State to spend Rs 673 cr more on power

In order to ensure adequate power supply to consumers during the ongoing paddy season, the state government will spend an additional sum of Rs 673 crore during the current month on short-term power purchase arrangements. In all, a huge expenditure of Rs 1,750 crore was being made by the government on short-term power purchase arrangements to meet the requirements of consumers from June to September, 2009.

Raids bare more fake ghee stores

The interrogation of the accused arrested by the police after a huge quantity of spurious ghee was seized from his stores on June 30, has lead the police to the recovery of more fake ghee from the district.

According to district police chief Shrikant Jadhav, the department has already seized more than 10,450 kg of spurious ghee so far and raids are still on to trace more such stocks, believed to be made from animal fats and bones.

The police investigation revealed that those indulging in this illicit trade procured the ghee from various production units located in Madhya Pradesh. The SP said besides the information extracted from Suresh Chand, the police had also received tip-offs and on the basis of these the raids were carried out and the recoveries made.

The drive against the spurious ghee started after the police seized 3,000 kg of ghee from the store of Suresh Chand, a resident of Desraj Colony, on June 30. The ghee was packed in 210 tins. The police had booked the accused under Sections 420, 272 and 273 of the IPC along with Section 16 of the Food Adulteration Act and under the Trademark Act.

The SP said the accused was produced before a local court which remanded him in police remand for three days. During interrogation, he gave the police some vital information that led to more seizures.

Jadhav said 144 kg of spurious ghee was seized from the shop of Vijay in the Krishanpur locality. The police raided a house in Sector 11 and seized 36 kg of ghee from the possession of Manoj. From there, the police got further leads and raided the premises of a local firm in the Veer Bhawan locality and seized 700 kg of ghee from the stores there. This ghee also came from one of the production units located in Madhya Pradesh. The owner of the store, Jitender, has been booked by the police.

Another police team raided the stores of Ganesh Lal- Sri Chand in the grain market from where 1,000 kg of spurious ghee was recovered. The police also seized 135 tins of ghee from the store of Rajinder Parsad-Bijender Kumar in the grain market and 121 tins from the stores of Sat Parkash-Mukesh Kumar. The tins contained 5,600 kg of spurious ghee, the SP said.

JIND: The crime branch of the Haryana police conducted raids in Jind and Kaithal districts on Wednesday and reportedly seized a large quantity of fake ghee and “raw material” from some spots in Jind district. The police has already seized about 2,200 kg spurious ghee from the district in the past few days. The raids on Wednesday resulted in the seizure of about 2,000 kg of milk products, including paneer, suspected to be spurious.

The raids were conducted under the supervision of an IG-rank official. According to reports, the police team raided several places in Jind, Narwana and Safidon towns in the district, besides carrying out raids in the neighbouring Kaithal district.

A home to come back to after school, a housemother to take care and the company of “siblings” to grow up with - there are no destitute children in children’s homes in Haryana. In fact, contrary to Punjab, children’s homes cannot get any more homely than they already are.

Cottages dotting the premises of Bal Gram in Rai (Sonepat) and at Bal Kunj in Chhachhroli (Yamunanagar) and rooms at Astha Kunj in Rewari are reverberating with the laughter of children and there’s never a dull moment.

However, despite this rosy picture at the homes for the homeless, fund crunch has emerged as the single biggest cause of concern, some having to make do with the charity that comes their way. Other stumbling blocks are red tape, which has held back children-friendly initiatives the staff want to introduce keeping in mind their interest, and staff shortage which makes management a problem.

A staffer at the Yamunanagar home says, “We get Rs 500 per child per month from the head office. This is highly insufficient for the maintenance of the children. However, a couple of days ago, we have received a letter saying that the amount has been hiked to Rs 1,000 per child per month. However, we will think of it it only when it arrives.”

The paucity of funds is almost substantiated by the fact that children run around the place without slippers and in worn-out clothes. However, they do not mind because they are used to this lifestyle.

The staff, too, have a grouse against the authorities since all of them are not given equal scale. This “discrimination” sometimes causes bad blood among them. “We do the same work and get less money. How are we expected to manage our homes with a salary of just over Rs 2,000 when we do the same work as any other staffer in the higher scale?” one of the staff members asks.

At the home in Rewari, there is always plenty to eat and drink and share. The funding from the government is not responsible in anyway for any “luxury” the children enjoy. It all comes from donations made by people of the area. “We get so much that we sometimes have to think of ways that eatables are not wasted. Our children are a content lot,” a staff member says.

