A spurt in the activities of the political affairs wing of Dera Sacha Sauda on the issue of the role of dera followers during the May 7 parliamentary elections have been giving sleepless nights to candidates contesting the polls as well as leaders of the parties they represent.

The Haryana unit of the political wing of the dera, which had earlier convened meetings of dera followers at the block level, has now started the final round of constituency-wise meetings with office-bearers of the dera and is expected to convey its decision regarding the dera support to its followers by the end of this month.

The recent assertions of Dera Sacha Sauda chief Gurmeet Ram Rahim Singh that the political affairs wing constituted by the devotees of the dera had the right to take a collective decision regarding support to a political party or a person, has added to the anxiety of parties.

Not a day passes when some or the other candidate contesting the parliamentary election from one or the other of the 10 seats of Haryana or a leader of the political parties contesting elections in the state does not pay visit to the dera.

Confirming the visits of the candidates and other political leaders, Pawan Insan, a spokesman for the dera, said they came for “ashirwad” of the dera chief after prior appointment.

“However, the dera chief never discusses politics or elections with them and gives his “ashirwad” to all who pay visit to him,” Insan said.

The political affairs wing of the dera for Haryana is in the final rounds of its parleys with devotees on the issue of the dera’s support during the coming elections.

“The leaders of the political affairs wing have been meeting 25-member “bhangidas”, “sujan behans” and seven-member committee members,” said a source in the dera.

He said the constituency-wise meetings of the devotees started on April 13 and the leaders of the political affairs committee met devotees of Sirsa on Sunday and from Hisar today.

Meanwhile, the recent assertions of the dera chief on the right to the devotees to form such unity for voting for a particular candidate has increased the anxiety of the candidates.

“The devotees have formed their political affairs wing; this is their wish, their matter. They do have this right. Now, these people say that they would vote unitedly. How can a saint interfere and say that you must break your unity. Since childhood we have been taught in moral science that unity is strength. This is incomprehensible - how can they be asked by me to break unity, this sounds undignified. This is the wish of the devotees,” said Gurmeet Ram Rahim Singh on the role of Dera Sacha Sauda in the forthcoming elections, in response to a question by mediapersons during his routine discourse on Sunday.

BJP nominee lodges cyber crime complaint

BJP candidate from the Gurgaon constituency Dr Sudha Yadav today lodged a complaint of cyber crime and defamation with the police.

In her complaint, Dr Yadav has alleged that somebody had created a website using her name and web address quite similar to her website and put material against her party leadership and in favour of her Congress rival on it.

“My own website is www.sudhayadav.net, while the other website, www.sudhayadav.com, contains defamatory remarks against my party leadership,” Dr Yadav said, while talking to The Tribune here today.

“Earlier, the other website had material in favour of the Congress candidate against whom I am contesting this election,” she said, adding that the website had been created with the objective of maligning her and her party’s image.

The BJP candidate said the matter was brought to her notice several days ago. “Somebody told me that the second website bearing my name contained publicity material favouring the Congress candidate. On hearing this, she lodged a complaint with the Election Commission in this regard.

“Following the complaint, the pro-Congress nominee publicity material was erased from the website, however, our men recently noticed that now, the website contained remarks against Advaniji,” she said. The BJP workers today submitted a complaint to DCP (West) Rakesh Arya on behalf of Dr Yadav.

Dr Yadav as well as Kamal Yadav, the president of the district BJP’s youth wing, squarely blamed Congress candidate for the Gurgaon Lok Sabha seat Rao Inderjeet Singh, who is the sitting MP as well as Union Minister of State for Defence Production, for making an attempt to defame their party.

Arya confirmed that he had received the said complaint by the BJP nominee. “We are in the process of investigating the matter and suitable action will follow,” he asserted.

Congress a sinking ship: Abhey

Abhey Singh Chautala, a senior INLD leader, today described the Congress as a sinking ship, saying that no one was ready to embark on it.

Chautala, who has been campaigning in the Sirsa parliamentary constituency for party nominee Sita Ram, claimed while talking to mediapersons at Panniwala Mota that he had been receiving several Congress supporters who had committed to vote for the INLD this time.

Earlier, addressing rural meetings in the Ratia Assembly segment of the Sirsa parliamentary seat, Abhey Singh repeated the allegations of criminal record, earlier levelled by his father Om Prakash Chautala, against Congress nominee Ashok Tanwar.

“The Bhupinder Singh Hooda government has played a cruel joke with Sirsa by first ignoring the area for four years and now sending an outsider with a criminal background as the party’s nominee,” he alleged.

