Amarinder warns SAD against violence

Former Chief Minister Amarinder Singh today warned the SAD-BJP government against the use of violence to scare voters during the polling for the Bathinda Lok Sabha constituency.

Amarinder was addressing an election rally in support of his son Raninder Singh, who is the Congress candidate for Bathinda, in this segment that is represented by Chief Minister Parkash Singh Badal in the assembly.

He said the Badals had realised that they were losing the battle and had now resorted to physical violence and intimidation against Congress activists. He said the Badal clan would have to give account of the money they had “amassed” while ruling the state.

Amarinder alleged that the SAD was trying to enrol around 80,000 policemen as voters here. Without identifying them, he warned two officers of the DGP status against indulging in such activities.

Amarinder said the campaign of the SAD and the BJP against Prime Minister Manmohan Singh showed clear signs of frustration. Manmohan was an able economist who did not let the worldwide economic meltdown cast its shadow over India while most of the front-ranking countries had been badly hit.

He described the BJP as an “enemy” of the minorities. Their prime ministerial candidate LK Advani had released top terrorists after the hijack of an IAC aircraft to Kandahar and was also responsible for demolition of Babri Masjid, he alleged. Christians were massacred in Orissa by activists of the BJP and the VHP, while Muslims faced the brunt in the BJP-ruled state of Gujarat, Amarinder said.

Chief Minister Parkash Singh Badal said today that a disintegrated United Progressive Alliance (UPA) was part of history and the NDA was all set to assume power at the Centre.

Badal, along with Deputy Chief Minister Sukhbir Badal and Harsimrat Kaur Badal, SAD-BJP candidate from the Bathinda Lok Sabha seat, addressed election rallies at Budladha, Sardulgarh and Mansa.

Badal urged the people to strengthen the NDA that had the potential to solve the problems of the common man. The Congress-led UPA has disintegrated on the eve of the lok Sabha elections and several prime ministerial candidates have mushroomed, he added.

A confident Badal announced to a resurgent crowd at Mansa that the mood of the voter was today just reminiscent of elections after emergency, when determined voters overthrew insensitive Congress government in the pages of history. He said the voter today was even more fed up with “jungle raj” where prices of essential commodities were hitting the roof, lakhs of qualified people losing jobs overnight and insensitive government was chanting the American rhymes of nuclear deal.

He wondered that the Congress was baosting of achievements on those academic issues, that only affect 1 per cent population of the country and was silent about sufferings of 99 per cent population of India.

Giving a clarion call to the people to become instrumental in putting the last nail in the coffin of the UPA government, Badal said the people of Punjab always took lead in overthrowing insensitive governments at the Centre.

Accusing the Congress of playing with the sentiments of Sikhs and Punjabis, Badal said the Congress was deliberately trying to rub salt on the wounds of Punjabis by ensuring the proxy entry of Sajjan and Tytler in Parliament.

Sukhbir said every adult Punjabi must vote to become part of historic revolution to overthrow “corrupt” UPA government from power.

Harsimrat Kaur Badal said development was the sole agenda of the SAD.

Cong alleges use of force by SAD-BJP

In an incident of pre-poll violence, a group of Congress supporters from the Dalit community were allegedly beaten up by supporters of the SAD-BJP combine in Sham Chaurasi town of the Hoshiarpur constituency.

Ricky, an employee with the Municipal Council, alleged: “l, along with my friends, was beaten up for canvassing in favour of the Congress day before yesterday by SAD/BJP workers as they want the Dalits in our locality to vote for BJP candidate Som Parkash.”

A group of Dalit boys stated that a majority of the families in Bohr Walli Basti’ (a Dalit colony) were staunch supporters of the Congress and they had been casting votes in favour of Congress candidates for generations. Some of their kin had recently joined the SAD, which was using force to get voters in its side.

Another young boy said: “We went to the police chowki to report the mater, but the personnel posted there did not take any notice of the mater. They even refused to see the injuries inflicted on the persons who opposed the rival groups.”

However, Jasbir Singh, chowki in charge at Sham Chaurasi, said he was not aware of the incident.