Invariably, all rooms, housing six to 10 children, are provided with televisions, desert coolers and all basic necessities. However, greater monetary help is more than welcome, anytime, anywhere.

At Bal Gram, however, things are different. Each home does its own cooking, lives in its own way and the “siblings”, five to seven children sharing a room, are being brought up in the most homely manner. (Concluded)

63 illegal chipper mills sealed in Yamunanagar

All 63 unauthorised chipper mills functioning in the district have been sealed following apex court orders.

The fate of these mills will be decided by a central empowered committee constituted by the Supreme Court. The state government will submit a report about these mills to the committee next week.

These chipper mills were providing wood fuel to more than 1,000 units of the plywood-based industry in and around the district and also raw material to paper mills. Now, only 15 licensed chipper mills are functioning in the district.

“We have sealed all unauthorised chipper mills as per the Supreme Court orders. The owners of the unauthorised mills have to obtain a licence from the central empowered committee to run their mills. The owners, who have set up their mills after October 30, 2000, will have to pay a penalty of Rs 3 lakh to get a licence to run the mills. However, the owners who had set up their mills before this date will have to pay only a nominal licence fee,” SDM Harish Chander Jain told The Tribune after holding a meeting this evening.

Bhajan in touch with Cong leaders: Batra

President of a faction of the Haryana Janhit Congress (BL) and former Haryana Home Minister Subhash Batra disclosed here today that a crucial meeting of his party workers had been convened at Jind on July 12 and the party was ready to join hands with any party which shunned caste-based politics and which was willing to promote the cause of all sections of society.

Batra, who was here to galvanise support for the July 12 meeting of his party workers, said the meeting was expected to adopt a political resolution to ratify his stand on a possible alliance for the coming Assembly elections in the state.

He said the names of at least 10 nominees of his party for the Assembly elections would be announced on the occasion. The names of the remaining nominees would be announced by August 15, he added.

To a question about his friendly relations with Chief Minister Bhupinder Singh Hooda, he said Hooda was a “decent” person. He said his friendly relations with Hooda were not new, but despite that he had once stood with Bhajan Lal.

When pointed out that Kuldip Bishnoi took action against him because of his ties with Hooda, Batra shot back, saying that Bishnoi and Bhajan Lal were maintaining double standards. He said they were secretly in touch with some Congress leaders.

He said if Bhajan Lal could write a letter secretly to Prime Minister Manmohan Singh pledging support to the Congress-led UPA government in the interests of the country, there was nothing wrong in his openly appreciating the “good woks” done by the Chief Minister.

Asked about the Congress leaders in touch with Bhajan Lal and Bishnoi, he said he would spill the beans at the right time.

Alleging that the ruling Congress has launched a misinformation campaign against his party, INLD commander and former Haryana Chief Minister Om Prakash Chautala has asked party workers and supporters not to be misled by it.

Addressing a series of meetings held with party workers, supporters and mediapersons in different parts of the district today, Chautala accused the UPA government at the Centre of having presented a pro-upper class Budget and ignoring the interests of the lower and middle classes.

In a bid to strike an emotional chord with the INLD cadres, Chautala said the INLD sapling had been planted by his late father, Ch Devi Lal, and its tree bore fruit regularly.

He condemned the party workers and leaders who had “enjoyed the fruit during the good times and are now deserting the party”.

Chautala asserted that certain INLD members, who had been expelled or were likely to be expelled due to their anti-party activities, were now pretending to leave the party.

“The Congress is trying to project this as an exodus from our party, which is not the case,” he maintained.

He exhorted the party workers to work unitedly to achieve success in the coming elections to the state Assembly. He lured them with promises of good returns after the party came to power.

In response to a query, Chautala maintained that the tie-up between the HJC and the BSP would only benefit the BJP-INLD alliance by cutting into the Congress vote bank.

Replying to another question, the former Chief Minister said the use of EVMs should be banned in view of doubts expressed by leaders that these could be tampered with.

He stressed the need for an all-party meeting and a national debate on the crucial issue.

INLD seeks probe into land exchange scam

The party has also demanded strict action against the “influential Congress leaders” involved in the land scam.

In a press statement issued here yesterday, INLD secretary-general and Rajya Sabha MP Ajay Singh Chautala has alleged that a state minister in the Haryana government, a senior officer and some Congress party leaders had colluded in the “multi-crore scam” to loot the invaluable panchayat land.

