Shimla, April 24 Addressing a press conference here today, he said he would welcome if the Union minister comes out with exact data of the money given by the Centre to the state. “Despite the assembly adopting a unanimous resolution to give central assistance of Rs 2,000 crores to Himachal as relief for the extensive damage caused by rains and floods, the Centre has till date not released a single penny,” he said. He said the rice quota of the state had been reduced from 18,000 metric tonnes to 7,000 metric tonnes. “As a result to this we are able to provide only 5 kg per family against the earlier quota of 15 kg per family, causing inconvenience to people,” he said. Dhumal said the Rs 4,500 crore special financial package announced by PM Manmohan Singh on his visit to Jhakri in 2005 had yet to be given to the state. “Are all these steps are not indicative of the fact that the Congress-led UPA regime has never bothered to care for the problems being faced by the people of the state,” he said. With regard to opening of central university, IIT, NIFT and ESI college he claimed that it was on coming to power that he took up the matter with the PM and other ministers and ensured that the projects were approved for the state. He demanded that the Centre should announce a special assistance to the farmers from its central pool for the damage caused to wheat and other crops due to a long dry spell followed by excessive rains. “The state government will provide help from its own resources but the Centre must come to the rescue of the farmers whose crops have been destroyed,” he demanded. In reply to a question about following Punjab pattern in giving benefits to employees in Himachal, he said though his government was committed to give them their due, this would be decided after the Punjab government takes a final decision. |

Dharamsala, April 24 Shagun Dutt of Gurukul Public School, Hamirpur, was second with 94.6 per cent (473/500) and Shiv Raj Pushp of Minerva Senior Secondary School, Ghuwarwin, stood third with 93.8 per cent (469/500). The students from Hamirpur dominated the top positions with six out of 10 toppers being from the district. The toppers include: Rohit Kumar of Him Academy, Hamirpur, fourth (466/500), Vikram Singh Thakur Government Boys Sr Sec School, Hamirpur, fifth (465/500), Chhering Paljour, Kullu Valley School, Ramshila, sixth (464/500), Himanshu Dhiman Him Academy Public School, Hamirpur, and Atul Guleria Blue Star Public School, Hamirpur, jointly seventh (462/500), Shalani Sharma from Government Sr Sec, Bharari, Bilaspur, eighth (461/500), Aman Deep Singh Government Sr Sec School, Santokhgarh, Una, ninth (459/500) and Atul Verma from Minerva Sr Sec School and Jyoti Raina Gurukul School, Dharamsala, jointly at tenth position (457/500). Chairman of the HPSEB CL Gupta said this for the first time that advanced communication technology was being used for declaring results. The results would be available on six websites including: www.hpeducationboard.nic.in, www.hpresults.nic.in, www.indiaresults.com, www.examtec.com, www.himachaleducation.net, www.examresults.net. Besides, the students can also call at 543212222 from Airtel, 56731 from Vodaphone, 5545678 from Idea, 1255560 from BSNL, 12971 Tata and 52345 Aircel mobile services to know their result. He said since the students could now assess the results through the said technologies so gazettes have not been published as earlier. He also said this year 16,107 students appeared in class XII board examinations for science subject. These included 9,625 boys and 6,482 girls. Out of these 11,260 students have passed and result percentage is 70.23. He said despite teachers being posted on election duties the HPSEB is first in the country to declare the science stream results. The results of other board classes would also be declared very soon, he added. He said last year about 18,000 students had appeared for class XII science examinations of the board. However, this year just 16,107 appeared. |

Bishop Cotton stir turns into clash
Shimla, April 24 According to SP RM Sharma, two of the agitating employees Rajpal and Prem Raj got into an argument with the school bursar, Prem Thakur. “The two striking employees dishonoured him and assaulted him for which they have been arrested and a case under Sections 353, 342, 506 and 504 registered against them,” he said. He said in retaliation against the assault on Prem Thakur, some of the locals got together and attacked the two who had dishonoured him. What followed was a clash between the striking employees and the locals, resulting in some people receiving minor injuries. The SP said counter cases had been registered against the locals as well as the striking employees at the New Shimla police station. There has been trouble at the BCS for the last some time after 33 employees were terminated from service. The situation worsened on March 20 after the entire work force of 109 employees proceeded on strike. The services in the residential school having 525 boarders have been affected as the teachers are managing all work. Efforts to bring about conciliation by the district administration failed after the employees refused to accept reinstatement of only 18 of the 33 terminated employees. |

