Underpass demanded at level crossing
Kalka, August 10 Ashok Bansal, a local hotel owner said the authorities of the NHAI should take a serious note of the heavy rush on the highway. The only viable solution to cope with the frequent traffic disruption is immediate construction of under-pass on the railway crossing as hundreds of daily commuters and passengers remain stranded during the closing of the level-crossing. The stretch has become a major traffic bottleneck on the NH-22. Traffic chaos starts early in the morning. The situations remain the same throughout the day and aggravates in the evening hours. The long jams put students and patients to inconvenience and have even claimed many lives in the last couple of years. The official sources railway revealed that the above said level-crossing had been closed at an average of 24 times in a day for the passing of trains or for some other reasons, which takes more than four hours for traffic to stay for their passing the crossing, which causes the traffic disruption on NH-22 (Chandigarh-Shimla highway). Experts of the engineering department of Railways said on the tune of under pass way (under construction) near Mani Majra (Mansa Devi Railway Crossing) on Kalka-Chandigarh rail section could also be constructed as there had been enough space and natural flow of water on both sides of the Kalka-Pinjore level crossing, which would also be proved cheaper than fly over in cost. According to a government survey, more than 30,000 vehicles pass the NH-22 on the daily basis, which has to face inconvenience during close of level crossing. Residents of Kalka and Pinjore, including the daily commuters, have urged the Cental government, state government and the department of the NHAI to construct an under pass way on the above said level-crossing on the priority basis. |

Rajpura, August 10 President of the association Hardev Singh Sialu said in order to implement the Narega scheme, a Junior Engineer for five villages and a clerk should be given so that burden on the employees of the Panchayat Raj Department could be reduced. The sarpanch of a village should be given allowance of Rs 4,800, a panch should be given Rs 1,500 and Rs 1,800 for samiti member, besides other allowances for the panchayat members. |

Meter reader accused of harassment
Kharar, August 10 In her complaint to the police, she stated that on August 6, the employee came to her house to check the meter reading. “He started abusing me and alleged that I was stealing power.” Her husband, also present in the house, came to rescue Tawinder, but was also abused by the employee. She further alleged that the employee also tried to snatch her gold chain. The employee, meanwhile, recommended a penalty of Rs 8,800 for the house. The woman demanded registration of a case in this connection against the employee and sat outside the police station for the entire day today. The meter reader said the meter was removed and had been kept in a basket, which he came to know later. |

Farmers protest against power cuts
Kharar, August 10 He said the farmers had been quite upset over the uninterrupted power supply and would face losses worth thousands this season. He demanded that the board should take the earlier prices under the Voluntary Disclosure Scheme. The increased price of per horsepower should be reduced from Rs 3,800 per month to Rs 1,200, he said. The overloaded transformers should be underloaded and at least eight hours uninterrupted power supply should be given to the farmers. The farmers continue their agitation as no PSEB official had come to take their memorandum. Tehsildar Harpreet Kaur then take the memorandum from the agitating farmers and the blockade had been lifted. |

XEN, SDO thrashed by irate mob
Patiala, August 10 The incident took such an ugly turn that one of the assistant linemen, Dina Lal, suffered serious injuries as his jaw allegedly got fractured when some of the attackers smacked his face. A complaint lodged by XEN Mohan Lal with the police pointed out that a couple of officials, led by JE Gurmail Singh and Gurdarshan Das Batish, had gone to look into a power tripping complaint in the Badungar area in their official vehicle. The fault had erupted near the gurdwara of the area, where a number of residents had already converged. As soon as the PSEB team reached the spot, a section of the crowd started beating them. The incident was reported to SDO Amandip Singh who reached there along with some more officials to look into the matter. However, they were also beaten up by the irate mob resulting in injuries to the XEN and other officials. A case has been registered under Sections 379, 332, 353 and 186 of the IPC against the accused. |

