Rotational power cuts from today

Power shortage has led the Chandigarh administration to impose rotational power cuts from tomorrow, until alternative arrangements for more power are in place. Industrialists are peeved because the Industrial Area has been witnessing unscheduled power cuts everyday. These are other than the day-long cuts in specified areas.

Navin Manglani, general secretary of the Chamber of Chandigarh Industry, said: “Many areas are witnessing eight-hour unscheduled power cuts, besides regular cuts. Despite approaching the electricity department repeatedly, there has been no change. We are surprised at the number of malls coming. We have asked the department to review the demand and supply curve before any more expansion plans are allowed,” he said.

Officials said power cuts were being imposed in various parts of the city regularly. Government offices had also been asked to be careful in using power judiciously.

Pay more to book Rock Garden

In order to meet the high cost of maintenance of Rock Garden (Phase III, the Chandigarh administration has decided to enhance the booking amount from Rs 15,000 to Rs 25,000 for functions, including marriages, being held there.

A decision in this regard was taken at a meeting held here today under the chairmanship of Home Secretary Ram Niwas. If an applicant cancels the booking 30 days in advance, the ground rent charges would be refunded, but the security deposit of Rs 5,000 would be forfeited.

The spokesperson for the administration said soon a gift and souvenir shop would be inaugurated, which had been constructed at a cost of Rs 5.19 lakh. The shop would house souvenirs of Rock Garden as well as those of Le Corbusier.

He said work on an aquarium, being built at a cost of Rs 30 lakh, was going on at a fast pace and it was likely to be inaugurated by October-end.

The committee had also approved the remodelling and construction of additional benches and ramps for the handicapped at Rock Garden, besides the proposal for the renovation of a hall near the waterfall in Phase II.

An art gallery was also being set up at the garden and Rs 35.75 lakh had already been spent on it. An additional amount of Rs 8 lakh had been approved by the committee in view of the increased diameter of the gallery from 50 ft to 75 ft.

A sum of Rs 6.98 lakh had also been approved for providing public health services and other facilities at Rock Garden. The Home Secretary wanted work on the installation of close-circuit TV cameras and baggage machines to be expedited. He also directed the in charge of sanitation to carry out daily inspections at the waterfall and clear litter.

He also directed that work on the installation of a tube well and replacement of pumps at a cost of Rs 39.48 lakh should be started immediately as the money had already been deposited by the society with the engineering department several months ago.

The engineering department was also asked to provide human statues of various sizes immediately for which Rs 28.65 lakh had already been allotted.

‘Molester’ jumps off building, paralysed

A Mohali resident and alleged molester suffered spinal injuries after jumping from the second floor of a building in Sector 56 in a bid to escape after the victim raised the alarm in the wee hours of Tuesday.

According to the police, 30-year-old Harpreet Singh of Phase XI, Mohali, was injured around 12.30 am on September 29 and was reportedly drunk at the time. He was taken to the Sector 16 Government Multi Speciality Hospital, from where he was referred to the PGI. Doctors said his legs had been paralysed.

The police said the victim alleged that Harpreet Singh entered her house and tried to molest her. She raised the alarm and he jumped off the second floor. He landed on a car which reduced the impact of the fall else he could have been killed, a police official said.

The woman, mother of a six-year-old, was living separately from her husband. The accused told the police that he was her acquaintance and had studied engineering at the CSIO in Sector 30. A case has been registered against him.

MC Auction
Highest bidder doesn’t show up

In a strange incident, the highest bidder in an auction for the exhibition ground of Sector 34 of the MC did not turn up to deposit the bid amount. The MC had organised an auction for renting out the exhibition ground for 11 days from October 8 for organising Diwali mela at the reserve cost of Rs 7 lakh.

Source said the final bid was quoted at Rs 11.50 lakh. As per the terms of the corporation, the bidder had to deposit 25 per cent of the bid money on the spot, besides the token money already deposited with the corporation.

The sources said the party had to deposit approximately Rs 2.90 lakh with the MC for getting the bid. After the auction when the authorities asked the persons concerned to deposit the money, they asked for one hour’s time, but did not turn up even till evening. The authorities had to cancel the auction and reorganise it.

MC Joint Commissioner TPS Phoolka said they were going to auction the site again tomorrow as the bidder had not deposited the money in the stipulated time.

However, the observer, Jatinder Bhatia, expressed his ignorance about the cancellation of the bid. He said it was good that the corporation had taken the initiative immediately and organised the auction for tomorrow.

