5, 2009, he gave a legal notice for ratifying the loan account to which reply dated March 23, 2009, was received stating that the accounts were correct. In a written reply, the bank submitted that the complainant took the loan after understanding the terms and conditions. It was stated that service tax was not a charge levied by the bank but was requirement of the government. It was submitted that apart from taking the loan, the complainant also availed the facility of cash withdrawal from the ATM and withdrew Rs 10,000 and Rs 224.22 was the debit interest payable on the same, which was as per schedule of charges mentioned in the terms and conditions. The complainant had also opted to avail the facility of Barclay card priority circle for which one time fee of Rs 6,000 was chargeable along with service tax and Rs 344.04 as debit interest for late payment of due amount. It has been denied that the complainant was forced to pay more amount than due. It was pleaded that the request of the complainant for cancellation of Barclay priority circle after having opted to avail the same and refund of membership fee after receipt of benefits and gifts was unreasonable and was received at belated stage.

Citi Financial fined Rs 3,692
Chandigarh, September 30 The complainant, Satnam Singh, a resident of Milk Colony, Dhanas, had taken a loan worth Rs 27,000 from Citi Financial, Sector 35, and was regularly paying the same by way of an EMI of Rs 1,403 to the Union Bank of India. It was alleged that the said bank had debited Rs 1,192 plus Rs 1,192 = Rs 2,384 against his name. On inquiry, it was intimated that the said amount was credited on May 5, 2008, and June 5, 2008, in the name of Raj Kumar vide TPCFIL loan 14743751. He approached the bank many times to credit the said amount in his account as his monthly instalment was Rs 1,403 and not Rs 1,192, but to no avail. In reply, the bank admitted that complainant was having account with them and ECS of Rs 1403 was being debited from his account for payment of the same to the ICICI Bank. It said that Rs 1,192 and another sum of Rs 1,192 had been debited from his account. It was pleaded that the mistake, if any, had occurred only due to the bankers of Citi Financial i.e. ICICI Bank, who mentioned the account number of the complainant in the ECS data and, therefore, the account of the complainant was wrongly debited solely due to the fault of ICICI Bank. In their reply, Citi Financial pleaded that complainant had taken a personal loan of Rs 27,000 from them, which was payable in 36 monthly instalments of Rs 1,403 each. After some time, he again approached them for availing another personal loan. It was submitted that the complainant after paying eight instalments, approached them for reducing the EMI amount and extending the tenure. Therefore, on his request, they rebooked the existing loan account no. 13880838 into a new loan account no. 15455785. The total outstanding dues of Rs 25,070 of the previous loan account were adjusted to the new loan account in order to reduce the EMI amount by increasing the tenure. In this process of rebooking, the previous loan account no. 13880838 was foreclosed. The new loan account was generated in the system with financed amount showing as Rs 25,070, which was repayable in 60 monthly instalments of Rs 936 each. The said instalments were paid by the complainant vide the bank account which was being maintained by him with bank. It was pleaded that one of the instalments, as shown in complainant’s pass book in April 2008, was never received by Citi Financial . The second instalment in April 2008, was withdrawn by them due to some technical error and they in order to correct the mistake, had adjusted the same towards the outstanding dues of the new loan account.

‘Govt, lawyers can help in speedier justice’
Chandigarh, September 30 In Chandigarh for a function, Jain said judicial pronouncements in a large number of cases have far reaching effects. It is for the law officers and others to ensure the benefits of the judgements are passed on not just to the petitioners, but others as well. “Every time a ruling comes in favour of some citizens, others too move the court for the same benefit. But if the government and the corporation lawyers were to inform the authorities concerned on the judgment and ask them to pass on the advantages to others as well, the problem of unnecessary litigation will be taken care of,” Jain said. Jain said the governments too could do their bit by removing the anomalies and redressing the grievances at their own level after examining the judicial verdicts; and also by complying with the directions instead of waiting for contempt petitions and going in for unnecessary appeals.

Man gets 6-yr jail for culpable homicide
Chandigarh, September 30 The court of Additional District and Sessions judge RS Attri today sentenced Raman Kalia to six years of imprisonment and fined him Rs 10,000. Earlier, the court had convicted him under Section 304 on September 25. Raman had an altercation with one Ramesh over some issue at a market place. Raman assaulted Ramesh, who had to be admitted to PGI. He later on succumbed to his injuries.

Man booked for attempt to kill wife
Chandigarh, September 30 On the other hand, the victim, Naresh Kaur, a resident of Sector 22, had called a press conference at the Chandigarh Press Club today accusing the police of not taking any action into the incident. The victim’s daughter, Kulwinder Kaur, had lodged a complaint against her father, Harbans Singh, on September 22, seeking action against him. She had alleged that the police was hushing up the matter. Kulwinder alleged that her father had been harassing her mother and her siblings and had not been living with them for the past over two years. He had reached a compromise with her mother but did not mend his ways, she said. Kulwinder added that on September 18, he tried to strangulate her mother and she even submitted a medical legal case report of her mother mentioning ligature marks on her neck. Denying the allegations, Harbans Singh said he was having a matrimonial dispute with his wife. She had a paramour and the police had initiated action against him under Section 107 and 151 of the CrPC on his complaint. Pleading innocence, he said the injuries were self-inflicted and it was a deep-rooted conspiracy to implicate him.

Accident victim’s kin thrash accused
Chandigarh, September 30 The victim, 22-year-old Nikita Walia of Sector 40-B, fractured her legs after a car hit her scooter at the Sector 36-37 traffic lights point on September 28. The victim, who was recently married, had been admitted to the PGI. The incident took place around 4 pm today at the police station when the police called car driver Parveen Kumar of Sector 23 to the police station to initiate action against him. He was arrested and released on bail. The family members of the victim also reached there and started beating him up before the police. The SHO of the Sector 36 police station said the police placated the victim’s family. He, however, claimed that the accused was not beaten up hence no action had been taken in this regard.

In her complaint to the police, Neelam of Sector 46-A alleged that someone had stolen a pair gold earring, a silver coin, a camera, a mobile phone, a wristwatch and a nose pin from her residence on Tuesday. A case has been registered.

Ankur Chadha of Delhi and Ashbeer Saini of Kapurthala tied for the second slot in the A Category with identical two round scores of 151. Eight-year-old Aadil Bedi created a flutter, when he took the lead in the D Category (under 11 years), in which most of the boys were above 10 years of age.