Claiming that the INLD nominee will win the election by a handsome margin, Abhey Singh sought people’s support for him.

Meanwhile, the Congress today announced that Rajasthan Chief Minister Ashok Gehlot will also participate in the road show to be organised by Hooda on April 22 here.

“Hooda will address 39 public meetings during his road show in different villages and towns of the Sirsa parliamentary seat and Gehlot, who will arrive in Sirsa by air, will also join him,” said Hoshiari Lal Sharma, district president of the Congress.

Kuldeep Bishnoi, Haryana Janhit Congress (BL) supremo, will campaign for his party’s nominee Rajender Dhanak on April 25.

Parveen Bishnoi, HJC (BL) poll in charge of the Sirsa parliamentary seat, said Kuldeep Bishnoi would address meetings at Mallekan, Rania, Dabwali and Sirsa on that day.

Hooda, who reached Kaithal late last night as part of his election campaign to mobilise support for Congress candidates, said here this morning that the Congress was fighting the election on the development plank. The country had witnessed unparallelled development in every field during the past five years.

Hitting out at all those who addressed Manmohan Singh as a weak Prime Minister, Hooda said the present economic recession in the world had the least effect in India due to the policy of the UPA government. He said Manmohan was a strong Prime Minister and steering the country out of recession. He said those who released hardcore terrorists were weak and not Manmohan Singh who sent NSG commandos to eliminate terrorists during the Mumbai attacks.

To a question on dissension in the state Congress ranks, Hooda said no one had spoken against the party and all were working for the victory of the party candidates.

The Congress got a boost when Sarjit Singh, a senior advocate and president of the local gurdwara managing committee, announced to support the Congress in the coming Lok Sabha elections in the presence of Hooda, Congress nominee Naveen Jindal, senior leader SS Surjewala and Virender Singh, former political adviser to the Chief Minister and DCC president Kavi Raj Sharma.

Cong complains against Chautala

The Haryana Congress has complained against INLD president Om Prakash Chautala to the Election Commission that he had violated the model code of conduct by levelling false and unsubstantiated allegations against Congress leaders.

Surinder Singh Hooda, press secretary of the party, who made the complaint, alleged that Chautala had alleged at a public rally at Bawal that Congress leaders had amassed more than Rs 72 lakh crore and had deposited this money in foreign banks.

Hooda said this was a clear violation of sub-rule (2) of rule 1 of the code, which prohibited making unverified allegations in the public.

He had pointed out several other instances also where Chautala had violated the code. He said in one of his meetings, the INLD leader had alleged that the Congress had helped 36 capitalists and industrialists in amassing huge properties, which, he said, was again a wild charge without an iota of truth and a clear violation of the rules.

The complaint was handed over to Chief Electoral Officer Sajjan Singh. A copy of the complaint had been sent to Election Commission.

Hooda said the language used by Chautala during his public meetings was abusive and unparliamentary and clearly showed the kind of frustration he was going through.

Papers of 45 nominees rejected

After scrutiny of nomination papers today, 240 candidates have been left in the fray to contest the 10 Lok Sabha seats in Haryana.

As many as 285 candidates had filed their nomination papers. During scrutiny, the nomination papers of 45 candidates were rejected.

While a maximum of eight nomination papers were rejected in Ambala, seven were rejected in Hisar, six in Kurukshetra, five in Bhiwani-Mahendragarh, four in Sonepat and Gurgaon each, three each in Karnal, Rohtak and Sirsa (SC). The nominations of two candidates were rejected in Faridabad. Now, a maximum of 43 candidates are contesting from Hisar followed by 29 in Bhiwani-Mahendragarh, 28 in Faridabad, 26 in Karnal, 24 in Gurgaon, 23 in Sonepat, 21 in Kurukshetra, 20 in Rohtak and 18 in Sirsa (SC) and a minimum of eight in Ambala (SC).

The last date for withdrawal of nominations is April 22 and polling will be held on May 7.

Men electors outnumbered women by 1,22,308 in the Karnal parliamentary constituency of Haryana comprising of the nine assembly segments of Karnal and Panipat districts.

The number of electorate had come down by about 4,000 due to exclusion and inclusion of some villages in this constituency which has largely remained unaffected by delimitation. As many as 1,259 polling booths have been set up for 12,12,840 voters in this constituency which included 6,67,564 men and 5,45,254 women.

Election observers Desh Deepak, S Yuvraj and Meeu S Kumar today reviewed the arrangements for ensuring free and fair polls and expressed satisfaction over the arrangements maid by the district administration.