The sources said earlier the auction had been scheduled for September 22, but had to postponed as the bidders had objected to the reserve price, which was very high. They said the bid price should be Rs 5 lakh and the parking area should also be included in it, but corporation officials rejected the demand on the plea that it had been finalised by the finance and contract committee and could not be changed.

Last year also, the corporation had difficulty in auctioning the ground as it had quoted a high amount and the administration allotted it without auction.

Meanwhile, the Chandigarh administration’s exhibition ground, parallel to this site, was given for Rs 2.15 lakh for 15 days from October 6.

Diwali bonanza
Battery-operated rickshaws

It would be a Diwali bonanza for some rickshaw-pullers as the Chandigarh MC, in collaboration with the science and technology department under a Central project, would distribute 10 battery-operated rickshaws by conducting a draw.

Since the MC is a nodal agency of the project, rickshaw-pullers who have a license of the corporation could apply under the scheme. The corporation would send letters to all eligible rickshaw-pullers and ask them to apply by October 14.

A senior official said a committee would be constituted to scrutinise the applications. Till April this year, the corporation had issued licenses to 791 rickshaw-pullers in the city.

The short-listed rickshaw-pullers would be included in the draw for the allotment of the battery-operated rickshaws. A Faridabad-based company would be suppling the rickshaws.

Recruitment Scam
Admn to declare result by Oct 15

In the wake of the alleged involvement of DPI (S) Samwartak Singh in the cash-for-job scam, the UT administration has promised to declare the recruitment result by October 15.

At a meeting attended by senior department officials, Home-cum-Education Secretary Ram Niwas appointed IAS officers Sandeep Kumar, Ashok Kumar, Abhishek Dev and Prerna Puri (SDM) as key observers of the process.

The result would be compiled in the presence of any of these officers. Abhishek Dev would be the coordinating officer for the finalisation of the result.

The education department official who has access to the current password of the result would no longer have anything to do with the result. The call letters would be issued immediately to candidates selected for mathematics, Hindi and Punjabi.

The interviews of the candidates would be videographed to ensure transparency.

Senior Citizens Day Today
Elderly for making healthcare fundamental right

It would be just another day for the senior citizens of the city with various associations organising functions to mark the International Senior Citizens Day tomorrow.

Associations working towards the cause of the elderly have suggested the government to launch a scheme to provide paid home care services to the elderly in order to uplift their living conditions.

Talking to the Tribune, SS Lamba, chapter president, Chandigarh Senior Citizens Association, said government should pass legislation for making healthcare a fundamental right. He said till the passing of the legislation by Parliament, ambulance service, orthopaedic, dental and ENT services should be provided free of cost to the senior citizens.

He said for the persons above 70 years, door services should be provided as it was difficult for them to visit the nearby civil hospitals or clinics.

Lamba suggested that government should introduce paid home care scheme as was being followed in Australia. He said under the scheme, short-term nursing certificates should be introduced in urban as well as rural areas for youths, who could later get employment by providing home care services. He said senior citizens, who are unable to take care of themselves or there is no to attend to them in the house, could avail the home care services on hourly basis.

He said the government should amend the insurance law, as at present there was not a single policy for the persons above the age of 60. Keeping in view the low income of senior citizens, the government should introduce insurance policies of low premium. He said the government should also give income tax benefits to persons who have attained the age of 60.

He rued that the community policing scheme for the welfare of senior citizens introduced by the Chandigarh Police a few years back turned out to be a flop show due to shortage of manpower.

Brig Keshav Chandra (retd), former president of the association, in a release to the media here today said a function would be held at Government College for Girls auditorium in Sector 11 where Haryana Governor JN Pahadia would give away the awards to senior citizens who have rendered significant service to the society.

Helpage India, an NGO working for the welfare of the senior citizens, would organise a function at Lajpat Rai Bhawan in Sector 15 to mark the day. The spokesman said that a seminar would be held to deliberate on the national policy for the elderly announced by the Central government. The students of DAV Public School would present various programmes for the entertainment of the senior citizens.

Shops and a government school in New Indira Colony remained closed today with the victim’s family and their supporters demanding strict action against the killers.

Heavy presence of police turned the locality into a cantonment as the police parties kept on patrolling the area throughout the day. Senior police officials held two meetings with the representatives of the colony and religious organisations, requesting them to exercise restraint.