Terming it as power politics, Ram Prakash, a grocery merchant, said parties were after Dalit votes, which made more than 60 per cent of the total votes, in Sham Chaurasi and adjoining villages.

On the other hand Som Parkash, BJP candidate from the constituency, denied his party workers’ involvement in any such incident, saying, “the party and its allies believe in democracy and we have strictly asked our workers not to get provoked let alone indulge in an unlawful act.”

However, Santosh Choudhary, Congress candidate, said workers had brought similar cases of ‘oppression’ to her notice from the Sri Hargobindpur area also. “People in Gaiton Sarja village came on stage to report the highhandedness of SAD/BJP supporters and I will certainly take up the issue with the Election Commission,” Choudhary added.

Harsimrat Kaur Badal, Shiromani Akali Dal-BJP candidate from the Bathinda Lok Sabha constituency, today promised construction of residential flats in cities and towns in the state by spending Rs 116 crore to address housing problem of the poor if the NDA came to power at the Centre.

Addressing a series of election meetings here, she said poor sections and backward classes would be given facilities on a par with those given to the Scheduled Castes, besides addressing the housing problem. She said every state had different problems and needs, if the NDA resumed power, norms for Below Poverty Line and yellow card categories would be made state-specific and liberalised to cover more poor under this scheme as done in the case of subsidised atta-dal scheme.

Accusing the Congress for playing “dirty politics” by creating misunderstandings among different sections of society, Harsimrat said the NDA would introduce special schemes for the development and welfare of poor sections, backward classes, other backward classes and SCs.

She said development was the sole agenda of the SAD and on getting chance to serve as MP she would work for overall development of Bathinda constituency. She said the pace of development relied on the youth, thus she would try her best to bring more educational institutions and employment opportunities in the area, besides SAD commitment to raise educational loan limit to Rs 15 lakh from Rs 4 lakh and at a rate of interest not exceeding 4 per cent.

She said revival of oil refinery project by the SAD would provide thousands of jobs , once the NDA resumed power at the Centre, many more projects would be brought to the area.

Criticising the Congress for pushing the country into the vicious circle of poverty, corruption and inflation, she said during more than 50 years of Congress rule, the money meant for the development of country went into the secret accounts of foreign banks. She promised that if the NDA came to power at the Centre, every effort would be made to bring back the illegal money stacked in secret foreign accounts and used for betterment of weaker sections of Indian society.

Dera gives call for vote on merit

Dera Sacha Sauda has finally decided to steer away from controversy with its political wing today urging the sangat to cast a conscience vote keeping in view the charter framed by its spiritual head Gurmeet Ram Rahim Singh.

This means that it will now be up to empowered committees constituted at the constituency level to take a final collective call on which candidate is most suited in keeping with the dera charter. The charter includes guidelines stating followers should vote for candidates who do not indulge in intoxicants or promote their use, are not morally or financially corrupt and are willing to oppose oppression against any person or community.

Political affairs wing member Ram Singh, while talking to The Tribune, said the sangat would decide the merits and demerits of all candidates at the constituency level. He said no party or individual should be smug about this charter because in the view of devotees, politicians need to reinvent themselves as human beings.

However, what is baffling is why the dera management welcomed various political persons, including Congress campaign committee head Amarinder Singh to the dera if it was going to direct its followers to base their decision on the personal character and conduct of candidates in the fray.

Besides Amarinder, almost all Congress candidates who are contesting elections from the four seats in the Malwa belt, which go to the polls on May 7, had visited the dera recently, some of them past midnight.

While party campaign committee in charge Capt Amarinder Singh had visited the dera to seek support for the party as well as his wife and son who are contesting from Patiala and Bathinda, two other candidates, Jagmeet Brar from Ferozepur and Vijay Inder Singla from Sangrur, also visited the dera.

Congress leaders in the Malwa region, particularly the Sangrur constituency that has the most number of dera followers in the state, are upbeat that they will get the dera vote. This feeling is there because dera followers are extremely reluctant to have anything to do with the SAD because of the alleged persecution let loose of them during SAD-BJP rule.

