AIIMS docs keep off convocation
New Delhi, January 7 Dr Binod Khaitan, president of FAIIMS said, “The decision to boycott the convocation was taken in the executive meeting on Monday as our demands and complaints have not been entertained. But, we are adopting the peaceful means of protesting as we don’t want the studies of the students to suffer.” There are four pertinent issues that occupy the debate table and are reasons of the simmering contention between the faculty association and the AIIMS administration. The total faculty capacity of the prestigious AIIMS is 600 and the FAIIMS alleges that after 2005, no formal recruitment has taken place. Presently, there are only 450 faculty members and 150 are still lying vacant coupled with almost an equal number of promotions pending. Dr Binod said, “Another 150 are in wait of a promotion based on the assessment promotion scheme, and it’s only recently 10-12 doctors were called for promotion. Then, the Valiathan Committee recommendations under the Sixth Pay Commission, which has been taken up by almost all the institutions, excepting two, including AIIMS, have not been implemented also.” The fourth subject of contention is on the Super-Annuation policy, on which the cabinet in June 2008 decided to raise age of retirement to 65, from the present 62. And this was done to favour few doctors like Dr Sampat Kumar (cardio-thoracic surgery), who was supposed to retire on April 30, last year, but received undue privilege of three extensions in April, July and October, 2008, alleges FAIIMS. |
Vets reject new pay scales

Gurgaon, January 7 A delegation of the district body, affiliated to the Haryana State Veterinary Association, also submitted a memorandum addressed to the Chief Minister through the local deputy commissioner. Later, talking to The Tribune, Dr Ramesh Kataria, president of the district unit, maintained that the state pay revision committee had had not only ignored the recommendations of the Sixth Central Pay Commission, but also certain public announcements made by the chief minister in this regard. The association has demanded that veterinarians’ parity with medical doctors be maintained in all respects, their pay-scales be fixed in pay-band III instead of pay-band II, their non-practising allowance (NPA) be 20 per cent and they should be granted dynamic ACP on completion of 4, 9, 13 and 20 years in service. Dr Kataria disclosed that apart from veterinarians, engineers, lawyers and other technical officers in the state were also dissatisfied with the new pay scales and would soon form a joint federation to press for prompt fulfilment of their demands. |

Delhiites wake up to a fog-free morning; trains run late but flights normalise

Although Delhi remained fog-free today, more than 60 trains heading towards the city were running behind their scheduled time, while about 40 trains arrived late by 2 to 20 hours today morning at different railway stations here due to fog in north India. Even Rajdhani Express and Shatabdi Express were affected by fog and arrived late. Six Rajdhani Express trains arrived late by one to three hours today. The delayed Rajdhani Express trains include Mumbai Rajdhani, Dibrugarh Rajdhani, Patna Rajdhani, Sealdah Rajdhani and Banglore Rajdhani. While Patna Rajdhani Express arrived late by two hours, Bangalore Rajdhani arrived three hours before its scheduled time. According to railway officials, Mahananda Express was running late by more than 24 hours. Apart from this, Sampark Kranti Express, Amritsar-Saharsa Garib Rath, Saryu-Yamuna Express, Sapt Kranti Express, Shram Shakti Express and Poorva Express were running late by more than 5 hours. “Although there was not much fog in the Capital last night or today morning, certain parts of north India were under the influence of fog that led to delay of trains,” said a railway official. He added the departure time of some trains from Delhi was also rescheduled today. “Several trains were rescheduled today morning due to the visibility problem. Patna-bound Jansadharan Express’ departure time was forwarded to four hours while minor changes were made in the departure of 10 other trains,” he said. The change in timings of trains is causing confusion among travellers. The platforms at stations have turned into virtual ‘refugee camps’. Besides the rescheduled timings of trains add to the chaos. “The exact location and arrival of trains is hard to know from station officials. Once they say a train is late by two hours but, in just half an hour it becomes late by four hours,” said D.S. Sharma, who had gone to see off some family friends at Old Delhi Railway Station. However, railway officials maintain that they update the table every 15 minutes so that least inconvenience is caused to people. The worst sufferers are the poor who travel in general coaches. “There seems to be no place in trains these days. If we sleep on the platform policemen ask us to go some where else and it is too cold to sleep outside,” said Ramdeen at New Delhi Railway Station, who has been waiting for a Bihar-bound train since last night. After almost a foggy week, flight operations at Indira Gandhi International (IGI) Airport were reportedly normal today with only about 10 flights delayed due to early morning fog. According to DIAL officials, the general visibility remained above 1,000 metres while the runway visibility was more than 2,000 metres since last night. Almost all flights were operating as per schedule. However, certain flights were delayed due to dip in the visibility level in the morning. Passengers at IGI Airport got a respite from the cancellation and delays of flights today. Reportedly, 100 flights were delayed and 18 were cancelled yesterday due to bad weather conditions. Migrants to get house ownership
New Delhi, January 7 The civic body today passed the resolution to transfer the ownership rights of 10,625 residential units and 3,770 non-residential units to the allottees. These properties are presently under the ownership of the slum department of the corporation. “These properties are generally owned by poor sections of society. These were allotted to them on very nominal fees at the time of Partition in 1947 to the migrants and have continued to be on rental basis for the last 62 years,” said Vijender Gupta, Standing Committee chairman. “Since thousands of families are living there or earning their livelihood for decades together, it would be proper that as welfare measure, these properties be transferred to the allottees or occupants on ownership basis,” he said. They are in a bad condition because of lack of developmental works in their area. |