Earlier during the day, the victim’s relatives and supporters assembled at a temple in the locality and sought stern action against the accused. They also insisted that the police should take strict action those behind the killing of 17-year-old Tej Bahadur and others like him.

A visit the locality revealed that the residents were a frightened lot and preferred to remain indoors. There was very thin presence of people on the streets. School and the shops remained closed even as the police was claiming that situation was under control. The bus service to the area was also affected as CTU buses didn’t enter the colony.

DSP (East) Jasbir Singh Cheema said the police was in touch with the representatives and the situation was under control.

A police official said some women were also involved with the mischievous elements, who were instigating the family and he supporters to disturb peace.

The police was also trying to identify the miscreants who indulged in rampage and destroyed property, including vehicles, in the colony on Tuesday. The accused, Babloo, is undergoing treatment at the Sector 16 Government Multi-Specialty Hospital, said the police.

Gardens to boost tourism in city

In order to promote the city as a tourist destination, the Chandigarh administration has decided to set up Sunken Garden and Valley of Animals in Sector 50.

The landscaping of the garden will be done to make garden terraces at different levels, besides setting up tourism huts and benches along the walkway in the garden.

A tourist information centre will also be set up to provide information about other gardens and tourist spots of in the city, besides setting up public conveniences in the garden. The garden will be illuminated aesthetically to highlight the topiaries of the family of different animals and allied species.

Giving details of the project, Home Secretary Ram Niwas said theme-based gardens will be set up in Sector 42 and 50. He said the Union Ministry of Tourism has sanctioned Rs 4.51 crore for development of Chandigarh as a major tourist destination and further enhancement of Chandigarh’s entity as a city of gardens and greens.

The Ministry of Tourism has already released Rs 11.58 crore for the development of Sukhna Lake, Rose Garden and Botanical Garden, he added.

He said tourism promotion was on priority of the administration and emphasis was being laid to broad base tourism infrastructure in the city. He said Gardens of Palms along with tourist reception centre would be set up at a cost of Rs 311 lakh adjacent to the Sector 42 lake making it as a composite tourism hub in the southern sector.

He said this garden would have adventure tourism component and bike tourism would be promoted by setting up multi-level cycling track. He added that the garden of palms would have tourism multi play systems, artistic bridges for the tourists. Illumination of the garden will be done in a manner to highlight different varieties of palms, which will provide an opportunity to the tourists and the visitors to enjoy the night dimensions, he added.

Campaigning to pick up at P’kula

Election campaigning by political parties is expected to pick up soon here, as bigwigs from at least two parties, INLD and Congress, are scheduled to address public meetings in the coming days.

While the Indian National Lok Dal supremo Om Prakash Chautala, will hold a rally tomorrow, garnering support for the party candidate Yograj, visit of local Member Parliament and Union Minister of Tourism Selja, on October 3, will prove a respite for Congress candidate DK Bansal who was facing silent boycott from the local Congress leaders.

Similarly, local BJP leaders were working hard to bring Leader of Opposition in Parliament Lal Krishan Advani and party president Rajnath Singh for their rally, which will be organised next week.

All candidates from major political parities failed to leave any impression on the voters despite canvassing much before the last date of nomination, which ended on Friday.

While Congress candidate Bansal, labeled as an outsider by local Congress leaders, was not getting any support from his own party workers, the candidature of Yograj also led to dissidence in INLD.

BJP also remained a divided house, as a particular faction was not witnessed on any occasion with Gian Chand Gupta, former Chandigarh Mayor, who managed to get party ticket leaving Sham Lal Bansal and VK Sood, local aspirants, to wait for party ticket till the next elections.

All major political parties being plagued with factionalism failed to activate their cadre in the district leaving the party candidates to depend on door-to-door visits with a few supporters for the campaigning. The only public meeting of Congress candidate Satwidner Singh Rana at Kalka addressed by Chief Minister Bhupinder Singh Hooda on Monday also failed to enthuse party supporters.

Though the campaign of Yograj is expected to pick up tomorrow, with rally of party at Labour Chowk in Sector 16, Panchkula residents can expect cricket stars next week, as the organisers of INLD campaign were being geared up to bring in Yuvraj during public meetings.

Efforts were on to bring many other international cricketers to accompany Yuvraj, said the sources.

Places for rallies marked

The district administration has demarcated the places for political parties to hold public meetings and rallies during election campaign.

