Docs seek extension in joining period
Tribune News Service

Patiala, September 5
Four doctors selected by the Punjab government as medical officers through the Punjab Public Service Commission (PPSC) have sought extension in their joining period.

The doctors, who have been selected by the PPSC, have petitioned the Punjab government that since they were in the process of completing their postgraduation, they should be given extension in their joining period by 11 months. The selected doctors include Dr Ekta, Dr Jatin, Dr Aminder and Dr Sohrab.

Aminder Singh, one of the selected doctors, here yesterday told The Tribune that there were four doctors in the last batch, which were selected by the PPSC. They had requested the Punjab government to grant them extension in their joining period.

However, they lamented that their request had been turned down even though there was precedents of such extensions being granted by the Punjab government.

Satish Chandra, secretary health, said some doctors had moved a request for the extension in the joining period. He said the government rules provided that the extension of a maximum of four months could be granted. In view of these rules, the request had not been granted.

However, he said now the doctors had again moved a request giving an undertaking that they would join the Punjab government service after the completion of their degree.

He said in view of the fresh petition being moved by the selected doctors, their case would again be taken up for consideration and the final decision would be taken by Punjab Health Minister Luxmi Kanta Chawla to whom the file would be put up.

Septuagenarian clubs wife to death
Our Correspondent

Bassi Pathana, September 5
A septuagenarian brutally clubbed his wife, also in her 70s, to death here last night. After committing the murder, the accused allegedly tried to destroy the evidence.

Neighbours alleged that the couple used to have frequent fights over petty issues. The accused was reported to be mentally unstable.

DSP Rajwinder Singh Sohal said according to the statement of the couple’s son, Prem Kumar, Hira Nand (75) and his wife Lajwanti (70) used to live separately in the local Chakri Mohalla.

Hira Nand, who was reportedly mentally unstable, used to pick fight with his wife over small issues.

Last night, he allegedly killed his wife by hitting her head with a club. He then repeatedly clubbed the listless body of the victim.

He also dragged the body in the courtyard and continued brutalising it.

He then tried to allegedly destroy evidence by throwing away her blood-stained clothes and the weapon. He also changed his clothes after committing the murder.

The DSP said in the morning when no one came out of the house, neighbours noticed a trail of blood from their house leading to a nearby area and called Prem Kumar, who informed the police.

He said when the police entered the house, Hira Nand was found sitting on his bed in new clothes but his legs, arms and other parts of the body bore blood stains.

The floor was also found smeared with blood. The accused had allegedly tried to sweep the floor clean. Nothing was found missing from the house.

The police said circumstantial evidence indicated that the wife had been brutally killed by her husband.

Convinced by the police theory, Prem Kumar lodged a complaint with the police, which later registered a case under Section 302 of the Indian Penal Code.

The body was handed over to the relatives after a post-mortem examination.

Developer held for assaulting Tribune staffer
Tribune News Service

Jarnail Singh BajwaKharar, September 5
Jarnail Singh Bajwa, developer of Sunny Enclave here, was arrested this evening for assaulting Tribune staff correspondent Ramanjit Singh Sidhu.

The scribe’s friends, Vikranjit Singh and Yogesh Tiwari, had gone to meet Bajwa at his Kharar office to complain against the failure of the developer to provide them a 40-ft road in front of their plot, as promised.

Bajwa entered into an altercation with Yogesh and turned abusive. Ramanjit intervened and asked him to refrain from loose talk. At this, Bajwa lost his cool and asked his henchmen, including a Punjab police cop, to beat up Ramanjit. Later, Bajwa too joined in.

The cop threatened Ramanjit with his gun. “I cried for help, but no one turned up. While hitting me, Bajwa threatened me that if I reported the matter to the police, he would kill me,” Ramanjit said, adding that he even ordered his men to throw him into the Bhakra Canal.

The injured scribe managed to flee and called up a colleague for help. Soon, mediapersons came to Ramanjit’s rescue, who came out of hiding after around 45 minutes. By this time, the SHO, Kharar, Tarlochan Singh, also reached the spot.

Ramanjit lodged a complaint with the police against Bajwa and was admitted to the Civil Hospital following his medical examination.

Some shopkeepers of the area said Bajwa often abused people visiting his office and even went to the extent of hitting them.

The SSP, Mohali, JS Aulakh, said Bajwa had been arrested . The two Punjab Police cops, attached with the developer, would also be arrested, he said.

Despite the scribe being in a state of shock, Bajwa denied that they had assaulted him.

Condemning the incident, the Chandigarh Press Club said it was unfortunate that all relevant Sections of the IPC had not been slapped on Bajwa.

The district administration and the police should have acted fairly, Sarbjit Singh Pandher, president of the club, said. The club members would be meeting tomorrow to chalk out a plan of action, including meeting the Chief Minister. “If appropriate action is not taken, we will launch a full-fledged campaign,” he said.

The media adviser to the CM, HS Bains, said strict action was being taken against the developer and others responsible for the incident. He said irrespective of the party affiliation or social status, no one would be spared if found guilty.

