The government has said in the Assembly that the PoK authorities had cleared only 6,826 of the 12,221 names sent to them till July this year.

25 IAS, KAS officers transferred

The government has ordered the transfer of 25 IAS and KAS officers. Among the IAS officers transferred are Pramodh Jain, commissioner secretary, Social Welfare Department, who has been posted as commissioner secretary, Higher Education Department. BB Vyas is the new commissioner secretary, Planning and Development Department, and chief executive officer, J&K Economic Reconstruction Agency.

Kashmiri Pandit migrants occupy govt quarters

As many as 150 Kashmir Pandit (KP) migrants who were living in sheds near Nagrota camp forcibly occupied the one-room tenements (ORTs) three days ago,which were left vacant by those KP migrants who had moved into the newly allotted two-room tenements (TRTs) two months ago.

Vinod Kaul, Relief and Rehabilitation Commissioner (RRC), has made it clear that these people would not be alloted the TRTs being built at Jagti. The police also lodged complaint against the shed dwellers for illegal occupation.

It was the alleged allotment to five families of KP migrants in these ORTs from outside the camp that triggered the panic button among the shed dwellers. Moti Lal Dhar, a supporter of the occupants, says, “The RRC had assured allotment of the vacant ORT to the shed dwellers, but he allotted first to these five families from outside the camp. We will take the matter to the Chief Minister.”

Denying the allegations, RRC Vinod Kaul said, “We have 1,200 flats in various camps, out of which 300 lie in Nagrota, but I never faced any kind of problem from any other camp. Self-styled leaders and trouble makers, namely Chand Ji Kher, Moti Lal in Nagrota camp have instigated the migrants to defy the rule. It is a well orchestrated move. But what they have done is illegal, which is why they will neither be given facilities due for the KP migrants nor the entitlement for the 4, 200 TRTs being built at Jagti.”

The TRTs at Jagti are to be handed over to all the ORTs in Jammu by this year end.

NC forgot autonomy for power: Mufti

PDP patron and former Chief Minister Mufti Mohammad Sayeed said today that the complex nature of the problems afflicting the state could be addressed only through a composite approach.

Addressing a workers’ meet, the Mufti said the state had suffered a great deal through unfair treatment by others and confused and often self-defeating response by local leadership leading people into a state of perpetual conflict that had harmed generations.

Targeting the National Conference, which is in power in alliance with the Congress, he said the NC defeated the resolution brought by the PDP in the Assembly demanding renegotiation of terms with the NHPC on the state’s water resources. “The NC had defeated these proposals for fear of annoying New Delhi,” he said.

He asked workers to take the message of self-rule, a PDP roadmap to deal with the Kashmir issue, to the grassroots, the PDP leader said it was now abundantly clear that the NC, which had occupied the centrestage of political scenario in the state for decades, was not able to resolve either political or economic problems of the people.

The Mufti said many NC members supported the PDP resolution but the party leadership was so “scared” that it muzzled their voice. “It was clear from day one that the NC had forgotten the autonomy resolution passed by the state legislature, but it has stopped even making the ritual lip service to its own agenda,” he said.

He said revocation of the AFSPA and withdrawal of troops from civilian areas were essential to move on the road to resolve the Kashmir issue.

Long time taken by the authorities concerned on both sides of the LoC to decide on the applications of people wanting to travel across the border on Karvan-e-Aman, the bus service across the border, has been a letdown for this goodwill measure flagged off in April, 2005, by Prime Minister Manmohan Singh. The government has said in the Assembly that the PoK authorities had cleared only 6,826 of the 12,221 names sent to them till July this year.

As many as 18,331 persons from the valley had applied to the government for the weekly bus ride to Muzaffarabad, open only to those persons who have relatives across the border, and it had disposed of 17,832 applications so far while a decision on 499 applications was still awaited.

The state authorities had sent their PoK counterparts 12,221 applications for clearance but the latter had disposed of only 6826 applications with the rest still pending. And 5,362 persons had visited PoK so far.

The bus service was considered as a milestone in thawing of relations between the two estranged neighbours. However, typical red tape associated with all official work and oversensitive security checks have been a disappointment for many, though the service has seen tearful reunions of relatives and friends separated for decades.

