Brijendra Singh to be new UT DC
Chandigarh, September 5 Brijendra Singh, who at present is the Faridabad DC, is the son of Birendra Singh, finance minister of Haryana. Sources in the Centre said the file had been cleared by the department of personnel training and was awaiting a formal notification which would come “in a day or two”. The UT administration had invited names of directly recruited IAS officers for the post. The other two names sent by the Haryana government were Ramesh Krishan and OP Langyan, both state cadre officers who had been promoted. The UT administration recommended the name of the Faridabad DC. Taking into account the fact that the post of the DC is filled by a Haryana cadre officer, the Centre only had the name of Brijendra Singh to clear out of the choices sent to it. The UT was again considering a one-year extension to the current incumbent, RK Rao. He has spent a major part of his career in the UT. The Centre is learnt to have denied him extension. The new DC is known to have managed plum postings in the state, which critics say are only because of strong family connections. Earlier, he was the DC of Panchkula. |
School transport scheme remodelled
Chandigarh, September 5 The buses were to carry advertisements and the revenue to be earned thereof was to go to transporters in lieu of providing economic bus service to these children. The home department has now made some amendments to the scheme to make it viable after the 22 operators who applied on earlier terms reportedly backed out. According to the fresh proposal, the clause of hiring new buses for the scheme has now been abolished. Any 35-seater bus, having a life span of less than 15 years, would be acceptable for the scheme. Each 3,455 cc bus would be allowed to carry 50 children. The buses would be fitted with speed governors. The proposed monthly transport expense had been worked out at Rs 400 per seat for children whose houses fell within the 5-km radius of the school. Beyond that, every km would cost Rs 50 extra. During vacation, the charges would be half. However, instead of a tripartite agreement, it would now be an agreement between the school authorities and the transporter. As an incentive, the State Transport Authority has decided to extend free permits to the buses. Ram Niwas, home secretary, confirmed that the scheme was being floated again. The scheme would be started from the Sector 16 Government Model Senior Secondary School where over 200 children have agreed for the scheme. |
Experts’ panel submits interim report
Chandigarh, September 5 According to officials, the final report is only expected after the Jaypee group provides details of (I) detailed analysis of volatile organic compounds and other parameters in consultation with the Central Pollution Control Board and CPCC and (ii) a detailed design and specification of hot air generator and rotary dryer to CPCC within a week. The committee has asked the plant to handover wastes like vegetables from the grain market and dead animals from the slaughterhouse to the municipal corporation. The committee has also asked the CPCC to recommend within 15 days if there are possibilities of converting the present furnace into fluidised bed furnace. The report suggests that the plant should use inoculants on daily basis on the stored garbage for minimizing the odour problem prevailing in the various sectors of the city. Sources in the administration said at a meeting held yesterday, chaired by the UT finance secretary, Sanjay Kumar directed the CPCC and plant authorities to prepare the reports. The administration also issued directions to the corporation that they should install coloured coding bins in the vegetable and meat market so that the segregation could be done at the market places only.
Sources said the management of the plant met the UT Administrator with the

SCOs & SCFs
Chandigarh, September 5 Earlier, there was a provision for displaying signboards on the ground floor of SCOs and SCFs only and the traders running their business from the upper floors used to install signboards on any portion of the building, thereby lending a shabby look to the building. The administration has specified that the two-third of the display panel on the façade will carry the name of the establishment and only one-third of the space will be devoted to the name of the brand. In yet another decision, while making amendments to its notification dated November 16, 2008, the administration has allowed depression of up to four feet on the ground floor for having mezzanine (artificial) floors, subject to the condition that it should have ramp for the benefit of the physically challenged persons. Earlier, it used to be two feet and six inches. This decision has been taken to make the habitable use of the 8-foot height of both ground as well as mezzanine floor. Confirming this, Finance Secretary Sanjay Kumar said: “These steps are being initiated to bring about consistency on the front elevation of the commercial establishments. The four-foot depression would be allowed in those cases where there are provisions for the ramp to facilitate physically challenged persons.” “Now, specific places will be demarcated for all three floors of the SCOs and the SCFs for carrying advertisement boards and the traders will have to adhere to the norms as specified by the administration. “Another factor is that while putting up the display boards, it has to be observed that it’s not obstructing ventilation