Backlog of pending cases piles up
Swati Sharma
Tribune News Service

Chandigarh, December 6
“Samadhan-2008”, an ambitious project by the Punjab and Haryana High Court aimed at bringing down the huge backlog of cases in the District Courts, seems to be yet far from achieving its motive as pendency is on the rise in the various sessions and lower courts in the city.

Though judicial officers have been organising numerous lok adalats, mega lok adalats and pre-litigative lok adalats and also working on some Sundays to bring down the large number of pending cases at the trial courts but the backlog continues to pile up.

A comparison of the pending cases in the district courts in July and December 1 is an indication, the increasing trend continues despite all efforts to curb it. While the figure of pending cases stood at 91,450 in July this year, they have crossed the 1,00,000 mark in December, registering an increase of almost 10 per cent.

Major portions of these pending cases are those pertaining to Sec 138 IPC of cheque bounce complaints. This, legal luminaries claim, constitutes to almost 50 per cent of the backlog.

Investigations carried out by TNS revealed that out of the 19 courts in the District Courts, only three courts had reduced the number of cases pending in their courts.

The court of district sessions judge K.K. Garg has reduced the pendency of cases from 1,207 cases in July to 1,148 cases in December.

While other two courts that have reduced the pendency is additional district and sessions court of Ravi Kumar Sondhi that has lowered the count of number from 2,250 in July to 2062 in December and the CBI Special Court of Jagdeep Jain that has reduced the count from 84 in July to 77 in December.