New Delhi, January 7 The redevelopment in front of Kotla Ferozeshah will be taken up in the first phase as it will involve minimum disturbance. “MCD is interested in initiating the streetscape concept from ITO to Daryaganj junction. Apart from the underground parking, Shaheed Park will be developed to provide a clear view of Ferozeshah Kotla,” said Vijender Gupta, standing sommittee chairman. He said that the civic body would initiate the streetscape concept from ITO to Daryaganj junction. “The ongoing proposals of MCD such as underground parking at Shaheed Park and BRT proposals are to be integrated with the overall streetscape development. It is felt that the proposals are to be developed without disturbing the existing lane widths of the Right of Ways (ROWs),” said Gupta. “The conceptual drawings have been developed by INTACH with respect to the secondary data obtained from private architects. We will have a total station survey to transfer the concept into projects and schemes for implementation,” he said. |

New Delhi, January 7 Delivering her annual address in a meeting today, the Chief Minister stressed the need to adopt a five-year plan by the departments for better work culture. The meeting was attended by principal secretaries, secretaries, heads of departments and other senior officers. All her cabinet colleagues along with the chief secretary were present on the occasion. She said, “The people of Delhi have given a historic mandate to my government by electing it for the third time in succession. This mandate has to be honoured and it calls for planned, technologically sound and sustained effort to deliver the required services through transparent and collaborative administration.” She urged all the secretaries and HoDs to prepare a five-year action plan listing specific milestones and indicators to be achieved at the end of each year. All the action plans must be finalized, consolidated and integrated within one month to optimise their potential, she said. While referring to the Commonwealth Games 2010, Dikshit further stated that there are several projects to make the city ready for the event. She said, “We have to work extra mile to ensure that none of these projects remains unfinished at the time of the Games as the prestige of our nation and our city is at stake. All the agencies involved in the infrastructure development have to set up special monitoring mechanism to pre-empt any slip-up on the way.” The Chief Minister exhorted officials to imbibe work culture of the Delhi Metro and make Delhi government more responsive. A foundation in this direction has already been laid. The number of complaints in the Public Grievance Commission has gone down substantially. Delhi continues to be an attractive metropolitan city. The satellite towns have not helped in checking migration to the city. She said that every year Delhi receives an influx of more than five lakh residents. Most of them are under-privileged and forced to spend their life in the slums. Delhi as a city has to evolve a plan to look after these people. She announced that best performing department would be awarded a Chief Minister’s Trophy every year. She concluded her address by saying “two years ahead are the most crucial years to translate all our plans in the field. We have to present Delhi as a vibrant city, a city of life, colour and unparalleled charm to the world”. |
Teams for Haryana Junior National announced
Gurgaon, January 7 Gopi Chand Galoth, president, Haryana Volleyball Association, said the competition would be held from January 11 to 18 in Karnataka. The trial was organised on January 1. Galoth said 52 boys and 45 girls from various parts of Haryana came for the trials. Of these 12 were selected. The selected girls are Sushma, Anju, Nisha, Raman, Priyanka, Kavita and Komal all from Kurukshetra, Sarita (Karnal), Tanvi and Anshul from Hisar, Hiteshi and Urmilla from Jhajjar. While the boys’ teams comprises Shiva, Gaurav, Sohan Kumar all from Karnal, Mohit (Sonepat), Rajni (Sirsa), Meet (Gurgaon), Naveen, Amit, Devinder, Suresh, Pawan and Vikas from Bhiwani. Rishipal Dhankar, Haryana chief selector, Volleyball Association, said they were confident that the team would win the medal. |

Power supply to remain disrupted
New Delhi, January 7 The power supply in East, West, South and Central Delhi will be affected during the daytime on Thursday and Friday following the maintenance and upgradation work by BSES. “The power supply in over two dozen colonies in various parts of the Capital will be affected for two days as we are carrying out maintenance and upgradation work. The company regrets the inconvenience caused to customers,” a BSES official said.