Sources also pointed out that the feedback taken from dera followers all over the state was overwhelming in support of the Congress with senior followers explaining to the political wing that they would find it near impossible to tell their devotees not to vote for the Congress.

Jaitley slams PM over Tytler issue

National general secretary of the BJP Arun Jaitley has questioned Prime Minister Manmohan Singh whether he would ask the CBI to reopen the cases against Congress leader Jagdish Tytler in connection with the 1984 anti-Sikh riots when he (PM) is now aware of the fact that the CBI had given a clean chit to Tytler wrongly. He was canvassing in favour of Sukhdev Singh Dhindsa, candidate of the SAD from the Sangrur parliamentary constituency, at the new grain market here today.

Jaitley said if the Prime Minister had earlier been kept in the dark by the CBI regarding the clean chit to Tytler, then it seemed that the CBI was being controlled directly by AICC president Sonia Gandhi. He said the Congress had done nothing against the culprits of anti-Sikh riots even after 25 years when the NDA government had formed the Nanawati Commission to probe the riots.

Jaitley said the NDA would form government at the Centre while senior BJP leader LK Advani and Punjab Chief Minister Parkash Singh Badal would be its architects.

Former Deputy Speaker of the Punjab assembly Bir Devinder Singh, who recently joined the SAD, lashed out at the Congress for not initiating action against the perpetrators of the anti-Sikh riots. President of the SGPC Avtar Singh termed the Congress as anti-Sikh and anti-Punjab.

President of the BKU (Rajewal) Balbir Singh Rajewal asked the farmers to vote in favour of the SAD-BJP candidates as both parties had promised to waive the entire debts of the farmers.

Bathinda: Jaitley also addressed a press conference at Sepal Hotel here. He claimed that the country’s security and economy had “collapsed” with the closure of industries, price rise and growing unemployment under the UPA rule.

To a query about attack on Sikhs in Pakistan by Taliban, Jaitley demanded that the Indian government should take proactive steps to save the lives of the people of Indian origin. He said relations between the SAD and the BJP were very strong.

Fazilka: In an indirect reference to the policy of appeasement of one minority community adopted by the Manmohan Singh government, Jaitley accused the Centre of failing to take strong decisions in an attempt to keep its “this” vote bank intact.

Jaitley was here to address public meeting in support of SAD-BJP Lok Sabha candidate from Ferozepur Sher Singh Ghubaya.

He said in five years of the Manmohan regime, there had been bomb blasts at 67 places in the country. Most of the terrorists responsible for such blasts had not been nabbed.

Jaitley was accompanied by MP (Rajya Sabha) Naresh Gujral, Punjab BJP vice-president and local MLA Surjit Kumar Jyani, state general secretary of the BJP Kamal Sharma and other state and local SAD-BJP leaders.

Malwinder Singh Mali, former political secretary to Capt Amarinder Singh, today tendered a written apology to Jathedar, Akal Takht, Giani Gurbachan Singh for receiving Jagdish Tytler at Moti Mahal, Patiala (residence of Amarinder) when he was Chief Minister.

“My conscience continued to prick for receiving Tytler, due to his alleged involvement in anti-Sikh violence of November 1984,” said Mali.

The Jathedar lauded him for hearing the voice of conscience and directed him to offer “kadah prasad” and “ardas” at the Golden Temple.

Mali said he decided to tender apology when he learnt that the Congress withdrew Lok Sabha ticket from Tytler, giving the impression that the party accepted his (Tytler’s) involvement in the riots.

Mali’s move has surprised political pundits as he appeared before the Jathedar when only three days were left for the first phase of the LS elections. The Panthic circles are of the view that the move will embarrass Amarinder before the election.

Jathedar Gurbachan Singh said those Sikhs who had links with Tytler or Sajjan Kumar should also tender an unconditional apology.

On the purported visit of Amarinder to Dera Sacha Sauda to seek blessings of Gurmeet Ram Rahim Singh, the Jathedar said action would definitely be taken per Sikh Maryada against all those who violated the hukmnama (edict) if allegations were proved/substantiated.