He scoffed off at the arguments given to exchange the land that the land was far away from the village. What was the harm in giving the better commercial land to those poor persons, he asked.

Chautala said this was not the first case where the precious panchayat land had been “grabbed” in connivance with some corrupt government functionaries. The INLD had exposed many such scams earlier also, he added.

State to spend Rs 673 cr more on power

In order to ensure adequate power supply to consumers during the ongoing paddy season, the state government will spend an additional sum of Rs 673 crore during the current month on short-term power purchase arrangements. In all, a huge expenditure of Rs 1,750 crore was being made by the government on short-term power purchase arrangements to meet the requirements of consumers from June to September, 2009.

Haryana Power Minister Randeep Singh Surjewala stated it, while addressing public meetings at Sirta and Deora villages after inaugurating the newly constructed 33 KV substation. He said there was an unprecedented increase in the demand of electricity this year as compared to yesteryears. However, the government is committed to supply adequate power to farmers.

The government had been purchasing power from other states at Rs 6.80 to Rs 11.00 per unit and supplying the same on the prevailing rates. It will be ensured that there is no loss to paddy crop due to shortage of power.

The field staff of power utilities has been directed to attend consumer complaints immediately to avoid inconvenience to consumers, which led to unrests at some places. He urged people to make optimum use of electricity and co-operate with the Power Utilities staff.

Referring to upcoming power projects in the state, he said the construction work of the 1,200 MW Rajiv Gandhi Thermal Project, Khedar (Hisar) and 1,500 MW Indira Gandhi Super Thermal Power Project, Jharli (Jhajjar) was in full swing and most of the construction activities were ahead of schedule. The state's share in the Jharli project is 750 MW i.e. 180 lakh units of electricity daily.

Surjewala said about three dozen new substations had been planned for the district and the construction work on most of them had been started.

Rs 3.87 cr given to sarpanches of Nirmal Grams

Deputy Commissioner Yudhvir Singh Khayalia today distributed cheques worth Rs 3.87 crore among the sarpanches of 270 villages which had been declared Nirmal Grams under the total sanitation campaign (TSC) of the district.

The cheques ranging from Rs 50,000 to Rs 2 lakh each, depending on the population of the village, were given to the panchayats. Sirsa district had topped in the country in the TSC and 270 out of its 333 villages were declared Nirmal Grams last year.

Of the Rs 4.40 crore sanctioned for the district, Rs 3.87 crore has been received. The balance amount will be released by the government in the second phase. The villages which were entitled to more than Rs 2 lakh as award money would be given the balance amount in the second phase, said Khayalia.

He said the success of the TSC had encouraged his team of officers. The provision of adequate clean drinking water in all villages and towns of the district would be the next target.

He exhorted villagers to save water and have soakage pits in their houses to ensure the recharge of ground water.

Khayalia also asked the villagers to ensure institutional delivery so that the infant mortality rate was minimised.

Additional Deputy Commissioner J Ganeshan and other senior officers of the district were present.

MDU suspends PhD registration

Maharishi Dayanand University (MDU) has stopped fresh registration of the PhD (philosophy) for the time being.

The announcement, which will be applicable till further orders, comes in wake of the new guidelines issued by the UGC regarding the minimum standards and procedure for the award of MPhil/PhD degree regulation-2009. The notification issued by the UGC on June 1 is reported to have incorporated certain changes or conditions for the entire process. Over a dozen thesis on various topics and subjects had either been awaiting submission or had been submitted in the past few weeks, it is reported.

A letter dated July 3, 2009, issued by the MDU authorities here stated that the pending adoption of the UGC guidelines on entrance tests, registration and evaluation, etc, the subject fresh registration to PhD in various subjects/departments shall remain suspended till further order. It is added that those who have already been awarded URS/JRF or any fellowship, however be exempted to these interim orders subject to UGC instructions.

Regarding the admission procedure, the UGC has proposed holding an entrance test to be conducted at the level of the individual university or the institution. The university may decide separate terms and conditions for those students who qualify the UGC/CSIR (JRF) examination/SLET/GATE/teacher fellowship holder or have passed MPhil or PhD in respect of the entrance test.

The entrance test shall be followed by an interview where the doctoral candidates were expected to discuss their research area/interest. It is stated that the number of seats for MPhil and PhD shall be decided well in advance and be notified on the varsity website. About the evaluation and assessment methods PhD candidates shall publish one research paper in a referred journal before the submission of the thesis/monograph for adjudication and produce evidence for the same in form of acceptance letter or the reprint. The viva voce will be held after the satisfactory evaluation report.