Jarnail Singh Bajwa enjoys the patronage of several Akali and BJP leaders. Soon after the incident, bureaucrats and politicians started contacting journalists for a compromise on his behalf. Earlier in the day, these bureaucrats and politicians, many of who are known to have “common interests”, remained busy in pressuring the police to shield Bajwa. Sources said he had obliged several VIPs by selling plots to them at throwaway prices. He was also reportedly financed election campaigns in the area.

Security cover why?

Bajwa has been given security by the Punjab police, but no one knows in what capacity and what threat he faces. Two Punjab police cops attached with him were among those who assaulted the scribe. While the state government has been emphasising on pruning unwanted security cover to several VIPs, why Bajwa continues to have security cover is anyone’s guess.

VIP treatment

Bajwa was given VIP treatment at the police station. Instead of being put behind bars, he was found sitting in the SHO’s office, enjoying dinner with friends. An ASI at the gate denied entry to scribes who had gone to check if he had been put behind bars.

Zirakpur, September 5
Even as the state government has planned to construct express highways, this small stretch on the Chandigarh-Ambala highway, near the petrol station in Zirakpur, has been in a state of neglect. Sources say the stretch comes under the jurisdiction of the PWD department.

Deep potholes on the highway have made the journey a virtual nightmare for thousands of commuters who use it every day.

Vehicles often hit potholes and suffer major damages. Motorists are being put to inconvenience thanks to the indifferent attitude of the authorities concerned.

According to petrol station employees, the stretch is in bad shape and minor accidents are commonplace. Last night, a motor cycle skidded on the road and the rider sustained minor injuries.

They asserted that during rains, the stretch becomes a pool. An employee at the petrol station said the stagnant water along the road affected their business, as customers preferred to stay away from their petrol station.

Chandan, a local resident, said the government had promised to provide good roads but to no avail. “The stretch has been awaiting repairs for the past two years, but nothing has been done so far,” he added.

WD officials stated that the stretch would be repaired shortly, as hot-mix bitumen was not currently available.

The court was informed that Dr Jain had been transferred to Delhi and therefore he could appear in the case for testifying the sample voice in the audiotape.

Now, the court has issued fresh summons to Dr Jain for appearing as defence witness on September 14.

The court had earlier issued summons for Dr Jain to appear in the court as defence witness pertaining to the Lior’s case, who was allegedly found in possession of 154.5 kg contraband along with two others.

Dr Jain had examined the sample voice test of the prosecution witness, Ravi Kant Pawar, who was the investigating officer in the case.

Attempted Murder Case
Dr Sofat files plea for anticipatory bail
Tribune News Service

Panchkula, September 5
Dr Sumit Sofat, accused of attempted murder, moved an application for anticipatory bail in the local court here today.

Following the arguments, the court of Additional District and Sessions Judge Ritu Garg, reserved the decision for Monday.

Dr Sofat was booked under Section 307, IPC, when he allegedly attempted to kill the driver of his car at Morni on July 19 to frame a family of Ludhiana in a criminal case.

While the police was investigating the case, Dr Sofat sought anticipatory bail from the local court, which was dismissed as infructuous when the police in its reply stated that Dr Sofat was not wanted by it in the case, as he was in fact a complainant.

The police, however, later registered a case of attempted murder against Dr Sofat.

On August 23, the police arrested Varinder Sofat, a cousin of Dr Sumit Sofat, from Mohali under Sections 307 and 120 B of the IPC, alleging that he was involved in the conspiracy to kill the driver.

Varinder also applied for grant of bail in the same court. The application of Varinder would come up for hearing on September 8.

The case dates back to July 19, when Dr Sofat had alleged that he was attacked by six persons when he was going to Morni with one of his friends, Dr Ravinder.

While his driver, Nelson, was injured, Rs 33 lakh lying in his Tata Safari were taken away by the assailants, Dr Sofat had alleged.

He had brought the money to purchase an Audi car from Chandigarh and when he could not complete the formalities for the purpose that day, he decided to visit Morni, Dr Sofat had told the police while accusing Ramesh Pashan, his two sons, their driver Ranjit and two other unidentified persons of the attack.

Both sides reportedly had a dispute over a piece of land. Dr Sofat was facing criminal charges for allegedly making forged documents in order to grab a 1200-yard prime land of Ramesh Pashan on the Ferozepur road in Ludhiana for which he was arrested by the police on November 10.

The Pashan family, however, denied Dr Sofat’s allegations, claiming that he had hatched a conspiracy to avenge his arrest on their complaint last year.

They presented photographs and a CD containing footage showing them at Nirvana Club on the afternoon of the incident. They claimed that they were attending the ring ceremony of Vinayak, the elder son of Ramesh.

Following this, Dr Sofat started avoiding the police and even tried to get anticipatory bail from a local court on August 7.

Meanwhile, he allegedly attempted to frame Ramesh Pashan in a rape case at Dehradun, which ultimately boomeranged and Dr Sofat was himself booked by the Uttarakhand police in a rape case.
