Jammu, July 25 The students came out on the roads to protest against the misleading statements by Chief Minister Omar Abdullah and NC leader Ajay Sadhotra. They burnt the effigy of the Chief Minister in front of SPMR Commerce College. Addressing the protesters, JJM leader Pratap Singh said the Chief Minister and Sadhotra should refrain from making confusing statements regarding the central university and its status. The girl students of Government College for Women, Gandhi Nagar, also boycotted classes. Sunil Sharma, a member of the JJM, said the state government should make its stand clear on the issue. However, in the evening the district administration called the JJM leaders and in the meeting the latter demanded that the university be established in the Jammu region as soon as possible, recruitment advertisements be cancelled till the permanent establishment of the university in the Jammu region and the removal of Prof Wahid Quereshi Meanwhile, the dharna started by JJM activists outside GGM Science College near the Shahidi Sathal entered its fourth day today. Students reject Omar’s proposal on 2 campuses Udhampur, July 25 Meanwhile, students of PG College, Udhampur, today boycotted classes on a call by the ABVP and took out a rally in the city. Addressing the students, ABVP leader Pawandev Singh rejected the proposal of the Chief Minister to set up a campus each in Jammu and Srinagar. He said in lieu of allotting a central university to the Jammu region, the Union government had sanctioned an IIM in Kashmir so there was no logic in setting up a campus in the Kashmir valley. “If the government wants to set a campus of the central university in Kashmir, a campus of the IIM be opened in Jammu also,” he demanded. He exhorted the students to be prepared for a fight. Classes in PG College remained affected for the third consecutive day. After boycotting classes, students took out a rally starting from the college and passed through various areas. |
CM’s effigy burnt
Jammu: Activists of the Jammu Justice Movement (JJM) under the leadership of Rajinder Singh (Munna) and Gunwant Singh, vice-president and joint secretary of the JJM, respectively, held a protest at Vijaypur today and burnt the effigy of Chief Minister Omar Abdullah for his ‘discriminatory’ statements regarding the setting up of the central university.
Rajinder Singh warned the state government to desist from making confusing statements about the university. He said the neglect of the Jammu region would not be tolerated. The protesters also blocked the national highway while taking out a procession from Ramgarh. Traffic remained disrupted and was restored when the protesters dispersed. |
Snubbed by Azad, rebel Congress MLAs relent
Udhampur, July 25 Wani and Niaz, who were in New Delhi for the past one week to apprise the high command about the prevailing ‘mess’ in the party, have started supporting their arch rival Ghulam Mohammad Saroori. Sources in the Congress said both MLAs were snubbed by Union Health Minister Ghulam Nabi Azad for opposing the induction of Saroori. Not only Azad, some other senior leaders of the party had also taken a serious note of their campaign. Wani, Niaz and Saroori were considered the loyalists of Azad and since they represented the mountainous belt of erstwhile Doda district all of them aspired to become a minister. As Saroori was inducted as a Cabinet Minister, others two started a campaign against him. The sources said the Union Health Minister took a serious note of the campaign launched by Wani and Niaz against Saroori. Niaz while addressing his supporters at Bhaderwah and Gandoh today avoided attacking Saroori. Wani in a statement issued today clarified that he had never opposed the induction of Saroori in the ministry. Wani stated that he had never spoken against the inclusion of Saroori and termed media reports as fictitious and baseless. Similarly Niaz, who arrived in Gandoh today for the first time after denied a ministerial berth, avoided a direct attack on Saroori. Though his supporters expressed their resentment against the party leadership, he himself did not speak a word. |
Centre okays Rs 5,500-cr annual plan
Srinagar, July 25 Announcing this here this evening, Finance Minister Abdul Rahim Rather expressed satisfaction over the ‘positive approach’ of the Central government for being liberal in the approval of the plan outlay, though the sanction had been delayed. He said the raise of 22 per cent in the plan outlay was the highest so far as compared to the last seven plan outlays. The state had made a case for Rs 6,500 crore plan outlay, which, however, could not be fully realised in the finalisation of the plan today, the Finance Minister said. The Finance Minister accompanied by Chief Secretary SS Kapur and Commissioner, Finance, Sudanshu Pandey told a press conference that in addition to the plan there was a sanction of Rs 1,200 crore under the Prime Minister’s Reconstruction Programme (PMRP). Besides, there were a grant of Rs 1,900 crore under various centrally-sponsored schemes, the minister said. The plan outlay had been finalised after a series of meetings with the Planning Commission, while Chief Minister Omar Abdullah and Finance Minister AR Rather and senior officers of the planning and finance departments had been camping in the Union Capital. The detailed meeting continued up to July 22, while the Planning Commission sought two days time for the final meeting that was held today finalising the plan outlay, Rather said. Replying questions, the Finance Minister said with the plan outlay, before the state budget could be presented by August end, the state was poised for a new era of development and progress. To ensure the maximum utilisation and management of the funds, a monitoring cell had been working in the Planning Department, Rather informed. “I feel money is no problem. Now, we have to perform,” he added. On the implementation of the Sixth Pay Commission’s recommendations, Rather said the state government employees would get the salary of July as per the revised scales. |