PDS ration in short supply in Hamirpur areas
Hamirpur, April 24 The wheat flour and rice, which some time back were distributed 15 to 20 kg per family through PDS shops, have been reduced to 10 kg and at many places only 5 kg rice and flour are being distributed. Local resident Kishan Chand has told The Tribune, ‘the supply of PDS ration has been reduced this month and only 5 kg rice and flour per family is being given through ration cards.’ Kanchan Devi, a house wife, said, “Recent increase in prices of sugar and edible oils had already disturbed our kitchen budget and now reduction in supply of ration has left us high and dry.” Chief Minister P.K. Dhumal blaming the UPA government for the short supply of PDS ration had said, ‘the central government has reduced the allocation of rice from 18000 tonnes to 8000 tonnes which has led to short supply.’ The Congress leaders are accusing the state government for reducing the PDS ration and say, ‘ the BJP government is bent upon discontinuing the PDS ration to benefit the traders and thus reducing the quantity of PDS ration being supplied through fair price shops.’ Director of civil supplies and consumer affairs R.S. Gupta said, ‘the news of reduction in wheat crop seems to have led to panic buying of flour by people because of which sale of PDS ration is being regulated at few places.’ “We have lifted 14490 tonnes of wheat this month against normal allocation of about 12000 tonnes and even in Hamirpur district we have increased the allocation of wheat from 4000 to 5000 quintals and rice from 7000 to 12000 quintals this month. We are investigating how this sudden demand has been created,” he added. |

Shimla, April 24 While passing this direction a Bench of Justice Deepak Gupta and Justice VK Ahuja observed that the flats of this colony are not even 25 years old and the septic tanks are already overflowing. This prima facie shows that there was grave error during the planning and construction of these flats. The Bench passed this order on a petition filed by residents of the SDA Welfare Society, wherein the society alleged that the Shimla Municipal Corporation (MC) is not performing its duties and the sewage is not being removed. It further alleged that the toilets in the flats are connected through sewerage lines to a septic tank and the tank is overflowing leading to extreme uncleanness, which can become a health hazard. The petitioners have prayed that the MC be directed to connect their toilets to the main sewerage line. During the hearing of the case the corporation counsel stated before the court that they are ready to connect the main sewerage line up to a point adjacent to the existing septic tank which is presently meeting the needs of these blocks. The court directed the corporation to connect the main sewerage line to the manhole to be constructed next to the existing septic tank. |

No security implications for 20-20: Report
Shimla, April 24 This has been stated in the report sent by Chief Secretary Asha Swaroop to the Election Commission of India. The opposition Congress had objected to the holding of the tournament carrying a total prize-money of Rs 20 lakh on the plea that it was being organised by BJP candidate from the Hamirpur constituency Anurag Thakur, who was the president of the state cricket association, to bolster his own electoral prospects. It lodged a complaint with the commission in this regard and sought deferment of the event till the election was over in the state. In her report, Asha Swaroop had made it clear that it was an event of the cricket association in which the government was not involved at all. As such no government funds were being spent on the tournament. Further, the matches to be held at district-level were not expected to draw big crowds and no VIPs were likely to be present at these matches to necessitate any special security arrangements. The only major event at which VIP was likely to figure would be the final match to be held at Dharamsala. The ball is now in the court of the EC and the association will be able to go ahead with its plans only after it gives the final nod. Entries for the tournament that is being organised as part of silver jubilee celebrations of the association close on April 26. The event called “20-20 Mahasangram” is being organised with the help of JP Cement in which teams from 12 districts of the state are expected to participate.

