The Punjab Youth Congress (PYC) leader and an MP from Anandpur Sahib, Ravneet Singh Bittu, said the UPA government had decided to form village-level committees in Punjab for proper utilisation of the Central funds to be allocated for the financial year 2009-10 under the National Rural Employment Guarantee Scheme (NREGA).

The city police have registered a case under section 304-A of the IPC against a private hospital here in connection with the death of a patient, sources said. As per the information available, one Hans Raj of village Rajanwali, in his statement to the police, said that his son Mahi Ram (30) was admitted to the hospital as he was suffering from fever, on June 26.

The Punjab Youth Congress (PYC) leader and an MP from Anandpur Sahib, Ravneet Singh Bittu, said the UPA government had decided to form village-level committees in Punjab for proper utilisation of the Central funds to be allocated for the financial year 2009-10 under the National Rural Employment Guarantee Scheme (NREGA).

While speaking to the media at a hotel here today, Bittu said he was here to hold first PYC meeting and collecting the details of the alleged misuse of Central funds given to Punjab for the implementation of various schemes.

He said the committees named “Aam Aadmi Ka Sipahi” would collect all the details of the development funds to be spent on various projects in the state.

He said the Congress was opposed to express highway, which would pass through Mohali, Chamkaur Sahib, Machhiwara, Nawanshahr and Phagwara areas. Most of the farmers, who have been issued notices for the acquisition of their land for the project, were also opposed to the highway project, he added.

The PYC leader condemned the attack on government servants in the state, adding that the incident of assault on a tehsildar in Ludhiana had put the entire SAD political leadership to shame.

‘‘These leaders should not be spared,” he added.

Bittu blamed the SAD-BJP combine for the electricity crisis in the state and other problems. He termed deputy chief minister Sukhbir Singh Badal’s promise to make Punjab a power surplus state as a far cry.

Bittu said each one should pledge to take steps towards removing corruption, illiteracy and anti-national activities.

Meanwhile, the PYC leader said to bring forward youths without political background and with poor background would be the PYC’s endeavour as visualised by AICC general secretary Rahul Gandhi.

It was an unlikely situation, when the officiating SSP, Bathinda, was investigating a rape case at the Maur police station and both the parties assaulted each other in his presence.

Following this, police had to rain lathi blows on all present there to restore order. It may be mentioned that both the parties are known to have proximity to the ruling SAD.

According to information available, Paramjeet Kaur of village Maur Khurd had alleged that Sukhdev Singh, Sarpanch of village Maesar Khana, had raped her on June 23 along with his friends Buta Singh and Lali Singh, belonging to the same village.

Acting upon her complaint, the Maur police registered a case under sections 376 and 120-B of the IPC against the three accused on June 25.

Meanwhile, the other party refuted the allegations and lodged a counter complaint with the police against Paramjeet Kaur and her husband Balwinder Singh for falsely implicating them in the case. They alleged that personal rivalry was the reason in which Paramjeet Kaur was being used as a tool.

Finding the case to be complicated, the officiating SSP, Bathinda, Naunihal Singh had called both the parties at the Maur police station.

Both the parties appeared in front of the SSP in huge groups and irritated during the investigations they got involved in a brawl that too inside the police station.

To control the situation, the SSP ordered a mild lathi charge but cops started raining lathi blows. The investigation could not be completed and the SSP had to return back.

When contacted, the SHO Maur police station refused to give any detail about the incident. Moreover, he flatly refused that any brawl or lathi charge had taken place.

But talking over the phone, SSP Naunihal Singh confirmed the facts. “I had called both the parties to investigate the case as both were leveling allegations against each other. They turned up in groups, resulting which, the situation took an unseemly turn and we were forced to resort to lathi charge to maintain law and order.”

Sources in the village said that earlier, the woman in question had accused Sarpanch Sukhdev Singh of beating her up.