Now, certain Sikh bodies have petitioned against Amarinder to Jathedar, Akal Takht, seeking action against him for visiting Nirankari Bhawan. Though Dera Sacha Sauda spokesman Dr Aditya Insan has confirmed that Amarinder visited the Dera, yet the latter has denied the allegations.

Talking to The Tribune on telephone today, Capt Amarinder Singh said though he did not visit the Dera, yet in his capacity as chairman of Campaign Committee of the Congress it was his duty to seek votes from all institutions or persons belonging to different faiths.

“I had resigned as MP though Akal Takht had never directed Sikhs to leave Congress party after Operation Bluestar,” he said.

The former Chief Minister claimed that Akal Takht had directed the Sikh sangat to snap social ties with the Dera and not the political.

Regarding Malwinder Singh Mali, his former Political Secretary, Capt Amarinder Singh said he was shown the door about nine years ago when he had allegedly indulged in corruption. He denied that Jagdish Tytler had ever visited Moti Mahal, Patiala, after Operation Bluestar or anti-Sikh riots. “Mali’s petition before the Jathedar, Akal Takht, that he had conducted the visit of Tytler to Moti Mahal was baseless, misleading and politically motivated,” he said.

Flaunting her impeccable mannerisms, Preneet Kaur, the Congress candidate from Patiala Lok Sabha seat, remains moderate and seeks to interact with prospective voters with her “down to earth” approach, explaining people as to how Prime Minister Dr Manmohan Singh was the “Nuclear Man of India”.

Contrary to her usual projection, Preneet gets up early in the morning at around 6.30 am and gets down to meet people from 7 am onwards till 8 am when she readies herself for a patient “media briefing” with a battery of her close confidants- two OSDs to Capt Amarinder Singh-Major Amardip and Vishawpreet Singh Cheena, DS Mangat, SS Seehra and Pritpal Singh Bishnupura. Interestingly, this interaction remains to be the base of her day-long activities like rallies, ‘nukkad meetings’ and speeches.

Preneet usually leaves her Moti Bagh Palace at around 8.30 am along with a large number of supporters, who start converging at the palace right from early in the morning.

What is interesting is that Preneet hardly mentions the name of her arch rival and SAD candidate Prem Singh Chandumajra during her speech. All she says about his rival candidate or the SAD is, “You see it yourself as to who should be your representative and who can raise or address to your problems in a better manner.” During her campaign, Preneet them understand what have been the achievements of Prime Minister Dr. Manmohan Singh and the UPA government. “Look, Dr. Manmohan Singh is the ‘Nuclear Man’ of India. Chandumajra raises farmers’ issue

Known to be an “aggressive campaigner”, SAD candidate from Patiala Prof Prem Singh Chandumajra leaves no stone unturned when it comes to mentioning the “failure” of the Congress and its leaders in the state.

Chandumajra starts his day around 7 am after reciting the “Japji Sahib” and meeting his waiting supporters at his nephew’s residence, from where he sets of for his campaigning. Wearing a white “kurta-pyjama” and his trademark blue turban, Chandumajra listens to problems of villagers before leaving for the countryside. He never forgets to carry a thermos filled with “lassi”. A striking similarlity between him and his rival Preneet Kaur is that he too leaves his place only after getting a proper briefing by his media aides, who keep encashing every opportunity to get his image “polished”.

He focuses his entire poll campaign around issues such as-the alleged Congress leaders’ role in the 1984 anti-Sikh riots, Central discrimination with Punjab in context with the Rs 70,000 crore farm loan waiver, river waters and above all the “inefficiency” of his rival candidate Preneet Kaur.

“She has not raised even a single issue of Punjab or that of its people since 1999 when she entered Parliament for the first time,” is what Chandumajra says to his prospective voters at his rallies and meetings, usually laced with personal comments about Congress candidate Preneet Kaur.

What is more interesting is that if Chandumajra makes it sure to raise farmer-related issues during his rallies or meetings in rural areas, he makes it a point to rake up relatively “urban” issues like extension of “undue” Central incentives and benefits for industry of neighbouring hill state and promises to get income tax limit raised to Rs 3 lakh if the NDA comes to power at the Centre.