Parade ground in Sector 5, open place in Sector-16 market, new Grain Market in Sector 20 and markets of Sector 19 and 14 parking area could be used for rallies by political parties with prior permission.

Similarly, for public meetings, places along sector markets and community centres have been demarcated.

Besides, returning officer has asked the political parties not to put banners, posters or flags on private properties.

Even vehicles pertaining to any party or candidate could display the posters, banners or party flags, he added.

After the declaration of final lists and allotment of election symbols, all the 11 contestants of various political parties, including independent candidates have intensified their election campaign.

The election canvassing is being carried through out the Kalka constituency, including Kalka, Pinjore, Raipur Rani and its adjoining rural areas of Doon and Raitan to lure voters.

Bhagat Singh, an independent candidate, had been allotted with “nagara” (drum) as an election symbol. The contestants have also intensified road shows, door-to-door campaign and nukad meetings.

Vijay Bansal, BSP candidate, continuing his election campaign conducted meetings at several villages of Pinjore Block and Raitpur Rani. Congress candidate Satvinder Rana accompanied by a huge crowd of people and other Congress leaders held a road show in the constituency from Kalka to Pinjore. He also addressed people at various places between Kalka and Pinjore. Pardeep Choudhary also addressed several nukkad meetings at rural belt.

Meanwhile, several auto-rickshaws are being used for canvassing of various political parties without taking any formal permission from the administration.

President of the Mohali District Congress Committee and Kharar MLA Balbir Singh Sidhu held a protest at Phase VIII here today against shortage of water and unannounced power cuts in the town and surrounding areas.

Protesters raised slogans against the SAD- BJP combine in the state and burnt an effigy of the Badal government.

A peaceful march was also organised which affected the traffic. A large number of persons, including representatives of resident welfare bodies and Mohali Industries Association and municipal councillors took part in the protest.

Former Congress minister Jagmohan Singh Kang and candidate from the Banur assembly segment Deepinder Singh Dhillon also participated in the agitation that went on for over two hours.

Protesters carried banners and some of them also wore black gowns on which “hai bijli, hai paani” was written. A banner, which attracted lot of attention stated “ Punjab sarkar di kamyabi di suno kahani, Mohali shahar vich na bijlee na paani.”

Jagmohan said people of the state had started remembering the times when Capt Amarinder Singh headed the state, as the SAD government had made their life miserable by depriving them of the basic facilities. He said Chief Minister Parkash Singh Badal had failed miserably, as he had no control on the system.

Kharar MLA Balbir Singh Sidhu told the people that Badal had assured surplus power in three years but failed to fulfill his promise.

Every section of the society had got fed up of the unannounced power cuts. Those totally dependent on power were finding it difficult to survive because their work had been badly hit. Industry was also facing a tough time and many industrial unit owners now wanted to move from Mohali.

Sidhu said Badal claimed of making Mohali a world-class city but unfortunately no funds were being provided by the government to improve the condition of the town. Development had come to a halt and residents were not even getting adequate supply of water.

He said Badal was the chairman of Greater Mohali Area Development Authority that earned crores by holding auctions of sites but was not spending the money on the development of the town.

He said the Punjab government should provide adequate water and power, besides, other facilities to the residents and if it was unable to do so, it should tender its resignation.

Illegal Religious Structures
Nodal officers to face heat

The Chandigarh administration has decided to make nodal officers criminally liable for construction of illegal religious structures in their respective areas.

A decision to this regard was taken at a meeting under the chairmanship of the Home Secretary Ram Niwas here today. The meeting was called following a Supreme Court decision, asking all the state governments to ensure that no encroachment takes place on government land.

In the first step, the UT is compiling a list of 300-odd religious structures in the city. The administration will also carry out mapping and compile a report on violations in the existing structures.

The officials concerned are expected to maintain proper vigil in their respective areas and report immediately on any illegal construction of a religious site.

The UT has constituted a committee comprising the Deputy Commissioner, the Chief Engineer, the Additional Commissioner of the Municipal Corporation and the Assistant Estate Officer to ensure the implementation of the apex court decision and the administration’s plan of action.

The administration has already initiated the process of mapping the existing structures along with violations. The latest status on existing religious structures along with violations and all illegal structures will be reported to the apex court in the next hearing slated for December 7.

Talking to The Tribune, Home Secretary Ram Niwas said: “The UT will not allow any illegal construction n future. We will study each case separately and prepare a detailed report.”