They asked the returning and assistant returning officers concerned to ensure fair and free elections and make provision of ramp at all polling booths to facilitate the handicapped voters to exercise their franchise on May 7.

The observers also asked the administration to make adequate provision of safe drinking water at all booth sites on the polling day.

The district election officer, Karnal, Chander Prakash briefed the election observers about the election arrangements and informed that a pilot drill of elections would be held on April 29 at Karna Stadium, Karnal.

The Election Commission has banned the use of plastic and polythene for the preparation of posters and banners by parties and their nominees during the election campaign. All presidents and secretaries of recognised parties have been directed to follow the directions strictly.

Stating this here today, district election officer-cum-Deputy Commissioner Pankaj Aggarwal said he had asked all presidents and secretaries of the recognised parties not to use plastic and polythene for the preparation of election material, including posters, banners and flags.

Aggarwal has also directed assistant returning officers in all nine Assembly constituencies of the Kurukshetra Lok Sabha seat to ensure the compliance of these orders during the campaign.

Aggarwal said the Election Commission was perturbed on excessive use of plastic by parties on various occasions in the recent past, which had not only caused choking of the drainage system in towns and cities but had also played havoc in agricultural fields.

Presiding officers get notices

The district administration today served notices on 80 presiding officers who did not attend the first rehearsal of the Lok Sabha elections held at Saraswati school, Jagadhri, here.

The presiding officers have been asked to explain the reasons for not attending the rehearsal and to asked to attend the second rehearsal to be held on April 26, otherwise an FIR would be registered against them for breach of election duty as per the Election Commission’s guidelines, said Deputy Commissioner Amit Kumar Aggarwal.

He said 1,600 officials involved in the elections were briefed about the conduct of the elections.

NDRI to adopt French technology to improve cow breed

In a major initiative, the National Dairy Research Institute (NDRI) has decided to adopt French genetics and technology to improve the breed of non-descriptive cows through cross breeding for higher milk production.

The experiment would be confined to non-descriptive breeds of cows only and in case of yields like Saiwal, Ongal, Rathi and Tharparkar selection process would be adopted to cross them with the best bull of the same yield, Dr AK Srivastav, director of NDRI said.

Dr Srivastav, who inaugurated the Indo-France Bilateral International seminar on French genetics and technology at NDRI, said a cautious and prudent approach was required while treading on new path and the availability of feed and fodder for the cattle would have to be kept in mind.

The cross-bred cows required more feed, fodder and concentrate and keeping in view the paucity of additional land for fodder cultivation, a selective approach had to be followed to increase the milk production without overstretching the existing land area, said.

Revealing that out of total 147 million hacter area under cultivation in India, fodder was grown only in 9 million hacter area, whereas the fodder cultivated on one hacter land could just sustain 10 or 12 buffaloes, he said the situation was grim as the cattle population of India was 284 million (186 million milch cattle and 98 million buffalos) and the existing shortage of green fodder was 23 per cent, dry fodder 32 per cent of and concentrate 42 per cent with no scope for expanding the area under fodder cultivation, he informed.

Dr Srivastav said the situation had becoming alarming as one breed of livestock was getting extinct every month and 61 breeds had become extinct in the past five years yet Indian breeds had great future prospects as they could survive and sustain even if the global temperature rose by 6° to 10°.

Haryana has learnt no lessons from Sarita suicide case, apparently.

Even as the state has initiated action against the cops allegedly responsible for her agony and subsequent suicide, a case of “minor’s alleged illegal detention” and torture by the Haryana police has surfaced.

In a habeas corpus petition filed before the Punjab and Haryana High Court, it was today alleged that assistant sub-inspector-cum-chowki in charge of Bilaspur police station in Yamunanagar district Yashpal Singh had taken the girl in custody in violation of the court orders, and was subjecting her to physical torture.

She was, rather, being forced to sever ties with her husband.

As the matter came up for hearing before Justice Rajan Gupta of the high court, counsel for the alleged detainee’s relative Islan alleged that the protection orders passed by the court were brought to the cop’s notice. Yet, she was taken away.

Taking up the matter, Justice Rajan Gupta issued notice of motion to the state of Haryana and other respondents, including the ASI. Accepting the state counsel’s request for time to seek instructions from the Yamunanagar superintendent of police, Justice Gupta fixed April 22 as the next date of hearing in the case.

“In case proper instructions are not furnished to the state counsel, Yamunanagar superintendent of police shall remain present in the court,” Justice Gupta added before parting with the orders.

In the petition, Islan of Bilaspur had earlier asserted that the parents of the detainee, who was her sister-in-law, were against her marriage. But it was solemnised on March 21 at Yamunanagar against their wishes.