Chandigarh, August 10 Pronouncing the orders, the court of Additional Sessions Judge, RS Attri sentenced Raju to seven years of imprisonment, along with a fine of Rs 25,000 while
Karan, Shahzad and Ghulab were sentenced to five years imprisonment with a fine of Rs 15,000 each. It must be mentioned here that all the four accused were residents of Bapu Dham Colony and had robbed a
Shimla-based trader at knifepoint and looted Rs 70,000 in Sector 18 on September 2007. Rattan Das, a
Shimla-based trader, was accompanied by two others. In its orders, the court also mentioned that half of the amount of the fine collected from the four accused would be given to Ratan Das and the remaining half would be divided equally among his two accomplices. The case pertains to September 2007 when Rattan, along with two associates, was going to Shimla after selling his produce. The police had arrested all the four
accused in the case on the same night from the Bapu Dham Colony. |

Dabwali Fire Tragedy
Chandigarh, August 10 They sat there in the courtroom with featureless faces, powerless to even express themselves. Appearing before the Bench of Chief Justice Tirath Singh Thakur and Justice Hemant Gupta, counsel for the sufferers, pointed at a victim girl, who once was referred to as the Japanese doll, now sitting on a wheelchair. Among the other victims was also a teacher, whose hopes for marriage were reduced to ashes in the fire incident. The court was visibly perturbed at their plight and asked the counsel why they had been subjected to pain and inconvenience of being brought to the court. To this, the counsel they only wanted to illustrate how nothing had changed over the years for the victims, who continued to lead a painful and agonising existence. The bench after hearing the counsel suggested the holding of discussion between the various sides for deciding the issue in the best possible manner. The matter will now come up for further hearing before the bench on Tuesday. The DAV Public School Managing Committee, Dabwali, and its parent body, the New Delhi-based DAV College Management, had only recently described the major share of compensation to be borne by it as rather high. The compensation has been recommended by the Garg Commission, which went into the claims of the Dabwali fire victims of December 1995. The Bench, in the matter, has already issued fresh notices to the municipal council, Dabwali, and Rajiv Marriage Palace, Dabwali, where the fire had broken out during the annual function of the school, claiming 442 lives. The Punjab and Haryana High Court today dismissed a bunch of writ petitions challenging the Union government’s decision and subsequent proceedings initiated by the state against those practising electro-homeopathy system of medicine or establishing institutions for imparting courses. In their petition placed before the division bench of Chief Justice Tirath Singh Thakur and Justice Hemant Gupta, the petitioners had contended prohibition on practising electro-homeopathic or electropathic alternative system of medicine could be imposed only through a legislation by the Parliament or the state legislature. Following Union government’s directions, Punjab director of health services had on March 12, 1999, directed the civil surgeons and chief medical officers of the districts to take action against doctors and to take police help, if necessary, in the task. The Punjab Electro-Homeopath Doctors’ Association had challenged the move. The state government had initially clarified in response to their writ petition that members of the association had not been affected by the state instructions. The Union ministry of health, on November 25, 2003, passed an order saying electro-homeopathy had not recognised a system of medicine and the states should ensure that institutions did not grant degrees. State government’s action against these institutions followed the order. |

Man held for sending vulgar SMSes to estranged wife
Chandigarh, August 10 According to sub-inspector Gurmukh Singh of the Cyber Crime Investigation Cell (CCIC) of the Chandigarh Police, she alleged that her estranged husband, Amarpreet Singh of Burail, had been harassing her for over a year by sending her vulgar messages on her mobile phone. The victim told the police that a matrimonial dispute was going on between them since December 2007. Amarpreet had started sending her obscene SMSes since then and also used abusive language against her. Using the latest technology of Call Dek available with the CCIC, the investigators retrieved the data from the victim’s mobile phone, including the messages she had deleted over the period. The digital evidence confirmed that the messages were sent by the accused through his mobile phone. The in charge of the Burail police post told TNS that the accused had been arrested today. They had taken his mobile call details, which corroborated with the digital evidence collected. The woman in her early twenties was living in the vicinity of the home of the accused and they became friends. They got married against the wishes of their parents on October 9, 2007 and got separated the same year. She had filed a complaint against Amarpreet in the Woman and Child Support Unit and had twice agreed for a mutual divorce, but never filed it in the court. The woman later filed a petition for maintenance in the court and thereafter Amarpreet started sending her vulgar messages. A case under Section 66-A of the IT Act has been registered in the Sector 34 police station in this connection. |