The UGC has directed the authorities concerned to submit a soft copy of the thesis to it within a period of 30 days for hosting the same on INFLIBNET accessible to all universities and institutions.

As per the fresh provisions, the university or the institution shall issue a provisional certificate to the effect that the degree had been awarded in accordance with the provisions of the UGC.

56 unemployed youth to be given loans

The District Rural Development Agency (DRDA) will provide loans under the Swaran Jayanti Shahari Rozgar Yojna (SJSRY) to 56 persons this year. The loans, with a maximum limit of Rs 2 lakh per beneficiary, will be given to unemployed youth who want to set up their business.

Dr J Ganeshan, Additional Deputy Commissioner, Sirsa-cum-chief executive officer, DRDA, said the government had increased the subsidy on such loans from 15 per cent to 25 per cent from this year.

He said the maximum limit of the loan had also been increased from Rs 50,000 to Rs 2 lakh. He said funds under the scheme had already been received and urban unemployed youth, who fulfilled the conditions, could apply for the loan. Ganeshan said the amount of loan permissible to self-help groups of women had also been increased by the government from this year.

Budget unsatisfactory, says Sampat

Former Haryana Finance Minister Sampat Singh today termed the Union Budget as “unsatisfactory” saying it did not fulfil any of the grandiose promises made to the people during the run-up to the Lok Sabha elections and thereafter.

In a statement issued here he said the raising of the income tax exemption limit by Rs 10,000 would not result in any substantial relief especially as the lowest- paid government employee would now be an income tax payer after the implementation of the sixth pay panel report. He said the limit should be raised to Rs 3 lakh.

He said the budget had failed to address the issues of inflation, unemployment and the shortage of water and power.

Seeking the nationalisation of water and power resources, he said all rivers should be linked to enable the equitable distribution of water among all states.

Sampat Singh, however, welcomed the decision to give fertiliser subsidy direct to the farmers.

According to information, Puspa Verma had complained to the police that while she was away from her house someone broke the locks of her house and took away jewellery worth Rs 20,000.

In another incident Jitender, resident of Arjun Nagar, had alleged that a resident of Dhanwapur village, who was a regular visitor to his house, has decamped him with jewellery lying at his house.

Then Arun Mathur, a Sector 5 resident, had reported to the police that two motorcyclist took away his gold chain while he was going to market. Till the filing of the report no person had been arrested.

Foetuses in septic tank

Taking up a petition on the dumping of foetal remains in underground septic tanks in Gurgaon district, state counsel said all steps were being taken for strict implementation of the PNDT Act and lapses on the part of a former civil surgeon and three others had been detected.

Appearing before the Bench of Chief Justice Tirath Singh Thakur and Justice Kanwaljit Singh Ahluwalia, Haryana’s Additional Advocate-General Randhir Singh said the inquiry in this regard would be completed within six months.

The proceedings on the criminal case against one of the doctors were pending before a court in Gurgaon.

These submissions were made during the hearing of a PIL filed by Gaurav Goyal seeking action taken against the rampant female foeticide and sex-determination tests in Haryana. Goyal referred to an incident of recovery of 250 foetuses from the septic tank of a nursing home in Pataudi village in Gurgaon in June 2007.

A team of the Health Department had raided the nursing home and had allegedly found it to be running ultrasound centre illegally.

During the further search, the concrete septic tank was broken and remains of foetuses were recovered from about 20 feet deep tank.

A resident of Uttam Nagar, Delhi, Madan Mohan lived here.

Neighbours took him to the local general hospital when his condition started deteriorating but he died on the way to the hospital.

The police recovered the suicide note from his pocket.

The police handed over the body of the victim to his family after the postmortem examination.

HAU develops 230 cereal varieties

Chaudhary Charan Singh Haryana Agricultural University, Hisar, has developed nearly 230 high-yielding and disease-resistant varieties of different cereal crops. Stating this yesterday, Dr KS Khokhar, Vice-Chancellor of the university, said out of these 230, nearly 70 varieties had been released.

These varieties had gained popularity in Haryana and shown wide adaptability in Rajasthan, Gujarat and Madhya Pradesh, he added. He said the Indian Council of Agricultural Research had granted accreditation to the university up to August 2011. — PTI