Apprehending danger to their lives, the girl and her husband Naib Ahmed moved to Chandigarh and moved the high court, following which the protection orders were passed on April 18 by Justice Rajan Gupta.

It was added the girl was now under illegal detention and in illegal confinement. Her life and liberty were in danger.

KU teachers hold protest

Agitated over inordinate delay in implementation of the UGC Sixth Pay Commission scales, the Kurukshetra University teachers today held a demonstration and staged a day long dharna in front of the office of the Vice-Chancellor here.

Braving scorching heat, about 500 university teachers from all faculties participated in the dharna on the call of the Kurukshetra University Teachers Association (KUTA).

Prof NS Kaushal, president, KUTA and HFUCTO said there was strong resentment among the teachers over undue delay in implementation of the revised pay scales and were prepared to settle the issue once for all.

The revised scales and 40 per cent arrears had already been paid to the government employees before March 31, the central universities had already implemented the revised scales, but the state government was unnecessarily delaying grant of revised scales and denying the benefit to 5,000 odd teachers.

“It is just a beginning and in case the government did not heed to the genuine demands of the teachers, they would be forced to take extreme steps like boycott of the examinations and hold statewide demonstrations,” he declared.

Cautioning that prolonged agitation would affect the prospects of sitting Kurukshetra MP, he said the KUTA would continue the dharna tomorrow also and a meeting of the association would held in the evening to decided the future course of action.

The adamant attitude of the government to delay the implementation of the UGC scales was having a demoralising effect on the teachers all over the state and the teachers were left with no other option than to hold protest demonstrations to focus the attention of the authorities, KUTA secretary Parmesh Kumar said.

The resentment was not confined only to the Kurukshetra University teachers and representatives of various state teachers’ organisation like Haryana College Teachers Association (HCTA), Haryana Government College Teachers Association (HGCTA), Maharishi Dayanand University Teachers Association (MDUTA), and Guru Jambheshwar University Teachers Association (GJUTA) also participated in the sit in dharna and the demonstration, he added.

In a gruesome incident, a man butchered his three children and wife with a sharp-edged weapon in Lakhuana village in this district last night. The accused, Tarsem, also tried to kill his mother and sister, when they tried to intervene, but they managed to run to safety and take shelter in a room. Penury and addiction is stated to be the reason behind the crime.

Tarsem has been arrested by the police and booked for murders on the statement of his sister Rachna.

Tarsem Lal, a carpenter, lived with his family comprising wife Rani, alias Veena, daughter Priyanka (11) and sons Mohit (7) and Ashish (2) in the village along with his parents and other siblings.

Sources said he worked as carpenter on daily wages and the family’s economic condition was not very good.

Of late he had become an addict too. The sources said Tarsem had an altercation with his wife on Sunday, when he reached home in a drunken condition in the night. The family members intervened and he went to sleep after sometime.

The sources said Tarsem woke up at about 1.30 am, took out a sharp-edged equipment- “barsola” - used to peel off wood, and hit it on the head of his wife several times. The children, who were also sleeping in the same room woke up after hearing the shrieks of their mother and started crying for help.

But the cruel father killed Priyanka, Mohit and Ashish one by one. Tarsem’s sister Rachna and mother Santosh heard the cries emanating from the room and rushed there to intervene, but the accused tried to strike at them too.

An 11-year-old girl was killed and six other were seriously injured in a road accident on the Jhajjar-Rewari National Highway near Kulana village here today.

All were members of a baraat and were returning to Barhera village from Nahad in Rewari district after solemnising the wedding. The deceased has been identified as Tannu, daughter of Zile Singh.

According to reports, seven baraatis were on their way back home in the wee hours on Monday when the Qualis they were travelling in collided head-on with a truck.

Consequently, the Qualis overturned and all occupants sustained serious injuries. The injured were rushed to a private hospital where Tannu was declared brought dead. The truck driver managed to escape from the scene.

Two unidentified persons today shot dead a youth in the Israna segment of the district in board daylight.

The victim has been identified as Joginder, alias Pappu, son of Lakhi Ram of Madina village. The police said the unidentified assailants, who were riding a motorcycle, chased Joginder on the main road of the village up to a certain distance. In order to give the killers the slip, Joginder hid under one of the telecom towers. The two persons searched for him and when they found him, they fired four shots at him and fled from the scene.

As the matter was reported to the police, a team of officials reached the spot. The police said a case had been registered. The body of the victim was sent the Civil Hospital at the district headquarters for a postmortem.