Srinagar, July 25 The Army celebrates July 26 as Vijay Diwas and this year assumes significance as it marks the completion of 10 years of their victory. General Malik got emotional as he looked at the redoubtable peaks around him and said they were full of stories of blood, gut and valour. Over 500 Indian soldiers, including a large number of officers, lost their lives as they fought hand-to-hand battles with their enemies to clear the hills of them. “Things have changed a lot in 10 years as India is rubbing shoulders with the best in the world. In Drass, however, the memories of the war linger on,” an Army spokesperson said in a poignant statement. More than 200 serving soldiers and families of martyrs have gathered to see for themselves the battleground where their kin and colleagues laid down their lives. The celebrations kicked off today with a detailed briefing by Major-Gen SK Khajuria, Commander of the Kargil division, who explained how the war was won, mentioning its heroes, the role of the gunners and logisticians, besides the local people. The locals played a key role in first detecting the Pakistani intrusion and then working shoulder-to-shoulder with the army. Air Force helicopters dropped off soldiers at the peaks like Tiger Hill, Tololing Ridge and Batra Top, named after Capt Vikram Batra, who died while capturing the peak. |

Govt ‘not biased’ against Jammu
Jammu, July 25 “Even the Deputy Chief Minister is from Jammu district,” Mubarakh Gul, newly appointed political adviser to the Chief Minister, told The Tribune in an exclusive interview. “The Omar government is committed to an equitable development of all three regions of the state and the allegations that it has a biased approach towards any region are baseless,” Gul said. Gul, who today held a public durbar at the private office of the Chief Minister to take stock of the problems being faced by the people of the Jammu region, said it was for the first time that the state government decided to reach out to common masses. “The Chief Minister instructed me to hold a public durbar in Jammu today to redress the grievances of the people of the Jammu region,” Gul said. On the issue of the shifting of the central university from the Jammu region to the Kashmir valley, Gul said no decision had been taken in this regard and the government won’t deprive the people of the Jammu region of their rights. Reiterating the resolve of the new government regarding zero tolerance for human rights violations in the Kashmir valley, Gul said whosoever found involved in such incidents would be punished as per the law and that the state government was contemplating to strengthen the Human Rights Commission in the state by providing it more powers. On the Shopian killing of two girls, Gul said, “It was an unfortunate and regrettable incident. Our government constituted a committee and now let the law take its own course and we expect the guilty to be punished.” |

Plan to make higher education accessible
Jammu, July 25 While addressing a press conference here today, Maneet Dewan, regional head, Punjab Technical University, said the Minister had also assured the delegation that the government would make norms for facilitation of such programs that would enhance the enrolment ratio in the state and make the students employable. Dewan said the intention of the government to issue a public notice was to warn those inferior institutions that had no standards, recognitions or quality control and most of them had already closed their institutions after this notice. He said the students enrolled in such institutions should not panic as their future was secured and they should peacefully continue their studies. He said the study centres would stop the admissions till the matter of illegal institutions was solved completely. It was highlighted that certificates issued by IGNOU and DOEACC were accepted by the state government and state universities where as they were also awarded through the distance education mode. Last night the Jammu and Kashmir Learning Association had met the Minister and had submitted a memorandum in light of notice issued by the department along with the list of 148 institutions notified as “unauthorised”. |

Strike disrupts life in valley
Srinagar, July 25 Commercial establishments and shops were largely closed, while many government offices bore a deserted look. Transport services were also affected. There were reports of some clashes between supporters of the separatists and the security forces at some places. The police booked Geelani under the PSA after he was bailed out by a local court in other criminal cases lodged against him in the past. The police has accused him of spearheading an anti-national campaign and inciting people for strikes and violence. Many other separatist leaders, mostly those closer to Geelani’s extremist ideology, including Nayeem Khan, Shabir Shah and Asiya Andrabi, have been put behind the bars for their key role in uniting the separatist leadership of various factions to run a united separatist campaign. Geelani and Andrabi polarised people as they blamed the security forces for the alleged rape and murder of the two Shopian women and law and order situation had improved partly due to their arrest. |

Udhampur, July 25 A committee of officers has been constituted to fix up criteria for finalising the list of outstanding students at a meeting that was held to discuss the arrangements for the function at Udhampur. The main function would be held on the premises of PG College for Boys. District Development Commissioner, Udhampur, Ajay Khajuria, directed the engineers of the R&B, PHE and the PDD to ensure effective arrangements of barricading, seating and drinking water besides uninterrupted power supply on August 15. — TNS |

As per the notification, nominations can be filed till July 30, which would be scrutinised next day (July 31) and nominations can be withdrawn till August 3, secretary of the state Assembly Mohammad Ramzan said. —
