CM assures Rs 22 crore grant for canal system

In compliance of the decisions taken during the meeting of the local legislator Sunil Jakhar with the Chief Minister Parkash Singh Badal at the official residence of the latter in Chandigarh recently, superintending engineer (SE) Parminder Singh Bhogal and the executive engineer Sanjeev Gupta of the Irrigation department on Wednesday discussed modalities with Jakhar to strengthen the canal system here.

Foundation stone of degree college for women laid

Two killed in road mishap

One Anurag Siyag of village Dhinganwali, who was running Mani Ram Memorial B.Ed College in Hanumangarh and his friend Daleep Kumar were killed in a road mishap on Tuesday night, when the car they were driving, reportedly overturned near village Nagrana, while trying to escape collision with a blue bull that was crossing the road swiftly.

The district and sessions court has acquitted two alleged accused persons in the case of the sexual exploitation of a Dalit woman of the nearby Ghal Kalan village, who was also attacked with acid by these persons few months after the incident.

The additional session judge of Moga SK Aggarwal, while agreeing to the plea of the defence counsel, has acquitted Shinder Singh alias Gauri and Kirpal Singh alias Soni, both residents of the same village from charges of rape for lack of evidence.

The court has pronounced the judgement in open court. However, written orders were yet to be issued when the news report was last filed.

A criminal case under section 376, 324 and 120-B of the IPC and relevant sections of the Scheduled Castes Prevention of Atrocities Act-1989 was registered against them after the woman carried out a semi-nude march in the main square of the town on May 19, 2008. The incident of rape occurred on May 9, 2008 as reported to the police by the victim.

It may be mentioned that the police also arrested this woman for carrying out semi-nude march and registered a case against her under sections 189 and 294 of the IPC on the charges of 'obscene act in public'. This case is pending before a local court.

The district magistrate ordered a magisterial probe into the whole incident while the State Human Rights Commission and the State Commission for Scheduled Castes separately took suo moto notices of this case.

On October 13, last year, one of the alleged accused persons Kirpal Singh alias Soni along with two of his associates Nita, son of Karnail Singh and Jita, son of Bara Singh, all residents of the same village attacked her with acid.

All these persons were arrested by the police and an FIR under sections 326 and 34 of the IPC was registered against them. These persons were presently under judicial custody in this case. Since then, the Dalit woman was undergoing medical treatment from the district hospital for the past over six months until she was shifted for advanced medical treatment to the Rajindra Medical College and Hospital at Patiala, last month.

Unfortunately, she was diagnosed of Hepatitis-C and acute Anaemia due to which the medical officers, who attended her refused to conduct the plastic surgery and she was sent back home even as the district administration provided money through the Red Cross for her treatment on the request of the Scheduled Castes Commission on humanitarian grounds.

Disheartened over the judgement of the court to acquit the rape accused persons, the victim woman, while speaking to The Tribune said that she has decided to file an appeal in the High Court against the acquittal orders of the sessions' court.

In broad daylight, two youths with their faces covered, entered the house of a renowned Arhtiya and robbed him of Rs 6.5 lakh at gun point, here today.

According to details available, Pawana Rani, wife of Ajay Kumar, was at her house with a maid and a driver, when two youths laced with arms entered their house, this noon. The Arhtiya family resides on the first floor in Madhav Ram street.

One of the robbers dragged the maid Rani and driver Puppy to a bedroom while another one pulled Pawana Rani from the kitchen. Aiming pistol at them, they were forced to sit quietly and were asked for cash.

Pawana Rani offered them her jewellery, which she had in her bag but refusing to accept it, they asked her for the keys, thus expressing their interest only in cash. They also asked about her son, Anmol, who was in school at that time.

Meanwhile, a boy Sarabjit Singh and a girl Anju, both employees of an insurance company, rang the bell of the house and climbed up the stairs. One of the robbers asked the driver, Puppy, to open the door and identify the visitors. When Puppy opened the door, the robber, caught the visiting girl by the arm. The visitors, however, managed to escape from the spot and did not disclose the incident to anyone till they reached back their office.

Then, the robbers again demanded the keys of the cupboard, which Pawana Rani surrendered. Unlocking the cupboard, they put the currency notes of Rs 100 denomination in a bag which they had carried along with them.

Earlier, the family members disclosed to the media that the robbers decamped with more than Rs six lakh and Pawana Rani, begged them to leave some money behind as it belonged to her daughter. The amount saved was Rs five lakh, according to relatives.

But after the closed-door meeting with police officials, the family members flatly refused that Rs five lakh was left behind. The total cash was around Rs seven lakh, of which the robbers decamped with Rs 6,51,000.

In a joint statement, Pawana Rani, her maid Rani and driver Puppy said they were so frightened that they could not even check the movement of the robbers, when they left the house.

After a few minutes, the victims started shouting and neighbours rushed but by then, the accused had fled. It may be mentioned that their street is a blind alley and there is only one way to enter.

A team of forensic science experts took the fingerprints of the robbers and the SP (D), DSP City and SHO Kotwali, launched a joint investigation. A case under section 392 of the IPC has been registered. Getting details of the accused, police is going to prepare their sketch.