Law Ministerb Ali Mohammad Sagar said the service had been a success and worked as a bridge between two parts of the state undivided before 1947.Many say the Police Department takes inordinately long to clear names and it becomes a source of major frustration. A Srinagar resident said his name was not cleared because his cousin has been a Hurriyat activist. “I have nothing to do with his politics but how I can undo our relation. Is it a crime?” he asked.

Girl refuses to marry over-age groom

An “overaged” bridegroom spent several hours in a police station here after a city girl, alleging cheating on his part, refused to tie the knot at the altar of marriage last night.

The drama began when the girl, Rajni, refused to marry the “bridegroom”, Rakesh Kumar, said to be over 40 years old, at Geeta Bhawan last night. The girl’s elder sister was the matchmaker. Their family belongs to economically weaker section of society.

The girl, claiming to be 22 years old, alleged that the man looked overage and seemed to have some physical problem that prevented him from standing properly. “He was trembling at the ‘jaimala’ ceremony. His friends helped him in putting the garland,” she alleged.

“Our families had met on Monday last when the man had come to see me. I could not see him properly and said yes. However, today, he seemed double my age,” she said.

Rakesh, an employee with the Irrigation Department at Kathua, claimed that he was 30 years old.

He was seen trying to convince the police and mediapersons of his physical fitness.

Police sources said no case was registered as the girl had not lodged a formal complaint. The police intervened in the matter when relatives of the bride and the bridegroom clashed after the girl left the marriage podium in a huff.

Kin of disappeared persons regret govt apathy

A seminar was held here today to mark International Day for Disappeared Persons, which has been observed across the globe. Scores of women and men appeared at Pratap Park and expressed dismay over the continued disappearances of their dear ones.

Gautam Navlakha, noted human rights activist and journalist, said international convention on enforced disappearances was passed by the United Nations General Assembly in 2007, with India being one of the signatories.

He said the state government in the Assembly said 3,428 cases had been recorded by the Home Department. “If the government is sincere then they should come out with information in these cases,” he said.

Tasleema Bano, one of the members, regretted that there was no relief for them from any quarter. Bano, a young widow, says officials as well as people from NGOs have evil motives whenever she approaches them for assistance.

She alleged that her husband, Nazir Ahmad Decka, was picked up by “a numberless white gypsy four years ago. Two years later Decka’s body was exhumed together with four others at Ganderbal.

Parveena Ahangar, president of the Association of Parents of Disappeared Persons, said Bano’s husband had now been framed as surrendered militant. She, however, said the association was hopeful to get justice. “We don’t want money or job or SRO-43. We want to know the whereabouts of our missing children,” Ahangar said.

25 IAS, KAS officers transferred

Umang Narula, OSD in the Resident Commissioner’s office, New Delhi, goes as commissioner secretary, Rural Development Department.

The new places of posting of the IAS officers are as below: NK Verma (member, J&K Special Tribunal), Naseem Lankar(divisional commissioner, Kashmir),

Abdul Hamid (commissioner secretary, Housing and Urban Development Department), KB Jandial, secretary, CAPD, shall also hold additional charge as administrative secretary, Transport Department, MS Khan (secretary, Social Welfare Department), Azad Ahmad Lone (to report to the General Administration Department ). The Secretary, Labour and Employment, will hold additional charge as director, Employment, till further orders.

BA Runiyal posted as secretary, Technical Education and Youth Services and Sports Departments whereas Yedullahgoes as secretary in the Cooperative Department.Tashi Dorjee, joint financial commissioner (Agrarian Reforms), has been transferred as secretary, Home Department. He will retain the present post till further orders.

Among the KAS officers shifted are Farooq Ahmad Renzu and Tufail Ahmad Mattoo. Poonch Deputy Commissioner Mohammad Afzal Bhat has been moved as such to Pulwama, replacing Ishtiyaq Ahmad Ashai, who goes as additional commissioner of Kashmir.

Kuldip Lal Khajuria, Additional District Development Commissioner, Samba, has been posted as Poonch Deputy Commissioner. Satish Nehru, Deputy Commissioner, Kargil, has been posted as Managing Director, J&K Tourism Development Corporation.

The Central University Andolan Samiti (CUAS) has decided to intensify its ongoing agitation for the demand of immediate establishment of a central university in Jammu. The samiti members are going to observe hunger strike on provincial level from next week.

