Zirakpur to get new look
Tribune News Service

Zirakpur, August 23
Zirakpur will be developed as a regional centre for the Greater Mohali Region, having industrial clusters, sports hub and playgrounds around the Sukhna choe passing through the area.

Aimed at accommodating integrated land use, transport and economic activity up to 2031, development of 3,829 hectares of land in phases has also been projected in the master plan for the Zirakpur planning area.

A high-density residential area will also be developed close to the main transportation spine in the area - the Ambala-Zirakpur National Highway-22 and Zirakpur-Patiala National Highway-64.

In the master plan, the consultant for Greater Mohali Area Development Authority (GMADA) has proposed to rejuvenate old settlements, particularly to the north and northwest part of Zirakpur. In the east of the town, high- density, low-income housing has been shown near Panchkula.

On the other hand, in the south, the consultant has featured housing for professional and service-sector people. Due to height constraints adjoining the airport, low-height housing for creative and business related activity has been proposed.

A senior official of GMADA said the eastern area of Zirakpur has been earmarked for general and run-of-the-mill type of industrial development.

As far as road and transportation network is concerned, it has been proposed that the road network allows better access between Mohali, Dera Bassi and Panchkula. An integrated multi-modal transport hub the corridor along NH-22 would be developed as a major passenger and cargo hubs.

The master plan would be part of the regional plan 2008-2058, prepared by the consultants of the GMADA. Sources said despite civic bodies being set up, the state of basic amenities was very poor.

Dera Bassi has a lot of industry, but the infrastructure is not up to the mark. The urban and rural areas in Zirakpur and Dera Bassi are already facing acute power problem.

Haryana teachers to go on strike from tomorrow
Our Correspondent

Kalka, August 23
All the teachers of universities, government colleges and government-aided colleges of Haryana would go on strike for three days from August 25 to protest against the state government. A demonstration in this regard would be held in Rohtak on August 27.

The Haryana Federations of Universities and College Teachers Organisation (HFUCTO) has decided to observe this Teacher’s Day as "Black Day” in the state on September 5. The teachers would continue their struggle till the UGC-announced scale is implemented in toto by the state government.

T.N. Saini, president of the local unit of the Haryana Government College Teachers Association, said the teachers had rejected the notification issued by the government for the implementation of the Sixth Pay Commission.

He said Chief Minister Bhupinder Singh Hooda had assured us to implement the UGC scales in toto at Delhi and requested the HFUCTO to withdraw their agitation with immediate effect. Although it did the same, the Chief Minister did not keep his word. As per his assurance, the notification was to be issued on August 12 this year. It is published on August 22, but not according to the notification issued by the MHRD Ministry and the UGC. Saini further said the governments of UP, Goa and Arunachal Pradesh have already implemented the UGC scales, copies of which were provided to the state government. Even then it skipped Pay Band-4 from the notification for teachers who have completed three or more years of service in the selection grade as on January 1, 2006. The teachers who have completed 20 or more years of service are placed in Pay Band-3 which is a great injustice towards the teaching community as their counterparts in other departments/states are placed in Pay Band-4.

The Chief Minister had declared Class-I status to government college teachers on Teacher's Day last year, but till date no notification has been made by the government in this regard. He said the teaching community was being given stepmotherly treatment by the state government.

On one side, the Haryana Chief Minister never tires of describing in advertisements Haryana Number One, but the teachers of Haryana have been fighting for their rights since the day (December 31,08) the notification was issued by the MHRD Ministry.

He said the teachers have again decided to start their agitation from Monday (today) onwards on the call given by the HFUCTO.

Millers not to contribute rice in national pool
Our Correspondent

Bassi Pathana, August 23
Even as the country is facing a drought-like situation, the rice millers of the state have decided against contributing rice to the national pool in the coming paddy season if the FCI fails to accept their demands.

The millers at present are having a confrontation with the FCI and 10 lakh MT of levy rice worth Rs 3,000 crore is lying in the rice mills of the state. The food shortage scenario would engulf the country if the FCI fails to resolve the problem soon, said Tarsem Saini, president, All India Rice Millers Association.

He alleged that FCI officials seemed bent upon sabotaging the milling process in Punjab and blackmailing the millers on one or the other pretext. He said Punjab contributed 77 lakh MT of rice, which is 70 per cent of the national pool and there was no complaint of rice from any part of the country during the last season. Even then the FCI is not accepting rice on the pretext of not falling under specification.

Nakesh Jindal, press secretary of the association, said the FCI had changed the specification for unpolished grains from 20 per cent to 12 per cent, which would definitely affect the food value as oil and proteins would go waste in the polishing process. He said the association would also meet the Union Food Minister in this regard and urge him to direct FCI officials not to unnecessarily harass the state millers. He said if FCI did not accept their rice, they should be allowed to sell the levy rice in the open market. He urged to clear the backlog.