Requesting anonymity, a senior official said: “Religion is a very sensitive issue. However, only firm decisions coupled with corresponding action on ground can yield desired results.”

Most of the covers of junction boxes of fancy streetlights in Industrial Area, Phase I, have been removed allegedly by drug addict slum youths, putting lives of area residents in danger.

Drug addicts don’t have to make much effort to remove junction box covers on poles erected near Centra Mall. They unscrew two bolts and sell metal covers for just Rs 10 to 15 to satisfy their craving, say sources.

The Chandigarh Municipal Corporation had installed fancy electricity poles under the beautification project in the area after widening the roads about six months back.

When contacted, Chief Engineer SK Bansal said the matter was in his notice. He, however, expressed helplessness in keeping round-the-clock check to stop theft of junction box covers. He said they would fix fibre plastic sheets on junction boxes to prevent any untoward incident.

President, Chandigarh Industrial Association, MPS Chawla said the officials concerned should keep a strict watch on the quality of the infrastructure being installed in the area under the upgradation plan, which has already hit roadblock due to the lack of funds.

Internet is a repository or mine of information. One can resort to ‘googling’ or click Wikipedia for retrieving information on any damn subject within minutes. A few days back, the Chandigarh Tribune carried a human-interest story “Adult thesis zaps many”. The news says that the thesis of a research student of the English department has kicked up a row at Panjab University. The proposed title of the study, “Transgressive depiction of sexuality onscreen, a study of selected films of Catherine Breillat and Pedro Almo Dovar,” was discussed at the Research Degree Committee (RDC) and the research student was reportedly asked to change the study and then the decision was deferred recently

Wikipedia says that Catherine Breillat (born 13 July 1948) is a French filmmaker and novelist. She started her career after studying acting at Yves Furet "Studio d'Entraînement de l'Acteur" in Paris together with her sister, actress Marie-Hélène Breillat (born 2 June 1947) in 1967. Breillat is known for films focusing on sexuality, gender conflict and sibling rivalry. She has been the subject of controversy for her explicit depictions of sexuality and violence. She cast the porn star Rocco Siffredi in her films Romance (Romance X, 1999) and Anatomie de l'enfer (Anatomy of Hell, 2004). Her novels have been best sellers. Her work has been associated with the New French Extremity tendency.

Operating systems, web browsers, search engines and web directories are used by Internet visitors. This development not only shows great progress in computer technology used in the world, but it also reveals trends related to Internet usage.

The most often used operating systems belong to the family of Windows operating systems (it is used by 99,4% of Internet users). Analysing the popularity of different versions of Windows operating systems, it can be seen, that the Windows XP system undoubtedly prevails as it is used by approximately 91.3% . The other two versions according to the popularity are Windows 2000 and Windows 98 (they are used by 3.6% and 3.2% of Internet users respectively). The Windows Vista operating system, which appeared in the market not so long ago, is used only by 0.4% of Internet users.

It is hard to imagine how the usage of Internet resources would be possible without web browsers. At present there are three most popular web browser groups: IE (Microsoft Internet Explorer), Firefox, and Opera. The IE web browsers still corner the biggest share of Internet users. Firefox is the second group of browsers according to their popularity. Even though now the Firefox browsers are used only by a fairly small part of Internet users - 12.2%, their popularity is constantly (although slowly) growing (several years ago it was used almost by four times less Internet users). 6.8% Internet visitors use the Opera web browsers. The process of surfing on the Internet and finding information is facilitated by search engines. At present the variety of search engines is great but the most popular one is Google, which is used by the record number of Internet visitors (as many as 98.9%). Indian search engines tend not to be popular. A very small proportion of Internet visitors use the Yahoo (0.7%) and MSN (0.3%) search engines. Web directories, which allow for seeking information according to different subjects are not popular means of searching information on the Internet.

But do not forget the Wikipedia, the biggest single mine of information on any subject or prominent individual. However, the web space does not only contain mine of information, it is also full of misinformation. The Western masters of the Internet allow only that information which suits to their vested political and economic interests. The Internet users are expected to use their discretion while navigating the web world in search of information.

Kaushal is IAS officers' body chief

A 1982-batch IAS officer, Sarvesh Kaushal, presently posted as the Member Secretary, Punjab State Women Commission, has been elected president of the Punjab State IAS Officers' Association for one year. Kaushal has been general secretary and vice-president of the association for more than 10 years in the past.