When contacted, SP (D) Ajay Maluja said, “The robbers had taken a mobile set of the victim Pawana along with them. If they use it, it would be easy to trace them. Moreover, we have been deeply investigating the case as it has many complications but sooner or later, we shall crack it.”

It may be mentioned that about fortnight ago, a youth had entered their house but without committing any loot, he had fled from the spot. At that time, the family did not lodge any complaint with the police.

In another incident, about three years ago, the victim Ajay Kumar, had been looted of about Rs 20 lakh, which he was carrying from Sirsa (Haryana) in a car.

Sukhbir seeks votes for development

Sukhbir Singh Badal, president, Shiromani Akali Dal and the SAD nominee for Jalalabad Assembly by-election on Wednesday demanded the immediate rollback of the recent hike in the prices of petrol and diesel as crude in the international market has declined by 16 per cent from $72 to $58 during the last ten days.

Addressing various rallies at different villages namely Tahliwala Bodla, Chahlanwali, Chack Kheowala, Chack Banwala, Jorki Andhwali, Chimnewala, Chckpakhi, Nukerian, Aliana, Ghattianwali Bodla and Ghatianwali Jatta, all villages falling under Fazilka sub-division on Fazilka-Malout road, the SAD president charged the Union government of colluding with multinational oil marketing companies, who have been allowed to fill their coffers by fleecing and exploiting the drought hit farmers, transporters and middle-class population of the country.

Sukhbir Badal said that even before the elections, when there was 75 per cent drop in the price of crude oil, the government reduced the price of petrol and diesel only by 10 per cent, allowing 60 per cent more profit to these oil companies.

Badal said the Congress- led Union government has come out with the novel negative way to fight drought like situation in the country. Instead of coming to the aid of farmers, the government has raised the price of diesel, making it very difficult for draught hit farmers to irrigate their fields.

He said that due to 57 per cent deficient rains in Punjab and low allocation of power to Punjab by the Union government, farmers were trying to save their kharif crops by using diesel pumps, but low MSP of paddy at Rs 950 per quintal and raising the prices of diesel by Rs 2 per litre, the desperate Punjab farmers are further trapping in debt.

The SAD president said that MSP of paddy below Rs 1,400 per quintal was not acceptable to his party.

The SAD president said that he along with SAD-BJP MPs from Punjab would soon call upon the Union Petroleum Minister at New Delhi to impress upon him the need of immediate lowering the price of diesel and petrol.

Sukhbir appealed to the rural gathering that he had come to seek votes on the issue of development. To look after the development of all villages falling under his Jalalabad constituency is now his responsibility.

Upinderjit Kaur, Education Minister, Sher Singh Ghubaya, MP Ferozepur, Gurdas Singh Badal, former MP and Balwinder Singh Bhunder, General Secretary Shiromani Akali Dal, general council members of SAD Sandeep Gilhotra and Naresh Setia also addressed the rallies.

One electrocuted at Bathinda refinery

Similar to the sequence of mishaps taking place at the Metro rail project sites in Delhi, the under construction Guru Gobind Singh oil refinery at Phulokhari village in Bathinda is also putting up with its share of mishaps, one after the other.

Weeks after police quelled an irate mob that went berserk there after the death of a labourer, another worker at the refinery, an electrician Munna Tewari of Uttar Pardesh, who was working with the Patron construction company, was electrocuted, while on duty at the refinery on Wednesday night.

After the incident, his body was taken to the Civil Hospital, Bathinda. Fearing another outbreak of violence, the authorities took adequate safeguards to avert another flare-up.

The Civil Hospital authorities too conducted the postmortem early in the morning on Thursday. Immediately after that, the body was sent to his native village Chirangi in Uttar Pradesh.

Sources informed that the deceased was a regular employee of the company, so they managed to sort out the matter quickly.

However, it was reported that the Raman and Sangat police kept gathering evidence and recording statements till the afternoon. Finally, registering a case under section 174 of the CrPC, Raman police initiated the inquest proceedings.

Despite repeated attempts, chief manager of the Guru Gobind Singh Refinery, Rajeev Parmar, could not be contacted as he was said to be busy in meetings.

SDM, Talwandi Sabo, Anil Garg, who was on his way back to Bathinda from Chandigarh, while talking over the phone, said, “I have confirmed the details. The construction company has promised to the kin of the deceased electrician that they were ready to pay any amount fixed by the compensation commissioner as the electrician was on their payroll and a regular employee.”

The matter was amicably sorted out, he added.

It may be mentioned that after the death due to heat stroke of a migrant labourer on June 29 at the refinery, which had sparked off violence, the district administration had asked the refinery authorities to take precautionary measures regarding the safety of the infrastructure as well as the staff working there.

But sources among the workers there informed that the refinery administration is showing gross indifference towards the recommended measures.

Patwaris told to improve work culture

Deputy Commissioner of Muktsar, Rajat Aggarwal, has assured the patwaris of the district that all their problems, particularly those pertaining to grant of their seniority and GP fund, would be sorted out by October 15. This was stated by the DC after he convened a special meeting of patwaris to listen to their long pending demands.