and the display board should be made of light-weight material,” he added. Traders had been resenting that due to the lack of clear-cut guidelines, they were not able to stick to any norm in this direction. The administration had recently served around 500 notices on traders of various sectors for not complying with the stipulated norms while displaying their signboards. Arvind Jain, president of Vyapar Sadan, Chandigarh, hailed the move. On shopkeepers who were served notices and were asked to remove all glow and neon signboards, flex boards etc. within 10 days of the notice, he said: “They were not aware of the law and amendments made from time to time either by the finance department or for architectural approval. Now that the administration has specified norms for it, we would make amendments accordingly.” Charanjiv Singh, president of the Chandigarh Beopar Mandal, said the steps were necessary to preserve the basic character of the city. Meanwhile, the administration has deferred its move to allow box-type construction on a par with the Phase-II sectors of Chandigarh. The construction implies extending the construction of first and second floors up to the end wall of the ground floor. “This has not been considered yet keeping in mind the density of population, which is already thick in most parts of the city. The major hindrance would be to churn out space for parking and other supporting infrastructure like water and electricity”, said Sanjay Kumar. |
4 more suspected of swine flu
Chandigarh, September 5 Of the three doctors, two were from the orthopedic department of the PGI and another from the same department of GMCH-32. “Their samples have been sent to the PGI lab for testing,” said HC
Gera, UT health department’s nodal officer for the swine flu. Gera added: “One of the 50-year-old PGI doctors developed swine flu like symptoms during his trip to abroad recently. However, other two have no travel history. While, 15-year-old girl from Sector 34 was detected for suspected H1N1 during routine screening of patients at the hospital.” “All suspected swine flu patients have been advised to remain quarantined in their houses till the test reports are received,” said health officials. Meanwhile, the UT health authorities today “home quarantined” six family members of retired doctor’s family in Sector 15 and five family members, including three domestic helps of a Sector 4 resident. |
Cancer awareness camp held
Chandigarh, September 5 The event was sponsored by Gurnam Kaur Grewal, principal of Guru Nanak Pubic School (Sector 36). Teachers from the school also participated and gave presentations. As a part of the stress-management psychological support techniques, art and craft exhibitions were organised for the children. A highlight of the day was a performance by children suffering from cancer. Dr RK. Marwaha (PGI) was the guest of honour. Dr Amita Trechan and Dr Deepak Bansal of Advanced Paediatric Centre of PGI also attended the interactive session. Meanwhile, the Punjab CM Parkash Singh Badal has asked NGOs and social activists to spread their cancer awareness drive to Malwa and other areas of Punjab. In a message to the Sahayta Cancer Sahyog and other NGOs, Badal said the state government would fully back the concerted efforts of Sahayta and others who came forward to lend a helping hand in the fight against the disease. |
SBI adopts 51 school girls
Chandigarh, September 5 The medical institute branch was instrumental for adopting the students of Government Model Senior Secondary School, Sector 10, and Government Model High School, Sector 12, Chandigarh. Speaking on the occasion, Swaroop said the bank had initiated an “Adoption of Girl Child” scheme wherein it would sponsor education of those between six to 14 years of age from the underprivileged section or the physically
challenged ones. He said the scheme was launched in 2007. At least 1,126 girls have already been adopted by different branches of the bank in Punjab, Haryana, Himachal Pradesh and Jammu and Kashmir. MC Meeting
Chandigarh, September 5 Sources said the issues that were taken up by the committee were related to planning, creating and appointment of staff. While taking up the issue of financial accounting system, suggestions were made that there was a need for double entry system, which has to be done using modern accounting systems such as Tally or other software in excel spreadsheets in standard format. Members suggested that balance sheets should be prepared in such a way that it shows all the assets and liabilities of the MCC for proper auditing. Suggestions were also made that all account details should be available at a single point which could be chief account officer and available online also for citizen feedback. These should be presented quarterly, with annual audits from third parties to n-house audits. Issue was also raised in the meeting that proper planning for the preparation of annual budget was needed. |

Hullabaloo over, students back to classes