Kusumjit Sidhu and Suresh Kumar have been elected senior vice-president and vice-president of the association, respectively.

PGI doctor gets gold medal

Dr Jagat Ram, professor in ophthalmology department at advanced eye centre, PGI, was awarded a gold medal for his contribution in the field of paediatric cataract surgery at the annual meeting of Maharashtra and Bombay Ophthalmologists Society in Mumbai from September 25 to 27.

The meeting was attended by over 1,600 ophthalmologists. Prof Jagat Ram has performed several paediatric cataract surgeries with intraocular lens implantation. He has managed several complicated paediatric cataracts and has demonstrated current micro-surgical techniques at various national and international scientific conferences. He has written a book on paediatric cataract surgery.

Ex-dy manager of IOC convicted

Chandigarh, September 30
A local court today sentenced RC Sawhni, a former deputy manager with the Indian Oil Corporation (IOC), to two-year imprisonment in a corruption case dating back to 1987-88.

The CBI special court of Darshan Singh today sentenced the official to imprisonment and imposed a fine him of Rs 14,000 on him The other co-accused, Bhushan Kumar and Sital Kumar, were acquitted of charges as the witnesses against them had turned hostile.

The CBI special prosecutor stated that in 1987-88, Sawhni had released 369 gas connections that were on the waiting list through forgery. — TNS

The Chandigarh chapter of the Indian Ex-services League will be holding its annual general body meeting and elections on October 25. Office bearers would be elected for a three-year tenure and those interested are required submit their applications to the League by October 10, according to a statement issued here today.

Grading system fails to enthuse schools

MHRD’s latest endeavour of introducing grading system in Class IX from tomorrow has already educed a huge resentment among the school authorities, who not only claim to be clueless about implementation but also doubtful of its success.

According to the system that is also to be introduced in Class X from next year, the students will not be evaluated on the basis of marks obtained in examinations, but will be awarded grades based on several specified parameters.

Though the evaluation is scheduled to commence from tomorrow, the school principals are yet to get any information on how to implement it.

“Yes, we have got to know that we are supposed to give grades instead of marks to the students on the basis of several other things, like projects, group discussions etc, instead of the academic performance alone.

However, neither the CBSE, nor the UT administration had as yet given any guidelines on what weightage to be given to which parameter, what exactly had to be included in evaluation etc,” said one of the city principals.

According to HS Mamik, president, Independent School Association, it is not just the missing guidelines, but also the time chosen for implementation that is bound to create troubles.

“Most of the schools are already through the half yearly and students have been given marks, now, if for the remaining session, we evaluate them on various parameters and give them grades instead of marks, then how will the final result be made?

Similarly, to introduce such a system where the possibility of being affected by examiner’s subjective perception is quite high, we need specific directives from the ministry or the CBSE, which we are yet to get,” said Mamik.

It may be noted that many schools have also approached the UT administration with similar objections.

“We got in touch with the education department because we have already taken examinations for the first session, and if we do not give marks for the other, then how will we decide on promotion of the students,” said another principal.

Meanwhile, DR Yadav, joint director, CBSE, said the issue was being blown out of proportion.

“We are already drafting the guidelines, which will be given to schools very soon. Also, there is no need to panic because we already have grading system till Class VIII, and it will be continued for Class IX with slight modification,” he said.

Out of syllabus paper
PU Syndicate allows re-exam

In a significant decision, the Panjab University syndicate has permitted re-examination of a fourth-semester BA (honours)-BEd (combined) paper, conducted in May this year.

The decision will benefit 32 students, who had failed to clear the examination, owing to “out of syllabus” questions in it.

Claiming that nearly 70 per cent questions in English paper, which was held on May 25, were out of course, these students had staged a protest outside the Vice-Chancellor’s office a few days back on the declaration of their result.

Earlier, the case was referred to the board of studies after the Vice Chancellor received a letter, written by former chairperson of the education department, Malvinder Ahuja, informing that a majority of questions were out of syllabus.

Denying the claims of the students, the board concluded in its report that questions worth only 16 marks (total marks being 80) were out of syllabus and recommended only 5 grace marks to students.

The decision was contrary to the claims of students, who had alleged in a representation to the VC, that nearly 48 marks were out of course.

On the day of examination, the students had left the answer-sheets blank, because of the confusion that had prevailed. When the result was out a few days back, the entire batch got a “re-appear” in the same paper, despite being awarded these 5 marks.