Having assured the revenue officials that he would always listen to their grievances, the DC, in the same breath, also criticised them for not following a proper work culture. He said that action would be taken against those patwaris, who were outsourcing their work to private parties in their respective areas. The DC further said that the patwaris were an important link between the masses and the district administration, therefore, their behaviour should be impeccable.

He added that to solve the water and electricity problems, plaguing the government patwarkhanas in this district, he had asked the District Treasury Officer to inquire into the matter.

The District Treasury Officer has been asked to make a provision of the required funds so that all patwarkhanas were equipped with proper water and power connections.

The DC asked the revenue officials to keep a hawk's eye on the developmental works being taken out in the district.

He said that the Patwaris should bring any shortcomings in these developmental works to the notice of their respective Sub Divisional Magistrates (SDMs).

Funds raised for racial attack victim

The Sydney-based Global Organisation of People of Indian Origin (GOPIO) has presented AU$ 4500 to the Yamuna Nagar (Haryana) boy Rajesh Kumar who suffered burns in a recent racial attack in Australia.

Chairman of the GOPIO J.S. Virk told this correspondent over telephone from Parramatta that the money was raised by the organisation to support Rajesh Kumar who was injured on May 24 when a petrol bomb was hurled in his bed room. He suffered 35 per cent burns and was recuperating in the hospital.

The GOPIO handed over the amount to Baljeet Singh, uncle of Rajesh kumar, who rushed to Australia to take care of him.

Virk said the fund raising event was attended by Indian business community, GOPIO members and families. The guest of honour, Laurie Ferguson, member of Reid and Parliamentary Secretary for multicultural affairs and settlement services applauded the gathering and expressed tremendous support for the cause. Indian consul Gautam Roy addressed the gathering and applauded the efforts by GOPIO team to help the family in this crisis.

GOPIO national coordinator Amarinder Bajwa stressed that the organisation has resolved to stand united with the people of Indian origin and extend support to all and any other organisation or an individual who needs a helping hand.

Virk said the GOPIO Australia has formed a sub-committee under the flagship of its Parramatta Chapter specially dedicated to the students and new migrants through Amit Pall who is a lawyer by profession. New initiatives are planned through GOPIO website where the students or new migrants can seek guidance and help as well as a job board that would facilitate the free job advertisements from the registered businesses and job seekers.

Dera chief accorded warm welcome in Rawatsar

Barring slogans shouted by a small group of Sikhs at the Charan Singh Chowk in Suratgarh, the cavalcade of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh faced no major problem in reaching his ancestral village Gurusar Modian on Wednesday.

Over 1,000 cops have been deployed to ensure an incident free week-long stay of the chief, who has arrived after six months.

Earlier, the Rajasthan police IG Megh Chander Meena along with SP Umesh Chander Dutta, ASP Rajan Dushyant and other senior officers visited the village on Tuesday evening to finalise the fool-proof security cover. DC Ashutosh AT Pednekar, while reviewing the arrangements, deputed five executive magistrates to monitor the situation.

The Dera chief was accorded a warm welcome as he halted at Rawatsar in Hanumangarh district on way to Gurusar Modian. Women devotees showered rose petals as he alighted from the van amidst tight security.

Hundreds of women remained busy in cooking food that was to be served to thousand of devotees after the Mazlis (satsang).

Gurmeet Ram Rahim Singh, while delivering a spiritual discourse there, preached non-violence, love and respect for all religions and reaffirmed his determination to develop a society free of drugs, dowry and hatred.

CM assures Rs 22 crore grant for canal system

In compliance of the decisions taken during the meeting of the local legislator Sunil Jakhar with the Chief Minister Parkash Singh Badal at the official residence of the latter in Chandigarh recently, superintending engineer (SE) Parminder Singh Bhogal and the executive engineer Sanjeev Gupta of the Irrigation department on Wednesday discussed modalities with Jakhar to strengthen the canal system here.

The CM had reportedly promised to sanction Rs 22 crore for the project.

During the meeting held in the new grain market office of the legislator on Wednesday afternoon, ways and measures to make canal water available at the tail-end of each sub-canal were discussed.

He wondered how breaches developed in the sub-canals, which had recently been repaired. The guilty must be punished, he stressed.

The SE assured that quality in works will be ensured in future, besides taking action against the farmers, who are found indulging in unfair practices to draw water illegally.

Two booked on extortion charge

Bathinda, July 15
Tracing the phone calls for four months, the Dialpura police booked two persons of Gurdaspur district, who were accused of demanding money from a milkman of Dullewal village in Bathinda district.

The Dialpura police said the milkman Dharamveer had lodged a complaint on March 16 that some unidentified persons had called him up and demanded Rs 20 lakh from him. In case he did not pay the money, they would kill his seven year old son.

Tracing the call records, the police booked Jaggi Singh and Shammi of Gurdaspur district on Tuesday.

However, sources in the police said the complainant could not prove his rivalry with the accused and the allegation of demanding such a huge amount from him was somewhat dicey. Therefore, the matter was still being investigated. — TNS