6 wounded in pile-up
Noida, January 7 Sunil, the DTC bus driver, has been admitted to the ESI Hospital here. While the five others — Arjun, Dhani Ram, Lucky, Shamshad and Suberaj, who were travelling in the DTC bus, have been admitted to Bhardwaj Hospital in Noida. The Blueline bus plying on route no. 33 was coming from Sarita Vihar after gas refilling at around 6 am. As it was coming down on Maha Maya flyover, a speeding DTC bus hit the Blueline bus from the rear. Later, a Tavera car hit the DTC bus that was standing in the middle of the road. Then an Indica car ran into the Tavera car. A Maruti 800 following the Indica car bumped into it. However, no one was seriously injured in the three cars that had bumped into the stationary DTC bus one after the other. |

CBI lets off Pandher in a charge sheet
Ghaziabad, January 7 The CBI submitted the 16th charge sheet in the court of judicial magistrate (CBI) Abhinitam Upadhyay. The charge sheet states that five-year-old Satendra alias Max had gone missing from his house on April 27, 2006. His father Ashok had lodged a complaint and had stated that his son had gone to buy sugarcane juice from a vendor near the D-5 bunglow in Noida, Pandher’s residence and the boy did not return home. After filing the case, the CBI charge sheet stated that on April 27, Pandher was in Australia. The court asked the CBI to present Surender Koli, Pandher’s domestic help and prime accused, before it on January 17.

EOW probing DDA flat draw case
New Delhi, January 7 Sources said that various questions are arising while investigating the case. How property dealers got mobile or telephone numbers of the successful applicants? Had DDA hired a private agency to develop software for randomization of applicant numbers? If it was a private agency what was its authenticity that information will not be leaked? To answer these questions, the investigating agency has to check the computer in which application numbers and random numbers were fed. An information technology (IT) expert is needed to investigate all these matters as it is related with computers and police alone cannot do this, the sources said. When additional commissioner of police S. B. K. Singh, who is in-charge of the EOW, was contacted, he said that at this stage nothing could be shared with the media. It will take a few days to find the clue. A senior officer said that the alleged scam could not be the handiwork of the insiders. If it is, the IT system of the DDA would have been hacked by some outsiders. He also said as one of the applicants had gone to the court, the case would be sub judice and the process of allotting flats would be prevented resulting in the successful applicants might face problems in getting their flats. Official spokesperson of the DDA, Neemo Dhar said that a committee had been constituted to investigate the case. Meanwhile, DDA Flat Applicants Association said that the internal inquiry announced by Delhi Development Authority had no meaning and was just a cover-up. The result of the internal inquiry is already known as DDA officials will give a clean chit to themselves. “Lakhs of applicants from the Capital who had applied for DDA’s much-hyped affordable housing scheme have been taken for a ride. The internal inquiry is just a cover for the wrongdoings,” said Ritesh Diwan of DDA Flat Applicants Association. |
Bikers fire at shoe trader
New Delhi, January 7 According to sources, four assailants on two motorcycles started chasing Surender Bansal and his friends from near Keshavpuram flyover. After some time, they started firing upon the occupants of the car. In order to save his master’s and his friends’ lives, the driver sped towards Madhuban Chowk followed by the bikers. After reaching Kohat Enclave, the bikers tried to stop the car from the front. They again fired upon Surender Bansal’s vehicle causing severe damage to the sides and back mirror of the car. Several vehicles stopped at the red light near to the area. The assailants afraid to get trapped fled. Policemen from Keshavpuram police station and Maurya Enclave police station reached the spot almost an hour later and debated upon the area in whose jurisdiction the incident had occurred. Finally, a case was lodged at Keshavpuram police station. The incident has terrified the residents giving rise to speculation that another biker gang on the lines of Bunty Gang is becoming active in the area. In the past two months, several incidents of snatching and robbery have been reported in the Kohat Enclave and Pitampura areas. Last month a jeweller was robbed and killed in the area, while a few days ago a couple was robbed in the area. Local councilor Usha Gupta said that the police needed to tighten law and order in the area. Meanwhile, the police is ignorant about the assailants or the gang. “May be it is the same group of people that is behind the robberies in the area. Unless we complete the investigation it is difficult to say anything. However, in the present case, prime facie it appears that past rivalry could be reason behind the attack on Bansal,” said a police officer. |
Man held for bid to molest Noida teenager
Noida, January 7 The incident occurred at Chhajarsi on National Highway-24 in Noida at about 11.30 am. According to the victim’s family and the police, the girl was alone at her house in the morning when the accused, Rajan Kumar, tried to molest her. “The man entered the house on some pretexts and tried to molest the girl,” Dharmendra Chauhan, station house officer Sector-58, said. “We have arrested the accused.” Rajan Kumar is said to be the nephew of the owner of the house where the victim’s family is staying. The girl’s father Sajjan Kumar had gone for work and her mother Phool Devi too had left the house for some chores. “My daughter was all alone as my husband and I were on work. My son and elder daughters were also not around,” said Phool Devi. The girl raised an alarm, and hearing these, her girl’s brother Suraj arrived. Hearing the screams, neighbours also arrived at the spot and thrashed Rajan, before handing him over to the police. Noida not safe for women
Noida, January 7 The way the incidents of woman-related crime and atrocities are increasing is a poor reflection on the efficiency of the Noida police. The police is being seen as having failed to adopt itself to the new challenges and emerging scenario and has failed to give a good account of itself, feel the residents. Questions are being raised on alertness and the response time taken by the police force. Noida women are a worried lot whenever they have to step out of their residence. Be it stretches on lonely roads or congested market places, women and especially young girls find themselves unsafe and vulnerable in the town. Parents of girl students keep their fingers crossed till their wards return home. Till now only women and girls moving alone were considered vulnerable, but now even those going along with families are not safe. They are being targeted by the criminals. All efforts and planning by senior police officials to tackle this problem have fallen flat. Two important factors that have increased the incidence of crime against women are the use of motorbikes and cell phones by the miscreants. When women are not safe in broad daylight, one can imagine the plight of professional women staffers in hi-tech offices and institutions some of whom have to return home late night. Hundreds of IT companies and BPOs work 24 hours a day and women workers have to report for duty or come home after duty in late night or early morning hours. Besides some nightclubs, discotheque and hotels are open till 4 am in Noida, especially Sector-18. But police security is not available there. That more women are targeted, abducted and raped these days is a stark reflection on the police alertness and policing in the town. |