Vaishnav had special love for Punjab culture

Prafullachandra Harsukhrai Vaishnav, former Chief Secretary of Punjab, died at the PGI here today after a brief illness. Vaishnav (77) had been admitted to the PGI some days ago.

His cremation will take place at the Sector 25 cremation ground at 3 pm on Tuesday. Belonging to the 1956 batch of the IAS, Vaishnav held various important positions in the state government, including that of Financial Commissioner (Development), before his elevation as Chief Secretary in May, 1985.

He had also served as Chief Electoral Officer in 1982.

After retirement, the Punjab government made him the Chairman of the Disinvestments Committee that undertook an indepth study of all public sector undertakings. The committee had recommended disbanding of 29 PSUs.

Though he originally belonged to Gujarat, he developed special love for culture, folklore and literature of Punjab. He was the chairman of the Preet Lari Trust that was formed in 1996 to keep alive one of premier Punjabi magazine Preet Lari, whose founder editor Gurbax Singh and his son Navtej Singh were known for their immense contribution in the field of literature and quality Punjabi magazine journalism.

Vaishnav, who was primarily influenced by Marxism during his university days, did his MA Economics from Delhi University. He worked with commitment and dedication. He would visit old age homes, talk to their inmates and help sort their problems. He wanted to create an institutional mechanism that could redress problems of senior citizens.

He was a great lover of environment and took active part in various projects for maintaining ecological balance.

Social service ran in his blood. Even at the age of 77, he would keep himself with social and honorary work to ensure better life for others, especially senior citizens and underprivileged sections of society.

He was also chairperson of several non-governmental organisations, including Youth Technical Training Society (YTTS), Society for Service to Voluntary Agencies (SOSVA) and Aruna Asaf Ali Memorial Trust. While YTTS works for the uplift of slum children in the union territory and its peripheral areas, SOSVA imparts guidance and training to field NGOs working for HIV/AIDS and reproductive child health.

The Punjab IAS officers Association also condoled his death.

AISSF chief seeks votes for Mann

President of the All-India Sikh Students Federation (Peer Mohammad) Karnail Singh Peer Mohammad today extended his federation’s support to Simranjit Singh Mann, candidate of the Shiromani Akali Dal (Amritsar) from the Sangrur parliamentary constituency in the current Lok Sabha (LS) elections. He also made an appeal to voters to vote in favour of Mann to make him Member of Parliament (MP) from Sangrur.

On the occasion, Peer Mohammad also demanded reinvestigation into the 1984 anti-Sikh riots cases and setting up of fast-track courts throughout the country to give the victims justice. He also said he had extended support to Mann as he had always supported the victims of anti-Sikh riots and raised Sikh issues at the international level on different occasions. Terming Mann as a “Vikas Pursh”, he said Mann should be elected MP for the welfare of the state.

Mann said as the Congress and the BJP had not been resolving Sikh issues.

No voting right for Rly colony residents

Residents of Railway colonies in Malwa have been residing at present addresses for decades, but their names do not appear in the voter list. Kup Railway Colony in Sangrur district is a locality which no political leader has visited as no resident here is registered as voter.

Those registered as voters fail to cast votes due to nature of their job. They have to wait for hours at polling stations, normally at a distance from their colonies. No special queues were formed to accommodate them during elections in the past.

Besides being deprived of right to exercise franchise, these residents find it difficult to get their wards admitted to professional colleges as the authorities do not issue domicile or resident’s certificate in the absence of vote number of the head of the family. Upset at denial of voting right in the Lok Sabha and Assembly elections, they accuse the staff involved in the preparation of electoral rolls of acting at the behest of local leaders who wanted to keep balance of power in their hands.

Sukhdev Singh, a Railway employee and office-bearer of the Welfare Society of the colony, alleged that the staff deputed to prepare votes after conducting survey of the colony, instead of adding new votes had deleted names already registered as voters. The higher authorities instead of initiating action against the erring staff tried to shield them by maintaining that the colony was not registered with any of the civic bodies.