When the university authorities realised the extent of magnanimity of the issue, after declaration of the result, the matter was forwarded to the syndicate.

Meanwhile, the protest staged by the students on the same day outside VC’s office also re-ignited the issue.

“We have some hope now. The authorities have finally heard our plea and realised that what we has been beseeching was true. How can all the students, appearing in the examination, fail? Obviously, the mistake was on the part of the paper setters,” said a student of fourth semester.

The syndicate’s decision has also raised eye-brows on the paper-setters of the examination, who had designed such an imbalanced set of questions.

Prof AK Bhandari, controller of examinations, Panjab University, said he had no clue about the incident.

Talk on Gandhian values

Donald Mac Vinchey, who is referred to as American Gandhi, delivered a talk on “Promoting Gandhian values among youngsters” at DAV Senior Secondary School, Sector 8, here today.

“The youth of today is impatient and wants instant gratification. If they fail to achieve this, then frustration, irritation, verbal combat and even physical combat occur. This is a complete contrast from what it was in earlier times, said Vinchey.

Some differently abled children of NGO, “Aarushi”, from Bhopal also shared their experiences with the students.

Kho kho contest

A kho-kho contest was held between Lily and Daffodil houses of Hallmark School here today. The school envisaged a system of theme-based education, which promoted the development of an overall groomed and confident child and the curriculum was designed to give the child a complete learning experience in a systematic and scientific manner, said Kavita Wadhwa, principal of the school. Lily house eventually could score 15 points and Daffodil could score 11 points.

Workshop

A workshop, based on acting and film skills, was organised by MAD Art, an institution founded by Jaspal Bhatti and Savita Bhatti, at Satluj Public School, Sector 4, here today. A play was also performed by a team of artistes based on social issues and evils in our society.

Road safety

Students of Shemrock Smiles, getting their first lesson in road safety, visited Traffic Park, Sector 12, here today. They were taught "how to cross the road", "when to cross the road", "significance of traffic lights" etc.

Counselling for MEd from October 3

The first counselling for MEd (regular) for admission to the department of education and colleges of education, affiliated to Panjab University, has been fixed from October 3 to 6, 2009, at the university auditorium at 9 am.

On the eve of blood donation day, an award-giving ceremony was held on the university campus today.

Nearly 500 blood donors were present on the occasion. The Rotary Blood Bank Resource Society, Sector 37, was instrumental in the event. A group of 30 donors were awarded by UT Adviser Pradip Mehra in the presence of dignitaries.

The donors were put in various categories. Donors, who donated blood over 5, 10 and 15 times, were awarded. Certificates, along with key chains and umbrellas, distributed, which were sponsored by the Blood Bank Society of the city. A computer company, Iris Computers, also gave Rs 4,001 and four notebook computer laptops to the donors.

Talk on blood donation

The NSS unit of Sri Guru Gobind Singh College, Sector 26, organised a talk on importance of blood donation and role of youth in AIDS awareness and protection measures today on the eve of blood donation day. Col (Dr) RS Shah, director, Rotary and Blood Bank Society Resource Centre, and Jitender Dhaiya, consultant, State AIDS Control Society, were the guest speakers.

Administrative reshuffle at PU

Panjab University is all set to witness new faces on certain important administrative posts from October 1. With Keshav Malhotra taking over as Associate Dean (college development), following retirement of BD Budhiraja, he will now deal with issues concerning more than 188 colleges affiliated to PU from across the state.

Prof Keyakaram Veer, from physics department, will hold the post of Dean (foreign languages) and will replace Prof Shelly Walia, who is currently director, Academic Staff College.

Meanwhile, Dr Yograj of Punjabi department will be the new warden of Boys’ hostel no. 7, who will replace Gaurav Verma.

A clarification

Reacting to the news report “Disorder prevails at Bal Niketan” published on September 30, 2009, Dr Rajesh Kapoor, director, Bal Niketan, has asserted that the school is facing a huge inconvenience due to faulty admit cards of several students appearing for Punjab Technical University’s examination.

“Students, who are coming for the examination, do not have photographs on their admit cards and in cases where photos are there, they have not been stamped. Though the university has clearly directed us not to allow such candidates, still on humanitarian grounds we are allowing these students to appear for the examination after checking their licence, etc.” he added.

Kapoor said students, who were creating ruckus, were unhappy with the strict discipline at the examination centre.