Minor girl abducted
Kullu, April 24 The FIR contains that the girl was seen with three persons namely Sandeep Arora, Bunti and Ishwar of Parganu village and had been missing since then. The police station, Bhuntar, did not give any information on the inquiry and tried to evade. The lady from the police station, Chandera, said she was new to the place and neither the SHO nor the munshi were present at the police station. The mother of the victim alleged that the police was trying to twist the case to save the alleged accused. Superintendent of police KK Indoria confirmed that a case had been registered but that did not confirm the accusation of the complainant. He said the police was investigating the case. None of the alleged accused was arrested so far, he added. |

Hamirpur, April 24 Addressing election meetings at Jahu and other places in the Bhoranj Assembly segment and Hamirpur town he said, “the policies of the UPA government has led to increase in unemployment and rise in the prices, besides failing to provide internal security in the country.” Thakur accused, “whenever the Congress was in power prices always shot up.” He said, “while the sugar prices remained at Rs 15 per kg during the NDA regime now prices of sugar are touching the sky and this has mainly occurred due to the failure of the government to reign in the sugar lobby in the country and not to give support price to farmers as a result of which farmers have stopped growing sugarcane.” Thakur said, “the NDA government after coming to power would show the Congress how the prices of essential commodities are controlled and within 15 days after assuming power NDA would check the prices.” Education minister ID Dhiman and Hamirpur MLA Urmil Thakur also addressed the meetings. |

Murder mystery cracked
Mandi, April 24 The father of the diseased had complained that his son Sonu had gone missing on November 1, 2008, after he had left for his father-in-law’s house at Nagani, Padhar tehsil. He also said Sonu and his wife were not in good terms. Meanwhile, the police detected that there was some conversations among three persons Devi Chand, the main accused, Jugani Devi, wife of the diseased. Devi was nabbed and he admitted that he had murdered Birbal on November 3 and buried his body in the debris with the help of his friends at Devdhar forest, the police claimed. SP, Mandi, Sonal Agnihotri, said the police in the presence of DIG Central Range Anurag Garg, ASP Mandi Madan Lal, executive magistrate, Padhar division, medical officer zonal hospital, mandi, and forensic experts excavated the remains of the body of the deceased from the spot. The postmortem report is awaited and further investigation is in progress. |

Commission clarifies on symbols
Shimla, April 24 Chief Electoral Officer Anil Kumar Khachi said here today that a communication had been received from the Election Commission of India. He said the Samajwadi Party and the Jammu and Kashmir National Panthers Party having reserved symbol ‘Bicycle’ in their respective states had requested the commission for allotment of their reserved symbol ‘Bicycle’ to their candidates in all the parliamentary constituencies. The commission had decided that in case the Jammu and Kashmir National Panthers Party did not set up any candidate in the state, the reserved symbol ‘Bicycle’ should be allotted to the SP candidates. In case, the the Jammu and Kashmir National Panthers Party puts up candidates and the Samajwadi Party did not have any candidate in the fray, the symbol ‘Bicycle’ would be allotted to the former. Where both the parties have set up candidates the symbol ‘Bicycle’ would not be allotted to candidates of these parties.

Hamirpur, April 24 Addressing election meetings at Dera Parol, Tarkwari, Badhani, Chamboh, Dadu and few other places today he said, “the BJP is trying to win the election by making a false propaganda but people have risen against the corruption and family rule of the BJP.” He said, “he would expose the people involved in making money in the politics by using political power.” Thakur accused, “BJP leaders sensing defeat in this election are resorting to pressure tactics and even trying to curtail the freedom of the press by serving legal notice.” |

Country liquor seized, 1 held
Kangra, April 24 Rajinder Thakur, Excise and Taxation officer said during an operation with the help of police an Alto car was intercepted on the Kangra-Palmpur Bypass on the outskirts of this town and recovered 42 cases of Lal Qila country liquor from the car being carried illegally. Thakur said Amit Sharma, a resident of Panchruki village, was arrested by the police under the Excise Act.

Shimla, April 24 A spokesperson of the company said a technical hitch had forced the postponement of the launching of smart cards, which were to be issued from April 23 to 25. A new schedule for the programme would be announced shortly.