Scores of residents from the Nai Abadi locality, who marched to the divisional office of the Punjab State Electricity Board (PSEB) here today to express resentment over unscheduled power cuts, felt bewildered finding that fans and tubelights were functioning in the office room of the executive engineer even in his absence. They also found that a 1000 watt heater was being misused in the adjoining room to prepare tea while private consumers and the employees in other state and the central government offices in the sub-divisional town were sweating due to the power cut.

The consumers led by the Congress municipal councillor Prem Kalra staged dharna and shouted slogans inside the office complex. When told by the officials that a seven-hour cut had been enforced by the PSEB for urban consumers, the protesters asked why power supply was being suspended thrice at night?

No satisfactory reply was offered. The Board officials later clarified that unscheduled cuts were imposed due to tripling. Councillor Kalra recalled that the PSEB officials had in 2007 stated that Rs 1.26 crore had been released by the Central government for maintenance work. He asked where that money had gone. No immediate answer was, however, available.

Earlier, the citizens staged a dharna in the Punjab Water Supply and Sewerage Board (PWSSB) complex. The SDO assured that water supply hours will be rescheduled as per the availability of power supply.

Assault on tehsildar

The revenue officials at the Bathinda tehsil complex resumed their work today after the decision to end the strike was taken at a meeting of the Joint Action Committee of the revenue officials.

However, very little activity was seen at the tehsil complex here today as public was not aware about the resumption of work.

Sham Lal Grover, chairman of the Revenue Officers Association, Bathinda, said they called off the stir as their demand for arresting the prime culprits had been met.

They had also been assured that the state vigilance chief, S.S. Saini, would probe the fake stamp paper scam, he said. “We will try to clear all pending works as early as possible,” he added.

The residents, whose works were pending since long, heaved a sigh of relief.

The students, who had to submit their admission forms to various courses by June 30, were a happy lot.

“We were harassed as the issuance of our domicile certificates was getting delayed,” said Rakesh Bansal, who is seeking an admission to the Punjabi University, Patiala.

It may be recalled that the agitation was launched on June 19 after some Akali workers beat up and stripped tehsildar Major G.S. Benipal (retd) at his office in Ludhiana. The revenue officials had been seeking justice for Benipal for the last 10 days.

PSEB class VIII students may get another chance

Students of Class VIII who had failed in their Board exams would now be benefited with the state government’s reported decision to allow Class VIII students of the Punjab School Education Board (PSEB) to reappear in the subjects that they could not clear in their Board exams.

Seeing the poor result of Class VIII, which was declared in May, the members of Recognised and Affiliated School Association (RASA) had met the chief minister of Punjab. They appealed to the CM for asking the education department to declare the result of Class VIII again and making compartment system applicable to Class VIII also. On CM’s directions, the result was prepared again which was to be declared on June 27 but no information has come yet.

According to the earlier result, only 60 per cent students passed. Over 1.72 lakh students failed and sources in the education department said that once the results are declared again, around 90, 000 students would be eligible to reappear. Many students were such who had passed in Punjabi and had failed only in one or two subjects and they were given a chance to appear in the supplementary exams. Students failing in two subjects except for Punjabi would be eligible to reappear, sources said.

The PSEB had conducted Class VIII exams in February in which there were eight papers. Out of these eight, two subjects were considered optional. A student would be considered as having passed even if he failed in these two subjects. Six subjects were considered compulsory and even out of these six, only five subjects were compulsory to pass. Punjabi was compulsory. This was the system that was being followed till now and there was no system of compartment exam like in Classes X and XII.

Sources in the education department said that every year scores of children failed in Class VIII exam and teachers were blamed for it. Nothing was being done to help these children. But with the state government’s decision of making compartment system applicable, many students would get a chance to get promoted to Class IX.

Gurdeep Singh, principal of Government Secondary School, Mall Road, said, “We have received the information which has given relief to many students. If one child has to appear for compartment exam in two subjects and if he passes even in one then he would be considered as having passed.”

Sources also stated that the date of submitting forms for compartment exam is by the second week of July but gazette containing the names of the eligible students for reappearing in the exam has not arrived.