Showing receipts of forms received by the staff undertaking survey for preparing electoral lists, Dev Singh of Alipur village claimed he had submitted forms at least four times, but his name was not entered in the electorate lists.

“Though names of some of our colleagues had been entered in lists of voters for panchayat elections, local leaders got these deleted as our men had refused to cast votes according to their (villagers) wishes,” said Dev Singh.

Bal Singh, station supervisor, Parkash Singh, Bachan Singh, Roshan Lal and Sunil Datt have been residing in the colony for decades, but are yet to get the right to vote. They rued that the situation at colonies of Railway stations at Himttana, Malerkotla, Rohira and Kila Raipur, besides local Railway colony also seems to be similar.

Station supervisor Vakil Ahmed, Davinder Singh, Ram Dulare and Surinder Singh were among those who had voter identity cards, but were unable to use voting right as their names were missing from lists. Frequent transfers, besides lack of concern of authorities were cited to be the reason behind denial of right to vote.

The civic bodies concerned maintained that final electoral lists were prepared on the basis of survey.

Dango residents disappointed at Sunny not visiting native village

Dango residents, ancestral village of actor-turned-politician Dharmendra, were disappointed with Sunny Deol for not coming to them on visit to Ludhiana today.

Sunny was in the city to campaign for SAD candidate from Ludhiana, Gurcharan Singh Galib. He stayed for the night here, but did not go to his ancestral village, a few kms from here. Villagers were hopeful that if Sunny visited Ludhiana, he would meet them. “Our eyes were on the road the entire day. We thought he would remember his village. But he did not. He must have been very busy,” said Mohinder Singh, sarpanch of Dango.

Villagers said they had never met Sunny. “As soon as we got to know that he was visiting Ludhiana on Sunday, it became a talk of the village. Everybody thought he would definitely visit us,” said Dr Devinder Ashok.

Dharmendra has association with this district. Born in Dango, he moved to various places with his father Kewal Krishan, government schoolteacher. He studied in Raikot, Nasral, Lalton and Sahnewal. He also spent some time in Malerkotla. His mother belonged to Bhanaura village near Kotla. His father was an Arya Samaji.

In 2005, he visited Lalton village where he studied initially and his father was posted in a school. Later, his father was transferred to Sahnewal.

Village sources said Dharmendra and his collaterals were not on good terms. They said a few years ago someone went to Mumbai with an offer to buy land belonging to Dharmendra. The actor reportedly felt offended and offered to buy all land owned by the prospective buyer.

Wheat pilfered from Gurdwara Patalpuri
SGPC orders inquiry

Around 23.5 quintals of wheat was found pilfered from the langar (community kitchen) stock of Gurdwara Patalpuri Sahib here to a private flour mill near Daddhi village.

Acting on a secret tip off, Shiromani Gurdwara Parbandhak Committee (SGPC) president Avtar Singh Makkar sent a two- member team today to conduct an inquiry into this episode.

The team members included chief of SGPC flying squad Mohinder Singh and in charge of gurdwaras falling under section 85 of the SGPC, Sukhdev Singh. They managed to recover 12.5 quintals of wheat from a flour mill near Daddhi village .

The manager of Gurdwara Kesgarh Sahib, Jagir Singh, this morning was told that SGPC employees at Gurdwara Patalpuri Sahib were pilfering wheat stock to private mills in lieu of money.

Jagir Singh informed the higher officials of the SGPC, following which Makkar sent the two-member team. While talking to TNS, Makkar said officials had been directed to conduct complete inspection of the existing stock, crosscheck with records available and re-evaluate the system.

He said the inquiry would take around two days and on his visit to Anandpur Sahib on May 6, he would personally look into the issue.

EC nod for Rs 123.27 lakh for Pathankot, Patiala

The Election Commission of India (ECI) has approved the release of Rs 123.27 lakh for Pathankot and Patiala towns under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for infrastructure development.

The EC also allowed proposal of the Director-General School Education, Punjab, for processing tenders to purchase computer hardware for schools under the computer-aided learning programme of the Sarv Sikhiya Abhiyan.