Chandigarh, September 5 The campus is back to normal classes. Even if one tried, one couldn’t make out that it was the same campus that saw political rallies with thousands of student supporters raising slogans, where hundreds of cars came in and out every hour and that was the duty ground of as many as 700 police officials for the past one week. The only trace that the student elections left were spots all around the campus, defaced with spray paints. Be it arts block, mass comm, law department or science block, all that was left was stickers and handwritten advertisements up on certain display boards or abandoned posters lying on floors near canteens. Besides, similar silence gripped other colleges in the city. However, the defacement and waste was much more in colleges. Most college premises have still not been cleaned despite Lyngdoh Committees guidelines to get the campus cleaned within 48 from the time the results were declared. The silence in the university can also be contributed to the fact that most students have gone home on the weekend. Even the Student Centre that was the “hub” for the past some days was almost empty today barring some occasional visitors. The university will swing back with the new union and regular classes from the next week. The oath ceremony for the new union is expected to be on Wednesday or Thursday. The opposition camps have already gone back in slumber, and even the winner camp is keeping a low profile now. The parties and post election fun that one expects is stocked up till the new union takes formal control with the oath ceremony. |

Violence part of every election
Chandigarh, September 5 After results were declared yesterday, every one witnessed an ugly drama with the recent violence incidents in various colleges. With anger and blood in their eyes, where students gathered the guts to beat up policemen yesterday at SD College, once again political tensions surfaced at the DAV College for two consecutive days. On September 3, student groups turned into an unruly mob at DAV that indulged in a fight that led as many as ten students considerably injured. Speculations also run high on yesterday’s incident that the gunshots fired in Sector 10 were fallout of the DAV brawl. Also a DAV student and an INSO activist was beaten up by students armed with baseball sticks and iron roads in Sector 15. Even though student elections have come to an end, it has left tensions between student groups. Incidentally, more than 25 cases have been registered in the past three years, against students belonging to various political parties and these results have led to more than 100 arrests. Student leader from one of the student parties at SD College said: “Silsila abhi shuru hua hai.” This statement holds true when it comes to tussles between political student groups. The tiffs that have surfaced in the past few days will end up in fights throughout the year. One of the psychology teachers from PU explains this behaviour: “Those involved in politics are not in colleges for their livelihoods. They have huge bank balances and family support, so politics appeals to them as the next step forward. If politics practiced at student-level then state and national level politics is sure to be jinxed.” Just ten days ago, members of Panjab University Students’ Union (PUSU) - Gurjit Singh Dhillon, Simranjit Singh Dhillon, Simrandeep Sandhu, Harkamal Multani, Tejpal Cheema and Parminder Jaswal were booked on the charges of attempt to murder, rioting and criminal intimidation following a brawl at
the UIET. Besides, ten other student leaders and activists of the students’ organisations- Varinder Dhillon, Harpreet Singh Multani, Simrandeep Sandhu, Tejpal Cheem, Udaybhan, Dharupwinder alias Cherry Brar, Simranjit Singh Dhillon, Narinder Kumar Gujjar, Sukhdev Singh alias Kundu and Deepak Huda were booked under Sections 107 and 150 of the CrPC. Earlier, in January, in a fight between SPOU and PUSU members from DAV College, two students got hurt. In November last students from political groups from DAV College indulged in a fight within the college premises and later outside over the alleged issue of eve-teasing. DAV College PRO said: “Fights keep happening every year and those who bare the brunt are the students in colleges. It starts with politics in colleges and fails to even end on roads.” |

Teaching hardly a career option
Chandigarh, September 5 Teaching has for long maintained its reputation of being a noble profession, but ranks last on the priority list of students who find other options more luring. “Teaching, especially at the school level, gives you a relaxed working schedule and satisfaction, but not more than that. In today’s competitive world, we wish to choose a profession that gives us higher social status and money,” says Sugandha, a Class XII student. “In our times being a teacher was a thing of pride and most of us dreamt of being one, but things have changed. Barring university or college jobs, you hardly find people opting to be a schoolteacher because the profession doesn’t get you big salaries or other incentives,” a former official of the education department says. “For many, being a schoolteacher is an option mainly for women who either come from a conservative background or are looking for a comfortable job that can be managed along with the family. When we speak to students, we hardly find anyone aspiring to be a teacher,” Anujit Kaur, principal of GMSSS, Mani Majra, says. KS Saluja, principal, Government College, Sector 46, feels that this lack of interest has a lot to do with the upbringing of children. “Today, the moment a child enters school, parents start planting dreams of being a doctor or an engineer or an MBA, so kids grow up considering these career options. From a tender age, children are aware of the salary factor or power that comes with a job. They fail to even realise the satisfaction attached with this profession,” he says. |