Rly police bust gang of bag lifters

With the arrest of five persons, the Railway Protection Force (RPF), Bathinda, today claimed to have busted an inter-district gang of thieves and bag lifters.

The RPF also recovered cash and stolen documents from their possession.

The accused, Sukhdev, Sukhbir, Mani, Sunil and Balbu, are residents of Mansa and are in the age group of 19 to 21, RPF sources said.

The RPG post commander, Bathinda, MK Panwar said that during investigation of a case lodged with the GRP by one Ravi Madan of Panipat on Monday morning, concerning theft of his bag, the RPF and GRP team nabbed the accused today in the evening when they were distributing the booty in Bathinda railway yards near the south cabin.

Panwar said that Ravi in his complaint to the RPF stated that his bag, containing cash over Rs 51,000 and cheques was stolen while he along with his friend was going to Bikaner in S-1 coach of the Awadh-Assam Express. When Ravi reached Bikaner, he found that his bag was missing, Panwar said, adding, that he came to Bathinda and registered an FIR. The RPF along with GRP launched the investigation.

During the investigation, the cops found some youths in suspicious condition near the south cabin. They nabbed them when they tried to escape and recovered Rs 51,400, cheques for over Rs 38 lakhs.

Sources in the rail police said that the accused had confessed his crime and had also admitted their involvement in other crimes.

Byelection for three Assembly seats to be held on Aug 3

Patient dies, hospital staff booked

The city police have registered a case under section 304-A of the IPC against a private hospital here in connection with the death of a patient, sources said.

As per the information available, one Hans Raj of village Rajanwali, in his statement to the police, said that his son Mahi Ram (30) was admitted to the hospital as he was suffering from fever, on June 26.

Mahi Ram recovered yesterday and was given dextrose with injections last evening but he collapsed within a few minutes. The complainant further stated that he was pushed out when he asked for the file of the deceased. He accused the doctor and the staff of negligence. Sources said the body has been handed over to the parents after the post-mortem.

ASI Raj Kumar will investigate the case. The deceased is survived by his wife and three children.

Three of a family killed in mishap

Three youths were killed in a road mishap when a speeding truck hit the bike they were travelling on, near Kamalka village on the Moga-Jalandhar road near Dharamkot, late on Sunday night.

Police sources revealed that the deceased youths had been identified as Navjot Singh, Gurpeet Singh and Manjinder Singh (all cousins), residents of Sadha Singhwala village of the Ferozepur district.

The police after taking the bodies into custody sent them for a post-mortem examination to a government hospital.

The bodies were handed over to the family members after the post-mortem for cremation on Monday.

The youths were returning home when the mishap occurred. The police had registered a criminal case against the truck driver, who fled from the spot after the incident, leaving behind his vehicle.

Improvement Trust chairmen appointed

In a bid to placate its rank and file after the drubbing it got in the parliamentary polls, the BJP has appointed senior leaders as chairpersons of 14 Improvement Trusts in the state.

Although the names of probables had been doing the rounds for the past many days, sources said Local Government Minister Manoranjan Kalia cleared the file today.

Those appointed are Rajinder Mohan Singh Chinna (Amritsar), Ashok Juneja (Ludhiana), Hira Lal Dhir (Kapurthala), Chander Kumar Aggarwal (Tarn Taran), Mohinder Dhingra (Fazilka), Anil Vasudeva (Pathankot), Rajesh Dalli (Khanna), Chander Kumar (Nangal), Bhupesh Aggarwal (Nabha), Dr Nand Lal (Rajpura), Ashok Bharti (Bhatinda), Dev Raj Chachowalia (Batala), Tejesvi Bharadwaj (Phagwara) and KK Moudgill (Sangrur).

Party sources said the appointees were a judicious mix of old and new leaders keeping in mind the regional political equations.

A perusal of the list reveals that the appointees are known to be close to the senor leadership of the party, including state BJP chief Prof Rajinder Bhandari, Kalia, and senior leaders like Madan Mohan Mittal.