Noida, January 7 The team visited the Sector-39 police station in Noida, where the case was registered, and also met the victim, according to a commission member. “We met the victim and her family members to collect details,” said Neeva Konwar of the NCW. The team also collected details of the incident from the Noida police, besides inquiring about the status of investigation. The victim, a management student from South Delhi, had gone with her friend Amit Pawar to the Great Indian Place Mall in Sector-18 market for shopping on Monday.

These barbaric acts are no less a threat to the national character and could be committed only by wild gangsters,” said Inspector General of Police (Meerut range) Gurdarshan Singh. “Therefore, I have asked my officers to impose the NSA and the Gangster Act on these wild criminals,” he added. Earlier, the chief judicial magistrate’s court remanded five of the 10 rapists who have been arrested to 14 days’ judicial custody. P.N. Singh, the prosecutor in the case, said, “We requested the court to grant police custody for three days but the court preferred to remand them to judicial custody and adjourned the case till Friday.” “We wanted the police remand to recover the articles used in the crime. Certain fingerprints found on the vehicles were also to be lifted and tallied. Therefore, we submitted a separate application to take the accused into custody exclusively for this purpose, but the court adjourned the hearing till Friday. Now, both applications will be taken up on Friday,” Singh added.

When his friends had gone ahead, Gullu called up a friend, Pushpender Yadav, and called his friends. Soon they surrounded the car and forced themselves into the car. They pushed Amit to the rear seat after overpowering him and the victim. They then abducted the girl and gang-raped her. The police said the identity of the accused was ascertained by monitoring the cell phones of six accused found in the uninhabited area between Arthala Khanjar and Garhi Chowkhandi. When police raided Garhi Chowkhandi around the mid-night of Monday-Tuesday, Gullu had managed to flee, the police said.

JNU workshop ends
New Delhi, January 7 Taking the facility forward, JNU organised a workshop of researchers from across the country on “Advanced Analytical Instrumentation and Applications” that ended on campus today. The workshop was aimed at creating awareness about the facility and applications of the instruments of analysis. Hundreds of participants from all over the country, representing different areas of research, attended the workshop. Several top application engineers addressed the gathering, which was followed by lectures by the faculty of JNU. Chairman of UGC S.K. Thorat and secretary of department of biotechnology M.K. Bhan also addressed the participants during the workshop. The Advance Instrumentation Facility at JNU was created out of a special grant given to the university by UGC for augmentation of infrastructural facilities along with the implementation of OBC reservation. The university spokesperson said the state-of-the-art instrumentation facility was created to promote inter-disciplinary research. All the science faculty researchers of various schools at JNU could use the instruments. |
Lok Sabha gets Hindi website
New Delhi, January 7 Speaker of the Lok Sabha Somnath Chatterjee inaugurated the website. Chatterjee said the website would go a long way in bringing Parliament nearer to people. The function organised by the Editorial and Translation Service of Lok Sabha Secretariat took place at BPST Main Lecture Hall, Parliament Library Building. Dr R.K. Chadha, joint secretary, Lok Sabha, said the Lok Sabha Secretariat had taken yet another important step in information management by launching a Hindi website to cater to the needs of the Members of Parliament. He added, “The website has been launched with limited content. Hopefully, there will be further enrichment of content in the days to come.” |