Sunil Sethi, member of the CUAS, today said after taking serious note of the delaying attitude adopted by the state as well as the Centre towards the issue of central university, the CUAS has decided to intensify the agitation.

While warning the state government and appealing to the people for their support, Sethi said the agitation would be more vigorous in nature than the previous Amarnath land row agitation.

He further said the deferment policy adopted by the government would not solve the issue instead it would act like a fuel to intensify the agitation.

Condemning the government, Sethi said, “The government has kept the issue of central university on hold and has given clearance for an IIM in Kashmir which has shown the non-serious approach of the government about the issue.”

Sethi said around 70, 000 youth had enrolled themselves in the CUAS under its “Yuva Bharti Yojna” who were ready to fight for the cause. He said the enrollment would continue till the number reaches two lakh.

“They only have a girl. There is nobody else so we informed everybody and performed the last rites. We Hindus and Muslims live in harmony here,” said Ghulam Mohammed Bhat, secretary of the Muslim Welfare Society.” The deceased used to live in Srinagar. He was very old. A lot of Muslims had come here to participate in his funeral,” said Bal Krishan, a nephew of the deceased.— ANI

SAD (A) backs freedom for Kashmir

Asserting that the voices of the people demanding freedom could not be suppressed by force and implementation of stringent laws, the Shiromani Akali Dal (A) today advocated that the people of Kashmir should be given freedom.

Addressing a press conference in Jammu, Jaskaran Singh spokesperson and general secretary of the party alleged that violation of human rights and excesses by the security forces in Kashmir were going on despite the Prime Minister and the Chief Minister advocating for zero tolerance of rights violation.

“Our party extend full support to the people of Kashmir in their cause fight for the right to self-determination,” Singh said.

He demanded immediate release of all Hurriyat leaders so that they could observe the Holy Ramzan as per their religious requirements. Singh termed that detachment of Hurriyat leaders illegal.

JS Mangal, national vice-president of the party, demanded appointment of sitting and retired high court judges to prove and find out the truth behind the massacre of 36 innocent Sikhs at Chitti Singhpura in the 2000.

He also demanded the minority status for Sikh community in the state.

Govt to focus on Unani institutes

The Jammu and Kashmir government is all set to strengthen ayurvedic and Unani institutions in the state with people preferring the traditional forms of treatment these days.

“The situation has taken a U-turn and people are showing great interest in traditional medical treatment,” Health Minister Sham Lal Sharma told reporters here today.

The government was giving priority to this sector and would strengthen the existing ayurvedic and Unani institutions in the state, he said, adding two ayurvedic and Unani medical colleges -- one each at Jammu and Srinagar -- would be set up soon.

Expressing concern over “abnormal” delay in completion of Unani hospital at Shaltang on the outskirts of the city, Sharma asked the executing agency to complete the project by this financial year.

Sharma, who also inspected the under-construction building of the hospital, said the project was conceived in December 2003 at an estimated cost of Rs 7.65 crore but could not be completed on time due to paucity of funds. — PTI

Kathua residents come in support of security forces

The reports of phased withdrawal of security forces from the militancy-affected areas have cause concern among locals of Kathua district. They say they are against the withdrawal, as it will make things difficult for them once again.

“If the forces are removed then it will become difficult for us again. Generally, we go upwards in the hills for six months and we go there with our luggage and cattle. That’s what many of us do here for survival. Earlier, we could not go there. But after peace was established in the area by the security forces, we started commuting again. Now, if forces are removed then it will become difficult for us again,” Omkar Singh said.

Pukhraj Jaipal, Commandant in the CRPF, feels that the security forces for the past four years have maintained peace in the area with the help of locals, police and Army personnel. “With the support of the police and the Army, we have launched operations in total coordinated manner. That’s why for the past four years there has not been any militant activity in the area. We received a full support from locals here,” he said. Locals are hoping that government will reconsider the issue and will maintain security forces so that peace and normalcy continue to prevail in the region. — ANI

Jawahar Tunnel to remain open 24 hours

Jawahar Tunnel, which connects the Kashmir valley with Jammu, will remain open round the clock from tomorrow. Chief Minister Omar Abdullah had said in the Assembly a few days back that a decision to this effect had been taken to be implemented from the first week of September.

