Snapping of train couplings on rise
Our Correspondent

Kalka, September 11
Incidents of snapping of couplings in trains, including the new Amritsar-Shatabdi (2013), using the centre buffer coupling (CBC) have been on the rise.

Official railways sources said many cases of snapping of couplings in trains using the CBC had taken place in the recent months.

They said the couplings had been designed by the Research and Design Standard Organisation (RDSO), Lucknow. The couplings have the carriage capacity of 8,000 tonnes.

However, couplings have been snapping in moving trains due to increased tension and jerks.

The sources confirmed that in the past six months such incidents had been reported in super-fast trains, including Shalimar Express and Amritsar Shatabdi, in which the CBC is being used.

At least three such incidents have taken place on the Chandigarh-Kalka stretch which has a steep gradient.

The railway sources confirmed that the traditional couplings - called “transition screw couplings” - with carriage capacity of 2,500 tonnes, which were used in almost all express trains, were safer and more effective.

No such incident had been reported in trains where traditional transition screw couplings were being used.

The sources added that the higher authorities of the railway must take note of the problem.

Patiala, September 11
The Patiala Eye Hospital and Lasik Laser Centre organised a rally and distributed T-shirts among participants to mobilise public opinion in favour of eye donation here today.

Dr Sukhdip S Boparai, chief consultant at the centre, said a total of 250 persons had pledged to donate their eyes.

He said corneal blindness, which may be caused due to Vitamin A deficiency, injuries, malnutrition, congenital disease and chemical burns, can be cured by replacing the defective cornea with a normal one. But this can only be possible if people pledge to donate their eyes after their death. Their cornea can be transplanted, bringing sight to a blind person.

To do its bit for creating awareness, the Patiala Eye Hospital and Lasik Laser Centre organised a series of awareness camps and lectures on eye donation.

“In India , there are 25 lakh corneal blindness cases and 25,000 new cases are added every year. But there is a huge shortage of donor eyes, as only 15,000 corneas are collected,” Dr Boparai said. If people become more aware about the need of eye donation to help a blind person to see and come forward to do it, the gap can be bridged, said Dr Anuradha Raj, consultant at the Patiala Eye Hospital and Lasik Laser Centre.

Dr Anuradha said there were a lot of misconceptions about eye donation. What was required was educating the people about the service they could do to society by pledging their eyes. “We make them aware of the facts about eye donation, including the fact that eye transplant is done only after death,” she added.

Dr Boparai said eye collection takes only 20 minutes and does not disfigure the face. Eyes have to be collected within six hours of death of a person and a pair of eyes gives vision to two corneal blind people.

Even though the eye donation fortnight was concluding, the awareness programmes will continue with the help of voluntary organisations, Dr Boparai said.

Hearing of Babla bail plea transferred
Tribune News Service

Chandigarh, September 11
The Sessions Court today transferred the hearing of anticipatory bail application of Municipal councillor Devinder Singh Babla to the court of Additional District and Sessions Judge RK Sondhi.

The hearing of the anticipatory bail plea was transferred, following an application moved recently by complainant, Suraj Parkash Ahuja, a resident of Panchkula, who had sought transfer of the case raising apprehensions of not getting fair, impartial and speedy hearing.

During the course of proceedings today, on seeking the transfer of the application, heated arguments were witnessed between the counsels of both parties.

Counsel for Babla, NK Nanda, stated that as per the law, the application filed by the complainant’s lawyer was not maintainable. The law clearly states that such an application can only be moved by the public prosecutor and not the complainant’s lawyer, who is only there to assist the public prosecutor.

However, Advocate Amar Vivek, who represents the complainant, stated that the application was well in the ambit of the provisions of law, which stated that whenever there was reasonable apprehension of bias such a plea could be made by the complainant.

Suraj Parkash Ahuja had alleged a forgery against Babla and had filed the transfer application. The complainant had earlier raised doubts over the procedure adopted by Babla in filing his interim bail application and thereafter getting relief, Ahuja, had also questioned the bonafide of the proceedings under which Babla was granted interim bail by the Sessions Court earlier.

On August 19, the police had booked Devinder Singh Babla, MC councillor and former chairman of market committee Devinder Singh Babla and president of Arhtiya Association of Sector 26 grain market Rakesh Saini for allegedly allotting platforms in the grain market to 10 ineligible persons.

According to the police, Suraj Parkash Ahuja, owner of shop numbers 9-10 in the grain market, had lodged a complaint alleging that irregularities were committed during the auctioning and allotting of platforms in the market on July 24.

GE Money told to pay Rs 5,000
Tribune News Service

Chandigarh, September 11
The District Consumer Disputes and Redressal Forum has directed GE Money Financial to pay Rs 5,000 as compensation to a complainant for causing harassment and using unfair trade practice.

The complainant, Jagjit Kaur, a resident of Phase X, Mohali, availed a loan of Rs 42,500 from GE Money Financial on May 23, 2006, at the interest rate of 24.72 per cent per annum and started paying monthly installments thereof.

Then in response to an offer of the company for top up loan without interest, the complainant got a top up loan of Rs 11,039. However, the company later on started charging interest at the rate of 39.22 per cent on the said top up loan amount.

The complainant after paying 35 installments later came to know on receipt of a letter dated July 8, 2008, that the company was charging exorbitant rate of interest at 41.22 per cent per annum i.e. more than double the rate of interest what was agreed because agreed rate of interest was 24.72 per cent.

The forum observed that there was no agreement between the parties to enhance the rate of interest at any stage. However, subsequently, the company issued a letter in which the rate of interest was mentioned to be 41.22 per cent on disbursal and 39.22 per cent thereafter.

The forum further observed that the counsel for the company has argued that the EMI amount was Rs 2,292 payable in 30 installments. Also, even when the rate of interest was increased to 39.22 per cent or 41.22 per cent, the amount of installment and the number of installments remained the same.

The forum didn’t find any merit in this argument. As per the documents the number of installments were raised to 42. Also, if the contention of the company is accepted as correct, it means that they were mentioning the rate of interest as 24.72 per cent but they were in fact charging interest as 39.22 per cent or 41.22 per cent from the complainant.

This amounts to unfair trade practice where the complainant was kept in the dark about the actual amount and the actual rate of interest for which the company should be penalised.