Death of Afghan student
Chandigarh, August 10 Talking to TNS, Gian Chand, regional officer of the Indian Council for Cultural Relations, under the Union Ministry of External Affairs, alleged that the Afghan students, who were eyewitness to the accident, told him that the police failed to reach the spot on time. Gian Chand further added that the students told him that after the mishap, severely wounded Jawid kept on lying on the spot for a long time without any aid. After some time a motorcyclist reached there who called the police control room, but they waited for at least 20 minutes before he was taken to the PGI in a private vehicle. Jawid had apparently died on the spot and was declared dead on arrival at the PGI. Gian Chand said Jawid was on scholarship to study in India under the special Prime Minister Scholarship Scheme. He said he received a call from the Afghan Students Association around 2.20 am and rushed to the PGI. The police came after some time at the PGI and started the proceedings. Rehmat Ullah, the president of the Afghan Student Association, Chandigarh, said due to procedural formalities even the postmortem was delayed. Family of Jawid was waiting for his body. The police came late by over an hour this evening also even as the officials from Embassy had arrived at the hospital in the afternoon. Denying the allegation that the police reached late on the spot, the DSP (East) Jasbir Singh Cheema told TNS that the SHO of Mani Majra police station himself reached the spot and rushed the victim in his official Gypsy. The Afghani students had language problem and could not provide information about the accident. He clarified that the police shifted the victim to the PGI in time. About the delay in proceedings today, the DSP said the officials from Embassy reached late and insisted to take the body without postmortem, which was not possible. They were told to meet the magistrate in this regard. |

Arresting baba in 7 days
Chandigarh, August 10 The high court directed the police on August 5 to arrest the baba within seven days. Even as the time is fast running out, certain “black sheep” in the police are helping the baba to dodge the parties, who are after him. The police had despatched parties to various parts of Punjab and in other parts of the country to conduct raids at suspected hideouts of the baba, but to no avail. Sources in the police say there are some staunch followers and sympathisers of the baba in the police, who are leaking vital information to the baba, helping him to remain elusive. The baba is learnt to have been frequently changing his hideouts and locations since the police swung into action to arrest him. “The followers of the baba constantly leak information due to which he had stopped using mobile phones and other means of communication. It is a fact which was emerged after the baba switched off his mobile phone, which were put under surveillance to track his location”, said a police officer. It is learnt that the even the followers of the baba have been divided into two groups. A group, which follows the baba wants to pay the amount to settle the dispute with the complainant party, while the other group is reportedly against paying the amount. The police had registered a case of cheating, forgery, impersonation and criminal conspiracy under Sections 419, 420, 467, 468, 471 and 120-B of the Indian Penal Code against Baba and others on May 20 last year. It was alleged that the accused sold a piece of land belonging to an NRI woman for over Rs 1.20 crore to a private company on forged general power of attorney (GPA). DIG (Headquarters) Mahabir Singh said the police teams had been dispatched to various hideouts of the baba in Punjab, Haryana and other parts of the country. |

Hard fought win for Ankur
Panchkula, August 10 Gurav Bharti playing his best and hitting good breaks of 39 and 38 points in first two frames giving no chance to Ankur. Gaurav won the first two frames convincingly but Ankur, known for his fighting spirits, came back in the game and winning the next two frames and levelled the score 2-2. In the final frame, Gaurav started well but lost his rhythm in the middle of the frame. Nanda got an easy red ball by which he hit a break of 31 points and won the frame and the match.