The EC has also allowed the Punjab government to invite expression of interest for development of Burlton Park, Jalandhar, as sports hub. The EC cleared the proposal of the Punjab government to revive Bathinda distributary system by spending Rs 414.29 lakh.

Ration cards issued on or before February 28,2009” shall also be permitted as additional document for establishing the identity of electors for the current general election.

Complaint against DIG

The Punjab Congress today alleged that DIG SK Asthana continued to camp in the Patiala Lok Sabha constituency though he had been transferred from there on the directions of the Election Commission.

In a representation to the CEC, campaign coordination committee head Karanpal Sekhon said despite having been transferred, Asthana was indulging in political activities to further election prospects of Prem Singh Chandumajra, SAD-BJP candidate from Patiala seat. — TNS

HC dismisses plea on ban on entry of ‘outsiders’

The Punjab and Haryana High Court today dismissed a petition of the Sehajdhari Sikh Federation seeking ban on the entry of outsiders into the Bathinda constituency 48 hours before election day.

The petitioners stated Bathinda had been declared “most sensitive” constituency of the state by the intelligence as such issuance of such directions were imperative.

After hearing preliminary arguments on the petition, the Division Bench of Justice Ashutosh Mohunta and Justice Nirmaljit Kaur dismissed it with liberty to the petitioners to approach the competent authority.

The federation felt the matter was serious and there was atmosphere of unchecked terror. The voters were being pressurised by both groups and it was the duty of the Election Commission, under Article 21 of the Constitution of India, to maintain the right to freedom of all citizens.

Even the Representation of People Act made it imperative for the commission to create fair and tension -free atmosphere for the voters in the constituency.

Shortage of public prosecutors in Punjab

The Punjab and Haryana High Court wants to know from Punjab subordinate judiciary whether the number of public prosecutors (PP) is proportionate to the workload.

A Division Bench has also asked the registrar-general and the director of prosecution and litigation to tally the figures on shortage for presenting an accurate picture about the number of courts and the PPs, additional PPs and assistant PPs.

Taking up a petition on the shortage of government pleaders in the subordinate courts, the Bench of Chief Justice Tirath Singh Thakur and Justice Hemant Gupta asserted it was necessary “to secure information from the sessions judges, additional sessions judges and the magistrates as to the criminal cases pending before them, and whether the PPs, additional PPs, and assistant PPs, provided to them are adequate, keeping in view the workload”.

Fixing May 6 as the next date of hearing, the Bench also asked the state counsel to seek instructions on the “time frame within which the state government can fill up the posts of PPs, district attorneys, additional PPs and deputy district attorneys out of the cadre of assistant district attorneys/ assistant PPs, in accordance with the relevant rules”

The Bench also asked the state counsel to spell out whether there was any impediment in making such promotions. In his detailed order, the Bench observed the registrar, in pursuance to the high court’s earlier orders dated April 30, secured information from the sessions and the magisterial courts in the state of Punjab on the number of PPS, additional PPs in the court.

The Bench also took note of the fact that statements on shortage furnished by the registry and the respondents were in variance. “A comparative study of the two statements shows there is a major discrepancy in the figures given by the registry and the director of prosecution and litigation. The discrepancy needs to be reconciled by the registrar-general and the director to present an accurate picture on the number of courts and PPs, additional PPs and assistant PPs”.

Sangrur Cong candidate booked

The Dhuri police today registered a case against Congress candidate from Sangrur parliamentary constituency Vijay Inder Singla under Section 188, IPC. The case was registered against him on the report of Dhuri SDM-cum-Assistant Returning Officer (ARO) Rajesh Tripathi in connection with taking out a road show on May 2 in Dhuri by the Congress without taking approval from the administration.

Dhuri SHO (City) Parminder Singh confirmed that the police had registered a case against Singla on the orders of the SDM.

Tripathi has stated that after watching proofs and receiving information from various sources, he found that Congress candidate Singla had violated the election model code of conduct, due to which people of Dhuri had to face inconvenience. So a case against Congress candidate be registered under the IPC and the Representation of People Act.