The tunnel remains closed during night, thus ruling out any chance of night travel across 296 km between Srinagar and Jammu, which takes around eight hours.

With the tunnel to remain open for 24 hours, travel operators are set to begin night services.

A pilgrim from Ludhiana, picked up by cops on the changes of pickpocketing, died under mysterious circumstances in the police custody at Ardhkumbari police post located on the track of Mata Vaishno Devi. Baldev of Pattian Colony, Ludhiana, who was arrested by the police yesterday, died this morning in the hospital.

Though the police has termed his death as suicide, some youth who were accompanying the deceased alleged that he died due to severe beating by the cops. Suram Chand, in charge, police post Ardhkumbari, has been placed under suspension after the incident and a magisterial inquiry has been ordered to ascertain the truth.

According to reports, some pilgrims, who were on their way to the Bhawan of Mata Vaishno Devi, had told the police that they had caught Baldev red-handed while he was trying to steal a purse from a pilgrim. Following the complaints, the police put the accused in the jail.

According to the police, the cops found the accused lying unconscious in the jail this morning. He was immediately shifted to the nearby health centre where doctors declared him brought dead.

DIG, Udhampur-Reasi range, Gulzar Singh Slathia told The Tribune that the SSP, Reasi, along with FSL team had rushed to the spot. Slathia admitted that the youth died under mysterious circumstances and said after the incident the police post in charge of Ardkumbhari was placed under suspension for negligence of duty.

Couple attempts suicide at Katra, boy dies

Following disagreement between two families over inter-caste marriage, a couple attempted to end their lives in a guest house of Katra - the base camp of Mata Vaishno Devi - by consuming some poisonous substance. While the boy died in the attempt, the girl is struggling for life in Government Medical College Hospital, Jammu.

Both have been identified as Rajesh Kumar (24) of Doda and Kanta Devi (20) of Paloura, Jammu.

The duo had checked-in at Heena Lodge in the interiors of Katra town late last night and hired a room. They had reportedly told the lodge staff that they had to proceed for the Yatra earlier in the morning.

In the morning, when the room service staff knocked at the door but they didn’t open it. The lodge staff again made calls to the room in the afternoon but they again got no response from the occupants.

On this, the hotel staff got suspicious and they finally called up the police, which reached the spot and ultimately broke open the door.

As the cops entered the room, both the love birds were lying unconscious. They were immediately shifted to Katra Hospital where the boy was declared as brought dead. The girl was immediately shifted to Government Medical College, Jammu, for advanced treatment. The police has registered a case under section 174, CrPc.

Kotwal asked the Samba SSP to consider the suggestions and demands of prominent citizens in the inquiry process. The indefinite fast was for a thorough probe into the killing of the peace activist

NSF for selections on UPSC pattern

The National Secular Forum (NSF) today demanded the appointments through the Public Service Commission (PSC) and the Service Selection Board (SSB) on the UPSC pattern.

NSF president Vikas Sharma demanded that the SSB selections should be made through a written test instead of interviews.

He demanded that the weightage for Ph.D and M.Phil candidates in the PSC and the SSB should be increased from 2 to 7 points for M.Phil and 10 for Ph.D candidates, besides an increase in the recruitment age limit from 37 to 40.

Dispute over gambling is stated to be the reason behind yesterday’s shooting incident in Shastri Nagar wherein former MLC’s son Amandeep Singh, received a bullet injury after his friend Satinder fired at him.

Reports said Amandeep and one of the main accused, Jatinder Singh, alias Raja, gambled recently in which the latter, lost Rs 3 lakh to Amandeep. They had a tiff over the game as Satinder wanted to continue the game but Amandeep refused to do so.

Satinder asked Amandeep to wait till he comes back with more money to play further.

However, Amandeep left the place that infuriated Satinder.

The police arrested the main accused, Satinder, along with Mithu, Anish and Manik last night from the Greater Kailash area for helping him.

However, Royal Singh of Peer Mitha, who was accompanying the main accused (Jatinder) at the time of the incident, is still at large.

The police has also recovered a pistol, a country-made revolver and a car from them possession.

Meanwhile, Amandeep, who was shifted to Gangaram Hospital, Delhi, this morning, succumbed to the bullet injuries.
